3. Programme
The Contractor has submitted the revised programme for Package C. Contractor

The Contractor was requested to resubmit their claim for time Extension to the
Engineer with full supporting documents.
The likely completion dates for each bridge, if land acquisition is resolved, as Contractor
follows:
1. Mathamuri Bridge to be completed by mid 2023
2. Sangu Bridge to be completed by mid 2023. Info.
3. Mazar Point Bridge to be completed by mid 2022.
4. Patiya Bridge to be completed by mid 2024
The Contractor’s programme for Patiya Bridge shows mid 2023 Contractor
finish. They have not included any allowance for surcharge loading (1
year required approx.) and have incorrectly shown traffic diversion
over the LHS bridge before the approach road on LHS is completed.
The Contractor is working with the Consultant’s geotechnical
Engineer to review the soft soil treatment at Patiya for alternative Contractor
options to reduce the completion time. Presently, Patiya Bridge likely
completion date is mid 2024.
BPDB will relocate the furnace oil line to the new R/S bridge. Likely
completion date of relocation works by BPDP is 30 December 2021.
RHD
Demolition of existing Sangu Bridge can commence when site possession of
existing bridge is issued by Employer to Contractor after furnace oil pipe
removal.
Contractor will prepare a programme and road diversion phases to submit to Contractor
Engineer and RHD including any proposed road/lane closures.
RHD have been advised for closure of one carriageway of Bypass road for Contractor
PVD installation. Contractor to submit plan and duration of the closure for
phase 1 and phase 2 construction.
PVD Installation (LHS) will commence after resolution of land acquisition and RHD
removal of utilities.
The Contractor is considering an alternative option for soft soil settlement to Info.
expedite the construction programme.
Cox’s Bazar end Completion of land acquisition is required so that clearing RHD
of existing buildings, removal of unsuitable material and
commencement of PVD works can commence.
Embankment construction and surcharge for Left side is Contractor
expected to be carried out in 2022.
Chittagong end: Gas line to be relocated on both LHS and RHS (after land RHD

4. Materials
Consultant has requested Contractor to submit Manufacturer’s quality Contractor
Certification for materials delivered. This is required for
cement, steel reinforcement, stressing cable, geotextile,
expansion joints, waterproofing membrane
This should be submitted by RFI for material acceptance
and certification.
In accordance with Specification Section S1.07.(8) (b) “In the Contractor
case of bituminuous materials, cement and other manufactured
material, the manufacturer’s test certificates are required to be
submitted to the Engineer for his approval in writing for each
consignment”
A monthly Materials Report shall be submitted to Engineer each month. The Contractor
Report for August 2021 is yet to be submitted.
A revised mix design for C35 and C40 concrete with new admixture has been Info.
approved by Engineer. Concrete results are now very consistent
Contractor has received test results for steel reinforcement. Contractor is yet Contractor
to submit Report. Results show failure of larger diameter steel
in rebending. This diameter rebar is used in bored pile, pilecap
and pier construction.

A further trial was conducted from the proposed Contractor/
Chittagong AMP to Mathamuri site, to ensure temperature Consultant
compliance with Employer’s Requirements.
The Contractor will request an inspection of the AMP at Contractor
Chittagong for Package C Works for Engineer’s acceptance.
Third Party calibration of AMP weighscales and temperature Contractor
gauges was carried out by CUET. Results are yet to be
submitted.
AMP Plant Manager CV was submitted for approval (Key Engineer
Personnel)
Source approval for asphalt materials has been issued.
Bitumen source has been accepted by Engineer
Asphalt Job mix (with hot bin samples from Chittagong Plant)
have been submitted for Engineer’s approval
JMF for ACW is accepted. Contractor to prepare ITP for Info.

5. Utilities
All payments have been paid to relevant Authorities by the Contractor. Info.
The Employer has made arrangements for the Electrical Authority, BPDB, to

carry out the relocation of the Furnace Oil Line at Sangu Bridge.
The programme for the relocation of the Furnace Oil line is awaited.

Site possession of the existing Sangu bridge is awaited by the Contractor.

At Patiya bridge, electric pole relocation will be carried out after land RHD
resettlement is completed and area cleared.
At Patiya Bridge, the date of gas line relocation is unknown.
The Contractor requested RHD assistance to expedite the gas line Contractor/
relocation work. As land acquisition is not complete, the gas utility is RHD
unwilling to mobilise at different times to complete work in stages
6. Design/ Drawings
Contractor to submit revised Drawings of proposed new culverts to Core Team Contractor/

A new Box culvert structure will be required at Mazar Point (Cox’s Bazar end)
to replace the existing structure which will be demolished for the wider
approach road.
A new Box culvert structure to replace the existing pipe culvert at Ch 0+276 at
Mathamuri Bridge has been requested for construction by RHD.
A new Box culvert is included in the revised approach road design at Patiya
Bridge at Ch 0+520 (Cox’s Bazar end). Plan, Section and soil data for the BC
to be provided by Contractor to Core Team with cost proposal for approval

Working Drawings for Retaining wall at Sangu Bridge (L/S) are requested to Contractor
be submitted for Engineer’s acceptance. Embankment quarter cone design at
end of retaining wall to be corrected in the Working Drawings. Affected graves
to be demarcated on site.
The approved Approach road Drawings for all 4 bridges to be resubmitted with Contractor
correction to pavement levels (due to incorrect crossfall at SMVT barrier). To
be submitted by end of October 2021.
Culvert design for access road crossings. Contractor to propose change of Contractor
encased Pipe culvert (RCP) design to Box culvert.
Details to be submitted for acceptance by October 2021.
7. Quality
Girders A Schmidt hammer test of girders is being implemented as part of the Info.
quality procedure to ascertain concrete strength of all new girders prior to
stressing.
Girder formwork. Much improved now Info.
Waterproof Membrane
The proposed specialist subcontractor for this work has been rejected by Contractor
Engineer. A more qualified subcontractor is required
Priming agent is yet to be resolved. Possible additional lead time for
procurement is needed.
Pavement Materials
All pavement materials of Subbase, Base 2 and Base 1 are approved Info.
Asphalt
Contractor will request inspection for AMP acceptance. Info.
Third party calibration of AMP has been carried out.
In the original Contract, the estimated time for HOLD periods for surcharge is Info.
86 weeks (1.6 years).
The Engineer/Employer has since accepted the Contractor’s proposal to install
PVD wick drains instead of sand drains, reducing the surcharge period to 3-4
months for each site.
The Contractor shall submit the traffic diversion plans for the two construction Contractor
phases at Patiya Bridge, showing surcharge areas during each phase, including
Diversion plans for Patiya Bypass road for PVD installation. RHD approval
and permission to occupy the Bypass Road will be required.
After the Contractor’s Geotechnical Engineer presents the expected total Info.
settlement & settlement during the embankment filling stage, then the actual
required surcharge height & holding period above the embankment can be
ascertained and alternative measures can be presented.

9. Safety and Environment
Safety Procedure for sheetpiling work to be submitted for Engineer’s review Contractor
The Contractor shall submit their COVID protocol. Procedures for COVID Contractor
monitoring of workers shall be submitted.
Traffic Control Plans shall be submitted and authorised by the Contractor’s Contractor
Safety Manager and Project Manager prior to switching traffic to the new
bridge.
An RFI shall be submitted with the plans attached for Engineer’s acceptance.
Acceptance of traffic diversion plans by the Engineer does not relieve the Contractor
Contractor of his contractual responsibility for public safety.
Environment
Inspection checklists at campsites to ensure sanitary conditions and COVID
safe environment shall be included in weekly Reports.
10.
Land issues/Resettlement
There are remaining acquisition issues at:
1. Sangu Bridge (Chittagong end) RHD
2. Mazar Point Bridge. Relocation of gravesites to be resolved
3. Patiya Bridge (both approaches).
Land Acquisition at Patiya for utility relocation (electricity poles and gas line) RHD
is required so that PVD installation for soft soil treatment of approach road
(Chittagong end) can commence.
Unsuitable Material
The Contractor must submit an RFI to Consultant for classification of Contractor
Unsuitable Material prior to removal.
A second RFI is then issued for joint measurement for removal and
replacement
12.
Additional Works
Contractor previously informed the meeting that a new boundary wall for RHD Contractor/
compound is required (as it was demolished for the Mathamuri Bridge Consultant
approach road). Contractor to submit design and cost for approval.
New Box culverts at Patiya Bridge approach road, Mazar Point Bridge info
approach road and Mathamuri Bridge approach roads. Contractor to prepare
Drawings and cost proposal for Engineer’s consideration.
A new concrete drain is required on the Left side at Sangu Bridge approach Contractor/
road. The new approach road embankment will cover the existing drain and a Consultant
new drain is proposed to redirect the drain. Further details are required.
A new drain was also requested by PD on Left side of Mathamuri Bridge Contractor

Other Business
Maintenance of Diversion Roads: ongoing. Mathamuri approaches require

Next Meeting:
The next Weekly Progress Meeting will be held on 25 October 2021 at
Contractor’s site Office at Dohazari.
The Resident Engineer thanked the attendees for their contribution and the
