2 PURPOSE
The purpose of this method statement is to define the procedures of Exterior Lighting Installation.
The guidelines contained herein are to ensure that the job execution complies with the
requirements of the Contract Specifications, approved Shop Drawings, and Electrical Codes and
Standards.
Also, is to provide instruction for the control and receipt of material, equipment and supplies
purchased, furnished or controlled by FAST for Riyadh Metro Package 3 (4, 5, & 6)
3 SCOPE OF WORK
This method statement relates to the Installation of Exterior Lighting for Line 4, 5 & 6.
The receiving, handling, storage, delivery and inspection of items received by FAST for Riyadh
Metro Package 3 (4, 5, & 6) shall be done acceptably.
4 PERMITS & LICENSES

It is anticipated that the following permits will be required to facilitate the successful and safe
execution of the installation of exterior lighting.
 Grinding and Cutting (Hot Works).
 Working at Height.
 Lifting
Note:
Permits to work will be issued and complied with in accordance with Safe Work Procedure SWP‐
04.

7 MATERIALS

7.1 MATERIAL HANDLING

A. Check material against approved material technical submittal.
B. Check the availability of the markings on the materials which shows e.g. manufacturer
name, material type, manufacturing date.
C. Material will be subjected to checks against any defect, deformity, scratches, and
specification adhered to approved Material Specification.
D. Material will be rejected if it does not comply with the specification required.
7.2 MATERIAL RECEIVING

All received materials will be inspected by the QA/QC Inspector and Client/Project Engineer
with the proper inspection procedure and documentations. To check the material
specifications, ratings, operating characteristics, manufacturer’s name, etc., in compliance

based on the approved MAR.
7.3 MATERIAL STORAGE

A. Access to storage areas shall be controlled and limited only to authorized personnel.
B. Material will be stored in a way to protect them against mechanical damages and not with
other materials like oil and harmful chemicals that can cause corrosion.
C. Mounting poles will store with enough air circulation to prevent distortion and to have a
decay resistant treated skids of at least 300mm above grade, and the applied factory-
wrapping will retain until before its installation.
D. Material will be stored under shed to keep it clean and to avoid long term exposure to
sunlight.
E. Cleanliness and good housekeeping practices shall be enforced at all times in the storage
areas.
F. QA/QC Inspector shall perform the periodic inspection for storage area every week.
7.4 MATERIAL DELIVERY AT SITE

A. QA/QC Inspector will be responsible on checking and receiving all the materials delivered
at site prior to stock on the designated storage area.
B. All materials delivered at site must have all relevant supporting documents complying the
specification of the project.
Note:
Material Handling, Storage, and Delivery shall be as per the manufacturer
recommendations.
First come and first out process will be maintained.
8 SITE LOCATION, PLANNING AND PREPERATION

8.1 SITE LOCATION
This method of statement for installation of exterior lighting is applicable for Package 3 (Lines
4, 5 & 6) elevated stations, underground stations, tunnels and Depots.
8.2 PLANNING AND PREPARATION

A. Obtain Permit to Work (PTW) with the attached activity Risk Assessment and inform all
involved personnel about the hazards associated with the job that are shown in the Activity
Risk Assessment
B. Identify all needed materials, components and tools/equipment as indicated & as required
by the Material Approval Request and MIR.
C. Before starting the execution of works, the Site Engineer/Supervisor shall ensure the
designated area, is free from any loose foreign materials, small pieces and the area
including access and egress is safe to enter etc.
D. Approved location, position and orientation of the lighting materials, pole/column,

mounting & support accessories and other structures must be marked or identified as per
approved Shop Drawing.
E. Ensure that erected columns are located on a line parallel to theoretical profile road and the
alignment of columns, both horizontal & vertical are correct. Brackets are to be set at 90
degrees to longitudinal axis of road. See Section 9.1-E below.
F. All relevant paper work including identified permits are in place and briefed to operatives
as required
9 WORK METHODOLOGY
9.1 GENERAL EXTERIOR LIGHTING INSTALLATION
A. Install exterior lighting fixture, switches, junction box, supports, etc., according to
manufacturer's written instructions, coordination drawings, original design, and reference
standards.
B. Ensure that each lighting fixture is properly fixed in level and alignment, and correctly
placed before installation and cable connection.
C. Column Bases: Install columns on concrete bases as detailed on the Approved Drawings.
Before commencement of construction, ensure that bases are suitable for column
installation.
D. Holding Down and Plumb Adjusting Nuts, Washers, Locknuts or Nyloc Nuts: Stainless
steel or cadmium plated.
E. Install poles as follows:
a. Use web fabric slings (not chain or cable) to raise and set poles.
b. Mount pole to foundation with leveling nuts, and tighten top nuts to torque level
recommended by pole manufacturer.
c. Secure poles level, plumb, and square.
d. Grout void between pole base and foundation. Use non-shrinking or expanding
concrete grout firmly packed in entire void space. Grouting material to use is based on
the standard requirement and specification as per Section 02780-Unit Pavers under
Riyadh Metro Project – Stations and Buildings Construction Specifications.
e. Use a short piece of 13-mm diameter pipe to make a drain hole through grout. Arrange
to drain condensation from interior of pole.
F. Luminaries Attachment with Adjustable Features or Aiming: Attach luminaires and
supports to allow aiming for indicated light distribution.
G. Mounting Adjustments: After demonstrating to Engineer that specified lighting
requirements have been met, carry out final setting and locking in position of the
floodlights.
H. Luminaire Attachment: Fasten to indicated structural supports.
I. Lamp luminaries with indicated lamps according to manufacturer's written instructions.
Replace malfunctioning lamps.
J. Install exterior lighting fixture/lighting mast, switches and junction box (if required in
design) according to manufacturer's written instructions, coordination Drawings, approved
design, and referenced standards.
K. Ensure that each lighting fixture is properly fixed in level and alignment and correctly
placed before installation and cable connection.
L. Ensure all lighting mast and streetlights are properly fixed, aligned and with the correct
torque as per manufacturer requirements.
M. Ensure before cable connection that the cable type and circuit is as per original design.
N. Ensure that the installation of the lighting fixtures doesn’t interfere with other services or
affect the accessibility and normal people or equipment transit.
O. Before lighting mast/streetlight installation, ensure the area is free and all the not-related
workers informed about the work affectations and duration.
P. Ensure to install lighting fixtures with sufficient space to permit access for installing and
connecting cables.
Q. Ensure that in junction boxes the cable has some extra length before connection to allow
future arrangements.
R. Ensure to install lighting bulb/fluorescent in the lighting fixture.
S. Ensure to properly close the lighting fixture and enclosures to avoid any dust, insects or
moisture affectation. This is to comply with the IEC Standard No. 60529 or commonly
called as IP 54 which applies as the degree of protection provided by enclosures for
electrical equipment against ingress of dirt or water.
T. After installation, perform an initial test to all the lighting fixtures by energizing the circuit
with the normal power source.
a. The intensities of the light at night.
b. The coverage area as per the approved design.
c. Check for excessively noisy ballasts.
Note: Thorough or complete check will be performed during the IRF and ITP procedure.
U. Provide proper and permanent labeling & markers in all lighting fixtures using the
approved material, design, dimension etc., as per Standards and Specifications in the
identified location or part of the fixture.
9.2 CONNECTIONS
A. Use a 3-core or 4-core PVC insulated wire of at least 4mm2 copper conductor with the
approved electrical specification based on the MAR.
a. With a single or two luminaires column, connect them over a single phase and neutral.
b. With three or more luminaires column, connect them over three-phase and neutral
(unless specified in the approved Shop Drawing).
Note: To use UL 486A standard (Wire Connectors and Soldering Lugs for Use with
Copper Conductors) to tighten electrical connectors and terminals.
B. Ground metal poles/support structures according to Division 16 – Electrical under Section
"Grounding and Bonding" (Ref. #16060) of the Riyadh Metro Project – Stations and
Building Construction Specifications.
a. Nonmetallic Poles: Ground metallic components of lighting units and foundations.

Connect luminaires to grounding system with conductor as shown on plans or in
accordance with Regulations.
9.3 CLEANING AND ADJUSTING

A. Clean units after installation. Use methods and materials recommended by manufacturer.
B. Adjust amiable fixtures to provide required light intensities.
9.4 FIELD QUALITY CONTROL

A. Ensure to conduct lighting test on the illuminated area and ensure that the lumens obtained
are as per the expected design and as per the technical requirements.
B. Ensure to test electrical protection in lighting panels after installation.
C. Replace malfunctioning units.
9.5 PROTECTIONS
Provide final protection and maintain conditions, in a manner acceptable to manufacturer and
Installer that ensure exterior lighting system is without damage or deterioration at the time of
Substantial Completion.
9.6 INSPECTION
A. Upon completion of the installation, the field engineer in coordination with QA-QC
Inspector shall notify all concerned party as per Inspection and Test Plan (ITP) and Quality
Procedure to perform required inspections to assure that all requirements are met.
B. Result of the inspection shall be recorded in the Inspection Check List.
10 WORK SCHEDULE
The Installation of exterior lighting shall be executed according to the planning schedule.

11.2 RESPONSIBILITIES
11.2.1 LINE MANAGER
The Line Manager shall be responsible for all works to be planned, coordinated and executed
in accordance with the Schedule, Budget and Quality.
11.2.2 CONSTRUCTION MANAGER
The Construction Manager shall be responsible for ensuring that all works are planned,
coordinated and executed in accordance with:
 Health & Safety requirements
 Construction Specifications
 Working Drawings
 Method Statement
The Construction Manager shall manage the human and technical team for the correct
execution of these activities.
11.2.3 SENIOR SITE ENGINEER
The Senior Engineer is also responsible for ensuring the works are completed satisfactorily
and on time in line with Contract Specifications and Working Drawings. He must organize the
works and verify the disposition of the necessary resources.
11.2.4 SITE ELECTRICAL ENGINEER
The Site Engineer shall carry out daily checks as works progress and keep records and
timesheets to ensure compliant working practices.
The Site Engineer is responsible for giving instructions to operators and site workers. He must
coordinate all personnel, receive the materials and stock them up appropriately, carry out
visual and metric checks as works progress and report to the Senior Site Engineer.
Finally, the Site Engineer must coordinate with other people responsible the operations of
linking words.
11.2.5 DESIGN / TECHNICAL MANAGER
The Design/Technical Manager is responsible to check that construction documentation

(Working drawings and Topographic lists) are updated and suitable.
11.2.6 QA/QC MANAGER / ENGINEER
The QA/QC Engineer is responsible to check the quality documentation received by the
Production Manager, verifying that it is completed and that it follows the specified
requirements.
The QA/QC Engineer is responsible to verify and ensure in written records that this Method
Statement is being upheld and the specific requirements had been accomplished. The same for
test and inspection, with the required allowances according to Specifications.
The QA/QC Engineer must submit to the Engineer the documentation received as well as the
tests done, and distribute the construction documentation to the technical team who is in
charge of the construction.
11.2.7 HEALTH, SAFETY AND ENVIRONMENTAL MANAGER
The HSE Manager is responsible for the risk assessment approval and the coordination of the
safety induction for the workers and advising the Site Manager with respect to Health and
Safety matters and issues.

13 QUALITY REQUIREMENTS
The Construction Department shall inform the Quality Assurance/Control (QA/QC) Department of
the installation activities by issuing an Inspection Request Form (IRF).
When the QA/QC Department is satisfied that the work detailed in the Construction IRF is
completed, they will initiate to ENG (Ramped).
The Inspector shall verify the installation of work by performing inspections as per the Inspection
and Test Plan (ITP) and shall record his findings on Quality Record (QR). Any defects noted
during the inspection shall be forwarded to the Construction Department (Project Manager)
through an Inspection Report.
The Inspector shall use the QR as a checklist and ensure all points on the checklist are complete.
The QR shall be the quality record document to identify that the inspection has taken place and the
installation is in full compliance with the project.
14 HEALTH SAFETY AND ENVIRONMENT

Fast believes that all employees should be provided a safe working environment and this is
delivered via the implemented policies and procedures in place.
All HSE activities and documentation shall be in accordance with the FAST Project Health and
Safety Plan M3-FST-MPL-HSEFA-GEN-000001 02.
All activities for delivery of the FAST project have been assessed to reduce the risk to a minimum
and Safe Work Procedures (SWP) produced to assist with safe delivery of work
A Task Safety Briefing (TSB) will take place prior to the start of every shift, explaining the work
activities and any identified significant risks, this will include an accompanying Job Hazard
Analysis (JHA).
14.1 RISK ASSESSMENT

A Risk assessment has been carried out for the installation of exterior lighting activities and is
attached in Section 17.

All personnel shall wear or use personal protective clothing or equipment (PPE) provided in
designated areas, and when and where necessary to protect them from hazards at the work site.
Additional PPE will be provided as required after a risk assessment has been conducted to
determine what hazards are present. Where a risk assessment identifies additional hazards, for
example working below ground, or in confined spaces, contractors are to provide their workers
with suitable safety equipment and training to ensure that they can safely undertake the task.
14.3 HSE INFORMATION TO PERSONNEL

Communication is the key to understanding HSE requirements and working safely. The
methods used to carry out effective communications are as follows:
 Manufacturer’s Installation Manual
 Health and safety meetings and forums
 Inductions and training
 Display and information on notice boards
 TSB and JHA’s, safety briefings and pre-work briefings
 Various and other forms of media, such as alerts, notices and posters etc. are posted in
designated area.
Note: Toolbox meetings shall be performed and conducted every working day.
14.4 EMERGENCY PROCEDURES

There will be a minimum of 1 first aider on site for the installation of exterior lighting. This
person will be identified during the pre- work briefing. This person can administer treatment to
minor injuries and competently assess the condition of injured persons that may require further
more specialist treatment as per the FAST Medical Emergency Response ‘Safe Working
Procedure’.
A suitably stocked first aid kit will also be available at a convenient location to the works,
complete with eye wash facility.
Below is the procedure to be followed on site for medical emergencies;
It is the responsibility of the HSE Officer to clearly communicate all emergency procedures to
all personnel appointed to manage, supervise and react to emergency situations and undergo
specific training to ensure they are competent and fully understand their roles and
responsibilities.
It is the responsibility of all site personnel to adhere to the requirements of the emergency

14.5 WORK RELATED INCIDENT INFORMATION REQUIREMENTS

If a member of FAST MEP Site Staff suffer an injury and after being assessed by the line nurse
require hospital treatment, they must attend a GOSI hospital.
These hospitals provide care for ‘none life threatening’ work related injuries.
For the hospital to provide care they will need information from FAST HR.
FAST HR will require the information in the figure below to be submitted via email to;
[email protected] or [email protected]
All the information should be included to prevent any delays in treatment being administered.
Note: The above information is to be sent to FAST HR on receipt of report of an incident by

FAST MEP Site Management.
14.6 FIRE PREVENTION

Fire prevention is preferred and information contained in method statements and risk
assessments contribute to how activities can be conducted safely. There are occasions where
fires may occur and as such firefighting and fire control equipment must be used. Operatives
will be trained in the use of firefighting equipment (extinguishers and or blankets). There will
be firefighting equipment based at the site and welfare facilities. Additional equipment will be
available at worksite locations.
14.7 MANUAL HANDLING

When required, equipment may have to be carried manually to relevant locations. If this is a
requirement, staff will received a tool box talk on manual handling prior to activities
commencing. All staff to ensure they have one hand free to use the handrail when carrying
items on staircases, scaffold and ladders. See attached Risk Assessment for additional guidance.
14.8 SAFE WORK PROCEDURE (SWP)

Safe work procedures have been developed to enable the works to be delivered in a safe
manner. Reference to these can be located the table below. Copies will be available at site
offices and briefings on the appropriate SWP’s will take place periodically.

14.9 TUNNEL ENVIRONMENT

To facilitate a safe working environment for MEP workers the tunnel requires monitoring of the
following;
A. Air Quality (ventilation)
B. Gas monitoring
C. Temperature
It is the duty of the asset owner (Line 5&6 CJV) to provide a safe working environment for MEP.
Monitoring is undertaken on a daily basis and records retained. If industry standards are exceeded
then MEP management will remove the workers until an appropriate level is achieved.
Additional monitoring will be undertaken by MEP on a case by case basis depending on the work
activity.
14.10 SAFE WORK AREA

There may be occasions where multiple works by different entities are being undertaken within
a tunnel section simultaneously, although attempts will be made to keep this to a minimum.
If different work entities will work in the same location then control of activities (specifically
where there is plant and or rail movement) will be execute via the FAST Shared Area Work
Permit (SWAP).
14.11 WASTE AND ENVIRONMENTAL MANAGEMENT

All waste is to be placed in appropriate waste containers on site and/or taken back to the main
storage area for disposal. Waste will be stored separately (where possible) prior to collection
and disposal.
In confined spaces such as tunnel areas any waste generated from MEP works will be removed
at the earliest convenient opportunity
Machinery is to be turned off when not in use and fuelled equipment will be housed in a drip
tray and a spill kit will be available
Issues regarding the environment shall be monitored by HSE via daily inspections and weekly
self-assessments
Additional Environmental information will be briefed out via tool box talks (TBT’s)
MEP, where possible, comply with the waste management procedure as identified in the FAST
Safe Work Procedure SWP 026.
