Greeting Delegates, It gives us immense pleasure to welcome you all to the IPL committee at CENMUN 2022, and at the outset let us congratulate you upon your participation in the same. Many of you would have participated in quite a few MUNs. But this committee will be operated very differently from the contemporary committee operation as per MUN procedures, also, in terms of substance. Also, for the first timers we assure you that this would be sensitive and modest towards your queries and make sure that it turns out to be a splendid learning experience for you. We have tried our best to give you a comprehensive and elaborate background guide, which will help you understand the basic nuances about the agendas.
That being said, kindly note, that we would appreciate a creative and logical approach to the issues at hand. We would appreciate the enthusiasm of delegates but any violation to the decorum of the committee would be seriously dealt with to keep the committee in order. We wish all the delegates good luck and would love to see all of you at the conference acting in a rational way.

Indian Premier League(IPL)
Introduction to the Committee and its History:
The Indian Premier League (IPL) is a professional Twenty20 cricket league in India contested during March or April and May of every year by ten teams representing ten different cities in India. The league was founded by the Board of Control for Cricket in India (BCCI) in 2008. The IPL has an exclusive window in ICC Future Tours Programme. The IPL is the most-attended cricket league in the world and in 2014 ranked sixth by average attendance among all sports leagues. The brand value of the IPL in 2019 was ₹475 billion (US$6.7 billion), according to Duff & Phelps. There have been fifteen seasons of the IPL tournament. The current IPL title holders are the Gujarat Titans, who won the 2022 season.
GOVERNANCE:
The IPL Governing Council is responsible for all the functions of the tournament. The members are Rajeev Shukla, Ajay Shirke, Sourav Ganguly, Anurag Thakur and Anirudh Chaudhary. In January 2016, the Supreme Court appointed Lodha Committee to recommend separate governing bodies for the Board of Control for Cricket in India (BCCI) and the Indian Premier League (IPL), where Justice RM Lodha suggested a One State-One Member pattern for the board. THE AUCTION
The auction will be conducted on the lines of the following rules –
1. The bidding for a particular player will start from his Base Price as mentioned in the player list/pool provided.
2. The bidding increment will be as follows-
a. INR 10 Lacs after 20 Lacs until 2 Crore. b. INR 25 Lacs after 2 Crore until INR 10 Crore. c. INR 50 Lacs after INR 10 Crore.
3. Any team owner who fails to maintain auction decorum will have to face charges of upto INR 5 Crore deduction from their initial budget of INR 100 Crore after a maximum of 3 warnings by the acting auctioneer. SQUAD FORMATION
There will be 16 squads for 16 teams formed during this auction.
The rules and mandatory criteria to be followed by each team for the squad formation is listed below-
1. Each squad can have a minimum of 13 players and maximum of 15 players,
including up to only 6 overseas players.
2. Any team failing to match the above criterion shall be disqualified.
Team Submission
Every team will have to submit their strongest Starting 11 and their 12th Man along with an additional bench. The criterion for selecting the fourth mentioned 15 player matchday squad shall be as follows-
1. The starting 11 shall not contain more than 4 overseas players.
2. The 15 player matchday squad shall not contain more than 6 overseas players.
If the team fails to meet the above criterion, it shall be immediately disqualified & dismissed from the auction.
Basic Evaluation Criteria and Suggestions
Teams will be evaluated considering the following factors-
1. Their selection of players for the matchday squad and the starting 11. (Chemistry and balance of the team will play a major factor) 2. Team dynamics (Variety of players in the team overall squad and how well it can be rotated occasionally) 3. Home ground advantage (Has the team thought of their home ground weather conditions and pitch formation and have they picked players keeping that in mind?) 4. Local talent (Has the team picked and recruited their local talent keeping in mind that they’ll be already well-acquainted with the stadium atmosphere and the pitch conditions?) All these will be kept in mind while evaluating the strongest team additional to natural methods.
