1 Background
The TVET system in Ethiopia is currently rapidly expanding. The government

believes that the present low factor productivity is due to the skill gap, and that
left to its own, the industry will provide less training than is socially optimal.
Therefore, publicly provided vocational education is seen by the government as
the means to close this skill gap. The government of Ethiopia looks at the public
TVET as the key in improving the productivity of the enterprises and increasing
their competitiveness in the global market.
Our industry, particularly MSEs are the basis for our industrial economy( gross
products and service plus employment creation).However, they are not
functioning in an internationally competitive manner Our workforce quality and
training system is and will be a replica of this phenomenon if the situation
continues.
Objectives of the Project

The following are the objectives of this project:
 To design and develop online tracery study for TVET graduates with Entoto
collage
 To design and develop online industry extension package training for small
business enterprises
 To access and use the developed system by enterprise, trainers and other
users from their respected places
 To notify enterprise with SMS alert
 To design and develop effectively trainees, enterprise and tvet graduates
1. Scope and limitation
The proposed project focused on design of industry extension service and
outcome based assist system with SMS alert which produces activities such as
design and develop Tracer study for TVET graduates, uploading and
downloading TTLM, video and learning material for enterprise and trainees ,
, Notify SMS for enterprise and Collage, Trainer assignment information to
enterprise and cooperative training, cooperative training information, issue
certificate ,generate report and trainee enrollment for Entoto TVET College
which is found in Addis Ababa, Ethiopia.

The proposed project does NOT include design online examination
Methodology
1.1. Data collection methods
The data collection methods to be used include interviews and observation.
A. Interview
For this project, personal interviews with small business enterprise,
industry extension dean, and outcome based training dean, and
registration officers in the institute is undertaken to support those data
collection methods. The reason for the selection of interview is that it makes
the respondents free to express their ideas freely.
B. Observation
The other primary data collection method is observation. Observation is
purposeful, systematic and selective way of watching and listening to an
interaction or an event as it takes place. In this regard, non-participant
observation is carries out at institute to supplement the other data collection
methods.
1.2. Software Development Methodology
Since communicating concepts using modeling can clarify doubts and leads
to a mutual understanding on the system with the Client as well as within the
team, appropriate modeling tools will be used. Therefore, structured system
analysis and design approach with the iterative waterfall model and includes
requirement gathering, analysis and design of the proposed system is used to
describe and model the system. The techniques that were used for analyzing
and designing system were:
 Data Flow Diagram

 Use case diagram
 ER diagram
 System Architecture
 Relational Database Design
2. Hardware and software tools
2.1. System development tools/ Software Tools
The system is developed by using PHP programming language; reason to
choose this tool is because:
 Fast – PHP was created to develop dynamic Web Pages so it is fast on
websites. The PHP code is embedded in HTML and the time it takes to
process and load the browser with HTML and create a full web page is
very quick.
 Free – PHP is released under the PHP License. This means that
anybody can download it and use it 100% for free.
 Easy - The syntax of PHP is very easy to use and learn. PHP is usually
mixed in with HTML and can be easily included in HTML files.
For the back-end, which is invisible for the end users, the popular MYSQL
database server is used in order to support and store the data. In addition, its
implementation also designed to be running on a client-server architecture
using IIS web server where the data involved is stored in central repository
and managed by administrator.
2.2. Hardware Tools

• Flash Drive, DVD Drive, External Drive, Software Development tools
For Deployment:
• Server Computer (Windows Server, Linux Server)
• Printer
• Connected in Network
• Hosting and Domain
3. Expected Output and Result
This project is designed to investigate and give solution for the

existing system problems which are described above. Additionally,
the design will help the small business enterprise, government to
know who got the work placement and students to have their
contribution on the requirement gathering as the result they will get
good industry extension service and outcome based system that will
help them in their activities.
