Indicator Name
Coverage rate - Cell -> Node B -> RNC -> CN
Indicator Meaning
Radio network coverage rate reflect the availability of the network. Cell coverage rate is closely related to the
capacity because UMTS cell breathes according to the capacity; More important, different service has different
rate and different coverage. Therefore, network coverage rate differentiates based on user number and service
type. This Indicator has direct impact on user’ take and confidence on the product.
Indicator Definition
KPI formula:
F=RSCP≥R, Ec/Io≥S,
RSCP represents received signal code power; Ec/Io represents received pilot signal quality; RSCP≥R & Ec/Io≥
S represents whether it’s fulfilling, R& S are thresholds of RSCP and Ec/Io respectively. If RSCP≥R and Ec/Io≥
S, F= 1; If one or neither of the conditions is met, F= 0. Discard the exceptional value of RSCP and Ec/Io that
greatly exceed the normal range of value.
The formula means the area is covered if received signal code power and signal code quality reach the threshold.
It reflects the percentage of test spots of which F equals 1 Because coverage and coverage rate vary with different
services. Therefore, F is different based on services when computing coverage rate.
Note: coverage rate refers to area coverage rate, not marginal coverage rate which is more complicated and not
considered here.

1.2 Call Establishment Indicators


Call success rate is one of the most important indicators reflecting UMTS performance
and an indicator which the operator pays much attention to. A complete call completion
rate has several layers of meaning: paging success rate paging, RRC connection
establishment success rate and RAB assignment establishment success rate. A complete
call process goes from US receiving paging message from CN to RAB assignment,
which can also be classified into originated call and terminated call process. Signaling

After RAB assignment success, UE can initiate the function of CS voice service
(telephone) and PS data service(web page scaning).

When UE received paging in connect state (including


CELL_PCH/URA_PCH/CELL_DCH/CELL_FACH), it’s not within range of KPI
discussion because there are no consecutive signal process (no RRC establishment
happening and RAB assignment process probably).

Indicator Meaning
It reflects UE acceptance capability of RNC or cell. RRC connection establishment complete indicates that UE
establish signal connection with the network. RRC connection establishment is categorized into two kinds: one
is service-related; the other is not related to the service (such as location update, inter-system cell reselection
and registration). The former indicates call completion rate which can be used as the basis for channel
configuration adjustment; the latter reflects system load.
Indicator Definition
It defines whether to establish connection or not and whether on dedicated channel or on public channel.
RRC connection establishment success rate (service-related) is the rate of RRC connection establishment
success number to RRC connection establishment attempt number. The corresponding signals are RRC
CONNECTION SETUP COMPLETE messages received by RNC and RRC CONNECTION REQ received by

RNC. This indicator shall be recorded based on different service catagory.

RAB establishment is started by CN and executed by UTRAN. RAB is the bearer of user interface used for
transmission of voice & data and multimedia service between UE and CN. First UE shall have RRC connection
established and then RAB set up, then a basic call can be made an UE enter the state of call making.
RAB setup success rate is the rate of RAB assignment setup request number to RAB assignment setup
response. The corresponding signalings are RAB ASSIGNMENT REQUEST(RAB setup request) and RAB
ASSIGNMENT RESPONSE(RAB setup complete). RAB setup success rate is recorded by CS and PS.

Indicator Definition
When thinking of radio access success rate, we think RRC connection setup success rate and RAB assignment
success rate as a whole. Taking RRC setup request number as denominator and RAB assignment setup success
number as numerator, we use the following formula to calculate service connection rate.

1.4 Mobility Management Indicators


UMTS handoff includes softer handoff, soft handoff and hard handoff. Handoff
process involves measurement control, compress mode and handoff judgement etc, and
cell breath makes handoff even more frequent. Handoff is a important part of system
mobility management and handoff success rate is a key factor evaluating mobility
management performance of the system.

Handoff success rate is grouped into soft handoff success rate, hard handoff success
rate and inter-system handoff, which reflects handoff performance of the whole system.

Indicator Meaning
It reflects the success of RNC soft handover. Soft handover can ensure UE communication quality and improve
UE OoS. Setting of the size of soft handover area is closely related to system capacity. Users can sense the
indicators indirectly.
Indicator Definition
Soft handover refers to the process that MS starts communication with a new BTS while maintaing the
communication with the previous BTS. During the process, multiple channels are activated (funcation as diversity
in TCH) and handover happens between intra-frequency channels, which effectively reduces call drop rate. Soft
handover is carried out within the same frequency in different BTS and diversity signal make selection and
combination in RNC. Soft handover is classified into the operation of Iub radio link and of Uu activation set
update. Operation of Iub radio link include RADIO LINK ADDITION, RADIO LINK REMOVAL, and
RADIO LINK ADDITION AND REMOVAL. Operation of Uu activation set update is the same as operation of
Iub radio link. Therefore, by statistics of ACTIVE SET UPDATE message and ACTIVE SET UPDATE
COMPLETE message, we can get handover success rate.

It reflects downlink retransmit rate of services of RLC Layer on PS channel. Downlink retransmit rate is an
important quality indicator of PS and is a key part of PS network planning and optimization. PS downlink
retransmit rate reflects data tranmitting rate. In 2.5G network, downlink retransmit rate of GPRS is KPI.
Downlink retransmit rate is valid for making statistics of acknowledge mode (AM).
Indicator Definition
