ABSTRACT
This practical attachment helps the students to relate the theories they have learned in a class
with real world environment activities or tasks. This practical attachment has been done on
Meta woreda, finance and economic development office. This organization gives many public
and financial related services for the society of woreda.

This paper includes background of the organization with its vission, misssion and objectives;
also it contains internal and external factors that have effect on the organization.

In general; The idea of the attachment focus in this organization specially in accounting and
finance department activities, objectives, responsibility and performance in the organization.

In addition; the problems observed in organization and the department are listed with their
suggested solutions and recommendation.

First of all I would like to thank the Almighty ALLAH for all his glorious and merciful that
always keeps my life confident and helps me to do this practical attachment. Next, I would
like to express my sincere appreciation and thanks to Haramaya University especially
department of ECONOMICS which offer me this opportunity to see myself in real working
environment. Then, I would like to extend my thanks to the manager of Chelenko finance and
economic development office Mr. Mohammed who gives me enough information about the
office that help me to prepare this report and to all employees of Chelenko town finance and
economic development office. I also heartedly acknowledged all my families and relatives
look after me through all my life and they do have a high credit in these all. Finally, I would

EXECUTIVE SUMMARY
I have done my professional practice in East hararge zone, Chelenko town finance and
economic development office. In general the main objective of professional practice is to
enable the student to care out what they learn in class theoretically and to compare and
contrast their academic theoretical knowledge on what is understand in the organization take
part. Thus, during my stay in professional practice at this town, I got the opportunity to work
with the real working environment. This is the great advantage for me to experience about
working condition of the future. Therefore, this report is try to justify more briefly and
detailed explanation of the office of finance and economic development of Chelenko town.
The report is organized in the following way; background of organization, cardinal issues,
mission, vision, objective, general objective, specific objective, organizational structure:
strength, weakness, opportunity, treat, problem of organization and solution, activity report
or detail decryption of assignment that I was handling, performance evaluation of my
activity, possible problem and solution, finally, conclusion and recommendation.

CHAPTER ONE

INTRODUCTION

1.1 Historical Background of the Organization

Meta woreda, finance and economic development office, is one of the office found in Oromia
regional state in Eastern Hararge zone. It is found at about 457 km away from the capital city
of Ethiopia. It was established in 1955 E.C and at that time it named Chelenko town finance.
The finance office improved its name by Chelenko town finance and economic development
in 1990, the finance and planning bureau and economic development bureau by proclamation
number 7/1989 words jointly to realize the objective, mission and vision set by Oromia
Finance and economic development office. But after 1994, the bureau of finance and
planning as well as economic development bureau comes together by reform of executive of
Oromia regional government according to the proclamation number 262/1994 and formed
finance and development office. Starting from its establishment until 1994, it was continued
its activities, but not as much organized as after 1994. At the time of its establishment, most
activities were done manually and take many times which has its own effect on the
performance of the organization. Although this problem has been tried to be solved by
providing some computer (not enough) the work is lacked enough skill, the organization is
increasing its employees from time to time as annual report shows. For instance, in 2004, the
number of workers was 35. But currently the number of worker is raised to 46; from which
number of male are 31 and that of female is 15.

1.2 Main Functions of Chelenko Finance and Economic Development

Office

The main functions of the organization are listed below

• Reducing unemployment
• Increasing work capability to perform jobs effectively and efficiently
• Enhancing the capital of the society
• Reducing absolute poverty
• Satisfying customer by ensuring the way service render
• Performing the host sheep function responsibility by plan design
• Follow up the planed budget as it is effectively utilized
• Giving fast service to the customer
• Mobilizing the community participation in solving problems
• Minimizing the cost of the organization.
• To develop competence
• To maximize the customer satisfaction in higher manner

1.3 Vision of organization


To observe financially and economically improved society that can success its mission

Changing and developing the organization in effective planning and saving to solve financial
problems of societies by using resources effectively and efficiently.

Development Office

Organizational structure is the matter of responsibility to accomplish the activity planned in


efficient and effective manner as it is the crucial part for the office to achieve its objective.

CHELENKO FINANCE AND ECONOMIC DEVELOPMENT

2.1 Description of the Assignment That I Was Handling


During my professional practice on MOFED of finance and economic development of
Chelenko town administration I try to participate and practice in economics related
department especially principle accounting section and other related section with little bit.
In generally, I handled different issue that given by my supervisor and by asking the staff all
about what I learn in class by theory for last two year. As result I will try to describe the
following issue

2.4 Budget
Budget is predetermining statement of management policy during a given period. Which
provide standard for comparison of results actually achieve.
Budget is an estimation of revenue and expense over specific future period of time. A
budget may be made for a person, family, group of people, business, governmen t,
country, multinational organization or just about anything else that makes and spends
money. A budget is macroeconomic concept that shows the trade-off made when one
good is exchanged for another.

2.4.1 Source of the budget


The budget of the town administration is funded from two source such as

• Supportive budget which is declared from regional finance bureau.

• Internal revenue which collect from residents of the town in form of tax.

2.4.2 Types of budget


• Recurrent budget is a budget that prepare for current and recurring
expenditures.

• Capital or project budget

CHAPTER THREE

EVALUATION OF THE ATTACHMENT PERIOD

3.1 Benefits that I gate from the attachment


The professionals practice provided students with a lot of benefit like

• Enable the student to develop good relationship with other

• Used to familiar the student with the real world of business

• Enable the student to know the applicability of theoretical lesson in class

• Helps to know and compare the theory with real world

• Helps the student how to identify the problem and how to find the solution

• Increases the confidence of the students on future works

• Enables the student how to manage scare resource of the organization

• The financial support given by the collage were used as catalyst for the student

3.2. Description of the Strength and Weakness of the Assignment

3.2.1 Strength of the Assignment

• Promotes good Inter departmental cooperation and smooth relationship

• Promotes good working conditions.

• Promotes good ethical standards.

• Division of the power or decentralization of the power.

• Prevalence of participatory.

• Good motivation of managers to their work.

• They work coordinately with bank and other sectors.

• Presence of good governmental policies which advocate development.

3.2.2 Weaknesses of the Assignment


Despite the strength and benefit of the assignment, the assignment has also many weaknesses
that challenge the student in the course of their professional practice. Such weakness of the
assignment is listed below

• Placing of student by nearby town, this eliminate the possibility of the students to
practice on the wanted organization

• Shortages of the financial support

• Since the time is on summer this hindered the student from the summer vacation

• Some major course which is ore usefully like Peachtree accounting public finance
and taxation, auditing and Ethiopian government is not delivered for us.

3.3 Description of the threat and opportunities of the


organization

3.3.1 Opportunities
Since the office is new it has many opportunities which lead to success, such as:-

• Stable political condition may support the office to achieve its objective

• High moral of the employee may lead to customer satisfaction.

• Governmental strategies pave the way for success.

• Highly motivation of population toward development.

3.3.2 Threats
There is unfavorable condition that exists outside the organization which negatively affects
the performance of the organization. These include the following:-

• People trust of the office employee is decrease.

• In ability to adapt and grew with up to date technology.

• The customer of organization may not get enough service because some workers are
not punctual.

• Employees are not satisfied by their salary.

• Some employee not respects the rule and regulation of the office. Customer trust on
the government decline.

3.4 The Problem that I Have Noticed and Possible Solution


During my professional practice in Chelenko finance and economic development bureau I
have noticed the following problem with respect to the specific task that I was handling, the
working condition of the organization and staff relationship. From the problem that I noticed,
the following is adjusted for the report

• Un wise use of resource

• Shortage of modern working equipment such as computer, automatic generator


and other.

• Lack of written document about profile of the office and employee

• Low computer skill of the employee

• Traditional planning and controlling of the human power

• Unpunctuality of some employee

• Absence of the manager from the office

• Poor office structure which challenge the office employee in delivering the
service

• Low and unattractive salary of employee

• Unequal job load inter department

• Absence of aid for disability employee

3.4.1 Possible Solution for Aforementioned Problem


For above mentioned office problem I suggest the following solution to:-

• The employee must use allocated resources properly.

• The government must buy all necessary equipment’s for office.

• By preparing some written document shortage of written data may solved.

• Give short and long term training for the employee.

• Give transportation service for remote and disability employee.

• Take measurement towards unpunctuality employee.

• Make the office more convenience for employee by building other office.

• Give some allowance and bonus for the employee to make them more motivate in their
duties.

• Give financial and material support for disability employee.

• Assign vice manager in the case of absence of the chief manager.

3.5 CONCULISION
Generally, Chelenko finance and economic development bureau established in 1936 during
the regime of emperor Hailesilase and located in Oromia regional state, The office has its
own mission, vision, objective, organizational structure and strategies. Like any other
organization the BoFED of the town administration have some strength, weakness,
opportunity and treats. Since from its establishment, the BoFED manage the resource of the
town to promote the life of the residents. During my professional practice I stay there for 10
day and I handle different issue related to the course that I study for the last two year. The
problems that I noticed during my practice with their respective suggested solution were
included in the report. Finally the report is closed by recommendation.

3. 6 RECOMMENDATION
To recommend the office about its weakness, treats and problems in order to reduce these
improvement regarding governance, management, human resource, finance service, delivery
system, organizational sustainability and equipment’s needed to reform the offices activities.

Some of the offices working areas needed reforms. Such reforms are mentioned as follows.

• Fulfill office equipment for better service.

• Create good relationship between managers- employees, employee-customer


and other’s.

• Avoid the problem of human resource management.

• Develop punctuality and efficient working habit.

• Hiring qualified employees in to the organization.

• Give the training for exist employee.

• Write any necessary information about the profile of organization and


employee.

• Place the document safely with their kinds and item.

• Create smooth relationships among the employee.

• The employees of the organization have to follow the rules and the regulation
of the organization

• Supply all necessary facilities for the employees to increase their motivation
and intention towards accomplishing the organizational objectives.
