ORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN


(BCPC)

WHEREAS, to ensure the rights and welfare of each child, each LGU is encourage to
organize a Local Council for the Protection of Children (LCPC);

WHEREAS, BCPC serves as the umbrella organization for all children’s concern in all
levels of LGU;

WHEREAS, to promote a child-friendly environment in the barangay, the BCPC shall be


up to date to suit the needs of the children;

NOW, THEREFORE, I, HON. _____________________, Punong Barangay of


Barangay __________________, Calatrava, Romblon, do hereby order and direct the following:

SECTION I. COMPOSITION. The Barangay Council for the Protection of Children


shall be composed of the following:

SECTION II. FUNCTIONS. The MCPC roles, responsibilities, and functions


are as follows:
1. Establish and maintain an updated and disaggregated database on children;
2. Prepare an Annual Work and Financial Plan (AWFP) consistent with its functions as
provided herein and in the Barangay EO creating it;
3. Make recommendations to the barangay on policies and PPAs relative to the
promotion of the rights and welfare of children for inclusion in the comprehensive
and annual development plan of the barangay;
4. Perform functions related to its mandate as provided by national laws and policies
such as, but not limited to, children-in-conflict of law, children-at-risk and children in
need of special protection;
5. Document the barangay’s PPAs and accomplishment on children;
6. Coordinate its efforts with the concerned barangay officials as well as the higher level
LGU exercising jurisdiction over it; and
7. Conduct of advocacy activities on the promotion and protection of the rights and
welfare of children including the development including the development of
information, education and advocacy materials.

SECTION III. BCPC SECRETARIAT. The Barangay Secretary shall provide


secretariat support. She shall be responsible for the documentation of proceedings of
meetings and preparation of the reports and other documents as needed by the
Committee.

SECTION IV. REPORTING SYSTEM. The Barangay shall submit an annual


progress report on the status of the implementation of barangay plan for children and
children’s report. The report shall be submitted to the DILG Municipal Office every 1 st
quarter of the following year.

SECTION V. FUNDING. The Barangay shall provide appropriate funds and


administrative support necessary to defray expenses for the effective operation of the
MCPC chargeable to 1% of NTA or BCPC Fund. Additional compensation and benefits
shall NOT be given to the members of this council.

SECTION IV. EFFECTIVITY. This Order shall take effect upon its approval.
