Second speaker Allabe: During President Cory Aquino’s term, she renamed the National
Science and Technology Authority, or NSTA, to the Department of Science and Technology, or
DOST. This reorganization gave rise to giving incentives to Filipino scientists and investors. She
established RA 6655, or the Free Public Secondary Education Act, which aimed at encouraging
children who had a passion for science and technology to study for free. Aquino also created the
presidential task force for science and technology, which came out of the first science and
technology master plan, or S.T.M.P. Its goal was for the team to achieve the newly industrialized
country’s status by the year 2000. These were the notable science and technology
accomplishments of the Cory Aquino administration. The major contributions of science and
technology to Philippine nation-building are linked to its socio-economic progress and
industrialization. Hopefully, as we welcome new seasons, there will be more support for

authority was reorganized under Executive Order No. 128. The reorganization is necessary in
order to make it more effective and responsive to the scientific and technological needs of the
country. One of the causes that really contributes to the development of science and technology
under this mandate is the support and encouragement of local scientific and technological efforts
that address national and local problems and positively contribute to national development. The
pursuit of the declared state policy of supporting local scientific and technological efforts really
has a big impact on the contribution of science and technology, as it becomes a way to promote
and strengthen the scientific and technological capabilities that could lead to conscious

4TH SPEAKER IYOY: One of the technologies implemented in the field of agriculture during
Corazons Termed is what we called the trichoderma," which reduces our dependence on
imported fertilizers. Rapid composting technology involves inoculating the plant substrates used
for composting with cultures of Trichoderma harziamum, a cellulose decomposer fungus. The
composting period is shortened to just four weeks. The transfer of this technology to Filipino
farmers through a national program is described. Constraints in technology transfer, economic
benefits from the use of compost processed through this technology, and other benefits attributed
to the technology are explained. Soil fertility problems in the Philippines and official fertilizer
recommendations are discussed, along with how the use of imposed processes and further rapid
composition technology address these fertility problems. This is Iyoy, reporting.
