Uganda is located within Eastern Africa, west of Kenya (coordinates 1.00º N, 32.00º
E) and shares its borders with Democratic Republic of the Congo 765 km, Kenya 933
km, Rwanda 169 km, South Sudan 435 km and Tanzania 396 km. It has a total area of
241,550.7 sq. km, of which land is 199,807.4 sq. km and water is 41,743.2 sq. km. The
country is landlocked with no coastline or maritime claims. The terrain is mostly
plateau with a rim of mountains. The land is fertile, well-watered with many lakes and
rivers.

It is generally rainy with two dry seasons (December to February, June to August).
It is semiarid in the northeast which is dry and prone to drought in some years. The
southwest region rains heavily throughout the whole year. The areas around the
northern shores of Lake Victoria receive rains twice a year from March to June and
from November to December.
The road infrastructure has improved tremendously over the last couple of years. The
main corridor within Uganda is not affected much by the rains. The one challenge that
can cause delays in the movement of goods is Customs bureaucracy at the boarder
points into Uganda.

The Civil Aviation Authority falls under the Ministry of Works and Civil Aviation
Authority. The core objective of the Authority is to promote the safe, regular, secure

East African Community Customs Management Act 2004 (EACCM)
The EACCM act regulates the management and administration of customs duties and
imports in Uganda, with a decentralized system where each country collects its own
revenue. This is applicable to all countries that are signatory to the East African
Community collaboration.
The handling of internal container depots in Uganda has been liberalized to increase
revenue collection, improve cargo flow and create jobs. There are a total of 12
privately owned internal container depots (ICD) in Uganda. Goods can either be
cleared at the border or at an inland depot. Organizations therefore have two options.
One option is to clear at the border, and the second to clear inland. See options and
circumstances below.

waiver request for both food and non-food items from MoFA where applicable;
clearance with Communication Commission for entry of communication equipment,

In the past all NGO’s were tax exempt. Unfortunately the facility was abused and the
Government was forced to withdraw the blanket provision. Tax and duty exemption is
now granted to only diplomatic missions and on a case by case basis, depending on
the status of the project for which the exemption is being sought. If the mission or
actual project/programme, is in support of a specific public service i.e. health, Water,
education, environment etc., the line Ministry would facilitate the tax and duty
exemption application. Once the agreement is made with the line Ministry they
become responsible for the tax and duty. The line Ministry issues the applying entity a
promissory note (letter) with a Customs Product Code (CPC) which is passed on to
the consignees Clearing Agents. The Clearing Agent enters the code into the system
(process is computerised). The promissory note is then approved by the Permanent

Secretary of the line Ministry. The exemptions are then processed by the Ministry of
Foreign Affairs.
WFP imports are generally duty and Tax exempt except for purchase of non-food
items where tax exemption is sought on a case by case. A tax exemption certificate
is usually applied for on case by case basis and appended to the entry at the time of
lodgement, in lieu of payment to the bank for non-food items. On request WFP applies
a statutory Instrument enshrined in the Finance Bill for customs clearance of food
Duty and tax exemption for NGO’s is dependent on the type of goods being imported
and purpose of the goods. For humanitarian imports the Government would require:
a) Evidence from the country of origin which is then submitted to the concerned
ministry.
b) The consignee NGO must be registered and have a physical address in Uganda.
Copies of registration must be submitted.
For each import/consignment the packing list, commercial invoice, air waybill or bill
of lading is sent to the Prime Minister’s office (OPM). The Prime Minister’s Office will
liaise with the Treasury to endorse the permission for tax exemption.
c) Cover letter to the Office of Prime Minister explaining nature of work being
carried out and proof of how the work will benefit the community (ties) within Uganda
in the area of operation.
h) At this point the Treasury issues a Tax exemption letter to be presented to URA to
release the said consignment with commitment of treasury to pay on behalf of the
agency (NGO)
For all imports the packing list, commercial invoice, airway bill or Bill of Lading must
be sent to the Office of the Prime Minister (OPM). The OPM will then liaise with the
Treasury to endorse permission for tax exemption.
The Department of Disaster Preparedness and Refugees in the Office of the Prime
Minister is the lead government desk in disaster preparedness and management in
Uganda. The coordination of international and domestic disaster relief is undertaken
by this Department through the National Emergency Operations Centre. In addition,
the Department is responsible for mobilising resources in collaboration with UN
agencies, including Uganda Red Cross Society and other humanitarian organisations,
to assist disaster victims immediately after a disaster and in the restoration of their
lives.
WFP and other UN agencies’ imports are generally duty and Tax exempt and this includes
food and non-food items under their diplomatic status. Process normally involves
presentation of all shipping documents plus a tax exemption from MoFA to customs.

Duty and tax exemption for NGOs is dependent on the type of goods being imported and
purpose of the goods. For humanitarian imports the Government will require:
1) Evidence from the country of origin. This evidence is submitted to the Ministry of Foreign
Affairs.
2) The consignee NGO must be registered and have a physical address in Uganda. Copies
of registration must be submitted.
3) Cover letter to office of Prime Minister explaining nature of work being carried out and

the said consignment with commitment of treasury to pay on behalf of the agency (NGO).

place to monitor the goods being imported in relation to the exemption certificates

2. An exemption must be applied for before the arrival of the goods in the country.
3. The total time required for obtaining duty and tax exemption certificate is at
minimum 3 working days, but it depends on the workload of the approving officer.
In the case of food items, WFP has blanket coverage and only needs to present a declaration
to Uganda Revenue Authority (Customs) with the supporting import documentation.

In Uganda two ASYCUDA (Automated System for Customs Data) Versions are in use namely,
ASYCUDA 2.7 and ASYCUDA World. The latter system allows importers to do self-
assessment of duty for their goods while in the former system duty assessment is done by
customs.
Under both Systems, the Customs Clearing Agent prepares a work sheet indicating all the
features listed above and takes it to the Direct Trader Input (DTI) Centre for registration.
A print out of the entry is then produced with an entry number automatically allocated by the
computer.
The following documents support a declaration and should be availed to the customs agent
prior to arrival of goods.

It should be noted that not all declarations must have all the above listed supporting

Goods are deemed to be entered when the entry, made and signed by the owner in the
prescribed manner, is accepted and signed by the proper officer (Customs Officer) and any
duty due or deposit required in respect of the goods has been paid or security (Bond of Tax
Exemption certificate) has been given for compliance with the law.
Under ASYCUDA 2.7 after the entry has been captured in the computer it is stamped and
signed by the proper officer but payment of duty is done after assessment at Long room.
Under the ASYCUDA World System, after the registration of the entry at a DTI, payment is
done at the bank and the entry lodged at the Customs Business Centre (Long room).

The Customs clearance of goods is done by lodging Import entries and other
clearances which are a legal declaration to Customs under the Customs and Excise
Act 2004. To expedite the process of clearing goods is conducted smoothly; certain
documents required by Customs should be available on request by the customs
officer.

The EAC Heads of State early this year (2013) assented to the One Stop Border Posts
Bill 2012 which provides for the establishment of One Stop Border Posts (OSBP) in
the region in order to facilitate trade through the efficient movement of goods and
people within EAC. This OSBP bill concept is aimed at harmonising transit clearance,
with two officers from bordering countries sitting under one roof to handle transit
documents concurrently in order to save time.

Outlined below is an overview of the customs clearance process for the importation
of cargo conveyed by road at Malaba and Busia Uganda border Customs Stations, as
it relates to WFP humanitarian food aid commodities and relief items imports.
However, process (A) also applies to other humanitarian organisations and refers to
transit entry clearance whereby Malaba customs clears goods to the Internal
Container Depots in Kampala/Jinja, etc., for onward Inland clearance.
1. In bound trucks follow a queue, after clearance through the Kenya Revenue
Authority (KRA). Each truck stops at the Lower Inward Gate Uganda, the driver
presents two copies of Kenya Revenue Authority (KRA) Bill of Entry C63 for recording
truck number, the cargo description and allocation of an inward rotation number.
(Duration will depend in what position the truck is in the queue, but in all within
1hour).
2. The truck proceeds to the yard and stops at the gate entrance where the driver is
issued with a parking invoice. On entering the yard each truck is then subjected to

WFP food items are not subject to full URA customs physical verification but
‘sighting’. Also a customs seal is affixed onto the fuel tank of every truck to prevent
drivers from dumping fuel on the black market.
Inspectors check for any pest infestation, plant infections, grain breakage or
contamination in commodities entering the country or in transit to third countries as
per international conventions. Upon checking each truck, the UQIS inspector allows it
in or directs fumigation or may recommend destruction, depending on the findings.
For processed foodstuffs, after inspection he forwards to UNBS for quality check.
Inspectors check for conformity with standards relating to quality, shelf life,
packaging, and contamination in the foodstuffs and relief items. Imports meeting the
required standards are allowed in, but any commodity falling short of these standards
is impounded, re-exported to the country of origin or destroyed.
3. After the physical verification a truck proceeds to the parking yard. The driver
hands over the two original C63 crossing copies and a copy of the WFP Waybill to the
WFP clearing office at Malaba. For NGOs the same would apply, two original C63 and
a copy of the organisations waybill to their appointed agent.
4. The transporters/drivers pays URA Road user charges per truck of UGX 82,200/=
for Kampala and UGX 10,000/= for Tororo respectively plus bank charges. A bank
payment advice form is requested for and payment is made through the bank, the
returns take not less than 4 hours before URA issues a receipt.
Furthermore the transporters must pay parking fees of UGX 10,000 after every 24
hours per truck in the old yard or UGX 12,000 in the new yard. The Road User Charge

receipt is handed to WFP staff/ or authorised clearing agent to attach to the entry
which will be prepared as follows.
6. Upon endorsement by UQIS and UNBS, the entries are lodged at the Customs Long-
room receiving section. Here, the entry reference numbers (allocated at data capture)
plus other cargo particulars are manually entered in a receiving register.
Note: WFP has a blanket duty exemption on imports of Food items but for imports of
Non Food Items, a specific tax exemption form is obtained from the Ministry of
Foreign Affairs per consignment and attached on the Bill of Entry. NGOs require the
tax exemption without which they must pay the full tax.
7. From the Receiving section, the entry is forwarded to the Assessment desk to be
vetted for any discrepancies in the declaration. The cargo value is reviewed; any
errors or inconsistencies in declaration or data capture are queried and corrected.
The Officer also queries the ASYCUDA World system to determine the channel of
further processing i.e. Green, Yellow or Red. Invariably if the system allocates WFP
entries to the green channel the entries are forwarded to the Releasing Officer who
sends the courier or agent or consignee in the case of WFP to take them to the Bonds
section.

8. At the Bonds section, dispatch copies of the C63 from Kenya are attached to the
original C63 Crossing copy and reconciliation is made in the register. The Entries are
then sent back to the Releasing officer’s desk (In Charge Customs Long-room)
9. The Releasing Officer then reviews each entry to ensure that all procedures have
been observed, prints a release order then endorses the entry as released and
forwards to Separation desk.
10. At Separation desk, an entry is split into Importer’s copies and Customs Station
copies. On receiving WFP/NGO copies, the authorised agent/WFP further separate
office copies from driver’s copies and hand over the latter to the transporters
representative or drivers.
11. Finally the driver is given his copy of the entry and clears through the upper gate.
Drivers are assisted by their respective transport company representatives to flag
them off.
NOTE: In some cases the IM4 entries are lodged at Malaba for imports depending on
the organisations planning and requirements. This saves money and time since the
same 8 stages of customs process will be repeated for inland clearance at ICD in
Kampala.
In 2005 the Government of Kenya and the Government of Uganda outsourced the
management of the Kenya Railways and Uganda Railways to the Rift Valley Railways
Consortium (RVR) from South Africa. The selection of RVR management was done
through competitive bidding.
For humanitarian organisations importing by rail transport CIP Kampala, the goods
are cleared in transit by Rift Valley Railways at Tororo to Kampala for final clearance.
The Procedures for clearance of inbound cargo conveyed by Railway bear some
similarity with stages 1 to 8 outlined above albeit with an older version of customs
regime. Processing is done at the Tororo Railway Station & Tororo Customs Station,
about 17 Km away from the Malaba border point. This following process is
customised to WFP because of the presence of their warehouses in Tororo.

In the past, from the Kenyan port of Mombasa, the trains were operated by Kenya
Railways Corporation (KRC). On arrival at Malaba Railway Station the KRC cleared the
wagons to cross into Uganda. KRC locomotives would then terminate their journey at
this point. The Rift Valley Railways (RVR) now has the concession to operate the KRC
and URC.
Once in Uganda, RVR dispatches locomotives from Tororo across the border, to
marshal and shunt the wagons to Tororo Railway Station Interstate yard.
The wagons consigned to WFP Kampala are cleared by RVR as transit and
manifested for onward rail to Kampala. The wagons consigned to WFP Tororo are
marshalled at the Goods shed pending customs clearance by the WFP office or its
designated agent.
1. Every morning WFP clearing staff/agent goes to the Tororo Railway Station and
first take stand age of the newly arrived wagons. They then proceed to the customs
office and receive the C63s for the Tororo bound wagons and proceed to the RVR
Goods Agent who raises the wagon consignment notes accordingly.
3. The IM4 Entry is taken to URA Tororo Customs Long room for registration and
data capture. Note this customs station has not yet upgraded to ASYCUDA World
therefore no self-data capture is yet possible here but is done by a customs officer at
the station.
5. The Verification Officer writes a Verification Account detailing the cargo s\he has
inspected.

6. The IM4 entry is forwarded for valuation and assessment. In case of a rejection
we are notified and make the amendment.

Note: It was intended for the joint Kenya/Uganda Customs border clearance for
inbound cargo by Rail, at Malaba, Kenya Railway Station. Entry document processing
will no longer be at Tororo but at URA Customs Malaba, Uganda, using the Electronic
on-line DTI ASYCUDA World system already in use for cargo by Road. To date this has
only been partially implemented to the extent that there are KRA officers who sit in
URA offices and vice versa. But full joint border operations have not yet been
practically implemented. This collaboration is a project by the World Bank.
Before the computerized system came into place it was possible to do a pre-
clearance of goods pending approval of duty and tax exemption. The current system
does not have a provision for this. To facilitate smooth flow of humanitarian
assistance a new process INSITU has been introduced. The Clearing agent is able to
pre-clear goods into a “warehouse” but releases them for use by the consignee
pending receipt of the exemption. The agent then becomes responsible to the
Government for the follow-up of the exemption for submission to customs.

the Ugandan nation. It is an alternative gateway to the rest of the world and provides
the most efficient and quickest transport means to Uganda and from the country to

Civil Aviation Authority (CAA) plan to expand the airport as it foresees an increase in
passenger traffic in the coming years. The authority (CAA) has acquired 66 hectares
of land near the airport and has come up with a five-year strategic plan for
construction. The port expansion is expected to include remodeling the car parking
lot to a multi-leveled one, a cargo center, and an aircraft maintenance center at a cost
of about Ush60billion ($22.2million). This, however, will depend on the priority needs
of the international airport as the passenger traffic intensifies. Currently over 20
airlines are recorded to be landing at Entebbe, Uganda’s International Airport.

kilometers (1.9 mi), by road, northwest of the central business district of the city of
Gulu, the largest metropolitan area in Northern Uganda. This location is approximately
303 kilometers (188 mi), by air, north of Entebbe International Airport.

Gulu Airport serves the city of Gulu, and it is one of the 13 upcountry airports under
the administration of the Uganda Civil Aviation Authority. It is also one of the five
upcountry airports which are authorized to handle cross-border air traffic from or
destined for neighboring countries, in an effort to promote tourism within Eastern
Africa.
The airport grounds are fenced off completely to minimize animal movements onto
the runway. The airport is situated 3,510 feet (1,070 m) above sea level and has a
single paved runway which 3,139 meters (10,299 ft.) in length.
The airport lacks airplane refueling facilities and no customs service is available.
However, crash-assistance and fire service (fire truck with 2,000 liters (530 US gal) of
water, foam capability and DCP) is at hand between 08:00am – 5:00pm (local time). A
small terminal is located next to the airport and taxis service the trip to town. A newly
installed mobile Air Traffic Control Center is available from 08:00am until 5:00pm
(local time). ATC may be contacted on 123.7 MHz using HF communications. No
navigation aids, runway lights or VHF exists. The weather office in Gulu town is not in
use.

The country has about 1,350 kms of rail lines and most of it had not been operational
for over 20 years. Repairs have been completed on the Tororo-Gulu line and still
ongoing on the Gulu Pakwach Line. A railroad originating at Mombasa on the Indian
Ocean connects with Tororo, where it branches westward to Jinja, Kampala, and
Kasese and northward to Mbale, Soroti, Lira, Gulu, and Pakwach. Uganda's important
road and rail links to Mombasa serve its transport needs and also those of its
neighbors like Rwanda, Burundi, and parts of D.R. Congo and South Sudan.
The Northern Line from Tororo and Malaba to Kampala is 251 km. This line forms part
of the Northern Corridor between Kampala and Mombasa. It provides connections to
the Ports of Mombasa in Kenya through Malaba by rail and both rail and marine
through Port Bell in Uganda and Kisumu in Kenya and Dar es Salaam in Tanzania
through Mwanza. The rail service runs block trains carrying imports and exports.
The Malaba – Soroti Line (161 km) opened in 2006 and RVR plans to extend this route
to Gulu. Lines that were not economically viable were suspended and covered the

following sections:
Of the 5 railway lines that make up Uganda’s railway system, the Kampala – Malaba
(Kenya Border) line and the short Kampala - Port Bell and recently the Tororo-Mbale –
Soroti and Gulu line remain officially operational. RVR is slowly re-building the network
further north and repair works are ongoing on the Gulu-Pakwach line.
RVR’s use of a single consignment note have made it easier for customers to pay at a
one-stop point in Malaba- Kenya. The installation of Monitoring Rail Tracker Software,
(ACK) has enhanced customer satisfaction as it tracks train movement, un-authorised
stops, speed and accidents.
Between the last quarter of 2014 and the first quarter of 2015, RVR purchased 20 new
locomotives to boost its existing capacity. RVR also expects 500 high capacity new
wagons each with a carrying capacity of 60mt, by June 2015.These are hoped to
reduce transit time between Mombasa and Kampala and to improve on cargo
management efficiency.
The Mombasa-Nairobi project is set to commence by October 2014 and the whole
project of the Mombasa-Malaba-Kisumu section is expected to be completed by
2018. Thereafter, the rail line will be expanded to link Kampala, DRC, Kigali, Bujumbura
and Juba, drawing unmistakable similarities to Cecil John Rhodes’s intended Cape to
Cairo Railway that will eventually unify all of East Africa.

About 241,038 square kilometers of Uganda’s total land area is covered by swamps,
lakes and rivers, most of which are navigable. Almost all of Uganda’s water resources
are Trans- boundary in nature and shared with her neighbors such as Kenya and
Tanzania (Lake Victoria) and the Democratic Republic of Congo (Lake Albert and
Edward). Water transport is therefore used to transport communities living in the
Islands, across the lakes, tourists and goods.
The inland water transport system in Uganda is divided as Lake Victoria transport and
transport on the remaining five lakes and six rivers. Lake Albert provides truck ferries
to the Democratic Republic of Congo. The Port of Kisumu in Kenya is part of the
Northern Corridor transport system. The Kisumu route does not attract transit to
Uganda due to the low capacity of the Nakuru – Kisumu railway track. This route
connects Kenya to both Tanzania and Uganda through Lake Victoria. Unfortunately it
can only support low axle loads. The growth of the hyacinth has only worsened the
situation and even further affected vessel movement.

Uganda also utilises the neighbouring country lake ports of Mwanza in Tanzania and

The Rift Valley Railways operates services from Port of Mombasa to Tororo/Kampala
while marine services operate between Port Bell and Jinja to Kisumu in Kenya, and to
Mwanza and Bukoba in Tanzania. International lake transport is currently grouped
with rail transport and the international ferry services (wagon ferry services) to
Kisumu and Mwanza. The domestic lake transport, like river transport, is now mainly a
small-scale private sector activity with minimal fixed infrastructure support.
There is also insufficient navigation aids. The Inland Water Transport Study (IWTS),
carried out in 1988, identified over 70 landing sites around Uganda where formal or
informal water transport services had been operated.

Due to the landlocked nature of Uganda, almost all of Uganda’s oils and oil products
are transported through Kenya via the port of Mombasa. The oil industry in Kenya is
represented by both the Government and private companies. Therefore, any events in
the Kenyan oil industry or disturbance in the Kenyan political arena have an impact on
the Uganda oil industry.
The Kenya Petroleum Refineries Limited, Kenya Pipeline Company Limited, National
Oil Corporation of Kenya (National Oil Corporation of Kenya Website) and the Rift
Valley Railways represent the government’s presence in the petroleum industry. The
Kenya Petroleum Refineries Limited is owned on a 50:50 equity holding between the
government and three shippers, namely, Shell, British Petroleum and Caltex (now fully
owned by Total).
The Kenya Pipeline Company Limited, the Rift Valley Railways and private
transporters are involved in transportation of petroleum products from Mombasa to
other parts of the country and neighboring countries such as Uganda. The National
Oil Corporation of Kenya Limited was incorporated in 1981 under the Kenya
Companies Act. The company's main objective then was to coordinate oil exploration
(upstream) activities. In 1988 the company was mandated on behalf of the
government to supply 30% of the country's crude oil requirements that would in turn
be sold to oil marketing companies for refining and onward sale to consumers.

Uganda has 3 oil product storage facilities; one is in Jinja (east), one in Gulu (north)
and another in Kasese (southwest) with a capacity to store millions of liters of fuel.
Unfortunately none of these are currently functional. According to Government
sources, the Government was processing the procurement of private partners to
service, refurbish, restock, operate and manage the fuel reserve facility at Jinja.
Uganda uses over 1.6 million liters of diesel, 950,000 of petrol and 500,000 of jet fuel
daily according to the Independent newspaper report dated March 2011.
A disruption in this corridor has an impact on the supply of petroleum products on the
Ugandan market. For example, the post-election violence in Kenya in 2008 had a
negative impact on the fuel availability and pricing. The prices reached a record high
of UGX 10,000 ($5) per liter as prices are determined by the private companies and
the price by market forces.

Fuel Pricing
With the deregulation of trade in the country, big fuel companies like Shell and Total
import big volumes and determine fuel prices at the pump just like the other fuel
dealers. Prices normally shoot up when there is scarcity or instability in Kenya and
slightly reduce when supply stabilises.
Fuel shortages and high fuel prices have continued to haunt Ugandans incessantly. In
October 2008, the country fuel supply was affected by the unfinished pipeline
construction work to Uganda, the unstable shillings, and transport and insurance
premiums due to sea piracy at the Gulf of Aden.
There are also increased demands in the entire region for diesel for thermal power
generation. Also given that the infrastructure has not changed and Mombasa is the
only point through which fuel is offloaded, sometimes there is unavoidable

congestion at Mombasa port which affects timely discharge of fuel and their onward
delivery to the various user points.
Seasonal Variations
During elections or the periods towards election, transporters tend to fear political
clashes and that may affect their trucks and so do not send trucks to load fuel just
like other merchandise for fear for vandalism. A case in point is the Kenyan election
of 2008.

Fuel Transportation
Fuel in Uganda is transported using special fuel tankers that protect fuel from rain
water or any form of external contamination. The tankers are partitioned and
dealers/recipients determine the fuel quantity in the compartments using dipsticks.
The challenges with the fuel tankers are several; they consume fuel, increase traffic
and whenever they get involved in accidents, they attract residents who siphon the
leaking fuels which has more than often resulted in to several deaths, in several parts
of the country, destroyed property and vegetation.
The current transport capacity is sufficient to deliver fuel to the dealers’
stations/outlets which have limited storage capacities. The government and dealers
need to invest in storage facilities to help cushion the country from stock outs,
regulate fuel prices and check fuel adulteration by smaller dealers who hoard fuel
whenever there is scarcity.
The Humanitarian community have been in Uganda for a while and their fuel usage
increase when there are new emergencies to respond to outside the current areas of
operation. Such emergencies and the increasing demands do affect fuel supply in the
country which is not backed by adequate storage facilities.
their own laboratories to test fuel delivered to their depots and have three other
mobile testing facilities, fitted their trucks with GPS to monitor fuel trucks until their
final destinations.
The ministry of Energy and Mineral Development plans to introduce high profile
equipment at Uganda's border points to ensure that all fuel entering the country is
tested before it gets marked. In the current arrangement, Global Fluids International
(GFI) (Global Funds International (GIF) Website) occupies the border points on behalf
of Uganda National Bureau of Standards (UNBS).
The Fuel Marking and Quality Monitoring Program were introduced in Uganda in 1999
by the Ministry of Energy and Mineral Development (MEMD) in collaboration with the
Fuel Marketing Companies and Uganda National Bureau of Standards (UNBS). Under
the Petro mark Technology supplied by Global Fluids International (GFI) two types of
markers are used: Petro mark T1 for marking PMS (petrol) and AGO (diesel) and Petro
mark T2 for marking BIK (paraffin). Both markers are used to control and monitor
product adulteration, smuggling and dumping of transit fuel.
It is a legal requirement that all importers of petroleum products are licensed by
MEMD and adhere to the provisions of the Fuel Marking Program. Marking is currently
done at customs entry points of Malaba, Busia and Mutukula. Arrangements can also
be made to mark the fuel in Kampala with clearance from Uganda Revenue Authority.
A fee of UGX 5 per litre marked is payable by all importers for the operation of the
program. Noncompliance attracts a penalty under the applicable law.

opportunities and improved infrastructure. There are over a hundred local transport
operators who transport goods within Uganda and across borders to the Democratic
Republic of Congo, South Sudan, Rwanda, Tanzania and Kenya.
Transporters have a union called Uganda Commercial Truck Owners’ Association
(UCTOA) who represents them in matters relating to their operation, advocacy and the
body acts as a link to the government policy makers. Trucks available in Uganda
currently are sufficient to meet the local demands including for humanitarian
organisations in case of any influx.
The national market includes transportation of local agricultural produce from the
farmers to the market and transportation of merchandise, construction materials and
machinery from the town centres to the retailers within the city and upcountry
locations. Cross border trade also includes transportation of agricultural products,
stationery, construction materials, machinery, and other merchandise to the
neighbouring countries.

The enactment of the Electricity Act 1999 removed the monopoly in power generation,
transmission and distribution from Uganda Electricity Board, and established the
Electricity Regulatory Authority (ERA) and resulting in the creation of three power
utilities. That is the Uganda Electricity Generation Company (UEGC), Uganda
Electricity Transmission Company (UETC) and Uganda Electricity Distribution
Company (UEDC). A private power consortium, Umeme Ltd, joined the distribution
concession in March 2005.
At the time, the country’s hydropower generation capacity was at about 180 MW. The
construction of the Kiira power station increased the capacity by 200 MW, making a
total of 380 MW. But, the prolonged four year-drought reduced Lake Victoria water
levels cutting down hydropower generation to 120 MW. The demand for electricity
went up to 260 MW during the day and rising to 360 MW in the evening.
To meet this shortage, the Government procured 100 MW of thermal generators for
installation at Lugogo and Jinja and planned to procure additional thermal generators
at Mutundwe and Namanve. However, the introduction of diesel-powered generators
impacted the power tariffs resulting in two increments within a year.

Although Uganda already has legislation in place to establish a minimum wage, the
1957 Minimum Wage Advisory Board Act, which would allow trade unions and other
stakeholders to participate in setting the wage, was never implemented. Uganda last
set the monthly minimum wages in 1984, at 6,000 Ugandan Shillings (shs), an amount
equivalent to 2.07 USD today. Currently, due to the high level of unemployment,
workers negotiate with their intended employers and agree on payment terms each
time there is an activity.
The proposal for a minimum wage bill has been drafted for presentation to the
parliament of Uganda by the labour union for all labour categories and approval was
expected by end of April 2015. Currently employers negotiate with the labourers on
what should be paid for a specific task and this varies from organisation to another.
Once this is agreed, the interval of the payment is discussed and agreed.

The Uganda Communications Act, 1997, was passed under the general macro policy
of liberalisation and privatisation, which has been pursued by the Government of
Uganda in order to promote investment.
SIM card registration in Uganda is part of the regional exercise under the umbrella
body of the East Africa Communications Organisation (EACO), which had set set
March 1, 2013 as the deadline to have all existing SIM cards registered.
The telecom operators are under obligation to register all SIM cards on their network,
including details of any person purchasing a SIM card. They are obliged to ensure that
the information collected from subscribers is kept secure, confidential and not
tampered with.

The Ugandan market is very competitive and vibrant. It comprises of both large and
small scale agricultural and processing firms (business entities). According to the
World Bank’s 2013 annual – ‘Doing the Business’ which ranks 185 countries, Uganda
is now now 150th, placing it behind Kenya (136th) and Tanzania 131st , Rwanda is 46th.
The market consists of food crops (such as plantains, cassava, sweet potatoes,
millet, sorghum, maize, beans, groundnuts and sesame), livestock and export crops
(coffee, cotton, tea and tobacco). Some high value crops (e.g. cut flowers and certain
vegetables and fresh fruits, are also being exported. The agricultural products are
regulated by the weather and produce comes from all the regions of the country
except Karamoja.
There is high competition in the supply market between the large scale suppliers who
have warehouses, machines and the capital to finance their activities and the small
scale entities that lack machines and have to acquire loans to run their business.
Sometimes, the general supply many not meet demands if the rain patterns change
and this causes a shortage both at the household level and at the market level.
Amongst the readily available market, WFP has been one of the biggest buyers of
local supplies especially for grains and semi processed foods in the country to meet
its food aid requirement within Uganda and the region. A formal grain trading sector is
being encouraged by a consortium of organisations to ensure farmers get better
prices for quality grains.
The government, through UNBS requires all food processors and their products to be
ISO certified to meet international standards. Other private bodies who are allowed to
inspect and certify products are SGS, Chemiphar, Bureau Veritas, Intertek, among
others. A number of big buyers like WFP, private sector support group like Abi Trust,
Sasakawa 2000, amongst others, including government owned UNBS do support
these manufacturers and farmers to ensure they meet specified standards to enable
them compete favourably within the East African and international markets.
Sunrise Commodities & Millers, Buyinzika, Unga Millers, Britainia Allied Industries,
Mukwano Industries, Kakira Sugar works and Reco Industries are among the
companies that are in food processing.

In Uganda, the rapid population growth in the urban areas has greatly outpaced the
ability of the urban authorities to provide adequate housing, roads, water supplies,
sewers and collection of solid waste. Although the environmental problems
associated with garbage do not disappear with collection, uncollected garbage
exacerbates many of the environmental hazards associated with urban centres. Such
hazards include fire, pests and disease vectors which create human health problems.
Uncontrolled disposal by burning and dumping adds to atmospheric and hydrologic
pollution loads, clogs waterways and increases the danger of flooding, which has
been experienced in some parts of the country.
Solid waste management in Kampala city is done by the Kampala Capital City
Authority assisted by some private garbage collectors and in other towns; it’s the
responsibility of the town council..
Plans are underway by the government to establish a waste recycling plant that will
produce fertilisers, generate power and a host of other materials, including job
creation for those involved. Current challenges encountered by KCCA are issues of
open dumping, lack of adequate transport receptacles and vehicles, lack of spare
parts, corrosion of the waste containers.
Other forms of solid wastes are primarily commercial waste from offices, retail shops,
warehouses and hotels. Industrial waste is composed mainly of packaging material,
food wastes, metal, plastics, textiles and fuel ash. Street waste is generated from
street sweeping and consists of sand, litter, and drain cleanings, animal fecal material
and actual dead animals. Construction and demolition wastes include lumber, pipes,
bricks, masonry and other construction materials from cleared building sites.
Abandoned vehicles, as well as special waste generated from hospitals, slaughter
houses and cesspool waste are problems of special importance.
