Caraga cops round up 2 most wanted persons facing rape charges

Camp Col Rafael C Rodriguez, Butuan City ----------- Police Regional Office (PRO)13’s intensive manhunt
operations had rounded up two individuals facing rape charges during separate drives over the weekend
in the region.

Dante T. Torres, 52 years old, was arrested in his residence in Barangay Tagabaca, Butuan City on
Saturday, September 23, based on the strength of a warrant of arrest issued by the Regional Trial Court,
Branch 1, Butuan City, for statutory rape without bail bond.

PBGEN KIRBY JOHN B KRAFT, PRO13 Director, disclosed that the joint operation was launched by the
Criminal Investigation and Detection Group—Agusan del Norte Provincial Field Unit, Butuan City Police
Station 4, and Agusan del Norte Provincial Intelligence Team.

According to the investigation, Dante raped a 14-year-old on March 25, 2023, along the riverside in Brgy.
Tagabaca, Butuan City.

Meanwhile, Agusan del Sur’s number two most wanted person identified as Carlos M. Reyes, 73 years
old, a resident of Barangay Piglawigan, Esperanza town, was arrested by personnel of the Esperanza
Municipal Police Station yesterday (September 24) in Barangay Poblacion, Esperanza, Agusan del Sur.

Reyes was charged with rape based on an arrest warrant issued by the RTC, Branch 7, Bayugan City,
Agusan del Sur with no bail bond recommended.

“Sexual violence has no place in our society. With the help of other pillars of our Criminal Justice System,
these suspects shall be held accountable for the commission of heinous crimes,” RD KRAFT stated.

The Department of Health (DOH), World Health Organization (WHO), United Nations Children's Fund
(UNICEF), donor governments, the private sector, and civil societies converged today, August 17, 2023,
for a stakeholder summit to discuss urgent actions to close the child immunization gap.

The summit, “Closing the Immunization Gap,” was participated in by national and local officials,
development partners, professional associations, business partners, religious groups, and youth
organizations to demonstrate that looking after children’s health and well-being is everyone’s
responsibility. It also served as an avenue to secure public commitments and mobilize additional
resources to help the DOH accelerate fiscal and legislative reforms, local government action,
improvements to vaccine program management, cold chain and supply chain management, and
communication and information systems management.

Participants discussed needed reforms in immunization such as amending the Immunization Law,
increasing investments in strengthening primary health care (PHC) as a key platform for immunization
services, key health system strengthening building blocks such as human resources and digitalization,
deeper involvement of local chief executives, strengthening of the supply chain, and intensifying
communication activities, among others. Best practices were also shared, such as the success of the City
of Manila in reaching vulnerable populations, and a youth-led initiative to promote children’s
immunization during COVID-19.

“The DOH reaffirms its commitment to end the spread of vaccine-preventable diseases among children.
By encouraging both children and their parents to religiously get routine immunization, we also give
children an additional layer of protection against VPDs, dahil sa Healthy Pilipinas… Bawat Buhay ay
Mahalaga,” said DOH Secretary Teodoro Herbosa.

According to UNICEF and the WHO under the estimates of National Immunization Coverage (WUENIC)
2022, the Philippines remains among the top five (5) countries with the most number of zero-dose
children globally and the greatest contributor to the number of zero-dose children in East Asia and the
Pacific Region. Despite progress in reducing the number of zero-dose or unvaccinated children between
2021 and 2022 from around 1 million to 637,000 children for those born within 2022, more work needs
to be done to reach the ideal 95 per cent coverage, especially for those not reached in previous years.

“Until all of us come together to mend the gaps in routine immunization coverage, children in the
Philippines will remain at risk of contracting and dying from diseases we can prevent. Vaccinating
children gives them an added layer of defense against the many vulnerabilities they face, such as a lack

of a safe and secure environment, and stable and healthy nutrition. Let’s reignite our shared ambition of
leaving no child behind,” said UNICEF Philippines Representative Oyunsaikhan Dendevnorov.

“The immunization summit offers us a unique opportunity to review the national immunization
program, to learn from each other’s experiences, and as a result, to develop a comprehensive plan to
overcome the challenges and enhance immunization coverage for Filipino children. WHO calls upon
legislators, decision-makers, local chief executives, and partners: let us take an active role in propelling
this crucial program towards its ultimate success – achieving over 90% coverage of the target for every
vaccine,” said Dr. Rui Paulo de Jesus, WHO Representative to the Philippines.

In 2022, four out of five (81.4%) children aged 5 to 24 years were enrolled or
attending school1. Across regions, the top three with the highest proportion of
school attendance were: MIMAROPA Region (85.1%); Eastern Visayas
(84.8%); and Bicol Region (84.4%). On the contrary, Zamboanga Peninsula
(76.7%), Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
(78.1%), and Central Luzon (79.5%) had the lowest proportion of school
attendance. (Table 1 and Figure 1)

Among children aged 5 to 24 years, 40.8 percent were attending school and
males, while 40.5 percent were attending school and females. By age group,
students aged 6 to 9 years posted the highest percentage of currently
attending school at 26.8 percent of children aged 5 to 24 years who were
attending school. This was followed by those students aged 10 to 12 years
and aged 17 to 19 years at 18.4 percent and 15.1 percent of the population
aged 5 to 24 years who were attending school, respectively. (Table 1)

Nationwide, about 18.6 percent of children aged 5 to 24 years were not


attending school. Of those who were not attending school, the top reasons
were the following: finished schooling or finished post-secondary/college
(21.1%), employment (19.7%), lack of personal interest (12.6%), marriage
(10.7%), and high cost of education/financial problem (9.9%). (Tables 1 and 2,
and Figure 2)

By sex disaggregation, a higher proportion of males than females were not


attending school due to employment (25.9%) and lack of personal interest
(17.9%). On the other hand, a higher proportion of females than males were
not attending school due to the reason that they have already finished
schooling (28.9%) or due to marriage (17.0%).

Across regions, CALABARZON had the highest proportion of children not


attending school due to employment at 28.3 percent of the total number of
children 5 to 24 years old who were not attending school. BARMM had the
highest proportions of children not attending school due to high cost of
education/financial concern (23.2%) and family matters (16.2%). MIMAROPA
Region had the highest proportion of not attending school due to
illness/disability (7.2%). Marriage was highest in Cagayan Valley (18.7%). In
addition, Cordillera Administrative Region had the highest proportions of not
attending school due to finished schooling (28.8%) and lack of personal
interest (24.1%).

Migrant workers, senior citizens may soon renew


passports virtually-- Gatchalian
Senator Win Gatchalian said migrant workers and senior citizens will soon have the chance to renew their
passports virtually as the Senate approved on third and final reading Senate Bill 2001 or the New
Philippine Passport Act.

One of President Marcos' priority measures, the proposed legislation authorizes the Department of
Foreign Affairs (DFA) to allow senior citizens and migrant workers to renew their passports virtually,
without having to go to any Consular Affairs office, said Gatchalian, the bill's co-author.

"Binibigyan natin ng konsiderasyon ang kondisyon ng ating senior citizens at migrant workers upang hindi
na sila maabala pa sa pagre-renew ng kanilang passport. Tungkulin ng gobyerno na gawing maayos ang
mga dokumento na kinakailangan ng ating mga kababayan para sa kanilang maayos na paglalakbay," he
added.

Under the proposed measure, the DFA, working in collaboration with other relevant government
agencies, is mandated to establish and maintain an online application portal and Electronic One-Stop
Shop easily accessible on its official website to ensure convenience in the application process and the
collection and submission of necessary requirements.

"Inaasahan nating mas magiging madali at magiging maayos ang pagkuha ng pasaporte ng ating mga
kababayan na nagtatrabaho sa ibang bansa at mga senior citizens kapag naisabatas na ang panukalang
ito," he noted, adding that the measure mandates the issuance of passports using the latest tamper-
proof and data management technologies.

Members of the Malacañang Press Corps,

Ladies and gentlemen, good afternoon.

I am pleased to announce that the National Economic and


Development Authority Board, chaired by President Ferdinand
R. Marcos, Jr., convened and approved several high-impact
initiatives during its ninth meeting today.

Expediting the Processing of IFPs

First, the NEDA Board confirmed the proposed Executive Order


that will enable the expeditious processing of licenses,
clearances, permits, certifications, and authorizations for the
Marcos Administration’s Infrastructure Flagship Projects or
IFPs. The primary goal of this proposed EO is to minimize if not
eliminate delays in the implementation of IFPs.

This EO will require all government offices, agencies, and


instrumentalities including LGUs, to streamline the standard
procedure and requirements for the IFPs. The simplified
requirements will be applicable to both pending and new

applications within the NEDA Board approved list of IFPs, as


well as any additions to the updated IFP list.

Additionally, the EO facilitates electronic application


submissions to the concerned agencies and Local Government
Units or LGUs, including the payments and issuance of
receipts. This EO encourages a whole-of-government approach
by directing national government agencies to automate and
computerize their databases. This will promote data sharing
among government agencies in order to eliminate the
unnecessary duplication of document submission. LGUs are
also mandated to establish business one-stop shops and are
highly encouraged to coordinate with the Department of
Information and Communications Technology, or DICT, to
adopt interoperable ICT platforms.

In line with this, the Anti-Red Tape Authority, or ARTA, in


coordination with NEDA, shall establish a reporting framework
to track agencies’ compliance.

Reconstitution of INFRACOM

Second, the Board approved the reconstitution of the NEDA


Board Committee on Infrastructure, or INFRACOM, to include
the Department of Environment and Natural Resources and the
DICT as integral members of the committee.

The DENR’s inclusion in the INFRACOM underscores the


government’s commitment to ensuring that infrastructure
development takes into account critical elements such as
ecosystem protection, rehabilitation and management,
sustainability, and resilience. Additionally, it ensures
representation of the water sector, considering the recently
established Water Resource Management Office within the
DENR.

Furthermore, as we recognize the continued significance of


ICT in overall infrastructure development, DICT will play a vital
role in appropriately integrating ICT-related considerations in
the committee’s deliberations and decisions.

Updated Framework for NG-LGU Cost-Sharing

Third, the NEDA Board confirmed the overall principles and


general recommendations for the proposed National
Government-Local Government Unit Cost-Sharing schemes for
financing infrastructure projects. This aims to delineate the
roles of the national government and the LGUs, particularly in
resource-poor areas or where resources may be needed to
carry out the devolved functions and shared between the
national government and LGUs.

Reduce Natural Gypsum and Anhydrite Tariff

Lastly, the NEDA Board endorsed the proposal to reduce tariffs


on gypsum and anhydrite from 3.0 to 0 percent. It is worth
noting that natural gypsum and anhydrite are not produced
locally. These raw materials are used in the production of
plasterboard and cement, which are commonly used in
construction. With the reduction in tariffs, we anticipate a
decrease in production costs and an improvement in the
industry’s competitiveness as we ramp up our infrastructure
drive.

Conclusion

With these policy updates, the Marcos Administration reaffirms


its commitment to aggressively advance infrastructure
development in order to enable social and economic
transformation and support the attainment of our development
goals in the medium term.
