Perbandingan Billing Rate Buruh di Indonesia dengan Buruh di Negara Lain

Definisi
Billing rate adalah sebuah metode pembayaran kepada konsultan yang wajar digunakan di
berbagai negara. Menurut Keputusan Dewan Pengurus Nasional Ikatan Nasional Konsultan
Indonesia Nomor: 39/TAP.DPN/IX/2014, billing rate adalah biaya langsung personel.
Menurut prinsipnya, billing rate adalah imbalan riil yang diterima oleh seorang tenaga ahli
yang biasa disebut Take Home Pay (THP) yang dikalikan dengan suatu faktor yang dihitung
berdasarkan overhead perusahaan konsultan yang bersangkutan.

Jika digambarkan dengan peta dunia, berikut persebaran billing rate di berbagai negara
dunia:

Jika dilihat dari data-data tersebut, billing rate Indonesia sangat rendah. Hal ini dapat dilihat
dari pencapaian Indonesia di urutan ke-87 dari 117 negara di dunia. Beberapa faktor yang
dapat menjadi penyebab Indonesia memiliki billing rate yang rendah antara lain:
1. Pengalaman kerja yang kurang
2. Kurangnya profesionalisme, keterampilan, dan kemahiran dalam melakukan
pekerjaan
3. Rendahnya produktivitas
4. Beberapa perusahaan ada di wilayah yang penetapan upah minimumnya kecil
5. Kepercayaan dan kejujuran pekerja rendah
6. Sedikitnya uji kompetensi dan sertifikasi yang dimiliki
