1. Purpose:
The purpose of this Safe Operating Procedure is to establish guidelines for working with
existing services at the Lusikisiki Magistrate Offices to ensure the safety of personnel and
the integrity of the services.
2. Responsibilities:
Workers engaged in activities involving existing services are responsible for following this
procedure.
Supervisors are responsible for ensuring that workers adhere to safety protocols and
guidelines.
3. Personal Protective Equipment (PPE):
Hard hats
Safety goggles
High-visibility vests
Steel-toed boots
Gloves
4. Tools and Equipment:
Cable locators or detectors
Shovels
Hand tools (wrenches, screwdrivers)
Barricades or warning signs
First aid kit

5. Procedure:
1. Pre-Work Assessment:
Conduct a thorough assessment of the work area to identify existing services
such as electrical lines, water pipes, gas lines, and telecommunication cables.
Obtain as-built drawings or service location plans if available.
2. Utility Location:
Use cable locators or detectors to identify the location of underground services.
Mark the locations of services clearly and visibly using paint or flags.
3. Communication:
Communicate with relevant utility companies to confirm the location of services,
especially if there is uncertainty.
Coordinate with other contractors and workers on-site to ensure awareness of
existing services.
4. Excavation:
Use hand tools or small machinery for excavation, taking care to avoid damaging
existing services.
Excavate carefully around marked service areas to expose the services without
causing harm.
5. Service Identification:
Identify the type of services (electricity, water, gas, etc.) before proceeding with
any work.
If unsure of the service, contact the utility company for verification.
6. Protection Measures:
Install barricades or warning signs around open excavation sites.
Use protective measures such as shoring or trench boxes as necessary to prevent
collapse.

7. Tool Usage:
Use insulated tools when working near electrical services.
Avoid using excessive force or heavy machinery when close to services.
8. Emergency Procedures:
In case of accidental damage to a service, immediately cease work and report the
incident to the supervisor.
In case of injury, seek medical attention promptly.
Evacuate the area if there is a risk of hazardous materials or gas leakage.
9. Backfilling:
Only backfill an excavation site after confirming the integrity of the existing
services and obtaining approval from supervisors.
6. Review:
This Safe Operating Procedure should be reviewed regularly to ensure its effectiveness and
relevance to site conditions.
