    EXECUTIVE ORDER NO. 16


    Series of 2014

    AN ORDER CONSTITUTING THE BARANGAY GOVERNANCE PERFORMANCE


    MANAGEMENT SYSTEM (BGPMS) ASSESMENT TEAM

    WHEREAS, the barangays as the basic unit of government’s structure is bestowed with
    powers, duties and responsibilities to deliver basic services to its constituents as mandated
    under Section 16 & 17 of RA 7160;

    WHEREAS, a tool to assess the performance of barangay governments is developed by


    DILG to determine how well these barangay governments take part of realizing its mandated
    tasks and responsibilities;

    WHEREAS, the result of the assessment depicts the level of performance and
    productivity of barangay governments in areas of administrative governance, local legislation,
    economic governance, environmental governance and valuing performance & accountability;

    NOW THEREFORE, I GEORGE P. PANDIAN, PUNONG BARANGAY OF BASAG, TBOLI


    SOUTH COTABATO, by virtue of the powers vested in me by law, do hereby order the following:

    SECTION 1. ORGANIZATION OF THE BGPMS ASSESSMENT TEAM. The team


    shall be composed of the following:

    Chairman - Hon.George Pandian


    Members - Hon. Martina Cagande, Chair on Good Governance
    - HM Dumayas, Com. Chair on Social Services
    - School Principal/Any Deped Rep
    - NGO or CSO representatives
    - Daryl Sarigo

    SECTION II. DUTIES AND RESPONSIBILITIES. The BGPMS Assessment Team shall
    perform the following duties and responsibilities:

    1. Coordinate closely with DILG Municipal Office on project implementation;

    2. Prepare a State of Barangay Governance Report utilizing the BGPMS tool;

    3. Present the State of the Barangay Governance Report during the Barangay Assembly
    Day;

    4. Submit SBGR To the DILG Municipal and Provincial Offices and the Office of the
    Municipal Mayor; and
    5. Perform other duties as the chairman may direct.

    SECTION III. EFFECTIVITY. This Order shall take effect immediately.

    Done this 11th day of July, 2012 at Barangay Basag, Tboli, South Cotabato, Philippines.
