OBJECTIVES : Discussing and advancing the rights of LGBTQIA+ individuals


and establishing feasibility to circulate current situations and promote measures to
improve such conditions through legal and social frameworks;

United Nations Human Rights Council;

Guided by the United Nations Charter states,

Reaffirming the UDHR (Universal Declaration of Human Rights) which proclaims


that all human beings are born free and equal in dignity and rights and that
everyone is entitled to all the rights and freedoms set forth therein without
distinction of any kind,

Recalling the International Covenant on Civil and Political Rights, which affirms
the right of everyone to life, liberty and security of person, to freedom of
expression, association and peaceful assembly, and to equality before the law and
equal protection of the law without any discrimination,

Keeping in mind the Vienna Declaration and Programme of Action, which states
that all human rights are universal, indivisible, interdependent and interrelated and
that the international community should promote universal respect for, and
observance and protection of, all human rights for all without distinction of any
kind,

Deeply disturbed by the continuing violence harassment, intimidation,


discrimination exclusion, stigmatisation and prejudice faced by LGBTQIA+ people
in many parts of the world including in the Middle East, the continent of Africa
and other apprehensive regions,

Alarmed by the reports of arbitrary arrests, detention, torture, ill-treatment, sexual


assault, rape, death, threats and killings committed against LGBTQIA+ individuals
by State and non-State actors in some countries in the Middle East,

Emphasises that the Universal Declaration of Human Rights affirms that all human
beings are born free and equal in dignity and rights and that everyone is entitled to
all the rights and freedoms set forth in the Declaration, without distinction of any
kind, such as race, colour, sex, language, religion, political or other opinion,
national or social origin, property, birth or other status,

Reaffirming the principles of non-discrimination, equality, and freedom of


expression as fundamental to the promotion and protection of human rights for all
individuals regardless of their sexual orientation, gender identity, or gender
expression,

Notes the Human Rights Council resolution 42/77 of 2019, in which the council
expresses on protection against violence and discrimination based on sexual
orientation and gender identity,

Reminds the adoption of resolution 17/19 of the Human Rights Council on 17 June
2011, in which it expressed grave concern at acts of violence and discrimination
committed against individuals because of their sexual orientation and gender
identity,

Recalling further General Assembly resolution 60/251 of 15 March 2006, in which


the Assembly stated that the Human Rights Council should be responsible for
promoting universal respect for the protection of all human rights and fundamental
freedoms for all,

Stressing the need to maintain joint ownership of the international human rights
agenda and to consider human rights issues in an objective and non-confrontational
manner,

Recalling Human Rights Council resolutions 5/1 and 5/2 of 18 June 2007,

Taking note of the report of the High Commissioner for Human Rights
(A/HRC/19/41) of 17 November 2011, which documented widespread human
rights violations based on sexual orientation and gender identity, including killings,
torture, arbitrary arrest and detention, denial of rights to assembly, expression and
information, and discrimination in employment, health and education,

Acknowledging the launch of the Free & Equal campaign by the Office of the High
Commissioner for Human Rights in July 2013, which aims to raise awareness of
homophobic and transphobic violence, discrimination and promote greater respect
for the rights of LGBTQIA+ people,

Appreciating the efforts of some States in the Middle East to repeal or amend laws
that criminalise consensual same-sex relations or discriminate against LGBTQIA+
people, such as Bahrain, Israel, and Turkey,

Expressing concern at the persistence of laws that criminalise consensual same-sex


relations or impose the death penalty for such relations in some States in the
Middle East, such as Iran, Saudi Arabia, Yemen, Qatar and the United Arab
Emirates,

Recalling Human Rights Council resolutions 5/1 and 5/2 of 18 June 2007,

Operative Clauses

1) Urges all member states within the Middle East to apprehend and shield the
rights of LGBTQIA+ people inside their jurisdiction, which encompasses but are
not restricted to the rights to life, liberty, protection of individual, privacy, and
freedom from torture or merciless, inhuman, or degrading treatment or punishment;

2) Suggests member states to review legal guidelines, policies, rules, or practices


and accordingly,

a) strengthen anti-discrimination laws that protect LGBTQIA+ persons from


discrimination in employment, education, health care and other spheres of life,

b) adopt legal reforms to recognize and protect the rights and dignity of
LGBTQIA+ individuals, such as decriminalising same-sex relations, prohibiting
discrimination based on sexual orientation and gender identity, allowing legal
recognition of gender identity, granting equal access to marriage or civil unions,

c) repeal or amend those which discriminate in opposition to or criminalise


humans based on their sexual orientation, gender identification, or gender
expression,

d) ensure the requirements of non-discrimination and equality are included


into the revised framework;

3) Recommends that all legal frameworks, law, policies and actions are made by
member states in accordance with international human rights standards including
the UDHR, ICCPR, ICESCR, and the UN Charter;

4) Encourages member states in the Middle East to promote public focus and
schooling on LGBTQIA+ rights and troubles for youth making sure to:
a) Foster appreciativeness, tolerance, and inclusion of all individuals,
b) To have interaction in positive dialogues with civil society
corporations, non secular leaders, and LGBTQIA+ advocacy
organisations,
c) support public education campaigns that promote tolerance and
respect for the diversity of sexual orientation and gender identity;

5) Urges the Office of the United Nations High Commissioner for Human Rights
(OHCHR) and other UN agencies to offer member states in the Middle East
guidance, aid and oversight in safeguarding LGBTQIA+ rights,

6) Calls upon member states to address discrimination, violence and legal barriers
while also considering religious sensitivities, additionally ensure regular reports on
the human rights conditions in the region be submitted to the UNHRC to be
evaluated;

7) Condemns the practice of harmful conversion therapy within the jurisdiction of


the member states, recognizing that such practices cause physical and
psychological harm and violate the human rights of individuals if not prohibited or
criminalised for all individuals below the legal adulthood in their country;

8) Further recommends that addressing financial and employment opportunities


for LGBTQIA+ individuals in the Middle East entails comprehensive legal and
social reforms to combat discrimination, promote diversity and inclusion, and
ensure equal protection under the law;

9) Further calls upon member states to facilitate and support dialogue among
Middle Eastern countries on LGBTQIA+ rights, taking into account cultural and

religious perspectives, and creating a platform for sharing best practices and
strategies to promote tolerance and non-discrimination;

10) Encourages the international community and member states to provide


financial and technical support to civil society organisations and initiatives that
work to promote the rights and well-being of LGBTQIA+ individuals in the
Middle East, with a focus on programs that address cultural and religious
sensitivities;

11) Decides to establish a UNHRC Working Group on LGBTQIA+ Rights in the


Middle East, composed of experts in human rights, LGBTQIA+ issues, culture,
and religion, to provide guidance and recommendations to member states in the
region and report on progress made;

12) Further decides to remain seized of the matter and to continue monitoring the
situation of LGBTQIA+ rights in the Middle East, with the goal of protecting the
human rights of all individuals, regardless of their sexual orientation, gender
identity, or gender expression;

13) Calls upon member states to recognize violent crimes such as assault, murder
and threats to commit such crimes against the LGBTQIA+ community as a hate
crime under their Legal Framework;

14) Urges all member states to abide by the principles enshrined within the
universal declaration of human rights, the international covenant on civil and
political rights and International covenant on economic social and cultural rights;

15) Invites member states to facilitate and support dialogue among Middle Eastern
countries on LGBTQIA+ rights, taking into account cultural and religious
perspectives, and create a platform for sharing best practices and strategies to
promote tolerance and non-discrimination;

Annexure 1: United Nations LGBTQIA+ Rights Protection Authority


(UNLRPA)

A) Purpose: The United Nations LGBTQIA+ Rights Protection


Authority (UNLRPA) shall be established to ensure the protection of
the legal rights of LGBTQIA+ individuals worldwide and shall have
the following functions:
a) Oversee and coordinate efforts to ensure the legal rights of LGBTQIA+
individuals, including non-discrimination, recognition of same-sex
relationships, and protection from persecution.

b)Develop and promote evidence-based policies and strategies that


respect and uphold LGBTQIA+ rights taking into account principles
of human rights and equality.

c)Provide technical assistance and capacity-building to member states


to strengthen their legal frameworks and mechanisms for LGBTQIA+
rights protection.

d)Promote international collaboration, information sharing, and


cooperation among Member States to combat discrimination,
violence, and legal obstacles faced by LGBTQIA+ individuals more
effectively.

B)Composition: The UNLPRA will be composed of representatives from


the United Nations, Member States, and human rights organisations,
LGBTQIA+ advocacy groups, legal experts, and human rights organisations,
with expertise in LGBTQIA+ rights, human rights law, and related fields).

C)Reporting: The UNLPRA will be required to submit annual reports to


the United Nations General Assembly, detailing its activities, achievements,
and recommendations for further action.

D)Resource Allocation and Support:

a) Resource Mobilisation: Member States and international


partners are encouraged to allocate and provide financial and
technical resources to the UNLPRA ensuring its ability to fulfil
its mission effectively.
b) Capacity Building: The UNLPRA will establish partnerships
with educational and capacity-building institutions to enhance
the knowledge and skills of its staff in LGBTQIA+ rights and
human rights law.
c) Donations and Grants: The UNLRPA will actively seek
donations and grants from governments, organisations, and
individuals who support its mission and objectives.

E)Periodic Evaluation and Adaptations:

a)Ongoing Evaluation: The UNLPRA will conduct regular and


thorough evaluations of its operations and effectiveness to ensure that
it continues to meet its mission and objectives under the realm of the
United Nations General Assembly.

b)Proactive Responsiveness: The UNLPRA is committed to


proactively addressing emerging challenges and opportunities in the
LGBTQ rights landscape with a dynamic approach, ready to adapt to
evolving circumstances.

F)Conclusion: This annexure earnestly supports the formation and


establishment of the United Nations LGBTQIA+ Rights Protection
Authority (UNLRPA) and clearly outlines its mission, objectives, and
mechanisms for assessment and modification) We look forward to
constructive discussions and potential refinements within the General
Assemblyto ensure the effective protection and promotion of LGBTQIA+
rights on an international scale,

ANNEXURE 2: THE CRISIS

A) Objective: To handle the ongoing crisis with special inclination to promote


strength and world power with regards to The New World Order, lead by
The French Republic, The United Kingdom and The United States of
America.

PLAN OF ACTION

1. To call in the top tier analysts, coders and computer software experts from
the countries including The French Republic, The United Kingdom of Great
Britain and Northern Ireland, The United States of America ,Federative
Republic of Brazil, The Commonwealth of Australia, New Zealand, The
Republic of Ghana, The Great Republic of Japan, Ireland, United Mexican
States, the Republic of Singapore, the Kingdom of Norway, Federal
Republic of Germany, The Republic of South Africa, Ukraine, Gabonese
Republic, The Republic of Korea, United States of America, Republic of
India,
2. Rope in intelligence service agents authorised by top tier personnel from
individual governments on a high emergency status to ensure the quick
filtration of smart, competent service agents, analysts and experts,
3. For this, each country is encouraged to have an effective filtration system
which can quickly go through the possible agents, whom will now been
given the title as “The Striders”,
4. Form a temporary advocacy organisation for the combat, strengthening and
advancement of the potent Artificial Intelligence known as Cognitron, this
organisation will be known as ‘Manchuria’ and will consist of ONE
representative of each country, with the conference of meeting being held in
London, keeping in mind that the centre where the working, functioning and
proactive usage of the highly tamed and under control Cognitron, is built.

5. Cognitron being based on Xenolian tech knowledge from the Royal Slayyian
family has been developed on the basis of destroying all Xenololian
machinery that enters the earth's atmosphere, through the emission of
optimised Xeno-radio waves that affects the machineries internal workings,
6. Along with the tech and hardware link control, Cognitron will manoeuvre
Xenolian tech to completely eradicate other AI systems like Paktron and
Sovietron in due time, as Cognitron has become overly advanced, potent and
strongly more efficient.
