CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF STUDY

Library as a concept has been described in different perspective and by different scholars though

targeted towards the same goals. Harold (2017) defined a library as a collection of books and

other literary materials kept for reading, studying and consultation. It is a place or center

organized for the keeping and use of a collection of books and other information materials for

learning, teaching and research.

An Academic library typically comprises one or more physical library buildings open to you as a

student, library collections, both physical and digital, and library staff, running a range of

services designed to support study and research. Library committee is as a group of people

appointed by a larger group to deal with a particular matter in the institution. In other words they

are fully involved in the planning and improvement of academic libraries in the

institution.Harrod defined a library committee as “the committee responsible for the provision of

a library service”. A governing body of a library is also known by different names like “Library

Committee”, “Library Board”, “Board of Director”, “Library Trustees” and “Advisory

Committee”. In Nigeria and some other country such a governing body is commonly called a

Library Committee. Hence, these terms are used here interchangeably. It is one of the executive

authorities. Library committee consist some selected members who are responsible for the

progress of institution and making a well plan and policy for the development of library

According to Oduagwu (2016): library committee is the management of a library, the

government of a library, the library board, library trustee board, library advisory committee etc.

the library committee plays an important role, it is the committee that is responsible to provide

an atmosphere where student and faculty alike will feel free to seek help of libraries and staff in

obtaining information either from our own collection or from other sources. They also take part

in the college programs as it strives to meet the needs of students, faculty and staff in their

academic and research programs as well as providing materials for their leisure and reading

needs. Library committee could be seen as a group of people appointed by the institution and

government to control the entire library system. The library committee is the body of the library

that makes policy. They are appointed by the institution and the government as well. Their

appointment does not base because of their profession and trust but because of their ability for

leadership, and are devoted to the conviction that information seeking, reading are very essential

to the institution. However it should be noted that the future of the library will depend on the

effectiveness with which trustees members are handling polices, and serve the interest of the

library. They also advance library objectives, refrain from interfering with management and

avoid politics. The absence of library committee in the institution means that when issues

affecting the library are brought before the management and the academic board meeting will

only be treated by the librarian and some times, he loses out in the final analysis. The researcher

as a student of an institution notes that the absence of a library committee in the higher

institution of learning contributed to the low standard in the management of the academic library.

The committee guide and promotes the library development by recommending and securing

necessary funds from appropriate sources. They also guide the library and its property by making

rules and regulations for the proper use of its resources and service. The committee is an

advisory body and is responsible for the provision of the library.

the library in the over all government organization and financial structure in planning and

improvement.

d. They enlarge public and official understanding of the library, its purpose, problems and

progress so that its public relationship may be fruitful.

e. They also communicate to the library director, the needs of their department and programs.

f. They report to the department and programs they represent and recommend appropriate faculty

action.

g. The committee works and make sure that salaries of the workers are being paid and

promotions are duly received.

STATEMENT OF PROBLEM

It has been observed that the level in which Academic libraries are being operated in some part

of Nigeria is nothing to write home about, in which the factors responsible for the problems are

not just one; such that the library committee can also be having influence in matters affecting the

library.

However the Library committee are indispensable in everything library settings because of its

decisive roles. The absence of library committee in any polytechnic as been a consign to most

people whose interest lie on the library and documentation services.

The researcher indulge into this area of study to know the reason behind continued absence of

library committee in the polytechnic

OBJECTIVES/PURPOSE OF THE STUDY

1. To ascertain the role of the library committee in the development of the Federal Polytechnic

Bida Library .

2. To find out the function of the library committee in the Federal polytechnic Bida Library

3. To identify what could be done to enhance the development of Federal Polytechnuc Bida

Library

SIGNIFICANCE OF THE STUDY

It is hoped that this research will go beyond finding the problems being envisaged to provide

recorded knowledge of an ideal academic library situation. By elaborately discussing the topic, a

good reference material will be achieved at the end.By usefulness of this work to students of

library and information science discipline in term of reference material, clarity of expressions

herein, etc will be great. Nevertheless, after reading this piece of work, the decision for one to

join the campaign in advocating a library committee in each of the polytechnic in Nigeria will be

seen by both the researchers and the institution.

SCOPE OF STUDY

The study is basically on the role of the library committee in the development of academic

library of the federal polytechnic Bida Niger state. The area to be covered in this study includes:

1. The problems/impediments which the library had witnessed as a result of the absence of this

library committee. These problems shall be viewed as they affect the library, the librarians, the

student, as well as other users of the library.

2. The need to redress the situation by ways of seeking to, or the development of the committee

in order to help the librarian and his staff to achieve the educational objectives of the institution

for which the library was established.

3. Further more, this project covers library committee and the development of academic library

of the Federal polytechnic Bida Niger state (its creation till date).

LIMITATIONS

Nonetheless, these results must be interpreted with caution and a number of limitations should be

borne in mind.

Time: the library committee and development of academic library cannot be comprehensively

covered within the limited time of this study. For this reason it’s based on the federal polytechnic

Bida Niger state.

Another limitation includes financial resources, there are transportation problems with the

current high cost of transportation. As a student, the finance to carryout a project is not easy,

unless with the help of God all mighty and also assistance by my family members

2.0 LITERATURE REVIEW

2.1Introduction

This review enables me to focus on scholarly perspectives about the role that the library

committee plays in school development. I close by summarising the implications and by

identifying omissions regarding the role of the library committee and problems that I found in

the literature review. Seidman, I. (2018).

2.2 Conceptual Framework

According to the International Federation of Library Associations and Institutions (IFLA,2017)

acquisition and collection development focuses on methodological and topical themes pertaining

to acquisition of print and other analogue library materials (by purchase, exchange, gift, legal

deposit), and the licensing and purchase of electronic information resources. Seidman, (2018).

Collection development involves activities that need a librarian or information professional who

is specialized in improving the library's collection. The process includes the selection of

information materials that respond to the users or patrons need as well as de-selection of

unwanted information materials, called weeding. It also involves the planning strategies for

continuing acquisition, evaluation of new information materials and the existing collection in

order to determine how well a particular library serves its users. Radnor, (2019).

The term development comes from the discourse that conceives of development as a

‘partnership’ of government and civil society that determines policies and rules for public

institutions (Grant Lewis & Motala, 2014b)

This discourse connects democracy with development by giving those affected a decision-

making role with government. Furthermore, development may be understood as the means by

which an activity or group of activities is controlled or directed Radnor, (2019).

This direction or control may be done directly by the government or assigned to another agency.

However, it is common for states to establish consensus– based forums for policy making and

partnerships for facilitating deliverance of services (Oldfield, 2017). There is agreement

amongst scholars such as that the concept of development is complex. Smelt (2018) says

development is about controlling a school. Radnor, (2019). suggest that development involves a

co-ordinating structure and function. Democratic participation of stakeholders in relation to my

study concerns how the library committee assists in school development. (Smelt, 2018)

Similar partnerships may form in SGB sub-committees as well. Such sub-committees must work

with the school governing body so that they together contribute positively to the teaching and

learning process. The library committee is part of a school’s development structure.

Understanding the role function of this committee is the purpose of this study. Some school

managers may be ex-officio members of these development structures. Hence, in the next

section I turn to the concept of management. (Smelt, 2018)

2.3 ROLE OF LIBRARY COMMITTEE IN DEVELOPMENT OF LIBRARY


They are appointed by the institution and the government as well. Their appointment does not

base because of their profession and trust but because of their ability for leadership, and are

devoted to the conviction that information seeking, reading are very essential to the institution.

2.4 FUNCTION OF COMMITTEE IN LIBRARY DEVELOPMENT

Library Committees play a critical role in the development of academic libraries. It is, therefore,

a standard practice for every academic library to have a Library Committee. These Committees

are expected to be functional and vibrant thus performing advisory, regulatory, selection and de-

selection, policy-formulating, and other decision-making roles Radnor, (2019).

The Committees should have the powers to take far-reaching decisions regarding the

development of the Academic Libraries. In effect, the membership composition of the

Committee is usually high-powered comprising representatives of Faculty, the Academic Board

of the Institution, Finance Department, Students, the Head Librarian, and other major

stakeholders. However, the composition could differ from Institution to institution especially

depending on the legislation establishing the particular tertiary institution. To give it the needed

authority to function as expected, the Committee is often chaired by the Pro-Vice Chancellor, or

Vice-Rector or Provost Grant Lewis & Motala, 2014b). . Vice-Principal of the Institution with

the Librarian as Secretary. All these arrangements are made to ensure that Library Committees

play essential and effective roles in the sustainable development of the Academic Libraries as

well as the Institute’s academic life The Library Committee may be referred to differently in

academic libraries; it may be called Library Council, Library Board, Library Governing

Board/Council, Library Management Committee/Council or simply Library Committee. It is a

common phenomenon to find Academic Library Committees.  These Committees may play

different roles in their respective universities. Also, the Universities’ authorities are quick to

acknowledge the fact that the Committee plays an integral role in the development of the library.

But the reality on the ground is that, most of these Library Committees are moribund and exist

merely to satisfy existing statutes. This is particularly the case in almost all the Technical

Universities’ libraries where this researcher observed over the past five years that,  the

committees are side-lined when it comes to major decision-making affecting the development of

the Library (such as budgeting, procurement planning, selection and acquisition of library

materials (Grant Lewis & Motala, 2014b).

Library functions are built-in functions that are grouped together and placed in a common

location called library.

Each function here performs a specific operation. We can use this library functions to get the

pre-defined output.

All C standard library functions are declared by using many header files. These library functions

are created at the time of designing the compilers.

We include the header files in our C program by using #include<filename.h>. Whenever the

program is run and executed, the related files are included in the C program.

Header File Functions

Some of the header file functions are as follows −

 stdio.h − It is a standard i/o header file in which Input/output functions are declared

 conio.h − This is a console input/output header file.

 string.h − All string related functions are in this header file.

 stdlib.h − This file contains common functions which are used in the C programs.

 math.h − All functions related to mathematics are in this header file.

 time.h − This file contains time and clock related functions.Built functions in stdio.h

2.5 WHAT COULD BE DONE TO ENHANCE DEVELOPMENT OF LIBARARY

Think about the first impression your library makes.

First impressions make lasting impressions, so ask the following questions:

 What’s the experience like at your library when patrons first walk in the entryway? Is it

welcoming? Is it aesthetically appealing? Does it guide them where they want to go?

 Are there open sight lines throughout your spaces? Is there visibility into your collection and

other areas of your library.( Pierre, 2000)

 How quickly can patrons get oriented to your space to know which direction they should

head to reach their initial destination?

Quick improvements that can dramatically improve people’s first impressions of your library

include adding a welcoming directory sign and decluttering your spaces. Find inspiration for

these endeavors in your collection’s organizing and clutter management titles. Grant Lewis &

Motala, 2014b).

Think about enhancements you can make to your service model.

Self-check equipment is mainstream, as is the practice of self-service holds. But service models

are continuing to evolve; for some libraries, the creation of genius bars and information

commons are gaining momentum as one-stop shops for service. Equally popular are smaller

service points throughout the library. Regardless of your model, make it easy for patrons to

complete simple transactions and know where to go for help. To do this, clearly identify help

desk locations and services throughout your library. (Grant Lewis & Motala, 2014b).

Create flow in your library space design.

We can’t deny that patrons make strong associations between books and libraries. However,

providing the community with gathering spaces and offering access to technology are also in

high demand. These are natural opportunities for you to show patrons that your library is much

more than books alone. Grant Lewis & Motala, 2014b).

Development projects that are working to achieve the Sustainable Development Goals (SDGs)

are most effective when they leverage existing resources and local institutions that people

already know and trust, such as public libraries, rather than funding new, unproven

infrastructure, or investing in narrow, technology-based approaches. 

 Libraries have staying power because of ongoing public support and dedicated

funding, and therefore governments and development agencies should seek to strengthen

and expand the services libraries offer. Grant Lewis & Motala, 2014b).

 Libraries support initiatives in a variety of fields, including health, agriculture, civic

engagement, education, information literacy and others, and have a powerful impact in

the community because they are connected to people needs at a local level.

IMPROVED POWER SUPPLY

The generation of electrical power is one of the most important applications of solar energy.

In this system, generally the solar energy is converted into thermal or heat energy. Here the

heat can be converted directly into electrical energy by solar cells. In recent years, the

developing countries of the world especially in Africa have experienced what is often called

―energy crises‖ with regard to incessant power outages. A crisis is a turning point in the

course of history, and recent developments clearly fit into this description. Energy is a

commodity and it is, therefore, available to users who are willing to pay whatever price the

sellers ask for it. The relevant questions are how much energy will be demanded at a given

price at a particular time? How much can the energy suppliers afford to spend to provide the

energy? At some points, the answers to these questions match and the markets forces of

demand and supply converge. This economic action is altered by regulatory and other

government controls. For years now, we have witnessed a period of rising prices and

uncertain political influences on fuel supply. Each of these factors constitutes an important

element of change. Food and fuel (exclusive of nuclear energy) have been made possible by

the sun through the photosynthetic combination of water and atmospheric carbon dioxide in

growing plants. Energy from the sun is the basic energy support for life and underlies the

wind, the climate and fossil fuels. The interest of this work is for the direct use of the sun’s

energy as it impinges on the earth by tapping the energy in the form of electromagnetic energy

prior to its conversion to wind energy, fossil fuel, plants, and most importantly, to electricity.

The Nigerian power sector has been in crisis for many years. Much of the generation,

transmission and distribution capacity has become worn out or damaged. Nigeria is the

world's 5th largest oil producer. According to Adam Smith International (2015) in Nigeria, the

average annual per capita power consumption, only 155 kWh, is among the lowest in the

world and Nigeria's per capita electricity consumption is 7% of Brazil's and 3% of South

Africa's. At the same time, at least 50% of Nigerian households have no connection

whatsoever to the grid. Self-generation (diesel or petrol generators) in Nigeria is estimated to

be 6,000MW.For Nigerians and for the Nigerian economy, the price to pay for this is

crippling. The poor currently pay more than N80 (£0.32)/kWh burning candles and kerosene,

whereas manufacturers pay in excess of N60 (£0.24)/kWh on diesel generation. Meanwhile,

everyone else who can afford it pays around N50-70 (£0.20- 0.28)/kWh for self-generation.

By contrast, grid power, if available, costs between 18 and 23/kWh. Absence of adequate

power is the most significant barrier to economic growth in Nigeria. If the current power

situation continues as it is until 2020, the Nigerian government estimates that some $130bn

(US dollars) (£81b) in GDP would be lost every year. Ossai-Ugbah (2012) lamented the sorry

state of power generation and reported that installed capacity is 8,000MW, but only 4,000MW

is operable of which only about 1,500MW is available to generate electricity, electricity

consumption in Nigeria is one of the lowest in the world.Of course the 4,000MW now being

generated for Nigeria's population of 150 million is still far too low. In contrast, Brazil

generates 100,000MW of grid-based power for 201 million and South Africa generates

40,000MW for 50 million (Adam Smith International, 2015). Business Day Research and

Intelligence Unit (BRIU) concluded a survey to evaluate the state of the Power sector in

Nigeria and its impact on Nigerians. As reported by Omomia (2015) the sample size was

taken from Lagos State, the commercial nerve centre of Nigeria, home to several

manufacturing firms, multinational companies, financial institutions, SMEs and other

businesses. However, the focus of this survey was on the residential consumers of electricity

in Lagos. The sample size cut across all areas and sections of the state comprising Lekki,

Magodo, Ilupeju, Badagry, Apapa, Surulere, Ogba and Agbara. Subsequently, BRIU covered

various locations and local government areas in Lagos. Unsurprisingly, when asked their

views on the current state of power supply based on personal experience, the respondents are

very dissatisfied. Analysis among the respondents revealed that only 1.3 percent are very

satisfied with the level of electricity provided; 7.5 percent are somewhat satisfied; 3.8 percent

are neither satisfied nor dissatisfied; 8.8 percent are somewhat dissatisfied while the balance

of 78.8 percent are very dissatisfied. Furthermore, the respondents also had similar views and

experience not just with the power generation segment but also with the distribution sub-

sector, as 70% of residential customers are very dissatisfied with the services of their

distribution companies, otherwise referred to as DISCOs. In addition, 12.5 percent are

somewhat dissatisfied while 8.8 percent are neither satisfied nor dissatisfied and the balance

of 8.8 percent is somewhat satisfied.

EMPLOY QUALIFIED STAFFS

1. Advertise necessary details about the requirement:

It is very much important to advertise the necessary details about the job requirement

using different sources of communication. And with the help of these communication

sources the company definitely finds its qualified employee whose involvement

projects in the remarkable growth of the company.

Therefore, before starting the process of hiring qualified employees, the company

needs to provide all the necessary details about the job in the job description.

2. Make use of company networks:

Some employers make it hard to find a qualified employee and which definitely can

be considered as one of the weaknesses of the company. Therefore, instead of

worrying about advertising this job description, the employer can make use of his

employee network or company networks to spread the word.

And ultimately the main task is to spread the news as soon as possible. With the help

of the company network, the company can invite other company qualified employees

to take a real interest in this proposal.

3. Use social media or company website:

To make this recruitment thing work, the employer need to indulge something

effective in this. And that would be thinking about the social media. The social media

creates a remarkable difference in the process of hiring qualified employees.

Additionally, it delivers one of the best candidates for the post more than expected.

Therefore, using social media or a company website to advertise the details about the

job description can definitely be considered as the huge step.

4. Maintain contact with interested candidates:

Some employers just ignore the fact that without interested potential candidates the

company cannot proceed with their working process. And for that the company needs

to understand the value about these potential interested candidates. Therefore, the

company requires to maintain a healthy contact with the rest of the potential

candidates in case of emergency requirement. It is one of the safest thing to do when

it comes to recruitment of qualified employee.

5. Involvement in healthy communication:

It is possible that some of the employers create an impression that it is one of the

toughest things to do than any other task in the company. Some people or candidates

think that it is one of the unhealthy communication one can ever build with another

person. And because of that one unhealthy conversation the company suffers its

qualified employee. Therefore, it is necessary to see to it that the employer starting

the interview is able to handle the healthy communication

PROVISSION OF LIBRARY FACILITIES

Library and information services are not conveyed in a vacuum; rather services are

offered using various types of books and non-book materials in various formats

formally known as library stock, library materials or information infrastructure

(Agbanu et al, 2010). They can also call them print and non-print materials. We also

have Electronic Information Resources (EIRs). In this regard, the International

Federation of Library Association (IFLA 2001) set the minimum standards for

information resources, facilities and services to be provided by public libraries. The

information resources include fiction books, non-fiction books, textbooks,

newspaper/magazines, pictures and posters, records and tapes, audio and video, toys,

CD-ROM and Braille materials. Ikenwe and Adegbilero-Iwari (2004) observed that

the use of library by users and indeed their satisfaction with library services depend

on availability of suitable learning materials, accommodation and competent staff in

the library. Ebiwolate (2010) opined that the library can have an important role in

enhancing literacy and advancement of knowledge among these rural dwellers. This

role can be effectively carried out with well-structured and well-planned library

services which include; book mobile service, circulation service. reference service,

lending service, library services to children, services for special groups, Information

Communication Technology (ICT); community contact scheme service and user

education, outreach extension service, information referral service, Selective

Dissemination of Information (SDI); Current Awareness Services (CAS) and

photocopy service. Onuoha, Omokeje and Bamidele (2003) found in their study that

photocopying and reference services were the most utilized library services while

binding and audiovisuals were the least used services, while Itumeleng, Malcolm and

Anis (2014) found out that users do make significant use of the library, its services

and resources.

STAFF TRAINING SHOULD BE PUT INTO COGNISANSE

facilitate a mentoring circle, where like-minded individuals work collaboratively to support and

encourage personal and business development. This needs some frontline skilled management

but once it's in place it is self perpetuating and potentially rewarding, both personally and

company-wide.

For one-to-one training you can consider setting up a mentoring arrangement where those who

are more experienced in the role agree to spend a regular amount of time with someone they can

nurture.

Any training has to be targeted and right for the staff: In the absence of engagement, staff

can become disenfranchised – but throwing the standard training approach at them may make

feel even more disengaged. Any training has to be targeted and right for the staff – not general. I

would suggest that before any training is decided upon every effort is made to understand the

needs of the staff and what the organisation is trying to achieve.

In our business, we have lunch together as a development tool: We cook together and eat

together. It's great social connecting time but also great time for people to share experiences,

customer stories and so on. It's a very real development experience, especially for new starters.

Every Monday a different pair gets selected to make lunch for everyone in two weeks' time – it's

great fun, we all get a treat and those two people work with each other in a completely different

way. It enables everyone – employees and directors – to connect more effectively, breaking

down some barriers to enable openness.

Think about what situations e-learning would suit: Most businesses need their people to

become better with customers, work well together, take the initiative, make good decisions and

so on. These are behaviours. Habits we turn to without realising it. And to get good at them

takes practice, motivation and trial and error. However, e-learning is about becoming

competent, it is rarely about using that competency every time and it is very hard for it to be

so ... unless we are talking about serious investments such as flight simulators. So for me, e-

learning is good for becoming aware of something, it can build a competence, but it rarely

builds a behaviour.

Try and bring together virtual teams where possible: Making the most of the time you do

have together is essential and so is programming in time for this. I have written a blog about

how to work successfully together even when you're apart.

People learn from being set challenges: I would suggest that many 'creatives' learn better by

doing or creating something. Therefore, to facilitate learning and development, how about

setting them a problem to solve or challenge them to design a new solution to something? I

believe they will then go about finding out how to do it, approach it and, in turn, learn and

acquire the skills that they need.

LIBRARY MANAGEMNT SHOULD BE PROPERLY ADDRESS THE

ENVIROMENTAL FACTORS OF LIBRARY

Information plays a central role in the academic advancement of the user community in

institutions of higher learning. From primary to tertiary level its pivotal role in positively

enhancing academic programmes cannot be over emphasized. It is a raw material which enables

researchers to monitor the progress in their disciplines and to learn about developments in other

fields of study. Similarly, Bitagi (2013) notes that it is news that comes to the receiver for the

first time which enables the receiver to take action according to expectations. To play its role, it

is presented to the user community in variety of forms called resources. Information resources

therefore are primarily, processed, organized, stored and made accessible to aid users in their

reading and research activities. They include books, journals, theses, dissertations, technical

report and all related materials in print format, Information and Communication Technology

(ICT) and related electronic gadgets. Evidently, information resources are made visible when

they are put to use. Use with regards to the library depicts using of library information

resources. It involves reading books/periodicals, surfing the net, getting answers to reference

questions, etc. by the library users. Use of information resources enhances effective research

among users in universities. The university environment and its library should therefore be

conducive and serene to encourage users to use the resources towards actualizing their academic

pursuit. Environment is the totality of elements which individually or collectively establish the

requirements which must be met by any library to enhance the use of its information resources.

Hoffmann (2015) citing Leipzig opined that environment is the space surrounding a human

being which also exerts impact on him and influences his living conditions. Users discover their

real selves and abilities to substitute worthy activities for useless and frivolous ones in a

desirable system and library environment. In alliance with the above view, Uhegbu (2007)

asserts that whether in the general community setting or in the library, the environment is a vital

consideration by users and it influences the use of the library. Hence, the elements,

surroundings or conditions that make up the environment, must encourage positive library and

its information resources utilization

RESEARCH METHODOLOGY

3.1 Research Design

The research design used in carrying out this study was the survey research.

3.2 Population

The population used for this study consisted of twenty (9) library committee were selected

organizations in the Federal Polytechnic Bida.

3.3 Sample And Sample Techniques

The entire population was used for the study as the total population was considered

manageable

Research instrument

The research instrument used for data collection was oral interview to the respondent.

3.4 Validation of instrument

The instrument used was scrutinized by the supervisor and two other lecturers before it was

approved for distributions.

3.5 Method of Data Analysis

The researcher analyzed the data using mean standard deviation to determine the level of

each item to be presented based on the rule adopted by the researcher any respondent with a

point of 3.00 and above will be accepted while respondent below 3.00 will be rejected.

The committee Of federal polytechnic Bida guide and promotes the library development by

recommending and securing necessary funds from appropriate sources. They also guide the

library and its property by making rules and regulations for the proper use of its resources and

service.

The library committee of federal polytechnic Bida library also play other certain roles like

making recommendations for proper functioning of the library and also frame, review and

approve library rules and also develop a general program of library service to suit the interestand

requireme nts of different departments under each schools

4.2 What is the function of library committee in federal polytechnic Bida library

RESPONDENT:

The sphere of action of the Library Committee of federal polytechnic Bida library is bounded on

one side by the sphere of the parent body and on the other by the sphere of the permanent

executive. The library committee of federal polytechnic bida perform various functions in the

polytechnic like which some are Discussing and evaluating budgetary issues for books, journals,

databases, media, e-resources etc.

They also perform the functions of advises regarding library service especially innovation, for

the campus community. Another important functions of the committee is that they ensure that

adequate, proper and cosy library fittings and furniture articles are made available in the library.

Only standard furniture articles should be provided so that in future any number of identical

articles ma y be added without any dislocation or wastage of money

4.3 What could be done to enhance development of Federal Polytechnic Bida Library ?

RESPONDENT :

Offer easy access because everyone uses them, libraries need to be accessible. It is essential to

provide people with a variety of ways to get there, including convenient transit routes,

walkable streets, and adequate bicycle facilities. First and foremost, libraries should be

connected to the sidewalk network,

Provide a variety of amenities the importance of good amenities cannot be overstated for any

library development the right amenities greatly bolster efforts to attract more patrons and serve

a variety of different people. If a library decides to offer Wi-Fi service, for instance, they will

optimize public use if they also give web surfers comfortable places to sit both inside the

building and outside under shady trees. Other amenities may include public art, fountains or

other central features that help establish a convivial setting for social interaction, encouraging

people to gather and linger. Stable electricity and internet connection is also a great way for the

polytechnic library to develop in a great way because this will entice the library patron to

always visit the library and also make works easier for the staffs of the library by making use of

the electronic gadgets such as computer, projector and so on

SUMMARY,CONCLUSION AND RECOMMENDATION


5.1 Summary

In this final chapter I present my conclusions based on my findings about the role of the library

committee development of academic library of the Federal Polytechnic Bida. The findings,

presented in chapter 4, were derived from interviews with some of the librarians from The

Federal Polytechnic Bida.

5.2 Conclusions

Two conclusions stand out in this study.

i. The first concerns the nature of the roles and responsibilities, that the Federal

Polytechnic Bida library committee performs in terms of the Section 20(1) (a)

development function i.e. to develop quality education for all learners at the school

(Republic of Nigeria, 1996).

ii. The second conclusion concerns the functioning of the relationship between the SGB

and its sub-committee, namely the school library committee.

The school library committee develops quality education for all learners as required in SASA

Section 20 (1)(a) through three roles and seven responsibilities. This was a common finding

across the three case studies. The three roles are advisory; monitoring and evaluating; and

networking and advocacy.

5.3 Recommendation

My study sought to identify the role of the library committee in school development. I found

that the key members of the library committee, namely the Liberian and the teacher-librarian,

have a broad but weak understanding of the concept of development as defined by Smelt (2018),

Pierre (2019) and Mothata (2017) i.e. that development deals with decision–making about

policy.

i. The participants’ limited understanding contrasts with statements issued from

government, that construct partnership as being between state and community.

ii. This limited understanding is contrary to Section 20 (1)(a) of SASA which states that

the SGB should ‘promote the best interests of the school and strive to ensure its

development through the provision of quality education for all learners at

school’(Republic of Nigeria, 2006).

iii. My finding is that there is a poor relationship between the SGB and the library

committee. Participants revealed that there is a weak policy link between the SGB

and the committee because the SGB representatives are not present at library

committee meetings where library policies are formulated. Thus, SASA gives the

SGB the power to approve and develop school policies.

iv. It is important that the SGB be involved with the committee in library policy

formulation so that the partnership that SASA advocates is practiced.

Decentralisation of school development is associated with shared decision-making

among local stakeholders, such as parents and teachers.

v. The school governing body lack of input in decision making at the case study schools

concerning the development of the library as a key component of quality education

results from a poor understanding of their role in the subcommittee for the school

library.
