NATIONAL ICT MONTH 2023

Project Brief

I. BACKGROUND

The National Information and Communications Technology (ICT) Month is an annual


celebration that takes place in June. This celebration was first instituted in 2008,
following the issuance of Presidential Proclamation No. 1521. The month-long event
serves to highlight the crucial role that ICT plays in various social and economic
spheres.

This year, in 2023, the celebration will center on the theme of "Connecting
Communities, Enriching Lives, Forging a Digital Future for the Philippines ". The
overarching goal of this theme is to encourage Filipinos to embrace the digital
transformation era by promoting innovation, collaboration, impact, and inclusivity.
Through this celebration, we hope to emphasize the importance of ICT in advancing
the Philippines' digital future and promoting progress across all sectors.

II. OBJECTIVES

1. Promote digital innovation and good governance across all sectors by


encouraging new ways of thinking that prioritize outcomes and public value,
instead of just completing tasks.
2. Educate and inform the public about the true nature of digital transformation,
which involves more than just technology, but also creating a positive impact
and improving people's lives.
3. Foster seamless collaboration between the public and private sectors, and
ensure inclusivity in all digital initiatives, so that everyone can benefit from the
opportunities presented by digital transformation.
4. Encourage the Department of Information and Communications Technology
(DICT) to lead the way in breaking down traditional mindsets and
demonstrating effective performance of mandates, while also steering the
country towards digital innovation

Through these objectives, we can create a more efficient and effective digital
ecosystem that can drive progress and improve the lives of all Filipinos.
III. FORMAT

The purpose of celebrating each week during the National Information and
Communications Technology (ICT) Month is to highlight specific areas of focus and
emphasize their importance in promoting digital transformation and progress across
various sectors.

Week 1: Digital Innovation and Inclusion - This week is dedicated to showcasing the
importance of digital innovation and promoting inclusive approaches to digital
transformation. It aims to encourage new ways of thinking that prioritize outcomes
and public value, rather than just completing tasks. It specifically aims to highlight the
importance of developing innovation ecosystems for startups and ICT industries and
for sectors that need to be empowered like women and the youth, among others.

Week 2: Digital Governance - This week highlights the significance of good


governance in promoting digital transformation and improving public services. It
aims to encourage the adoption of digital tools and technologies to enhance
governance, transparency, and accountability. This weeks aims to spotlight the
programs of government which are aimed at improving digital governance, e-
governance and e-government.

Week 3: Digital Workforce Competitiveness - This week emphasizes the importance


of developing a competent and skilled workforce in the digital age. It aims to promote
programs and initiatives that enhance digital literacy, digital skills, and capacity
building to improve the competitiveness of the workforce. This week also coincides
with the provision of the Republic Act. No. 11927 or the Philippine Digital Workforce
Competitiveness Act of 2022 which calls for the celebration of said week as such.

Week 4: Digital Infrastructure and Cybersecurity - This week focuses on the crucial
role of digital infrastructure and cybersecurity in promoting digital transformation
and progress across various sectors. It aims to raise awareness about the importance
of digital infrastructure and cybersecurity in building a safe and secure digital
environment.

Government agencies, local government units, and the private sector in the national
level and every region shall be encouraged to celebrate the National ICT Month 2023
to promote the development and growth of the country's digital economy. In this
manner, the government can raise awareness about the importance of ICT and the
impact it has on various sectors, such as education, healthcare, and business. It also
promotes inclusivity by ensuring that people from all parts of the country can
participate in digital initiatives, thereby bridging the digital divide and reducing the
digital divide among marginalized communities. Additionally, celebrating NICTM in
every region encourages collaboration among different sectors, such as government,
industry, and academia. This collaboration can help drive innovation, promote digital
infrastructure development, and foster a competitive workforce. Finally, celebrating
NICTM in every region can showcase regional innovation and highlight best practices
in the use of ICT, inspiring others to replicate successful models and drive progress in
other regions.
