II. INTRODUCTION
Mr. Romeo Estabillo was a student at the MAPUA Institute of Technology and took a civil engineering
course. When he graduated, he then took the board examination in 1991, which he fortunately passed.
He planned to render his own small construction firm and started to hire two assistants to help him in
his daily routine as a contractor. In the years gone by, his business has grown faster, and he has erected
a new office where he has accepted two more female employees. By 1994, Engineer Estabillo had
reviewed his company’s payroll. He had six full-time civil engineers, two draftsmen, 10 administrative
personnel, one messenger, and one security guard. His business is rapidly developing, and knowing that
he is the one that is directly supervising all operations, he thought that he might not be able to function
well, so he decided to hire four more civil engineers. Now, he is a bit apprehensive, and decision-making
is a vital part of doing business.

VII. DISCUSSIONS
Engineer Romeo is facing a problem within his business. From a small construction firm to a firm
with many employees. Because of the fast growth of his business, engineer Romeo himself is the
one who visits the projects and sites instead of working in the office. So he decided to employ
four more civil engineers. But now the problem is: Does Engineer Estabillo need to secure the
four additional civil engineers on a full-time basis? And if he decides to carry out the plan of
adding four full-time civil engineers, will he be able to perform his functions effectively?
After analyzing the situation of Engr. Romeo, there are aspects that should be considered:
SWOT analysis, or strengths, weaknesses, opportunities, and threats analysis (external and
internal).
Strength: External- Engr. Romeo's prominence and years in the construction industry.
Internal- Engineer Estabillo is known as a competent and hardworking CEO of his
company.
Weakness: External- the number of clients that will avail themselves of the services of Engr.
Romeo's firm.
Internal- the demand for additional manpower to work on operations and projects
and meet all the client's needs.
Opportunities: External- It will gain more earnings, especially when he hires the four civil
engineers.
Internal- Additional wages for the newly employed civil engineers and higher
wages for the old employers.
Threats: External-considering all other construction firms in their town, especially those that are
competitive.
Internal- All employees will try harder to get a higher position in the company.
VIII. CONCLUSION
In this case, it concludes that Engr. Romeo should hire more civil engineers. It enables
the business to expand and acquire employees that could increase its effectiveness and
credibility. It is great to have more employees because the company is running more
frequently. In relation to the wages, Engr. Romeo will no doubt have additional projects,
so paying them higher wages won't be a major deal. Business involves many risks, and
accepting them will result in learning more. Even though his company has a sufficient
number of employees, Engr. Romeo must continue to perform well if he is to improve as
a CEO and achieve greater success.
