INTRODUCTION

1 –BARANGAY DEVELOPMENT PLAN CY 2024-2029


I. INTRODUCTION

Barangay Kauswagan crafted its Barangay Development Plan with


the facilitation of MDPO officer, MLGOO, Provincial Director and
participation of barangay Council and sectoral representatives from
Farmer, women, youth, senior citizen, health workers, Purok leaders,
BNS, Tanod who are BDC.

Barangay Kauswagan formulated its BDP. This development plan


covers the sectoral development needs of the barangay in which get the
bulk of their development fund budget. Since the barangay has huge
development needs, their yearly revenue allotment or IRA cannot suffice
for these needs; therefore, they need to plan and execute them in
staggered basis, to their term, yearly basis since their barangay funds is
given annually. In this manner, their barangay development funds are
directed towards a concrete and sustaining programs and projects.

With that context in mind, Barangay Kauswagan projected their Five


(5) years development budget and distributed it to their priority projects
in each of their sectors. Given the fact that the barangay funds cannot
suffice for the financial requirements of the projects laid down as priority
needs by the barangay constituents, they identified other agencies in the
government, non-government organization wherein they could source out
funding to help them realize the programs and projects they needed in
their barangay. Having these sustaining programs and in placed facilities
in the barangay, the people in the community would increase their
capacities and become resilient, prepared and well developed.

BDP is a Five (5) years comprehensive Multi-sectoral development


plan that is formulated through an inclusive and participatory approach
led by its Development council and approved by its Sanggunian. It is an
official document of the barangay that specifies policy options,
programs, projects and activities intended to contribute towards the
achievement of the barangay development goals and objectives. Without
the priority programs and projects embodied in the plan, there is no basis
for the programming of funds and therefore no basis for budgeting.

I. INTRODUCTION

A. Historical Background

The history of Barangay Kauswagan started in 1924 when the late Vicente
Fernandez with his 2 companies Gavino Aca and Rufino Lantaca went hunting on
this place. By this time, Kauswagan was still a forest and a part of Claveria
where wild animals just come and go.

One day, while they were hunting and about to shoot the wild pig, there
came out 3 naked children. These children were sons of the late Miguel
Dahunlay, a native of this place and at the same time their Datu. After knowing
that these children were sons of the Datu, Mr. Fernandez accompanied the 3
children and talked with the Datu. In their conversation, they had agreed that
they will call a meeting for all the people living in this place.

During their meeting, Mr Fernandez voiced out many suggestions for


progress and development of the said place, such as education, barter system
and many other things. After a few minutes, they will talk about of what will be
the name of the place. Miguel Dahunlay and Vicente Fernandez suggested that,
it will name it Kauswagan since they were aiming for progress of their place
which means “Uswag”. Fortunately, it was agreed that place will be called
“Kauswagan” from the word uswag which means progress and development.

Few weeks later, a teacher named Mr.Quipanes was sent to teach the
people of a new discovered place called Kauswagan. Since then, Kauswagan
separated from Claveria and became a sitio of Balingoan and Balingon was still a
Barangay of Talisayan. And now that the Balingoan is already separated town of
Talisayan, Kauswagan is one of its 9 barangays.

B. Demography

This chapter shows information about the barangay survey conducted by


the Purok Presidents, BHW’s and barangay officials.

Population Size, Growth and Density

Barangay Kauswagan has a total population of 776 individuals and 177


households with an average household size of 3, (Table 1).

Based on the data gathered during PRA / Census, Barangay Kauswagan


has a total population of 776 individuals or 177 households (Table2). These
consist of 385 male individuals or 50.38% and females of 385 individuals or
49.68%.The highest number of males and females are observed in Purok 5 with
a total 87 of males or 11.21% and 88 females or 11.34%. The lowest number of
males is in Purok 2 with 47 or 6.05% as well as the females with 47 individuals
or 6.05% of the total population.

The highest number of population both sexes is in Purok 5 with 175 or


22.55% and with the highest number of households that consist of 37 or 20.90%.
The lowest number of both sexes is in Purok 2 with 98 or 12. 62 % of the total
barangay population with 24 or 13.55% total households; however, Purok 1
have the least number of households that accounts to 23 or 13% of the total
number of households.

Age and Sex Distribution


The highest number or percentage of age by both sexes is within bracket
23-60 years old with a total number of 359 individuals or 46.26%. Second is age
bracket 6-12 years old with a total of 116 or 14.94%. The lowest is in age
bracket 61 years old and above with only 69 or 8.89%.

Among the age brackets, 23-60 years old have the highest number of
males and females with359 male individuals or 46.26% and 176 female
individuals or 20.93%. The lowest number of male and females are within the
bracket of 61 years old and above with a total of 69 individuals or 8.89% from
the total population, it has 37 males or 4.76% and 32 females or 4.12%. It
clearly shows that Females are dominant in the whole bracket with a total of
390.

Individuals or 50.36% compared to Males that 385 or 49.58% from the total
population (Table 3).

Civil Status

Table 4 shows the civil status of the barangay that Single status has the
highest number with 519 individuals or 66.88% by both sexes. Followed by the
Married status by both sexes with a total of 228 or 29.38% and last is the Widow
status by both sexes with a total of 29 or 3.74%.

Population by Mother Tongue

Bisaya dialect is dominant with all of its inhabitants are using furthermore
those strangers that inhabited the place long time ago had adapted the said
dialect.

Ethnic Groups

Bisaya is dominant in Barangay Kauswagan with 700 individuals or


90% of it’s the total population and the 10% of the population are Tribal
group and Higa-onon tribe, (Table 5)

Religious Affiliation

With regards to religious affiliation of Barangay Kauswagan, Roman


Catholic has the highest number in the barangay which account to 75.64% of
the total population, while the Non-Roman Catholics such as United
Pentecostal, Finipinista and Iglesia ni Cristo and Seventh day Adventist are
consisting of the other 24.63% from the total population (Table 6).

Labor Force and Employment

Barangay Kauswagan is an Agricultural area. The coconut and banana are


the main sources of farmer’s income. Other sources are derived from fishing,
small-scale brackish and inland fishpond and few cash crops. Aside from these,
the barangay has also livelihood activities done by the community.

Educational Attainment

Most of the people in Barangay Kauswagan are Elementary Level or under


graduate with 183 or 23.58% followed by the Secondary Graduates or High
School which has 156 or 20.14 % and there were also few individuals who
graduated with Secondary Level courses or High School Level of 146 individuals
or 18.81% from the total population (Table 8).

C. NATURAL FEATURES

Geographical Location

Barangay Kauswagan is an upland barangay of Balingoan


Municipality. It is less than 3 kms. From national highway to Barangay
hall. It is bounded in the north by Barangay Bauk-Bauk, Lapinig and
Mantangale, in the south by Barangay Kabangasan, in the west by
Barangay Kabulakan, and in the east by Municipality of Talisayan. The
Barangay is subdivided into 6 puroks, namely; Purok 1, Purok 2, Purok
3, Purok 4, Purok 5, and Purok 6.

It has a total land area of 384 hectares which is 6.65% of the


Total land area of Balingoan. Only small portion of land is residential
approximately 30% of the land and Majority is an area inclined to
agriculture.

Topography and Slope classification

One of upland Barangay, based on Topographic map, Barangay


Kauswagan is between 200 to 300m above sea level. That’s why crops
and trees are easily to grow.

Surface Drainage

The barangay kauswagan has a river that only have a water when
it is raining or a heavy rain.

Climate and Rainfall

Barangay Kauswagan like any other Barangay in the Municipality of


Balingoan has two types of season, the dry and wet season. Maximum rain
period generally occurs in June until December.

Soil Type
Our soil in the Barangay, based on soil classification map, barangay
Kauswagan soil is Camiguin Clay and Mambajao Clay.(Table 10).

Land Capability

The 70% of the total Land Area in Barangay Kauswagan is an


Agricultural Land and 30% is the Residential Land.

Land Suitability

The Soil Suitability for tree crops are 201.60 hectares and only 67.20
hectares of Mixed Crop.

Land Cover

Barangay Kauswagan has existing Built-up areas of 6.937


hectares and having a grassland of 1.304 hectares, Annual Crop is
6.882 hectares, inland Water is 1.304 hectares, Perennial Crop of
681.287 hectares, and Brush/Shrubs of 2.72 hectares. (See in Table
11)

II. ECONOMIC DATA

2.1 Agriculture

2.1.1 Agricultural Land Use

Based on the Gathered Data, the Residents of Barangay Kauswagan engage in


different means of livelihood. But the primary source of income is FARMING.

2.1.2 Sustainability of Agricultural Land Use

The current situation of agricultural land use of Barangay Kauswagan is mixed


cropping are commonly practiced by the farmers. Enhance the existing farming
system through introduction of Training on Agricultural Development.

2.1.3 Production by type of Crops

The Identified crops are coconut, cassava, banana, cacao and falcata. Coconut
has the widest coverage in hectares planted. Second is the Falcata, Cassava, Cacao
and banana, that can help for Financial.

Technologies used for each crop consist of the following

1. Coconut – generally coconut is planted in a mono-cropping. Only


patches of land are seen to have mixed with the other crops.
2. Banana – this in more on Plant by Famers
3. Cacao- are one of the ingredients in making tablia.
4. Cassava- this are mostly implanted direct in sunlight, and the
traditional planting of
Cassava are using plow and yoke with a carabao.
5. Falcata - are one of the source of making papers, but falcata can be
mixed with
Another crops unlike of others and the most common in cutting falcata is
using a chainsaw.

2.1.4. Cropping Pattern (Coconut and Banana, Cacao, cassava and


Falcata)

Most of the farmers of Barangay Kauswagan, coconut is commonly planted


during the month of September and leave it for 5 years to have a coconut fruit to be
harvested. Next is cacao, the farmers or individual with a CaCao farm planted it on
Second Quarter of the Year, the Banana is planted on June to July, Cassava is when
the Moon is A full moon and the Falcata is planted in no particular month.

2.1.5 Labor Requirements

Table below shows the labor requirements are high during the months of February,
March, April, May, June, November and December while January and October is
Minimal and the rest is Low Labor Requirements.

2.1.6. Occurrence of Pest and Diseases

The common disease attacking their banana is bugtok and minimal on bunchy
top, the pest attacking cacao can be bugtok and minimal black dots in the shield. As
we observe Cassava are not in common of pest but it’s a common food of chicken.
The common pest attacking in coconut are rats, thru the source of their foods.
maybe the pest attacking of falcata is the big ants where they live the brunch of
falcata

2.2 Livestock and Poultry

Livestock production in the barangay is for backyard scale, production level is


minimal. The Barangay Kauswagan provides upgraded stocks through pig dispersal
program. Carabaos, Cow are used as working or draft animals and are very useful in
copra and corn production in terms of transportation. Goats, Chicken and hogs
serve as an additional family income and consumption.

Poultry production is also on backyard scale. Households prefer to raise native


chicken because it is economical compared to high breed. This serves also as source
of income and for consumption.

2.2.1 Occurrence of Pest and Diseases

Carabao, Cow and Goats – Worms, Ticks and Lice, Septicemia, Pneumonia,
respiratory infections, Diarrhea, External/Internal parasites, Lameness and
Bacterial infections.

Hogs- African swine fever (ASF), Diarrhea, Bacterial infection, Hog cholera.

Poultry – Coryza, Fowl fox, Worms, Salmonella, Coccidiosis and Nutritional


disorder.

Note: Staff from the Municipal Agricultural Office is always ready for technical support
and services in preventing and if not eradicating such pest and diseases.

2.3. Food Supply and Requirements

Food supply of the Individual Household of the Barangay KAuswagan are


root crops, Vegetables and Native Chickens.

2.4 Agricultural Facilities

As an agricultural barangay, farm tools are useful in the different stages of


production. Many of the farmers have their own tools does not have equipment
to facilitate production processes (Table 16).

2.5 Credit Facilitation

Table below shows that 177 HH have availed of credit facilities to private
lending institutions. Repayment scheme involves daily payment (arawan),
weekly and monthly at a rate ranging from 3.95% to 10% per month.

2.6 Irrigation Developments

Barangay KAuswagan has no existing irrigation facilities. The Barangay is


Dependent of the Municipal Water System and When it Rains.

2.7 Other Infrastructure and Post-Harvest Development

Barangay Kauswagan has farm to market roads for the easy access of The
Farmers and the Other Barangays to Go to Market.

2.8 Extension Support, Education and Training Services

In terms of extension support services, technical staff or extension worker


of the municipality is always available to reinforce good agricultural practices to
the farmers.

2.10 Information Support

The barangay has two units of laptop and printer, one for the secretary
and treasurer for records filing and communication services to the barangay
constituents and other clients.

2.11 Solid Waste Management

All Barangay Constituents of Barangay Kauswagan are engaged in non-


Biodegradable Segregation and also all Purok has a Compos Pit for
biodegradable.

2.12 Agrarian Reform and Land Tenure

Most of the residents of Barangay Are Owner/CARP/Declared with 65% of


the households and followed by tenants of 35% households.

2.13 Trade and Industry

The barangay has sari-sari store, selling common needs/goods for the
community. The total number of sari-sari stores posted to 11, 1 Casaava, 1
copra and 3 falcata traders. There are also roving traders offering credit items
for the community.

2.14 Tourism and Recreational Facilities

The Barangay Kauswagan has a Private Tourism Spot Named VISTA DEL
PARAISO Located at Purok-5, Kauswagan, Balingoan, Misamis Oriental.

III. SOCIAL SECTOR and CULTURAL DATA

3.1 Health and Nutrition

3.1.1) Medical Health Facility/Personnel Services

The Barangay Health Station is Located at Purok-2, Kauswagan,


Balingoan, Misamis Oriental. But Not all Medical Facilities are there. The
barangay commonly go to the Rural Health Unit or the Talisayan Misamis
Oriental Provincial hospital. However, for major cases that it needs more
advances facilities, patients are referred to Cagayan De Oro City or gingoog City.

The barangay has 6 Barangay Health Workers (BHW) ,1 Barangay


Nutrition Scholar (BNS) and 1 NDP from Municipal. The health personnel in the
barangay have conducted regular immunization, prenatal check-up for the
pregnant women and feedings to the children.

3.1.2 Leading Causes of Maternal Mortality


For the year 2023 as to present, the barangay has no reported case of death
among mothers. The health workers assigned in the barangay continue
educating the mothers regarding the importance of pre-natal and post-natal
care.

3.1.3 Nutritional Status

Out of 84 population aging 0-5 years old, there are only 2 or 2.38%
considered malnourish. Table below shows the magnitude of malnourished which
is one factor of poverty in the barangay (Table 42).

3.1.4 Birth Control and Methods Used

Out of 177 households, 51 households are family planning acceptors.


Family Planning Method using Pills is the most common with 12.99%; followed
by Ligate with 7.91%, Depo with 6.78%, IUD with 2.83%, implant with 2.26%
and Condom with 0.56%.

3.1.5 Water Facilities

There is only one water system in the Barangay KAuswagan. The


Barangay is dependent on the municipal Water System.

Table below shows that out of 177 households of Barangay Kauswagan
there are 137 households or 77.40% access to safe water, while 22.6% are still
served with unsafe source (Table 25).

3.1.6 Number of Households with toilet facilities

There are 177 households in the barangay, out of these 58 or 42.34%


have Water Sealed sewer septic tank used exclusively by the household, 16
households or 11.68% have Water-sealed sewer septic tank shared with other
households and 33 or 24.09% have Water-sealed other depository used
exclusively by household and 6 or4.38% Water-sealed other depository shared
with other households and 19 0r 13.87 and 4 or 2.92% are Closed pit and 5 or
3.65% None (bodies of water backyard public spaces) (Table 26)

live in.

Barangay Kauswagan has a total of 177 households, out of these households 26


houses are concrete, Semi-Concrete with 62 Households and 89 Households for

3.2.1 Educational Institutions

Barangay Kauswagan has 1 public elementary school located in barangay


proper which caters complete grades 1- 6. It has also Kauswagan Day Care
Center that caters kindergarten education.

Data show that age between 06 – 10 years old (primary school going age) has
the highest number that consist of 183 individuals or 38.69% followed by 11 –
14 years old (intermediate school going age) with 146 individuals or 30.87% and
the last is the 17 – 21 years old (tertiary school going age) with 89 individuals or
18.82%.

3.3 Social Welfare and Development

Barangay Kauswagan has organized groups like, Farmers Association,


Womens Association, Kauswagan growers Association, Senior Citizen
Association, SLP and 14 AIM Rag Making Association. This Association composed
almost of the Legal Age Male and Legal Age of Female.

3.5 Protective Services

Barangay Kauswagan has 10 fullforce Barangay Tanods headed by the


Barangay Chairman who is maintaining the peace and order situation in the area
through the active participation of the community.

3.6 Gender and Development

3.6.1 Violence against women and children

Record of the barangay shows, that there was no reported case of physical
abuse among women from 2021-2023.

3.6.2 Drug prevention and abuse

Barangay Kauswagan is not spared of drug cases, though not accounted


as to number yet there are reported problems on same. Appropriation allotted
for Sangguniang Kabataan also includes funds intended for youth development in
the field of sports related activities.

3.6.3 Community role of men and women

Most men are officers of community organization and are members of groups
which require their services, while women are usually tasked to attend meetings
because men are normally attending the farm activities.

Table 39 shows, the household tasks of men and women in the household
tasks. Commonly men tasks are on hard works, and women be a part of the
decision and household activities.

3.6.5 Formal Organizations

3.6.5.1 Peoples Organizations and Cooperative Development

As per data gathered, there are 6 existing people’s organization in the


barangay. However, only 3 of these are registered with DSWD and SEC.
Organization activities were livelihood, consumer related activities and
organizational strengthening. The presence of this organization indicates people
empowerment in the barangay.

4.2 POWER

4.2.1 Fuel Used for Lighting

Kerosene is the power supply of the constituents of Barangay Kauswagan
when Blackout occur. About 7 or 4% households are using kerosene or batteries
while the other 170 or 96% households are supplied by electricity by MORESCO
II.

4.2.2 Fuel Used for Cooking

Most of the residents use firewood / charcoal as fuel for cooking a total of
122 or 68.93% households, while LPG users accounts for 55 households or
31.07% of the total households of the barangay.

4.2.3 Electric Service

The MISAMIS ORIENTAL ELECTRIC COOPERATIVE II (MORESCO II) is supplying


the electric needs of the barangay. A total of 170 households availed of the
services of the power company while a total of 7 households are still unserved.
Reason for this include: distance from the main line, affordability level of the
households and financial constraints on the part of the barangay government.

4.3 Transportation and Road

4.3.1 Road Networks

Barangay Kauswagan has a Provincial road of 3.5 kilometers, Barangay


roads of 5.65 kilometers.

4.3.2 Mode of Transportation

Barangay Kauswagan is accessible to any transportation facilities, but the


most common means of transportation from barangay going to the different
puroks are by motorcycle.

4.4 COMMUNICATION

4.4.1 Telecommunication Services

All populace of the barangay has access to all type of telecommunication


services that are based such as internet and other mobile phone networks.

4.4.2 Broadcast Media Services

Broadcast media facilities that reached the area are the radio network
accounting for 110 units, 32 televisions and 47 karaoke / DVD / VCD / CD.

4.4.3 Postal Service Facility

There is no postal service facilities in the barangay, however, mails and letters
are fetched by the barangay from the Post Office and concerned addressee
would just get it from the barangay hall.

V. Local Government

5.1 Development Administration

5.1.1 Barangay Government Administration

5.1.1.1. Barangay Government Structure

Barangay Kauswagan is presently governed by the normal flow of


Barangay Government Structure as illustrated below. The barangay council as
the highest governing body manages the whole government administration. It is
composed of Punong Barangay, Barangay Kagawad, Barangay Treasurer and
Barangay Secretary. The Barangay Development Council is responsible in the
formulation of the development plans, programs and projects implemented in
the barangay.

Several barangay institutions are also organized that include, Barangay Peace
and Order Council (BPOC), Barangay Disaster Coordinating Council (BDCC),
Barangay Anti-Drug Abuse Council (BADAC), Barangay Health Workers (BHWs),
Barangay Nutrition Scholar (BNS), Barangay Council for the Protection of Women
and Children (BCPWC), Lupong Tagapamayapa,Barangay Tanod (BT), Women’s
Organization, Senior Citizens Organization, Barangay Health Response Team
(BHERT), Barangay Physical Fitness and Sports Devt Council (BPFSDC), ),
Barangay Ecological Solid Waste Management Committee (BESWMC),Barangay
Violence Againsts Women Desk (BZAWD). These institutions or bodies perform
specific functions supportive of the efficient and effective operations of the
Barangay.

Barangay functionaries rendered services directed towards the general welfare


of its constituency, the general assembly. Based on the flow of the performance
rating of the Sangguniang Barangay, Outstanding rating is generally obtained
which means that citizens are very much satisfied with the services being
delivered to them.

It shows the actual expenditure of the barangay. It can be noted that an average
actual expenditure amounted to Php. 1,117,000.77. The biggest expense is is
the Non-Office Expenditure with A 41.24%, Followed by the Personal Services
with 39.35% and lastly the Maintenance and Operating Expenses with 19.17% of
the Total.

5.3 Administration of Justice (Lupong Tagapamayapa)

Barangay Kauswagan has complied with the provision of the Local


Government Code regarding the organization of Lupon. It is composed of the
Punong Barangay as chairman and 10 members. The following are the function
normally performed by the Lupon.

o Exercise administrative supervision over the conciliation panels.


o Meet regularly once a month to provide a forum for exchange of ideas
among its members and the public on matters relevant to the
amicable settlement of dispute and to enable various conciliation panel
members to share with one another their observation and experiences
in effecting speedy resolution of dispute; and
o Exercise such other powers and perform such other duties and
functions as may be prescribed by law or ordinance.

5.4 Public Order and Safety

5.4.1 Civilian Volunteer Organization (CVO)

To maintain peace and public safety, the barangay ensures that Civilian
Volunters Organization (CVO) or Barangay Tanods is organized. The barangay
has active CVO/Barangay Tanod members representing the different puroks of
the barangay. They are doing roving activity in the barangay. Prior to
deployment, the CVO members undergo training to gain knowledge and skills
regarding their duties and responsibilities.

• Disaster Preparedness

By virtue of Barangay Executive Order No. 005 Series of 2024, the


barangay created another peace service provider is the Barangay Disaster
Coordinating Council composed of the Punong barangay as chairman, the
Sangguniang Barangay,all purok presidents and representative from other sector
and organization in the barangay.

Duties and Function:

• To revitalize and strengthen existing Disaster Coordinating Committee and


responding task units/staff and develop their capability of meeting
emergency requirements of the populace
• To institutionalize a functional Disaster Coordinating Operation Center
publicly known as a center of disaster activities and coordination in
various level.
• To re-activate and strengthen internal and external communications
network set to warn people of an impending danger and monitor disaster
operations and developments to higher level.
• To operationalize a Disaster Preparedness Plan of Barangay Disaster
Coordinating Council responsive to the needs of the people before, during
and after disaster, and

• To adopt Standard Operating Procedures or Action Plan that shall be
observed to enable to respond positively with the least delay.

5.5 Advocacy and Communication

With the present system the Barangay Adopted the Registry of Inhabitants of
the Barangay Annually. Aside from this, the barangay is also continuously
advocating for participatory barangay governance to empower community in
achieving development in the barangay

SITUATIONAL ANALYSIS

1.1 Land Use Analysis

This part of the plan is the analysis of different land uses of the barangay. It
discusses how these resources can be best use to achieve a more rationalize use
of land resources in the barangay. It further discusses how these resources are
important to the people, its existing issues and problems, how these problems
affect the barangay. Corresponding suggestions and recommendations are also
proposed for implementation.

1.1.1 Existing Land Use

Barangay Kauswagan has existing Built-up areas of 6.937 hectares and


having a grassland of 1.304 hectares, Annual Crop is 6.882 hectares, inland
Water is 1.304 hectares, Perennial Crop of 681.287 hectares, and Brush/Shrubs
of 2.72 hectares.

1.1.2 Perimeter / Boundary

There are 6 Puroks composing Barangay Kauswagan, Purok -1 has the


biggest land area approximated at 127.24 hectares which is equivalent to
33.14% of the total barangay land area. The smallest purok is Purok-6
constituting only an estimated area of 11.91 hectares equivalent to 3.10% of the
total barangay area.
