1. Vaults Establishment
Prerequisite for Vault establishment
a. Selection/fixation of Vault Area
1. Selection of place inside office premises.
2. It must be protected by other rooms.
3. Minimum 10 years Agreement of the building.
4. Sufficient and suitable parking (preferably
within the premises)
5. Sufficient/Secure Utility Services (Water,
Electricity, Gas, Sewerage, mobile reception etc)
6. Secure locality of building/it must be near a public
place but not be an isolated place
b. Requirement of logistics
1. Strong Grill for pre vault area (Layout attached)
2. Bullet proof/Vault door( Dual key combination and Code)
3. Security Alarm System
4. Manual/Automatic Panic Buttons ( Linked to Head office and
local police station)
5. Smoke detectors
6. Hotlines Connection ( Regional control and local police
station)

7. Back up UPS/Generators
8. Weapons and ammunition upgradation (Semi-automatic
222/44mm, Repeater) (minimum 2 magazines with each
weapon)
9. Magnetic Locks of premises gate ( operated by Regional
control room)

c. HR Management
a. Hiring of permanent Security Guards as per the eligibility criteria
(combination of sharp shooters/SSG commandos/trained guards with an
experience of 10 yrs)
b. Appointment of Vault custodians as per the eligibility criteria.
1. Ex-service men of the rank of Naib Subedar and above.
2. Must be minimum of 40 and maximum of 55 years old.
3. He must be physically strong and fit as well as medically fit.
4. He will provide 2 strong references before the joining.
5. Background verification of all important appointments can be
outsourced till the establishment of our own background
verification department.

2. Regional Vault operations


a. Transaction Dealing (In and out)
1. Proper maintenance of shipment entry and exit through excel and
manual register (till the implementation of Software)
b. Record maintenance (Log Book)
1. Register to be maintained for each entry when the vault door
opened and closed

2. Shipment handing and taking SOPs:
a. verification of seals and number of bags as per shipment
receipt
b. name of clients
c. Shipment amount with shipment number
d. Vehicle and CC information
e. Bag must not be torn
f. Seal must be intact
g. Bank stamp and signature on shipment receipt
h. Signature of Crew and vault custodian on register
i. All activities should take place under CCTV coverage.
c. Client Ledger
a. All shipments must be registered in the client ledger
(either in the excel sheet or Hard shape register) at arrival
and exit
d. Placing of Bags and Cash
a. All bags must be Placed on the allotted place of all banks
under the coverage of CCTV cameras.
b. Bags must be placed in order (bank-wise) and in tower
shape
c. After placing the bag it should be reconfirmed that all bags
are properly placed and not in hanging position
e. China Wall
a. The cash should be placed in the allotted area of the bank
and must be separated with the China wall/separate
compartments
b. All almirahs and racks must be tagged bank-wise.
c. Cash placing area should be in the compartment shape to
avoid mixing of cash from different clients.
d. All Almirahs should be properly locked by vault custodian
and another designated and authorised person by the
RM/GM. (any change of authorization must be approved
by the HO and circulated) (The office order of the
custodian and the designated person will be issued
through HR)
f. Privacy Policy (at the time of operation)
a. During the handing/taking over of the cash, the presence
of any unconcerned/unrelated individual is strictly
prohibited.
g. Shift wise handling of vault

a. The vault timing would be from morning 7:00am till
evening 7:00pm and from evening 7:00pm to morning
7:00am.
b. Both shift custodians will properly perform the handing
and taking over including the recording of all relevant
information and upcoming assignments on register.

e. Monitoring Mechanism by Vault Management Dept (Head Office)


1. Vault Operation by the Monitoring Officers
a. To monitor the handing/taking over of the cash in
regions
b. To monitor whether the given SOPs are being
followed for the vault operation including restricting
the entries of the unauthorized personnel,
maintenance of shipment record and log book, dual
key vault door opening and closing.
2. Vault Security
a. All Guards are required to be vigilant at all times and
properly dressed up and be fully equipped.
b. Main entry door is opened or closed as per the given
SOPs.
c. Any unauthorized personnel in the vault area is
strictly prohibited.
d. Interaction with the regional offices through VOIP
cameras especially at night times on hourly basis.
3. Crisis Handling
a. In case of any suspicious activity
i. The duty officer will immediately inform all
SOS CIT relevant staff members
(GM/RM/OM/Controller/MTO/KPO)
ii. The 1st member will immediately call the local
police station to inform about the incident.
iii. 2nd monitoring officer will immediately call the
police emergency control room.
iv. The third monitoring officer will evaluate and
assess the situation and incase he finds a
serious situation, he will immediately interact
through the VOIP cameras to engage the
dacoits and will announce that the police is
about to reach very soon.

v. The duty officer will also inform the senior
management about the incident. (Country
Head CIT, Head of Ops, Dy Group COO, Head of
Monitoring)

4. Daily Activity and Security Report

Every vault officer will forward the daily activity report (shift wise) duly signed by
RM to the Head Office including the following details;

1. Transactions

4. Any other observations and recommendation

6. Vault on Wheel

a. Fabricated vehicle specific for vault on wheel


b. Secured Parking within the premises
c. Selection of specific vehicles for vault on wheel
a. Mechanically and electronically Fit vehicle
b. Door lock and vault lock must be in working condition
c. Tracker must be in working condition
d. VOIP Camera must be installed in Vehicle and in Vault.
e. Spare wheel available with Tool kit
f. Battery must be in working condition
g. Vents in vehicle must be closed when cash is vaulted on wheel.
d. Handing/taking of vehicle
a. Custodian officer will receive shipment from CC and shift in specific
vehicle under CCTV, security Coverage.
e. Formal Handing/taking of shipment
1. In case of 300 million shipment cash must be divided in two
vehicles
2. Register to be maintained for each entry when the cash vaulted in
vehicle.
3. Shipment handing and taking SOPs:
a. verification of seals and number of bags as per shipment

c. Shipment amount with shipment number
d. Vehicle and CC information
e. Bag must not be torn

b. Shift wise handling of vault
a. The vault timing would be from morning 7:00am till
evening 7:00pm and from evening 7:00pm to morning
7:00am.
b. Both shift custodians will properly perform the handing
and taking over including the recording of all relevant
information and upcoming assignments on register.

f. Raising of alerts by Trakker company if someone tries to open the door/vault


door
g. Comprehensive Video Coverage inside vehicle and outside vehicle (premises)
a. VOIP camera must be installed in vehicle
b. VOIP camera must be installed in Vehicle Vault
c. VOIP cameras must be installed in specific area of parking
h. Key Handling
a. Vault key must be in custody of Vault custodian
b. Vehicle main door key must be in custody of Head Security Guard
(Authorized person for key handling)
i. Deployment of Guards
a. Two security Guards must be deployed at one site to secure the vehicles
holding cash ( as per prescriber hiring criteria)
j. Centralized Digital Locking System
a. Digital control of vault opening and closing through Multan Control
Room
k. When parked needs to be surrounded by other empty CIT vehicles if extra space
is available
l. Generation of Alerts
a. In case vehicle moves from the parking place, Pakistan control room will
immediately inform to Head office Operations, RM, OM about this
movement.
b. In case of unauthorized movement of vehicle Trakker Company to be
approached to jam the vehicle.

7. Vault insurance management:

a. Extra security Guards will be deployed in case of excess holding of cash with
effective weapon
b. Domestic Shipment section and Vault management section must perform duty in
Night shift to plan domestic shipment as per vault insurance limit and to manage
the potential risks.
c. The head of section domestic and vault must be present in evening shift/night to
monitor effective planning, implementation and delivery of shipments.
d. Coordination of Domestic section and vault management is required to ensure
cash vaulting within the insurance limit.
e. Designated and authorized officer should intimate to the insurance company
about holding cash in premises and vault on wheel above the normal limits.
f. Clubbing Of Domestic Shipments
a. Clubbing of Shipments and transfer of cash from one vehicle to other
vehicles must be in office premises (preferably) and Toll Plaza (least
option)
b. Security Guards must take position before shifting of cash from one
vehicle to another vehicle.
c. Shifting of cash must be under CCTV coverage
d. Crew Staff must complete information on transfer note
g. Clubbing of Local Shipments
a. In case of transfer of cash from one vehicle to another vehicle regional
control room must take approval from Operations Deptt Head Office
b. Transfer of cash must be at secure point/location after approval from
Head office Operations
c. Transfer of cash must be monitored by Regional Coordinator
h. Domestic Shipment Movement
a. 4 crew members must be deployed in domestic vehicle movement( crew
must be Ex-Armed)
b. Deployed Crew must be fully equipped with operational Weapon and
with 2 magazines.
c. Vehicle allotted for domestic shipment must be mechanically and
electronically fit including spare wheel, tool kit
d. Vehicle must be fitted with VOIP camera in vault.
e. Domestic section must ensure movement of domestic vehicles having
VOIP camera in vault.
f. Personal belongings are strictly prohibited in vehicles during
domestic/local shipments transportation ( back pack, travel bag,
blankets)

g. Domestic shipment must be converted in maximum air cargo to avoid
vehicle movements

8. Vault Emergency Handling/ Quick Reaction Force: -

a. Team for every region must be nominated


b. Eligibility criteria
a. Qualification ( at least matriculation)
b. Back ground verification
c. Preferably Ex-service man (Commandos)
d. Weapon handling/professional skills
e. Training how to handle situation
c. Distance between QRF team and vault premises
d. Time involved to reach the vault premises
e. QRF Team must be available 24/7 in case of any emergency.
f. QRF Team must reach at location on immediate basis
g. QRF Team must be fully equipped with weapons(properly checked and tested)

9. Vault Charges Revenue: -

a. All clients including BAFL who are not presently charged for vaulting should be
charged in future to meet extra expense involved in additional security measures
for safety of vaults.
