The Multiple District 301 Convention was held from May 18 to May 20, 2023. It was held at the IEC
Convention Center, Cebu City, Philippines. The hosting district was district 301-B2. The 3 days convention
included the badminton competition, service project, photo exhibit of service activities per district, opening
ceremony, opening plenary, closing plenary and the proclamation night. The convention was participated by
the nine districts of Multiple District 301.

amendments and the official call for the convention 30 days prior to the multiple district convention.

MINUTES OF THE OPENING CEREMONY AND PLENARY SESSIONS
The opening ceremony started at 10AM with the processional march of the members of the council of
governors together with PID Michael So and GAT Area Leader George Ong Tan. It was followed by the
entrance of colors. All the members of the processional march seated on the presidential table located in
front of the audience.
Council Chairman Frederick Lim announced the opening of the 74th MD 301 convention and called the
opening ceremony into order. It was followed by an invocation, a lion’s prayer, singing of the Philippine
national anthem and Philippine Lion’s Hymn. Dg Roehl Castro led the necrology with the 7 tolls of honors to
honor great lion members who have joined the creator during the Lion Year 2022-2023. He specifically
mentioned DG Roman Peñaranda Jr. whose sudden death during the district convention last February was a
great loss to the community. After the necrology, Dg Mark Jefferson Ng introduced the Dignitaries, Guests,
and Delegates from the different districts.
Convention Chairman IPDG Roger Alegarbes delivered his welcome address. He mentioned that it is
wonderful to see everybody at the convention. He sends his gratitude to everybody for attending the
convention. He also mentioned to promote understanding, unity, and togetherness through this convention.
Finally, he asked everybody to enjoy their stay in Cebu and celebrate the occasion together.
Council Chairman Frederick Lim gave his message. He told everyone that it is nice to see them after 3 years.
He asked lion members to take this opportunity to build friendship with other lions. He indicated that the
convention was a product of months of preparation, and he is deeply honored to be a part of the hosting of
the MD Convention. He sent his gratitude to the convention committee specially Dr. Kareen Chua who he
mentioned that someday could become a district governor herself. PCC Nelson Go for helping the committee.
He also sent his gratitude to the City Mayor Mike Rama, City Vice Mayor Atty Raymond Garcia, Police officers,
Kabalikat, First Responders, Liaison officers, members of the COG. He then asked everybody to enjoy the
friendship, camaraderie, the city, the tourist spots, and the food. He ended his message with a “LETS BE
FRIENDS”.
Since the guest speaker hasn’t arrived yet, CC Freddie called for a 5-minute recess. After the recess, the guest
speaker was not yet around. CC Freddie then informed everybody that the program will proceed to the
opening plenary. He asked Council Secretary Marc Ong if there was a quorum. CS Marc Ong announced that
there is a quorum since more than 80% of the delegation was present in the convention hall. CC Freddie then
asked PDG Antonio Uy to be the floor leader during the plenary sessions.
PDG Antonio Uy recognized MD Convention Chairman IPDG Roger Alegarbes and asked him to report the
status of the MD Convention. IPDG Roger reported as of May 19, 2023, there were 2278 registered delegates.
The registration was still open. He also mentioned that there will a seminar in the afternoon, and he invited
everybody to attend the seminar by LCI Staff Hailey Hawkins.
PDG Benjamin Espina was recognized and reported the rules of procedures. He mentioned to everybody that
it will take so much time to read the rules of procedures. He told everybody that the rules of procedures
were included in the convention kit. He asked everybody to read, and he asked if there are any questions
regarding the rules of procedures. Hearing none, he then asked if there is a move for the adoption of the
rules and procedures. PDG Eden Tan moved to adopt the rules of procedures. It was seconded by 2 nd VDG
Chito Dimaculangan.

PDG Manolo was recognized and reported the credentials. He announced the voting strength for each district
as qualified by the LCI together with the special votes of the PDG as mentioned in the rules of procedures.
The numbers are as follows:

PDG Allan Sanidad was recognized and reported the nomination committee report. He announced the list of
candidates per district to be qualified by the nomination committee. The candidates are as follows:

For Second Vice District Governor – Lion Meng Tan and Lion Paul Cortez

1. Certificate of endorsement of PDG Anacleto Zamoranos for the position of Multiple District
Council Chairperson for LY 2023 – 2024. He was elected through a special election under the
multiple district constitution and bylaws.
2. Certificate of endorsement of the city of Baguio for the next Multiple District Convention venue
that will be held sometime May of 2024
PDG Stephen Yap was recognized for the election committee report. He reported that all the election related
documents and supplies were already prepared. He announced that the election will start at 12noon of May
20 up to 3pm of the same day. He further mentioned that after all the votes were cast, the canvassing will
start right away. The election is for the position of DG, FVDG, and SVDG. He also added that the venue and
the 2 amendments to the constitution and bylaws were also included in the ballot. The manner of voting was
shading. Other symbols will not be accepted. The voter should bring their convention ID and 1 government
ID. Proxy voting will not be allowed.
PDG Eden Tan was recognized for the Constitution & bylaws committee report. He announced that there will
be 3 amendments of the constitution and bylaws. One amendment will be to update the existing
composition of the Multiple District. District 301-A4 will be added to be a full district under Multiple District
301. The other 2 amendments will be for voting and requires majority vote for it to take effect. The 2
amendments were:

considered received by the member that the notice was intended for. It shall be the duty and obligation of the
Council of Governors, thru its Multiple District Committee on Constitution and By-Laws to provide such notice.
DG Mark Jefferson Ng was recognized for the Resolutions Committee Report. He reported that there were 3
resolutions for the approval of the Multiple District. The resolutions are as follows:
1. Resolution to endorse the report of District 301-C for the election of PDG ANACLETO M. ZAMORANOS,
MJF, a member in good standing of the La Union Host Lions Club, was UNANIMOUSLY elected by the
Cabinet Officers of District 301-C, as Council Chairperson—Elect/Nominee of Multiple District 301
Philippines for Lion Year 2023—2024.
Action: after DG Jeff Ng read the resolution, FVDG Jeff Zamoranos was recognized on the floor. He
moved for the body to approve the resolution. It was seconded by MD Chairperson Louie
Encarnacion. Hearing no objections, CC Freddie Lim approved the resolution.
2. Resolution to endorse the redistricting application documents and plans of District 301-A2 to Lions
Clubs International, in accordance with the provisions and procedures set by our LCI Constitution and
By-Laws
Action: District Governor Mark Jefferson Ng also the Chairman of the resolutions committee
announced that there was a resolution filed by District Governor Amado A. Sanglay to endorse the
redistricting application documents and plans of District 301-A2 to Lions Clubs International, in
accordance with the provisions and procedures set by our LCI Constitution and By-Laws. The floor
leader PDG Antonio Uy asked the Chairman to recognize and allow MD Lions Quest Chairperson Lion
Ramon O. Encarnacion of Lions Club of Quezon City Cubao to speak on the floor. MD Lions Quest
Chairperson Lion Ramon O. Encarnacion was recognized by CC Frederick Lim. MD Chairperson Ramon
Encarnacion then moved to approve the endorsement of the redistricting application documents and
plans of district 301-A2 to Lions Clubs international. The floor leader PDG Antonio Uy then asked the
chairman to recognize and allow Zone Chairperson Lion Evenezer Maducdoc to speak on the floor.
Zone Chairperson Lion Evenezer Maducdoc was recognized by CC Frederick Lim. Zone Chairperson
Lion Evenezer Maducdoc seconded the motion of MD Chairperson Ramon Encarnacion. CC Frederick
Lim then asked if there are any objections. Hearing no objections, CC Frederick Lim then approved the
motion.
3. Resolution to endorse the redistricting application documents and plans of District 301-D2 to Lions
Clubs International, in accordance with the provisions and procedures set by our LCI Constitution and
By-Laws

the floor. PCC Danilo Sanchez was recognized by CC Frederick Lim. PCC Danilo Sanchez then moved
to approve the endorsement of the redistricting application documents and plans of district 301-D2
to Lions Clubs international. The floor leader PDG Antonio Uy then asked the chairman to recognize
and allow MD Lions Quest Chairperson Ramon Encarnacion to speak on the floor. MD Chairperson
Ramon Encarnacion was recognized by CC Frederick Lim. MD Chairperson Ramon Encarnacion

seconded the motion of PCC Sanchez. CC Frederick Lim then asked if there are any objections.
Hearing no objections, CC Frederick Lim then approved the motion.
DG Amado Sanglay was recognized for the Sergeant at arms committee report. He mentioned that the venue
was properly secured. It was through the joint efforts of the convention committee, Philippine national police,
and other government agencies.
CC Frederick Lim announced another 5-minute recess before the convention will continue with the message
of the guest speaker.
Dr. Kareen Tan introduced Honorable Atty. Raymond Garcia, Cebu City Vice Mayor as the convention Guest
Speaker. It was followed by a video presentation of the background and achievements of the Vice Mayor.
Vice Mayor Raymond Garcia was honored to address the Philippine Lions on behalf of Mayor Rama. He
welcomed everybody to the 74th Multiple District Convention. He mentioned that the Lions international is the
largest and prestigious non-government organization. He discussed that the role of Lions to help the
government to deliver humanitarian services. He even mentioned that the Lions was always the first to provide
aid and hope to the people in need. He hoped that the partnership between City of Cebu and Lions will
continue to flourish. He expressed his gratitude to the Philippine Lions for choosing Cebu at the hosting city as
the convention will contribute to the economy of the oldest city in the country. Lastly, he encouraged the Lions
to tour around Cebu, which is known for Dried Mangoes, Whale Shark sightseeing, and lechon. The people of
Cebu were also known for hospitality, kindness, and Love. He again expressed his gratitude to everybody.
After the message of the guest speaker, he was presented with a token of appreciation by the council of
governors represented by the Council Chairman. After the presentation, CC Freddie adjourn the opening
plenary at 12:10PM.
The seminars started at 1PM inside the Molave Hall of the IEC Center. LCI Staff Hailey Hawkins and GAT Area
Leader George Ong Tan conducted the seminars. More than 200 delegates attended the seminar. After the
seminar, the Council of Governors went to the fellowship dinner of District 301-B1 to Induct the new District
Governor in the name of Stephen Peñaranda. He is the son of District Governor Roman Peñaranda who passed
away last February 2023. After the induction, the group split into 2 groups to visit the different sites of the
district fellowship of the remaining 8 districts.
PARADE OF 9 DISTRICTS
The parade was attended by the 9 districts and the multiple districts of Leo. It started at the convention hotel
which is the waterfront hotel. The route was 1KM long. The endpoint will be at the IEC Convention Center.
Upon arrival at the convention center, they were greeted by the members of the council of governors. They
then proceeded to the main hall of IEC Center to participate in the closing plenary of the MD Convention.

MINUTES OF THE CLOSING PLENARY
At 10AM, the closing plenary was called to order by Council Chairman Frederick Lim. Council Secretary also
reported that there was a quorum. The plenary then proceeded with the final report of the different
committees.
IPDG Roger Alegarbes was recognized for the MD Convention Committee report. He mentioned that the
registration is now closed. He announced the final registration figures of the MD Convention.

With a total registration of 2407. Everybody was elated with the results of the registration. IPDG Roger then
congratulated everybody for the unity and efforts.
PDG Allan Sanidad was recognized for the nomination committee report. He presented all the candidates that
were qualified by their respective districts. All the candidates were made to stand in front of the audience.
After the presentation, each district cheered for their candidates.
PDG Stephen Yap was recognized for the election committee report. He reiterated that the way of the voting
was to shade the circle corresponding to the choice of the voter. There should be no erasures. The voting was
from 12nn to 3pm only. The canvassing will start after 3pm or when all the votes were cast whichever comes
earlier. He also announced the election sites which were as follows:

DG Cesar Santiago was recognized for the international convention committee report. He reported that the
international convention for this year will be at the Boston Exhibition Center at Boston, USA. He reported the
different activities including the parade, opening plenary, closing plenary, installation of the DG and IP Banquet.
He also mentioned that the registration fee was $250. To check for more information, he asked everybody to
check the LCI Website. He also announced that the OSEAL Convention will be in Manila on November 2 to 5,
2023. Everybody was encouraged to join and participate in the convention.
DG Mark Jefferson Ng was recognized for the Resolutions Committee Report. He reported the following:

1. Resolution to endorse the ‘Summer Capital of the Philippines’, the City of Baguio as the next
convention city to host the 75th MD301 Philippine State Convention to be held on May 2024, having
District 301-C as the next hosting district.
Action: Moved to approve by PDG Charlie Torres and seconded by Lion Lawrence Umila. Hearing no
objections, Council Chairman Frederick Lim approved the resolution.
2. Resolution expressing the appreciation and gratitude of the MD301 Council of Governors to the 74th
MD301 Convention Executive Committee, hosting District 301-B2, and all Convention Steering
Committees
Whereas, the 74th MD301 Philippine State Convention hosted by District 301-B2 headed by DG
Mariant Villegas has had a wonderful national convention in the Queen City of the South, Cebu City;
and
Whereas, the MD301 Convention Executive Committee, have planned and executed a
meaningful and magnificent convention of Philippine Lions; and
Whereas, IPDG Rogelio Alegarbes as MD Convention Chairperson together with SVDG Lucy
Chiong Sy, Cebu Council President Dr. Kareen Tan-Chua, PDG Manuel Piamonte, Jr., as our convention
planners have a done an excellent job; and
Whereas, all the 74th MD301 Convention Steering Committees and sub-committees have
worked miracles for the convention delegates; and
Whereas, the 74th MD301 Philippine State Convention is declared a complete success;
Therefore, be it resolved, that the Council of Governors for LY 2022-2023 extends its sincere
gratitude and appreciation to all who have been involved in the successful holding of the 74th MD301
Philippine State Convention.
Action: Moved to approved by Lion Esther Arimbuyutan and seconded by PDG Charlie Torres. Hearing
no objections, Council Chairman Frederick Lim approved the resolution.
3. Resolution of commendation for Council Chairperson Frederick Lim for his unwavering leadership,
impartiality, and objectiveness. A straightforward gentleman with sensible thinking. His unwavering
dedication to the principles of Lionism has inspired this council to be the paramount district leaders
we all can be.
Action: moved to approved by PCC Danny Sanchez and seconded by Lion Paul Cortez. Hearing no
objections, Council Chairman Frederick Lim approved the resolution.
4. Resolution commending Ms. Hailey Hawkins, GAT Area 5 Specialist for presenting a wonderful and
informative seminar that was well attended by lions of MD301 Philippines.
Action: Moved to approved by PDG Ruth Chua and Seconded by FVDG Jeff Zamoranos. Hearing no
objections, Council Chairman Frederick Lim approved the resolution.

Open Forum
PDG Rolando Arce was recognized. He mentioned that the amendments were not disseminated properly and
should have given more time to discuss. DG Cesar Santiago responded that he assisted in the distribution of
the amendments. He even posted it on the social media and distributed during the execomm and cabinet
meetings. After hearing the reply of DG Cesar, PDG Arce then mentioned that for the amendments to pass, it
will need 2/3 votes. PDG Manuel Piamonte then informed PDG Arce that the Lions Constitution and Bylaws
stated that it will only need a majority vote which is more than ½ of the votes. PDG Arce then mentioned that
there is a difference between simple majority and majority. Simple majority is 50% while majority is 2/3
votes. PDG Manuel Piamonte informed him that the body will consult with the LCI.
Somebody from the floor raised a question regarding the need of a government ID before they can vote. PDG
Stephen informed him that it was necessary to prevent fraud as we were more than 15,000 members and
can’t recognize everybody. Council Chairman Frederick Lim also told him that it is very normal to verify the
identity of the person. Even if you go to a government facility, they will always ask for an ID. He then
informed PDG Arce to check with their Governor if there was a discrepancy with the credentials. PDG
Piamonte told everybody that the body should understand and realize that the council of governors should
think for all the districts. Or else there will be a mess and the COG will be accused of inequality. The COG
wanted to create a standard and the PDG should be the ambassadors of the international to promote
harmony inside the district.
PCC James So was recognized, and he mentioned that he fully agreed on the proposed amendments. He just
has some thoughts regarding the inclusion of the FVDG and SVDG. As we nominate the council chair it is just
fair that the PDG will vote as they were in equal footing with someone who is about to be elected. But an
FVDG and SVDG is a step below of their ranks. PCC So then proposed to remove the FVDG and SVDG during
the election of the council chairperson. Council Chairman Frederick Lim noted the proposal but informed PCC
So that it can’t be done as it will need to notify all the clubs in the Philippines. Council Chairman Lim told him
that the proposal of PCC So will be relayed to the next Council of Governors for further study and the
amendment that was up for election will remain the same.
ELECTION

Venue and Amendments to the Multiple District 301 Constitution and Bylaws has the majority votes needed
to be adopted after the LCI International Convention 2023.
PROCLAMATION NIGHT
The proclamation night started at 7pm. The flow of the program was very smooth. The hosting district
showed some videos covering the MD Convention. The Council of governors presented awards to all the lions
who helped the Multiple District during the lion year 2023-2024. Special awards like IP Medal Award,
Leadership Award and IP Certificate of Appreciations were given to outstanding lions who were very
instrumental in the success of the multiple districts. The council also proclaimed the results of the election
and asked the District Governor to raise the hands of the winning candidates. Council chairman Frederick Lim
then delivered his valedictory address. The multiple district banner was handed to the next council
chairperson together with the announcement of the next convention site which the Baguio City, Philippines.
Incoming Council Chairman Mario Zamoranos delivered his inaugural speech. DG Mark Jeff Ng invited
everybody to join the next MD Convention in Baguio. CC Frederick Lim then adjourned the proclamation
night at 11:30PM.
The Council of governors had a meeting with the incoming council of governors. CC Frederick Lim gave his
message, and each District Governor gave their tips to the incoming council. The incoming council also gave
their messages to the outgoing council. PID Michael So and GAT Area Leader George Ong Tan also gave their
respective messages. CC Frederick Lim then presented the PDG Badges to the outgoing Council of Governors.
The amendments were discussed during the meeting including the next convention site. CC Frederick Lim
adjourned the meeting at 10:30 AM
CLOSING
We would like to extend our deepest appreciation to all those who worked hard for the Multiple District
Convention. Specially to the following people:
