REPUBLIKA NG PILIPINAS TANGGAPAN NG SANGGUNIANG PANLUNGSOD LUNGSOD NG BAKOLOD -000- CITY ORDINANCE NO. 09-17-819 MAY 24, 2017 AN ORDINANCE DECLARING THE FOURTH THURSDAY OF NOVEMBER OF EACH YEAR AS A DAY OF THANKSGIVING IN THE CITY OF BACOLOD AND PROVIDING FUNDS FOR ITS CELEBRATION. WHEREAS, the City of Bacolod, since it became a Chartered City in Y1938, has become a progressive and fast-developing highly urbanized city in the Philippines even in the midst of several crises, natural calamities and disasters that the people-of Bacolod have experienced in the past; WHEREAS, divine blessings sparing Bacolod City from the worst kinds of calamities and destructions and the Bacolodnons’ resilience in times of adversities paved the way for Bacolod to rise into a livable and prosperous metropolis where its constituents enjoy the fruits of economic development, for which the people of Bacolod should be thankful for, NOW THEREFORE, let it be ordained by the Sangguniang Panlungsod of Bacolod City, in session assembled, that: SECTION 1. TITLE - This Ordinance shall be known as the “Thanksgiving Day Ordinance of Bacolod City” SECTION 2. DEFINITION OF TERMS. Thanksgiving Day - A day of giving thanks to God for the blessing of the preceding year. Thanksgiving has its historical roots in religious and cultural traditions and has long been celebrated in a secular manner as well. Today Thanksgiving means spending time with family and friends over a large feast. It is a time to reflect and give thanks for what they have. Parades and festivities are held portraying Thanksgiving and marking the start of Christmas season. Y City Ordinance No. 09-17-819 May 24, 2017 Page 2- SECTION 3. THANKSGIVING DAY CELEBRATION, An Annual Event - The City of Bacolod shall celebrate Thanksgiving Day every 4” Thursday of November of each year. It shall be a working holiday with classes. The celebration shall be part of the education of the children on values of gratitude and thankfulness to the Lord. It shall likewise be a day of public thanksgiving for all blessings of the preceding year and prayer for the entire city to be celebrated by all Bacolodnons representing all sectors and led by the City Mayor with all city officials and employees in the government. The City Mayor shall create a Committee composed of government, private and religious sectors of the City of Bacolod to prepare and organize the celebration of Thanksgiving Day which will be meaningful to all people, united as one and declaring one goal, that is to glorify God. SECTION 4. APPROPRIATION — For purposes of Thanksgiving Day celebration, the City Government of Bacolod shall appropriate the amount of Three Hundred Thousand Pesos (300,000.00) to be taken from the General Fund subject to existing COA tules and regulations as to its disbursement.
