Planning Minister Tom Arthur and Chief Planner Fiona Simpson have written to stakeholders to
provide advice on the transition to the new development plan system and on some policy
considerations. This was in advance of National Planning Framework 4 (NPF4) being adopted,

Nature Scot Developing with Nature Guidance
The following Guidance has been published by Nature Scot in support of policy 3(c) of National
Planning Framework 4. An illustrated version of this guidance will be published in due course.
The guidance covers taking account of nature in planning, key sources of further information,
appropriate measures to enhance biodiversity, providing homes for nature and managing water
with nature.
From discussions in the development of the recently agreed Construction Accord, there has
been a recognition that there is an industry desire for reform in the procurement of construction
contracts. The Construction Accord also recognises the role that construction procurement can
play in driving improvement and success for the industry.
In June 2022 the Scottish Government started an engagement process with an industry survey
to gather views about the procurement of construction contracts in Scotland. This work was
carried out by BE-ST on behalf of the Scottish Government and produced a set of results that
supported the message that procurement reform should be considered to achieve
improvements desired of and by the industry.
Building on the work of the survey, a series of facilitated workshops will further develop the
themes identified from the survey results. They are inviting participant stakeholders from across
the construction sector to attend any or all of the workshops. For further information and to sign

The Joint Code of Practice for Fire Prevention on Construction Sites was first published by the
Fire Protection Association in 1992 with the objective of preventing fires on construction sites.
Now in its 10th edition, the code has been revised to ensure it continues to address not only
long-standing risks such as hot work, but also reflects changes in standards, practice and the
more prevalent use of modern materials and construction methods.
The protocol and Excel-based calculator will help construction professionals to accurately
measure and classify site waste, identify what it has cost the business in terms of cash and help
take steps to prevent those losses for a more profitable and sustainable business.

It has been a longstanding tradition of the Adjudication Society s Scottish Region that it invites an
eminent Scots lawyer to give an annual update on cases decided by the Scottish Courts and
covering topics relevant to adjudication and construction contracts. It has not been possible to
do this in-person in recent years as a result of the restrictions imposed by the Covid pandemic.

Chartered Surveyor Annie Robertson shares recent conservation work carried out by the
National Trust for Scotland at their flagship property Crathes Castle. This includes work to the
armorial panels and the iconic sixteenth century painted ceilings within the castle.
Modern methods of timber frame construction were introduced into the UK in the 1960s and are
a fully accepted method of building. There are now many examples of multi-storey timber frame
buildings including schools, student accommodation, care homes and hotels across the UK.
Use of timber frame continues to grow as a mainstream construction method for dwellings and
medium-rise buildings to meet current building regulations and other standards. This is because
timber frame offers a range of benefits, including the potential for excellent energy efficiency,
low embodied carbon, fast completion (consequently reducing site work), and economic use of
materials, all of which are maximised when off-site prefabrication is utilised.
