OVERVIEW
Good day everyone! I am your Criminology 3 Instructor who will guide and monitor
your learning in this subject. Your knowledge is one of our main concerns especially that we
are on this time of pandemic. This is one of the reasons why we are crafting modules so that
you will be guided on the lessons and activities of this subject.

This learning module Criminology 3 with a descriptive title Human Behavior &
Victimology focuses on understanding abnormal behavior in relation to crime and the
connection of victims to crime. The Human Behavior & Victimology Learning Module will
help you use your critical thinking skills on assessing the behavior of perpetrators and
victims. Moreover, you will also write a case analysis on the behavior of suspects and
participation of victims on the occurrence of crime as a requirement on this subject.
My dear students, you are required to finish one lesson per week and submit it either
in the WoW BiPSU Learning Management System or my Gmail Account. You can raise
questions and clarifications about our lesson by contacting me in our Group Chat and my
Gmail account that I will be provided in our GC.

Dissocial Behavior of Selected Police Officers in the Philippines: A Case Analysis
Introduction

2|Human Behavior & Victimology (Criminology 3)

(Discuss about the issue supported with review of literature)
Law enforcement is the first of pillar of criminal justice system that describes the
individuals and agencies responsible for enforcing laws and maintaining public order and
public safety. Law enforcement includes the prevention, detection, and investigation of
crime, and the apprehension and detention of individuals suspected of law violation (Bureau
of Justice and Statistics). They should uphold the moral rights especially in executing their
duties and responsibilities. Whatever the situation is, law enforcers should always consider
human rights which are expected from them as the implementer of laws of the land.
But how could the law enforcement organization gain the trust of the community if
they would show negative behavior that would ruin the trust and confidence of the people?
People believe that they are their protector and not their oppressor. However, there were
reported cases on police officers who are involved on violence and corruption which go
against the code of ethics of law enforcement. Some of them show dissocial behavior
disregarding their profession that affects the whole police organization. Some of them are
involved in rape, kidnapping for ransom, murder, homicide, corruption and other crimes that
supposed to be their duty and responsibility of eliminating them but not doing them.
Background Information
(Present and discuss the issues being analyzed supported with review of literature)
Dissocial behavior does not usually shown by the perpetrators but also exhibited by
the people who are serving the community. One of these are the law enforcers who were
charged and convicted of crimes for involving violence, corruption and other crimes like the
police officer who were involved in the crime of murder is Police Senior Master Sergeant
Jonel Nuezca who was detained in jail for killing of a woman and her son in Tarlac province.
Sonya Gregorio, 52, and her son Frank Gregorio, 25, were shot dead by him over an
altercation sparked by an explosion of a PVC cannon or “boga” (Garcia, 2020).
Another case of police officers showing dissocial behavior while in the line of duty
are the two policemen in Marikina City who were arrested for allegedly raping two inmates
on March 3, 2020. While on April 20, 2020, a group of armed police officers entered the
compound of a private high-end condominium in Taguig City on Sunday afternoon and
threatened to arrest residents for allegedly violating quarantine. Residents said there was no
mass gathering, just some residents walking in the garden, and that the policemen were
"waving guns in front of small kids and shouting." Police officers shot dead retired soldier
Winston Ragos for violating quarantine protocols in Quezon City on April 22, 2020. The
victim's family said that he was unarmed, while the police officer who shot him claimed that
he drew a gun. The National Bureau of Investigation concluded that the incident was murder
and that the police officers even planted the evidence on the victim (Garcia, 2020).
These are only few cases of police officers who have exhibited dissocial behavior
while doing their duties and responsibilities. These are very alarming in the police
organization for having some police officers who cannot control their anger or emotions
which lead to killings or police brutality.
Alternatives
(Discuss the action or solution of the government)

3|Human Behavior & Victimology (Criminology 3)

The Police Organization is now doing cleansing in their organization. Those who are
involved in different crimes are being removed from the service while facing civil and
criminal charges.
According to Camp Crame, a total of 4,591 policemen have been dismissed from the
service for involvement in various serious offenses, such as the illegal drugs trade. The
dismissed policemen were among the 15,768 errant cops who have been meted out
disciplinary action since 2016 as part of the internal cleansing in the police organization.
Among those dismissed from the service were 549 for drug-related cases, with 410 who
tested positive for drug use while 139 were involved in illegal drug activities. Aside from
illegal drugs, other cases faced by wayward policemen were grave misconduct, serious
neglect of duty, serious irregularity, malversation, dishonesty, and graft and corruption
(Hilario, 2020).
A total of 7,888 were suspended and 846 cops were demoted in rank. Another 608
personnel were penalized with forfeiture of salary, 119 were restricted to quarters, and
privileges of 205 others were withheld (Hilario, 2020).
Observation
Despite of the effort of the police organization in removing the scalawags, there are
still number of police officers involve in different crimes. I think, there are something wrong
with the selection of police applicants because the organization cannot fully screen those who
are willing to join the police organization.

Solution(s)
(Provide solution(s))
For me, the best solution of this problem is to have an annual Neuro- and drug
examination of the police officers so that the administration could identify their personnel
who are at risk of committing or be involved in different crimes. In this case, appropriate
approach or strategy should be provided to them so that their negative behavior will be
altered for them to perform their duties and responsibilities without violating human rights.
Recommendations
(Provide recommendations)
One of my recommendations is to remove the backer system during the hiring of
police applicants because this is one of the problems why some of the police officers who
have personality and emotional problems could enter the police organization. This happen
because those police officials are allowing them to be part of the organization despite of not
passing the neuro-examination.

The Silawan Rape Case (2019)

(Mario Alvaro Limos)
In March 2019 in Lapu-Lapu City in the Visayas, 16-year-old Christine Lee Silawan asked
permission from her mother if she could go to church that evening. She was a member of the church
ministry that collected donations from churchgoers. Her mother allowed her to go, thinking that she
would return home after an hour. She never did.

The next day, a body of a girl about the same age as Silawan was found in a field, the skin
and muscles on her face carved clean right down to the bone, revealing the skull, eyeballs still intact.
She also had over 30 stab wounds on different parts of her body, some of these were defense wounds.
Photos of the gruesome scene quickly went viral on social media. People learned that bone was really
white.

Police had a hard time identifying the victim because of what was done to her face.
Eventually, they identified her as Christine based on DNA results. Her mother was inconsolable.

Nearly a month later, police arrested 42-year-old Renato Payupan Llenes, who confessed to
the crime. According to Llenes, he posed as a different person on social media and lured Silawan to
meet with him. He became obsessed with Silawan, and when he learned that she had relationships
with other boys, he became jealous and enraged, so he killed her.

“I used a dummy Facebook account to lure Christine. We chatted frequently until we became
a couple on Facebook,” said Llenes in a report by the Inquirer. “We agreed to meet personally for the
first time on March 10 at Sacred Heart Parish in Lapu-Lapu City. We fought on our way (to Barangay
Bangkal) and that’s when I killed her.”

Chapter 1
Understanding Human Behavior
What is human behavior? Human behavior refers to the range of behaviors exhibited
by humans and which are influenced by culture, attitudes, emotions, values, ethics, authority,
rapport, hypnosis, persuasion, coercion and/or genetics. The behavior of people falls within a
range with some behavior being common, some unusual, some acceptable, and some outside

9|Human Behavior & Victimology (Criminology 3)

acceptable limits. In sociology, behavior in general is considered as having no meaning,
being not directed at other people, and thus is the most basic human action. Behavior in this
general sense should not be mistaken with social behavior, which is a more advanced action,
as social behavior is behavior specifically directed at other people. The acceptability of
behavior is evaluated relative to social norms and regulated by various means of social
control (The Web's Largest Resource for Definitions & Translations).
The behavior of humans is studied by the academic disciplines of psychiatry,
psychology, social work, sociology, economics, and anthropology. Human behavior is
experienced throughout an individual’s entire lifetime. It includes the way they act based on
different factors such as genetics, social norms, core faith, and attitude. Behavior is impacted
by certain traits each individual has. The traits vary from person to person and can produce
different actions or behavior from each person. Social norms also impact behavior. Humans
are expected to follow certain rules in society, which conditions the way people behave.
There are certain behaviors that are acceptable or unacceptable in different societies and
cultures. Core faith can be perceived through the religion and philosophy of that individual. It
shapes the way a person thinks and this in turn results in different human behaviors. Attitude
can be defined as "the degree to which the person has a favorable or unfavorable evaluation
of the behavior in question." Your attitude highly reflects the behavior you will portray in
specific situations. Thus, human behavior is greatly influenced by the attitudes we use on a
daily basis (The Web's Largest Resource for Definitions & Translations).

UNDERSTANDING HUMAN BEHAVIOR

Human Behavior is the collection of activities exhibited by human beings including
how a person does, feels, thinks or experiences primarily influenced by culture, attitudes,
emotions, values, ethics, authority, rapport, hypnosis, persuasion, coercion and/or genetics.
There are theories of human development that would explain human behavior such as
Jean Piaget’s Theory, Attachment Theory, Freud’s Psychosexual Theory of Development,
Erik Erikson’s Theory of Psycho Social Development, Kohlberg’s Stages of Moral
Development, and Learning Theory. Jean Piaget developed his cognitive -developmental
theory based on the idea that children actively construct knowledge as they explore and
manipulate the world around them. He presented the four stages of cognitive development
correspond with the age of the child such as the sensorimotor, preoperational, concrete
operational, and formal operational stages. Attachment theory was developed by John
12 | H u m a n B e h a v i o r & V i c t i m o l o g y ( C r i m i n o l o g y 3 )
Bowlby and Mary Ainsworth which describe the dynamics of long-term relationships
between humans. John Bowlby explained that children are biologically predisposed to
develop attachments to caregivers as the result of genetics in which the development of
parent-infant attachment as a complex process leads to deeper and deeper attachment as the
child ages. This attachment (or lack thereof) has lifelong implications for the child as he or
she reaches adulthood. While Mary Ainsworth discovered that children generally use the
parent as a secure base from which to explore an unfamiliar room, and they become upset or
uncomfortable when the parent leaves and a new individual (not known to the child) enters
the room.
Sigmund Freud’s most basic theory explained that each child is born with a source of
basic psychological energy called libido. But Erik Erikson modified the psycho sexual
development theory of Freud and he called it as a psychosocial theory. He emphasized that
the ego makes positive contributions to development by mastering attitudes, ideas, and skills
at each stage of development. This mastery helps children grow into successful, contributing
members of society. During each of Erikson’s eight stages, there is a psychological conflict
that must be successfully overcome in order for a child to develop into a healthy, well-
adjusted adult.
Kolhberg’s theory of moral development states that we progress through three levels
of moral thinking that build on our cognitive development. Learning theory is concerned with
identifying the mechanisms that can be offered to explain differences in behavior, motives,
and values among children. Thus, it directed to the overt actions of the child, rather than to
inner psychological states or mechanisms. It added that learning is any relatively permanent
change in behavior that results from past experience which are explained through classical
and instrumental conditioning, both of which use associations, or learned relations between
events or stimuli, to create or shape behavioral responses.
There are three classifications of human behavior, the Molecular and Moral Behavior,
Overt and Covert Behavior, and Voluntary and Involuntary Behavior. There are also three
theories of crime and deviance. One of these is sociological theories of deviance that use
social context and social pressures to explain deviance. While a biological theory of deviance
proposes that an individual deviate from social norms largely because of their biological
makeup and psychological theories of deviance use a deviant’s psychology to explain his
motivation or compulsion to violate social norms. In terms of different perspectives on crime
and deviance, functionalist claims that deviance help to create social stability by presenting
explanations of non-normative and normative behaviors. But, strain theory states that social
structures within society may pressure citizens to commit crimes. Illegitimate opportunity
structures are the rules that operate within deviant subcultures and conflict theories
emphasize the social, political, or material inequality of a social group, that critique the broad
socio-political system.
Types of Crime can be violent crime, property crime, sex crime, hate crime, white-
collar crime, organized crime, virtual crime and other types of crime. Behaviorism is an
approach to psychology in which behaviorist school of thought maintains that behaviors can
be described scientifically without recourse either to internal physiological events or to
hypothetical constructs such as thoughts and beliefs. Instead of focusing on underlying
conflicts, behaviorism focuses on observable, overt behaviors that are learned from the

13 | H u m a n B e h a v i o r & V i c t i m o l o g y ( C r i m i n o l o g y 3 )
environment. Cognitive psychology is the school of psychology that examines internal mental
processes such as problem solving, memory, and language. Humanistic psychology is a
psychological perspective that adopts a holistic approach to human existence through
investigations of concepts such as meaning, values, freedom, tragedy, personal responsibility,
human potential, spirituality, and self-actualization.
Gordon Allport defined Personality as the dynamic organization within the individual
of those Psycho-Physical Systems that determine his unique adjustments to his environment.
Attitudes are a way of responding either favorably or unfavorably to objects, persons,
concepts etc., and values are at the core of personality, and that they are powerful, though
silent force affecting behavior.
Bio-psychologists are interested in measuring biological, physiological, and/or genetic
variables and attempting to relate them to psychological or behavioral variables. Psychologist
consider early childhood experiences to be a more likely explanation for the behavior.
Psychodynamic theory is an approach to psychology that studies the psychological forces
underlying human behavior, feelings, and emotions, and how they may relate to early
childhood experience.
Psychological disorders are patterns of behavioral or psychological symptoms that
impact multiple areas of life. These mental disorders create distress for the person
experiencing these symptoms which classify as Neurotic (Psychoneurotic) Behaviors such
anxiety disorders, somatoform disorders, dissociative disorders and mood disorders (affective
disorders, The Psychopathic Behaviors like personality disorders and anti-social personality,
The Psychotic Behaviors which are the organic mental disorders, disorders involving brain
tumor, disorders involving head injury, senile and pre-senile dementia, mental retardation,
schizophrenia and paranoia, The Addictive Disorders and Sexual Disorders.
There are also strategies and approaches in dealing with abnormal behavior such as
Behavioral Approach which focuses on observable behaviors. Behavioral therapy focuses on
reinforcing positive behaviors and not reinforcing maladaptive behaviors. This approach
targets only the behavior itself, not the underlying causes. Medical Approach focuses on the
biological causes on mental state. This emphasizes understanding the underlying causes of
disorders, which might include genetic inheritance, related physical disorders, infections and
chemical imbalances. Medical treatments are often pharmacological in nature, although
medication is often used in conjunction with some other type of psychotherapy. Then,
Cognitive Approach focuses on how internal thoughts, perceptions and reasoning contribute
to psychological disorders. Cognitive treatments typically focus on helping individual change
his or her thoughts or reactions. Cognitive therapy might also be used in conjunction with
behavioral methods in a technique known as cognitive behavioral therapy.

John* is in his late 20s, and has been verbally, emotionally and physically abusive to partners.
He talks about his experiences:
The pattern of abuse in my relationships started back when I was 17, with my first serious
girlfriend. Looking back, I was very insecure and this showed itself through jealously and spiteful
Qbehavior.
uestions:I was able to justify it to myself by saying she ‘deserved it’ because I’d heard rumors
that she’d been unfaithful. In my last relationship it escalated to physical abuse, and I scared
myself.
When I heard the term ‘domestic abuse’ to describe what had been happening I felt sick. I
still do now. I think it will haunt me forever. I witnessed my father being physically abusive
towards my mother, and I didn’t want to be the same as him, yet here I am with the same label.
My partner and I would hide it from friends and family. I was ashamed, and she was
ashamed and fearful. I witnessed the same with mum and dad, the public face of happy families
contrasted with the nightly occurrence of my siblings and I hiding under the duvet whilst listening
to shouting and pots and pans being thrown down stairs. Then silence. It was never talked about
afterwards.
It would have been difficult for family or friends to have spotted any signs as I wasn’t
overtly abusive in public, unless I was drunk or on drugs. However, I was highly strung at times,
and would be “snappy” with friends and family. My drug and alcohol use also escalated over the
years. My mother did question me a couple of times, as she had been in an abusive relationship
and possibly noticed similar behaviors. Eventually I shut out all my friends and family, as I didn’t
want to talk about it, or even recognize my behavior as abusive. I was ashamed, but wouldn’t
admit it to anyone.
The prison sentence I received for the last incident was actually the best thing that could
have happened. I made several changes whilst inside, including stopping my drug and alcohol use
and looking at my behaviors in and out of relationships. I also started to gain some insight into the
effects of domestic abuse on my children.

Addressing the past has been a key thing for me, exposing the root cause of controlling
behaviors. For me, not being able to let go of something was a warning sign. Secondly, be aware

Remember!
Human Behavior is the collection of activities exhibited by human beings including
how a person does, feels, thinks or experiences primarily influenced by culture, attitudes,
emotions, values, ethics, authority, rapport, hypnosis, persuasion, coercion and/or genetics.
There are theories of human development that would explain human behavior such as Jean
Piaget’s Theory, Attachment Theory, Freud’s Psychosexual Theory of Development, Erik
Erikson’s Theory of Psycho Social Development, Kohlberg’s Stages of Moral Development,
and Learning Theory. Types of Crime can be violent crime, property crime, sex crime, hate
crime, white-collar crime, organized crime, virtual crime and other types of crime. Bio-
psychologists are interested in measuring biological, physiological, and/or genetic variables
and attempting to relate them to psychological or behavioral variables. Psychologist consider
early childhood experiences to be a more likely explanation for the behavior. Psychodynamic
theory is an approach to psychology that studies the psychological forces underlying human

behavior, feelings, and emotions, and how they may relate to early childhood experience.
Psychological disorders are patterns of behavioral or psychological symptoms that impact
multiple areas of life. These mental disorders create distress for the person experiencing these
symptoms which classify as neurotic (psychoneurotic) behaviors, the psychopathic behaviors,
the psychotic behaviors, the addictive disorders and sexual disorders. there are also strategies
and approaches in dealing with abnormal behavior such as behavioral approach, medical
approach and cognitive approach.

MANILA, Philippines — The shocking death of flight attendant Christine Angelica
Dacera on New Year’s Day sparked queries and speculations all over social media. The 23-year-
old Christine was declared dead on arrival at a hospital after a New Year’s Eve party in a Makati
City hotel where she was joined by more than 10 individuals. Days later, circumstances
surrounding her death remain unclear. Police claimed that Christine was raped and killed while
social media posts and suspects allegedly involved in the Dacera’s death contradicted this
conclusion. So what happened to Christine that night? Here are the initial facts of the tragic night
based on the police complaint lodged before the Makati City prosecutor’s office:
Dec. 31, 2020
Christine, along with Rommel Galido, Rey Ingles, Louie De Lima, John Pascual Dela Serna and
Clark Jezreel Rapinan rented Room 2209 at the City Garden Grand Hotel in Makati City for their
New Year’s Eve party. At 11 a.m., dela Serna was the first to check-in at the room. An hour later,

The 23-year-old victim’s death certificate indicated that she died of ruptured aortic aneurysm,
which could be because of very strenuous activity and possibly alcohol toxicity.
Reviving Christine, a friend
In an interview on ABS-CBN “Teleradyo” on Tuesday, De Guzman stressed that it was
impossible her friend Christine was raped and murdered during the party. De Guzman said he is
an LGBTQIA+ community member and that he never had sexual relations with a woman. On TV
Patrol, he also mentioned that he performed cardiopulmonary resuscitation (CPR) to try and save
Christine, who had no pulse and was not breathing.
They loved Christine
Like him, De Guzman maintained that his other companions were all members of the LGBT
community. He also pointed out that Christine, the only girl in their group, loved hanging out
with them. He mentioned that Halili even helped stage a photoshoot for Christine during the
party.
Tears
Despite seeing Christine unconscious, De Guzman said he held back tears because he tried to be
strong for his companions, who were tearful during that night. He said he only cried when Halili
finally called up Christine’s mother, Sharon to deliver the bad news. De Guzman also said he
condoles with Dacera’s family because he cherished the 23-year-old flight attendant, who showed
him “kindness” despite their short time together at the party.
Cause of death
Also interviewed over Teleradyo, De Guzman’s mother, singer Claire dela Fuente said they have

VICTIMOLOGY
The scientific study of the physical, emotional and financial harm people suffers
because of criminal activities (Kent State University). The study of the relationship between
the victim and the perpetrator (Blanco). The study of victimization. It includes the
relationship between offenders and victims, along with the role victims play in the criminal
justice system. Victimologists also study how victims are portrayed in the media to
understand both the short- and long-term impact of being affected by crime (Tricia Hussung).
Crime will not occur without the presence of three elements such as the motive, desire
or intent, opportunity and instrumentality. One of the reasons, why crime occurs because we
are allowing the would be violators to commit crime. sometimes, we are also to be blame
why crime occurs because of our negligence. This is how victimology tries to explain to us
why certain individuals become victims of crime.

Several months after the attack, and after many visits to the hospital, doctors,
psychologist, psychiatrist, he was told he had to go to court to testify to provide all details about
what had happened.
Brunel was allowed to provide a statement (VIS) about how the events had impacted his
life and how he was coping. The statements he provided were so full of details of the devastating
effects that the defense lawyer even said, that it was enough and that the jury could read the
statement without having Brunel having to appear to read his statement. Brunel said he wanted
and needed to give the full story, but the judge decided that a three-minute statement would be
sufficient.
Brunel decided to drop the civil case he had initiated to seek some form of compensation
for the costs he had incurred (and those that he still had to face). After two months he attempted
to commit suicide, and he is still receiving psychiatric treatment.

==============================================================

Learn!
Please read and understand the concept of victimology so that you would be able to analyze
the role of victims in the commission of crime.
VICTIMOLOGY
Victimology is the scientific study of the physical, emotional and financial harm
people suffers because of criminal activities (Kent State University). It is also the study of the
relationship between the victim and the perpetrator (Blanco). It includes the relationship
between offenders and victims, along with the role victims play in the criminal justice
system. Victimologists also study how victims are portrayed in the media to understand both
the short- and long-term impact of being affected by crime. (Tricia Hussung).
Victimology is concerned with three categories of victim: primary victims,
secondary victims and related victims. Primary victims - are individuals who are injured or
otherwise directly affected by a crime committed against them. For example, the primary
victim of an armed robbery loses his or her possessions and may require therapy to cope after
experiencing violence. Secondary victims- are present at the scene of a crime and may be
injured as a result of witnessing it. They might also be the parent or guardian of the primary
victim. The family and friends of the robbery victim above would be considered secondary
victims because the crime has indirectly affected them. Related victims- are people who are
dependent on the primary victim, have a close relationship with the primary victim or are
connected to the victim in some other way. For example, the neighbors of the robbery victim
would be considered related victims if the crime occurred on their street.
Victimology attempts to understand why some people are more prone than others in
becoming victims of crime. The textbook, Criminology by Larry J. Segal gives us four major
theories on victimology such as victim precipitation theory, lifestyle theory, deviant place

25 | H u m a n B e h a v i o r & V i c t i m o l o g y ( C r i m i n o l o g y 3 )
theory and routine activities theory. victim precipitation theory explained that some people
may actually initiate the confrontation that eventually leads to their injury or death. In
lifestyle theory, some criminologists believe people may become crime victims because their
lifestyle increases and their exposure to criminal offenders. While deviant place theory stated
that the more often victims visit dangerous places, the more likely they will be exposed to
crime and violence. Victims do not encourage crime, but are victim prone because they reside
in socially disorganized high-crime areas where they have the greatest risk of coming into
contact with criminal offenders, irrespective of their own behavior or lifestyle. Then, routine
activities theory posits that the volume and distribution of predatory crime (violent crimes
against a person and crimes in which an offender attempts to steal an object directly) are
closely related to the interaction of three variables that reflect the routine activities of the
typical American lifestyle.
Victim of trafficking is defined as any natural person who is subject to trafficking in
human beings (Convention on Action against Trafficking in Human Beings). Human rights
approach to trafficking is putting victims at the center of anti-trafficking policies by
prioritizing the protection of their rights. By taking such an approach, whether the person is
trafficked for sex work or another form of forced labor becomes irrelevant, because the
victim’s rights are protected regardless of why they have been trafficked (Pescinski, 2020).
The Philippine Commission on Women set some general and specific guidelines on
the rights of trafficked women. The following are the guiding principles in the promotion and
protection of the rights of trafficked women such as confidentiality and right to privacy, do
no harm principle, empowerment, gender-sensitivity, good governance, informed consent,
principle of participation and self-determination, right to information, right to non-
discrimination and women empowerment. While the specific guidelines should be
implemented from pre-rescue operation, rescue and recovery of trafficked women and post-
rescue and integration program.
Questions:
1. Why are there victims of crimes?
2. How should an individual do to prevent crime to happen?
3. What are the types of individuals usually victimized by the perpetrators?

Metro Manila (CNN Philippines, December 21) — A Parañaque police officer will face
two counts of murder for fatally shooting his unarmed neighbors in Paniqui, Tarlac, authorities
said on Monday. The sketchy police report said Senior Master Sergeant Jonel Nuezca fled after
shooting 52-year-old Sonya Gregorio and her son Frank Anthony Gregorio, 25, in Purok 2,
Barangay Cabayaoasan, Paniqui, Tarlac on Sunday afternoon. About an hour after the incident, he

surrendered at the Rosales Pangasinan Municipal Police Station.
The suspect also turned over his PNP-issued 9mm semi-auto pistol that was used in the
crime. PNP Region 3 Chief BGen. Val de Leon said two charges of murder will be filed against
the cop as the Department of Interior and Local Government assured a thorough, impartial, and
swift investigation. No bail was recommended, said de Leon. The police chief of Paniqui in a
radio interview said the two parties were involved in a property right-of-way dispute, but the
shooting incident stemmed from the firing of a PVC cannon or boga by the Gregorios.
"Pumunta doon para i-confront sila then naungkat na ang usapin sa right of way,
hanggang napunta sa insidente na iyon. Parang na-trigger ang galit ng suspek nang magkasagutan
iyong anak niya at ang biktimang matanda," Police Lieutenant Colonel Noriel Rombaoa told
DZBB in a phone interview. [Translation: The suspect went there to confront them, then the issue
of right-of-way cropped up and the shooting incident happened. The suspect's anger was
apparently triggered by the confrontation between his daughter and the older Gregorio.] The
shooting incident was caught on camera and the video is now viral on social media.
The policeman can be seen with his young daughter in a heated discussion with an
unarmed Frank Anthony, whose mother was holding him back. Nuezca's daughter pointed out
that "my father is a policeman," to which Sonya replied that she does not care. An enraged
Nuezca threatened to kill Sonya before shooting her point-blank in the head, then proceeded to
shoot Frank Anthony twice, before firing at Sonya once again who was already on the ground.
