SCOPE OF WORK
PURPOSE:
The U.S. Fish and Wildlife Service, Caribbean Islands National Wildlife Refuge Complex, is
soliciting bids for mechanized clean up and vegetation debris removal at Laguna Cartagena
National Wildlife Refuge (NWR), Lajas, Puerto Rico.
DESCRIPTION OF WORK:
The Cabo Rojo and Laguna Cartagena NWR in coordination with the Fire Program will be
conducting a vegetation clearance activity for fuel reduction in a 22-acre land parcel. This
location is close to the Magüayo Community, east of Laguna Cartagena NWR (figure attached).
This project also includes the removal of vegetation debris in some areas resulting from works
associated to access re-opening activities after Hurricane Fiona.

GENERAL INFORMATION

The vendor shall provide an adequate level of detail with the RFQ submittal (including
experience, equipment list, etc.) in a manner that the Reviewing Official(s) can make the best
decision. Further discussion may be held with contractor at the Government’s discretion but are
neither guaranteed nor required. A Pre-Proposal Meeting and observation can be held at a
predetermined location as well as a site visit to the project area.
GENERAL NOTES:
1. The contractor shall supply all labor, tools, equipment, material, and expertise to
complete the work in conformance with the scope of work.
2. Contractor must coordinate with Refuge Manager the location of staging areas for
materials and/or equipment.
3. Contractor needs to comply with all federal and local labor, safety and other laws
applicable to conduct the contract.
4. Work hours will be: 7am-5:00pm, Monday to Friday.
5. Contractor is required to comply with all required permits (if applicable).
6. Contractor will pay applicable municipality fees and taxes for the project.
1.1 Access to the Laguna Cartagena NWR will be through the main entrance at Road 101. From
there, equipment and trucks will travel on the service roads to project areas.
1.2 Contractor will clear all debris vegetation designated within the polygon area on Laguna
Cartagena NWR (approximately 22 acres).
1.3 All mechanically removed vegetation needs to be cut between 3-5 feet in length to maximize
load space in the truck. If trituration of vegetative material will be done, the contractor will
use their own equipment and the material needs to be removed from the site and disposed off
the refuge boundaries.
2.1 Removal of approximately 6 piles of vegetation debris consisting of fallen trees and
branches. (200 cubic yards)
2.2 Contractor will be using their own equipment.
2.3 Contractor is responsible to transport the removed material to an adequate disposal area off
refuge boundaries. Contractor will be responsible of costs for the disposal of vegetative material
outside of refuge boundaries.
2.4 All debris vegetation needs to be cut between 3.5 feet in length to maximize load space on
truck.
