1. INTRODUCTION / SCOPE / PURPOSE

1.1 SYSTEM OVERVIEW


This manual is aimed for the operation and maintenance of Access Control
devices and outlines with the installed devices and components for the project
Fit-Out for Cluster C (Towers 5, 6 & 9) at Qatar Petroleum District (QPD), in
locations shown on the Security Drawings, enclosed under Section 8 of this
manual. Section 4 of this manual highlights the main considerations in system
operation and maintenance along with the important safety instructions.

The purpose of this manual is to provide necessary information for:


- System Components
- Operation
- Maintenance

1.6 SYSTEM / EQUIPMENT DESCRIPTION

The system installed in Fit-Out for Cluster C at QPD project is to monitor the
facilities in and around the building. The Access Control System devices
installed is to restrict the entry to the facilities in and around the building which
is connected to the existing Reader Interface Module which in turn is connected
to Intelligent System Controller which is directly connected to QP Converged
LAN.
The Access Control devices installed as part of the project are Door Position
Switch (Honeywell 947-75TWH), Emergency Break Glass (Honeywell M3A-
G000SG-K013-13), Transparent Bubble Type Cover (STI-13110EG), Exit Push
Button (Honeywell EXB-86), Duress Button (Honeywell 269R) and Disabled
Toilet Alarm Unit (Baldwin Boxall BVOCDTAS2).

1.6.1 DOOR POSITION SWITCH (HONEYWELL 947-75TWH)

Manufactured by Honeywell, 947-75TWH is a recessed Door Contact.

2. OPERATIONAL MANUAL

2.1 OPERATING STANDARDS

The installed Access Control devices are integrated with the Access Control
System Honeywell Prowatch 4.5 installed and configured in QPD. The installed
Access Control devices are based on the project specifications.

2.2 OPERATING PROCEDURE


This operation of the Access Control System is flexible and the user/ operator
can set up or change the access restrictions to the facilities to be accessed
according to requirements.

DOOR MONITORING & CONTROL


The Dual Reader Interface Module provides configurable inputs to monitor and
report door position to the host.
The system suppresses door monitor input alarm reporting during a valid
access transaction for the duration of the lock relay time, plus the alarm shunt
time.
The system interprets Door Forced and Door Held Open as two distinct alarm
conditions.
The system sends status change data to the host in real time, if the Door
Monitor senses a forced door (a door opened without using a card, PIN, REX or
host command), and if configured as a Forced Door Alarm, the local Aux Relay
can be activated until a valid card or PIN is presented, or until turned off from
the host (even if the door is re- closed).
The reader interface can maintain a forced door alarm until cancelled by the
operator. The reader interface can have a configurable delay for door forced
reporting.
The reader interface can send a Door Held status change to the host, if the
Door Monitor senses a door held open beyond the relay + shunt time +

reporting delay time, and (if configured as a Door Held Alarm) the local Aux
Relay can be triggered and latched until the door is re-closed. The system can
provide a user defined reporting delay time to reduce false alarms.
The reader interface can have a configurable delay for door held reporting. The
system can increase the priority of an event / alarm message for a particular
door.

DISABLED TOILET ALARM UNIT


In Standby, the Controller ‘on’ LED is lit and the sounder & LED are off. When
the Ceiling Pull Switch is activated within the toilet area, the Controller audible
sounder & LED will operate. The Overdoor Light/ Sounder will also operate
simultaneously. The call is reset at the Reset Point within the WC. Calls can be
reset at the Reset Point within the WC. Calls can be reset or acknowledged at
the controller depending on system configuration. Acknowledged calls
automatically return after 120 seconds until reset at the Reset point within the
WC.

2.2.1 SYSTEM START UP AND OPERATIONS

Start-Up Procedure:
 Switch on all the power supplies to the Controllers (PW6K1IC &
PW6K1R2) and the filed devices and monitor console located in the
control room from the specified breaker panel.
 Switch on the workstation and monitor in the control room and verify the
ProWatch User Interface software is running.

Shut-Down Procedure:
 Switch off all the workstation in the control room.
 Log out from the ProWatch.
 Switch off all the power supplies to the field devices.
 Switch off the control equipment located in the equipment rack and
follow it by switching off the rack power supply.

2.2.2 OPERATIONS INSTRUCTION

Access Control devices installed are operated by Operators through Alarm


Monitoring Windows (AMW) workstations.

2.2.3 OPERATIONS REQUIREMENTS


Access Control devices installed are powered and connected to the Dual
Reader Interface Modules (DRIM) installed in Telecom Rooms in each floor.

Operators monitor the devices through the Alarm Monitoring Window (AMW)
workstations, which enable them to monitor the logs of each events and
alarms that occur at each location.

2.2.4 OPERATIONS PROCEDURE


 User having valid access cards can access the particular area or room
as per the access permits provided by showing their card to respective
card readers.
 On submission of valid card at card reader, the door will open and
access granted signal will be displayed in the dedicated alarm
monitoring workstation.
 On submission of invalid card at card reader the door will remain closed
and access denied alarm will be displayed in the dedicated alarm
monitoring workstation.
 On forced entry through the door forced entry alarm will be displayed
and in case the door is kept open more than the specified time door
open for too long alarm will be displayed.
 When the Access is granted or denied, system will display the full
information such as time, date, card holder name, card number, badge
number etc.
 The Operators are allowed to work through the workstations, which
enable them to monitor the alarms in Alarm Monitoring Window (AMW),
which occurs on access to each location through Card Readers. It can
be at any access controlled doors.
 Check frequently for tampering or access denied alarm conditions and if
required view the location through CCTV cameras wherever applicable.

2.2.5 EMERGENCY PROCEDURE

In case of emergency shutdown, switch off the equipment power supply from
the ON-OFF switch located in the equipment rack and the workstation by
removing the floor sockets from the power points. (Please note that the
sudden break down may affect some configurations of the UI.)

2.2.6 INTERFACE / INTERLOCK


The installed Access Control System is interfaced with CCTV System installed
in QPD.

Product Overview
Installation efficiency and flexibility are at the heart of the new MCP Indoor Call Point
range.

Installation time and ultimately cost, are of paramount importance to any fire or security
installer. The MCP range directly reflects this need by providing a unique ‘plug and play’
concept designed specifically to reduce installation time. All new MCP products utilise
a special terminal block, where all initial installation cabling is terminated. This terminal
block is then simply connected to the back of the MCP. Simple, but effective with no
re-termination required and no time wasted.

Both break glass and resettable operating elements can now be used within a manual
call point. To provide you with the greatest ‘flex-ability’, the new MCP range can be
configured as either a break glass or resettable unit by simply changing from one element
to another. No other additional parts or alternative products need to be ordered.

All MCP Indoor Call Point products also help preserve the integrity of the overall system
as illegal removal of the product lid will result in the call point operating and the system
going in to alarm.

The MCP3A product version is supplied with one normally open and one normally closed
contact. Selecting either the “Normally Open” or “Normally Closed” contact is easily
achieved by simply connecting the terminal block to the required connection in the back
of the MCP3 Product. Single pole changeover switching can be achieved with the use of
two terminal blocks.

Polycarbonate Cleaning Instructions


Rinse with water to remove abrasive dust and dirt. Wash with soap or mild detergent, using a soft cloth. Rinse once more then dry with a
soft cloth or chamois. Exercise caution when using water inside enclosure. Make sure unit is completely dry inside before reassembling.
To remove grease or wet paint from exterior of cover, rub gently with a soft cloth thoroughly wetted with Naptha. Then wash and rinse.
Do not use razor blades.

The general requirement for the mains supply to the

than 0.75mm2, fed from an isolating switched fuse spur at 3

unauthorised operation. All external wiring brought into the
unit must be adequately insulated with PVC or Neoprene.
If 3 core cable & a good quality plastic backbox is used, the
earth connection MUST terminate to the marked earth
terminal on the Controller PCB. If a metal back box is
used, the earth connection MUST be also made to the
earth bonding point on the back box.
Installation – Low Voltage Wiring
All low voltage, wiring to the Controller must be carefully
planned before installation commences. An example wiring
configuration, showing how ancillary devices are connected
to the unit, is shown below. Always segregate low voltage
wiring from mains wiring. For simplicity, the low voltage
connector can be pulled from the printed circuit board.

This section consists of the recommended schedules preventive maintenance


and inspection of Access Control devices and the performance of minor
repairs/ adjustments on as-needed basis.
Preventive maintenance is recommended to be performed on all the Access
Control devices during or before the sixth (6th) and twelfth (12th) calendar month
following the month of the previous preventive maintenance visit.
Maintenance should be performed periodically after installation. Service and
maintenance will depend on the usage and environment.
To maintain the Access Control field devices, follow the instructions by
manufacturer as listed below.
 Verify Access Control devices that no alarms are present before
commencing the maintenance works.
 Carry out visual inspection cables, connectors and equipment installed
inside the enclosure.
