United Memorial officially names Freese as president
GREENVILLE The Spectrum Health
United Memorial Board of Directors has
announced Christina Freese-Decker, in-
terim president, has been named presi-
dent, Spectrum Health United Memori-
al, effective immediately. Freese-Decker
has been serving as the interim president
since July 1. Since that time, she has culti-
vated very positive relationships with the
board of trustees, physicians, employees
and the community. In addition, she has
been instrumental in continuing imple-
mentation of the many ongoing strategic
initiatives at both United and Kelsey hos-
pitals. Spectrum Health United Memo-
rial consists of Spectrum Health United
Hospital in Greenville, Spectrum Health
Kelsey Hospital in Lakeview, the Spec-
trum Health United Memorial Founda-
tion and United Life-
styles.
In her role as
interim president,
Tina proved herself
a dedicated, compas-
sionate leader, com-
mitted to carrying on
the strategic plan and
mission of our local
hospitals, said David
Mack, Spectrum Health United Memo-
rial Board Chairman. (She) is driven
to meet the current and future needs of
the local community. Additionally, the
Board has been impressed with her abil-
ity to personally connect with medical
staff, leadership and employees, provid-
ing everyone opportunity to share in her
vision. Tina has invested a great deal of
time to get to know her team, her pro-
viders and those who are serving patients
each day.
She joined Spectrum Health in 2002
as a postgraduate fellow in health care
administration. In 2003, she became
director, system strategic planning and
development. Three years later, she was
named vice president of the department
and executive director of the Spectrum
Health Regional Hospital Network. Her
experience in strategic planning and de-
veloping system wide growth and busi-
ness plans will be an asset to Spectrum
Health United Memorial as she contin-
ues implementation of the many strate-
gic initiatives started under Paul Bonis
leadership. Freese-Decker earned her
bachelors degree in fnance from Iowa
State University in Ames and holds
masters degrees in health administra-
tion and industrial engineering from The
University of Iowa in Iowa City.
I am thrilled to have this opportu-
nity. It is an honor to take care of people
in this community, she said. I am im-
pressed by the medical staff, employees
and volunteers at Spectrum Health Unit-
ed Memorial who are dedicated to our
mission and vision.
I have seen United Memorial grow
tremendously over the past nine years,
she added. I look forward to becoming
even more integrated into the greater
Greenville and Lakeview communities
and strategically growing our services to
meet the needs of the community.

LETTERS TO THE EDITOR
Be an informed citizen
TO THE EDITOR:
When elected as a township offcial,
the offcial takes an Oath of Offce. The
oath affrms that the offcial will follow
the Constitution and laws of the United
States and the State of Michigan. Reyn-
olds Township has zoning laws dating
back to 1974, including the current zoning
ordinance, enacted in 1998. The Reynolds
Township Ordinances were created, along
with the Reynolds Township Master Plan
by the Reynolds Township Board and the
citizens of Reynolds Township, and are
updated in accordance to the Michigan
Zoning Enabling Act. In regard to any
zoning issue, Reynolds Township off-
cials must follow The Michigan Zoning
Enabling Act 110 of 2006. By law, Reyn-
olds Township offcials must follow the
Reynolds Township Ordinances. It would
be highly inappropriate and unlawful
for the township board, commissions or
agents to make special deals contrary to
zoning laws or to ignore laws. Laws and
ordinances established are for the health,
safety and welfare of everyone. There are
no provisions in the law or ordinances for
selective enforcement. Almost all of the
violations the Reynolds Township Zoning
Administrator has to address are due to
and in response to resident complaints.
Fees are charged for Planning Com-
mission and Zoning Board of Appeals
hearings. The fees are in line with other
townships that are similar in population.
Reynolds Township does not expect the
taxpayer to subsidize the requests that
only beneft one individual or use. Most
townships, cities and villages charge an
application fee and collect escrow for the
costs associated with such hearings. Ev-
eryone with Internet access has the same
maps to which Reynolds Townships soft-
ware links. They are called Google Maps
and Bing Maps. Reynolds Township does
not pay for Google maps or Bing Maps.
Reynolds Township pays for tax and as-
sessing software, software used by virtual-
ly every township and municipality in the
State of Michigan. The Montcalm County
Equalization Offce also provides online
aerial maps of all properties in Montcalm
County. The maps and other property in-
formation is public information and are
in accordance to the federal Freedom of
Information Act.Below is a list of web-
sites that address various laws and ordi-
nances and that provide maps. Please feel
free to contact the Reynolds Township of-
fce if you have any questions. With the
right to criticize government, comes the
responsibility of knowing all of the facts
and being a well-informed citizen.
TIna PORzOnDEk,
Reynolds Township Clerk
Residents junk
is all she has
TO THE EDITOR:
I just want to be home.
My husband and I have lived in Reyn-
olds Township almost all of our lives. We
raised our family here and my husband
Gerry passed away a few years ago. Last
October I had a fre which completely de-
stroyed our home. I lost two pets and was
lucky to get out alive. I moved in with my
son and daughter-in-law, in Howard City
and planned on rebuilding this spring.
With the help of my family and friends,
we worked on cleaning up after the fre. I
then purchased a new double wide home,
which is what I had previously. It was
then when my problems began and his
name is Mr. DeJong, the township zoning
administrator for Reynolds Township.
My frst letter from Mr. DeJong came
last May and informed me I was in viola-
tion of the zoning ordinance. He wanted
a number of things done before he would
issue me a permit for my new home. I al-
ready had taken down my barn, chicken
coop and two other buildings as part of
the clean up process, but he wanted two
more of my storage buildings removed.
Also, I have a boat stored in one of the
buildings and he wants it removed be-
cause it didnt have a current watercraft
sticker. I also had my truck that runs but
didnt have a current license plate. Un-
der the circumstances I did not need to
license these two items right now. He told
me my lawnmower was a piece of junk
and would have to go. It wasnt the pret-
tiest, but it was what I used to mow my
lawn and it still worked.
In short, I was harassed with letters
and visits. I havent been able to eat or
sleep since this all began and many times
wished I had died in the fre to avoid what
I am going through now. I have lost 30
pounds and have been seeing my fam-
ily doctor for depression. He sent me to
a psychiatrist, who after examining me
and hearing my story, was so angry he
wanted the townships telephone number
so he could call right then. I asked him
not to, since it would make the problem
even worse. My son and daughter-in-law
are moving and I will soon be out of a
place to stay. The only bright spot in all of
this has been Bev Stedman, the township
tax assessor, who was very sympathetic
and helpful, as she advised me regarding
the property tax implications on my new
home.
So what to do now? I have a new
double wide sitting on the dealers lot. I
have a permit from Mr. DeJong to have
it brought in only if I comply with more
demands which are unreasonable. My
possessions are in these storage build-
ings on my own property and part of
this so-called junk will be put back in my
new home if I ever get to live in it. These
two storage buildings have been on my
property and are pre-existing prior to the
zoning change. I cant afford to fght the
township and mentioned to Mr. DeJong
that if I could it would cost the township
money. His reply was Its not money
out of my pocket. Even though I live on
a fxed income, my only chance is to pay
the $450 fee and apply for a variance to
see the the members of the zoning board
of appeals will let me go home.

Whos in charge?
TO THE EDITOR:
In the last meeting (Oct. 13) the board
was asked why in the Jan. 13, 2011, meet-
ing they automatically re-appointed all
board members to the Reynolds Town-
ship Board of Re-view and Planning Com-
mission with out advertising to see if any
other constituents would be interested in
serving on these boards. Since then, there
has been three additional appointments
two to the Zoning Board of Appeals and
one to the Planning Commission. These
candidates were interviewed by our su-
pervisor and then a motion was made to
approve these candidates. During one of
these appointments our Trustees asked
who this person was they were told by
the supervisor that he interviewed him
and he would make a good candidate and
then he was approved by all members.
The board was asked why only one per-
son interviews and not the whole board,
also why there is not an article in our lo-
cal paper asking if there is any other par-
ties interested in these positions. There
was no response by the board.
Ask yourself why only one person in-
terviews and why you would not believe
this is not stacking the deck to a single
mind set, you decide.

A bum rap rep. Unfortunately, some people have
given certain breeds of dogs a bum rap by training
them to treat all strange people and other dogs as
threats. But the fact is, even your friendly Labrador
Retriever is dangerous if threatened.
Bear bit Bradacs. On April 6, 1990, Stephanie Bra-
dacs, then twelve, and her friend Julie Jiacobone,
were playing in Julies backyard. Julie decided to
feed the family dog, a sixty-ve-pound, black Labra-
dor Retriever named Bear. She brought Bears food
outside and set it on the ground near the back door.
Julie went to get Bear water. Stephanie was juggling
a football. Bear began to eat. Stephanie accidentally
dropped the football. As she bent down to retrieve the
football, Bear bit her right leg. (Imagine her shock
that big cuddly Bear bit her!) Six stitches closed
Stephanies wound. Eventually, her leg healed and
she resumed her regular athletic activities. But two
scars remained on her right leg.
The lawsuit. At age eighteen Stephanie sued, alleg-
ing that the Jiacobones were strictly liable for her
injuries under the Michigan dog-bite law section
287.351. (Yes, when minors reach the age of major-
ity they get to sue.) Generally a dog owner is at fault
for injuries their dog inicts. At trial, Stephanie testi-
ed that Bear never behaved aggressively toward her
before the incident in question and that he did not
growl at her before he bit her. It was undisputed that
she did not drop the football near Bear or his food.
She testied she did nothing else before he bit her.
The dog-bite law. The statute states that if a dog
bites a person, without provocation while the person
is on public property, or lawfully on private property,
including the property of the owner of the dog, the
owner of the dog shall be liable for any damages suf-
fered by the person bitten, regardless of the former
viciousness of the dog or the owners knowledge of
such viciousness.
Bear cant tell us. The Jiacobones argued that Bear
must have been provoked when Stephanie uninten-
tionally dropped the football. The trial court thought
that was likely the case, and let the Jiacobones off
the hook. The Court of Appeals looked more care-
fully at who and what the provocation was, saying:
If the plaintiff provokes the dog, the dog owner is
not liable for the damages that result The question
then becomes, what constitutes provocation by the
plaintiff? Was there proof that Stephanie, herself,
had provoked Bear?
Intent doesnt matter. At one point in trial, Stepha-
nie seemed to argue that if she had unintentionally
provoked Bear, that should not matter. The Appeals
court took an even narrower view: Intention was not
relevant. If she had provoked him, intentional or not,
shed lose. So, what had Stephanie actually done?
Had she touched Bear, hugged him, moved toward
his food, jumped toward him, done anything which
could actually provoke Bear?
Proof matters. The Appeals court answered: noth-
ing. No evidence was given to show that Stephanie
had done anything to or toward Bear. She herself
testied she wasnt near Bear or his food. No proof
showed that Bear had been provoked by anything
else she did. And the Appeals Court refused to read
Bears mind. Maybe he did feel provoked, but since
Bear couldnt testify about what Stephanie had done,
and Stephanies conduct was insufcient to consti-
tute provocation, the Jiacobones were liable.
Common negligence. Under the common law
meaning in addition to suing for breach of a written,
or statutory, law when an animal once before has at-
tacked or bitten a person, the owners can be liable for
negligence (paying the big bucks!) the next time the
animal bites or attacks again. So owner beware. And
know the pet-owner rules. Neuter or spay your dog.
Encourage daily socialization with many people and
other dogs. Get obedience training. Run strong dogs
freely two hours every day. Obey leash laws. Do not
allow teasing the dog. Dont encourage ghting, tag
or tug of war. Do not force puppies to stay awake
to play it drives them crazy, literally. Most of all,
spend lots of attention on your own Bear.

Mind Your Own Business
This weekend Barb and I taught a workshop called 21 Ways to Find Peace. This was based on the material produced
by author Byron Katie. One of the things she teaches is that we need to mind their own business. Ms. Katie says that there
are three kinds of business: Your Business, My Business, and Gods Business.
Gods Business has to do with the big things that we really cannot control. Things like the weather, earthquakes,
hurricanes, etc. These are things that we cannot change. If we worry about them we create acidity and inammation in
our own bodies. We can take some action and pray for the people involved, we can donate money, and we can even
volunteer our time to organize relief efforts. But when we catch ourselves thinking and worrying about these big things,
we need to stop for a minute and say to ourselves, This is Gods Business and he will take care of it. Then relax and let it
go.
My Business is anything that directly affects me. I must pay attention to and take care of those things. They are my
responsibility. Only I can x them. For example if I smoke and it is causing health issues, then I am the only one that can
correct that situation. No nagging from friends and family will make that change. And God does not care. He will help only
if we ask, but he will not interfere if we insist on continuing with detrimental behaviors. If I am behind in my property taxes,
only I can x that. If I do not, then someone else, (the government) will step in and take care of it for me. I must take care
of my own business.
Your Business is the stuff that only you are responsible for. If you have an ugly lawn (in my opinion) it is your business.
If I am upset about that, it is my business. It is not my business to x your lawn or try to make you x it, but it is my business
to look at myself and how I react. My anger can make me ill; it does nothing to you or to your lawn. It is your business; I have
to let it go. I should only give advice or express my opinion on your Business if you ask. Otherwise,
it is best if I say out of your business.
Many of us have grown children and we still think it is our business to run their lives. Let up. After
age 16 or so your responsibility is done. If they make mistakes, they have to be responsible for
them. Let them be. Do not meddle. Love them, pray that they will nd their way, and let them go.
It is not right if we take away their lessons and their chances to learn from what they do.
We are all here to learn lessons. Most of us have to learn to live and let live. We must take care
of our own business and let everyone else take care of theirs. If we spend our time taking care of
our business, then we will be healthier and more at peace. Try it. Practice. Every time you nd your
mind in Gods Business or someone elses business, step back and let it go. You will begin to feel
less anxiety and more peace in your mind and body. You will be healthier and happier. Remember:
Mind Your Own Business.

Statewide
Over the last few years,
around 700,000 indi-
viduals have purchased
a license to hunt deer in
Michigan. These hunt-
ers ultimately spend
more than 9.6 million
days aeld and take
more than 400,000 deer.
Over 300,000 hunters
participate in Michi-
gans archery season,
about 600,000 hunt with
a rearm and 200,000
with a muzzleloader.
While the number of
rearm season hunters
often rises and falls as
the traditional Novem-
ber 15th opening day rotates through days of the week, expanded youth
hunting programs and crossbow hunting opportunities have increased par-
ticipation among other segments of the hunting population. Although surveys
show that the leading reasons many participate in deer hunting is simply the
opportunity to spend time outdoors with friends and family, many hunters
prepare each season to give themselves the best chance to see and take deer.
Deer are not evenly distributed across the state. There are considerable dif-
ferences in habitat and deer numbers across Michigans three regions - the
Upper Peninsula (UP), northern Lower Peninsula (NLP), and southern Lower
Peninsula (SLP). In addition to this regional variability, every year hunters
only a few miles apart have very different experiences observing and harvest-
ing deer.
Across the state, reports on the soft mast crop are generally positive, with
particularly good production of apples. The hard mast crop has shown low
production overall, though some scattered areas have noted fair amounts of
acorns and beechnuts. Maps and computer-based tools are increasingly avail-
able to narrow in on the best locations to focus scouting efforts, including
the Mi-HUNT interactive web application available at www.michigan.gov/
mihunt. While these and other resources are a great benet for hunters, there
is no substitute for personally scouting areas in advance of a hunting trip.
Part of hunting preparations each year includes becoming familiar with the
most recent regulations.
The deer website of the Michigan Department of Natural Resources (DNR)
and a new collaborative website with the Department of Fisheries and Wild-
life at Michigan State University provide highlights of regulations changes,
information about deer management, and links to additional resources, such
as a list of deer check stations. These sites are located at www.michigan.
gov/deer and http://deer.fw.msu.edu. Please refer to the 2011 Hunting and
Trapping Digest and Antlerless Digest, available at DNR Operations Service
Centers, license vendors, or available in electronic formats through links at
these sites, for a map of all Deer Management Units and other regulations
details. 2
The DNR also reminds hunters not to overlook the many other hunting and
trapping seasons available in Michigan. These other seasons provide their
own unique opportunities and can offer chances to scout or nd potential new
deer hunting locations. Explore your options at www.michigan.gov/hunting
or www.michigan.gov/trapping. With preparation, attention to safety, and
awareness of current hunting regulations, hunters can be ready to head into
the eld to enjoy the recreation opportunity offered by the 2011 Michigan
deer season.
As an important reminder, those hunting within the UP and the multi-county
Deer Management Unit (DMU) 487 in the tuberculosis (TB) zone must de-
cide, before purchasing their deer license, if they wish the opportunity to take
one or two antlered deer. Those desiring the opportunity to shoot two bucks
must purchase a combination license. Both bucks have antler point restric-
tions. One buck must have one antler with at least 3 antler points; the other
buck must have one antler with at least 4 antler points. Those choosing to
purchase a rearm deer license and/or an archery deer license are limited to
taking only one buck from within these areas during all seasons combined.
Within most of the areas, a deer must have just one antler 3 or more inches
in length, but point restrictions remain in place for some individual DMUs as
well. These include DMU 117 (Drummond Island) and DMU 122 (primarily
in southern Dickinson County, along the Wisconsin border) in the UP, and
one small DMU (DMU135 in Iosco County) in the TB zone. In DMU 117,
bucks must have at least one forked antler. In DMU 122 bucks must have at
least one three-point antler. And in DMU 135, bucks must have at least one
forked antler to be legal. Finally, within DMU 487 ONLY, hunters may har-
vest an antlerless deer with a rearm or combination license within the Nov.
15-30 rearm season or the Dec. 9-18 muzzleloader season.
Upper Peninsula
More than 100,000 hunters have pursued deer in the UP in recent years, in-
cluding approximately 30,000 participants in the archery season, over 90,000
rearm hunters, and more than 20,000 hunters pursuing deer with a muzzle-
loader.
Within the UP, deer populations continue to slowly increase following a sec-
ond mild winter in a row. Fawn production should be good, though predation
may have produced some losses.
Antlered buck numbers will likely be on the rise, as the increased production
of fawns in 2010 should lead to greater antlered buck numbers this year.
More deer will be found in the Southern
UP near Lake Michigan, with fewer in the Northern UP near Lake Supe-
rior. Antlerless licenses are available in DMUs 022, 055, 122, 152, 155, 252,
and 255 for 2011. Special buck harvest restrictions noted above are in place
throughout the UP
Northern Lower Peninsula
An average of about 285,000 hunters have pursued deer in the NLP over
the last few years, including more than 115,000 participants in the archery
season, an average of over 250,000 rearm hunters, and more than 50,000
hunters pursuing deer with a muzzleloader.
Baiting has been reinstated as legal for most of the NLP; however, baiting is
still banned in DMU 487. Baiting may only occur from October 1 through
January 1. Hunters are restricted to no more than 2 gallons of bait per hunting
site; the bait must be spread over 100 square feet (equivalent to a 10 foot by
10 foot area).
Within the eastern portion of the NLP, TB prevalence continues to show a de-
clining trend over the long-term, but no detectable change has occurred over
the previous 5 years. Goals and hunting regulations in the eastern NLP are
therefore driven more by the objective to continue to reduce TB 3prevalence
than by numbers of deer in this region. It is important for hunters to continue
to observe the ban on baiting and feeding in DMU 487 and to harvest at least
as many antlerless deer as bucks.
Mild winter conditions for the second year in a row in the NLP should lead
to increasing deer numbers. Deer numbers on many state land areas appear
to be on the rise, though they are still below goal in some areas. In some
NLP units, indications are that there is an overabundance of deer on private
land but lower than desired populations on public land. Special antlerless
seasons and private land license quotas are used in these units to target deer
on private land even if abundant sign and sightings do not occur on public
land. The number of antlerless deer licenses is the same as last year in eastern
NLP multi-unit area DMU 487, while no antlerless permits were made avail-
able in four counties (Cheboygan, Otsego, Roscommon, and Kalkaska). Spe-
cial buck harvest restrictions noted above are in place in DMU 487. Within
DMU 487 ONLY, hunters may harvest an antlerless deer with a rearm or
combination license within the Nov. 15-30 rearm season or the Dec. 9-18
muzzleloader season.
Southern Lower Peninsula
An average of nearly 360,000 hunters have pursued deer in the SLP over
the last few years, including more than 185,000 participants in the archery
season, more than 290,000 rearm hunters, and an average of about 125,000
hunters pursuing deer with a muzzleloader.
Baiting has been reinstated as legal throughout the SLP. Baiting may only
occur from October 1 through January 1. Hunters are restricted to no more
than 2 gallons of bait per hunting site spread over 100 square feet (equivalent
to a 10 foot by 10 foot area).
The deer population in southern Michigan is expected to be similar to the
last few years. Abundant food and cover in the form of agricultural crops and
scattered swamps and woodlots provide very good habitat across the south-
ern Michigan landscape. This high quality habitat, combined with relatively
mild winter conditions, results in an abundant and productive deer popula-
tion. Deer populations generally exceed DNR goals and fawns generally
come in sets of twins and triplets.
High numbers of antlerless permits are available again this year, particularly
in the multi-county DMU 486 (most of southern Michigan except St. Clair,
Macomb, Wayne, and Monroe Counties).

To all you great Deer Hunters! Just a few eld tips for your trophy
Buck. If its not below 32 degrees you need to cape your deer as soon
as possible, no more than one day. Three days if it is. Cut around the
deer behind the shoulders, cut the front legs off just above the knees
and skin the deer up to the head and cut off. Put in plastic bag and
freeze it or take to your taxidermist. I will be happy to do it for you if
you bring it to me. Good Luck, and safe hunting. ~ Steve Pritchard
