COPETITIONER
1.1.1. This section presents the background and reasons for filing of this Petition.
1.1.2. Under section 62 of the Electricity Act, 2003 and under the MYT Regulations,
2011, DGVCL is required to file its True Up for FY 2011-12 and Tariff Petition for
FY 2013-14. As per the Regulation 17.2 (b) of the MYT Regulations, 2011 during
the first year of the control period and onwards, the Distribution Licensee will
have to file the petition for approval of the following:
1.1.3. As per the provisions stipulated in regulation 29.8, licensees were required to
file the petition for the truing up of FY 2011-12 and determination of tariff for
FY 2013-14 latest by 30th November, 2012. The Dakshin Gujarat Vij Company
Limited (hereinafter referred to as “DGVCL” or “licensee”) requested the
Commission to grant extension of time for filling the true up petition for FY
2011-12 as well as the tariff determination petition for FY 2013-14, the
Commission granted extension for filing the petition up to January 10, 2013.
The licensee filed the true –up petition for FY 2011-12 along with consolidated
Revenue Gap till 2013-14 on January 09, 2013 with a request to allow the
petitioner to file its tariff petition for FY 2013-14 in due course as the revenue
from subsidy is to be determined in consultation with Government. Further, an
addendum was filed on 16th January 2013 wherein the licensee requested the
Hon’ble Commission to approve the gap and determine the tariff accordingly in
the manner it deems fit by safeguarding the interest of stakeholders. Further,
the Hon’ble Commission through order dated 19th January 2013 (Suo - Moto
Petition) had directed the licensee to file the tariff proposal of FY 2013-14 by
25th January 2013. Accordingly, the licensee is filing the Petition for Tariff
Proposal for FY 2013-14 to the Hon’ble Commission for approval.
1.1.4. The licensee requests the Hon’ble Commission to accept this petition as part
and parcel of its earlier petition and addendum therein.
2.1.1. The Hon’ble Commission in March 2011 came up with its Gujarat Electricity
Regulatory Commission (Multi Year Tariff) Regulations, 2011 which was
effective from 1st April 2011 onwards.
2.1.2. This chapter outlines the ARR figures approved by the Hon’ble Commission
vide tariff order dated 6th September 2011 for FY 2013-15, total revenue
projected by DGVCL for FY 2013-14 and the estimated revenue gap for FY
2013-14.
2.2.1. DGVCL is required to submit the gap for FY 2013-14 based on approved ARR for
FY 2013-14 and the revenue estimated in this petition.
2.2.2. The ARR for FY 2013-14 as approved by the Hon’ble Commission in the order
dated 6th September, 2011 is as follows.
7 Sub-Total [1 to 6] 6,272.56
2.2.3. The Hon’ble Commission had also approved sales connected load and no. of
consumers for the second control period in its tariff order dated 6th September
2011. The approved no. of consumers, connected load and sales for FY 2013-14
is given in the table below.
2.2.4. The Revenue for FY 2013-14 has been estimated in this petition based on
Approved Sales, Approved Connected Load and Approved Number of
Consumers as per the Tariff Order dated 6th September, 2011 and the Revised
Tariff as per the Tariff Order dated 02nd June 2012. The Slab-wise break-up of
Sales, Connected Load and Number of Consumers for those tariff categories
which are same as per the Tariff Order dated 6th September, 2011 has been
taken based on the slab-wise break-up for FY 2011-12. For new categories
introduced in the order dated 6th September, 2011 (i.e. Non-RGP, LTMD and
GLP), the slab-wise break-up has been taken based on the break-up of actual
sales of FY 2011-12. The Revenue from sale of power to retail consumers at
existing tariff based on the methodology works out to Rs. 5128.31 Crores.
2.2.5. The Revenue from FPPPA for FY 2013-14 has been projected considering the
rate of 0.61 Rs. per unit. The FPPPA projection for FY 2013-14 is as given in the
table given below.
Table 3 : FPPPA Projected for FY 2013-14
Particulars Figure
Rate of FPPPA Considered (Rs/kWh) 0.61
Sales (Mus) 11653
FPPPA Charges in Rs. Crores 710.83
2.2.6. The Other Consumer Related Income and the Agriculture Subsidy for FY 2013-
14 have been taken equal to that approved by the Hon’ble Commission in its
order dated 6th September, 2011, which are equal to Rs. 63 Crores and Rs.
50.25 Crores respectively.
Particulars Rs Crores

Revenue from FPPPA 710.83
Other Income (Consumer Related) 63.00
Agriculture Subsidy (expected from govt) 50.25
Total Revenue 5,952.39
2.2.9. Considering the consolidated Revenue Gap/(Surplus) for past years (till FY
2011-12) i.e. Rs 9.16 Crores as arrived, total Revenue Gap including FY 2013-14
works out to be Rs 323.21 Crores as shown below.
2.2.10. The Revenue from sale of power to retail consumers at proposed tariff based
on the methodology as discussed above works out to Rs. 5736.21 Crores. The
Revenue from FPPPA for FY 2013-14 has been projected considering the rate of
0.61 Rs. per unit which works out to Rs 710.83 Crores. The Other Consumer
Related Income and the Agriculture Subsidy for FY 2013-14 have been taken
equal to that approved by the Hon’ble Commission in its order dated 6th
September, 2011, which are equal to Rs. 63 Crores and Rs. 50.25 Crores
respectively. The total revenue estimated based on projected tariff for FY
2013-14 is as given below:
Particulars Rs Crores
Revenue from Sale of Power 5,736.21
Revenue from FPPPA 710.83
Other Income (Consumer Related) 63.00
Agriculture Subsidy 50.25
Total Revenue 6,560.29
2.2.12. Considering the consolidated Revenue Gap/(Surplus) for past years (till FY
2011-12) i.e. Rs 9.16 Crores as arrived, total Revenue Gap/(Surplus) including
FY 2013-14 works out to be Rs (284.69) Crores as shown below.
Rs. In Crores
2.2.13. The above Revenue Gap/(Surplus) is arising due to approved Bulk Supply Tariff
(BST) vide order dated 06th September 2011. The Bulk Supply Tariff for Power
Purchase Cost was approved taking into account consolidated revenue gap of
all four Discom’s at the time of approving MYT. Allocation of Power Purchase
Cost with these BST’s may lead to Revenue Gap/(Surplus) in case of individual
Discom. The Hon’ble Commission is therefore requested to consider
consolidated gap of all four Discom’s and determine the tariff accordingly.
Further, the Hon’ble Commission is also requested to allow us to allocate the
power purchase cost by modifying the BST considering the present changed
scenario of power purchase cost and consumer mix of each distribution
company.
2.2.15. The tariff filing formats (D4 at proposed tariff along with other applicable
formats) are attached herewith this petition for reference. The licensee
requests the Hon’ble Commission to accept this petition as part and parcel of
its earlier petition and addendum therein.
