1.0 Description
1.1 The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) in support of the
Saudi Arabian Ministry of National Guard is seeking information from interested contractors who could
provide Aviation Training and Support Services (TSS-AVN) for rotary wing aircraft.
1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for
information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to
issue an RFP in the future. This request for information does not commit the Government to a contract
for any supplies or services. Further, the OPM-SANG is not at this time seeking proposals and will not
accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any
information or administrative costs incurred in response to this RFI; all costs associated with responding
to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude
participation in any future RFP, if any is issued. The subsequent RFP, if any, will be issued in accordance
with FAR 6.302-4 International Agreement and at the discretion of the Saudi Arabian Ministry of
National Guard.
2.0 Background
This Request for Information (RFI) describes the training and support services required to modernize the
Saudi Arabian Ministry of National Guard (MNG) Aviation Program. The Training and Support Services
Contractor’s effort will be an integral part of the modernization process, which covers all elements,
missions, and functions of the Ministry of the National Guard (MNG) as well as those requirements
needed to support the activities of the Office of the Program Manager. The ultimate program goal is the
development within MNG of the capability to unilaterally initiate and sustain modern military
organizations and systems.
The Government will implement this Foreign Military Sales (FMS) program using procurement and
contract management procedures in accordance with Federal Acquisition Regulations (FAR) including
Department of Defense (DFARS) and Army (AFARS) Supplements.
The effort will require a contractor to establish and maintain technical and business management of all
functions and any other ancillary services as necessary to accomplish the requirements of this RFI in an
efficient and cost-effective manner.
Unless furnished by the Government, the Contractor is responsible for providing all materials, training
aids, supplies, living and office quarters, vehicles and qualified personnel to conduct effective training
and support services throughout all the functional areas.
The Contractor will be required to provide periodic reports or other Deliverables in the performance of
this effort, not limited to, but may require standard operating procedures (SOPs), and processes and
procedures.
Government property and equipment may also be furnished on this contract. Except as otherwise
specified in writing by the OPM-SANG, title to all property furnished to the Contractor by OPM-SANG
or acquired by the Contractor for performance of this effort shall vest in the SANG. The Contractor will
be responsible for maintenance, repair, and accountability of this property.
The Contractor will have to adhere to all applicable Host/Nation laws in all areas of performance and
management oversight. The work will be performed in various locations throughout the Kingdom of
Saudi Arabia. The Period of Performance is estimated to begin on 01/01/2023 and continue thru
12/31/2028.
3.1 The following is a listing of services currently being performed and OPM-SANG is seeking
information from interested contractors with the capability to perform all or part of the services:
3.1.1 Airfield Management and Operations to include, air traffic control services, crash fire rescue
services and flight operations
3.1.2 Flight and Non-Flight Training to include aircrew training program management and on the job
training
3.1.4 Airfield Support Services (AFSS) in the Kingdom of Saudi Arabia on KAA Airfield and maintain,
sustain and/or provide required equipment, supplies, and services related to airfield operations
service.
3.1.16 Aviation Pilot and Maintenance Training for the MD-530F, AH-6I, UH-60M and AH-64E
3.1.17 On-the-Job Training (OJT) for MNG Soldiers in, Flight Operations, Logistics, and Supply Chain
Management (LSCM), Air Traffic Control and Crash and Fire Rescue
3.1.18 Experience in conducting operations overseas, specifically Saudi Arabia and the Middle East. If
the experience has been performed by a prior U.S. Government Contract. Please submit the Contract
number and total contract amount.
3.1.19 Prior experience in working on efforts of this magnitude. If the experience has been performed by
a prior U.S. Government Contract. Please submit the Contract number and total contract amount.
3.1.20 OPM-SANG is requesting the capabilities of interested contractors to perform the above effort.
3.1.21 OPM-SANG is requesting information on contractors who are interested in just supporting the
Aviation Training portion of the requirement.
3.2.22 OPM-SANG is requesting information on contractors who are interested in just supporting the
Support Services portion of the requirement.
3.2.23 OPM-SANG is requesting information on contractors who are interested in supporting both the
Aviation Training and Support Services portion of the requirement.
4.0 Responses
4.1 Interested parties are requested to respond to this RFI with a white paper.
4.2 White papers in Microsoft Word for Office 2016 compatible format are due no later than
03/21/2021, 1:00pm SAST. Responses shall be limited to five (5) pages and submitted via e-mail only to
[email protected]. No proprietary information should be included in the submission.
Please be advised that all submissions become Government property and will not be returned.
4.3. Section one (1) of the white paper shall provide administrative information, and shall include the
following as a minimum:
4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone
number, fax number, and e-mail of designated point of contact.
4.3.4. Business type (large business, small business, small disadvantaged business, 8(a)-certified
small disadvantaged business, HUBZone small business, woman-owned small business, very small
business, veteran-owned small business, service-disabled veteran-owned small business) based upon
North American Industry Classification System (NAICS) code 488119 , National Other Airport
Operations. “Small business concern” means a concern, including its affiliates that is independently
owned and operated, not dominant in the field of operation in which it is bidding on Government
contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121.
A small business concern for the purposes of this procurement is generally defined as a business,
including its affiliates, averaging no more than 35 million dollars in annual receipts. Annual receipts
of a concern that has been in business for three (3) or more complete fiscal years means the annual
average gross revenue of the concern taken for the last three (3) fiscal years. Annual receipts of a
concern that has been in business for less than three (3) complete fiscal years means its total receipts
for the period it has been in business, divided by the number of weeks including fractions of a week
that it has been in business, and multiplied by 52. Respondents are cautioned, however, that this is a
general description only. Additional standards and conditions apply. Please refer to Federal
Acquisition Regulation FAR 19 for additional detailed information on Small Business Size Standards.

4.4 Section two (2) of the white paper shall suggest breakout/grouping of the work effort and interest in
performing all, or part of, the services in Section 3 of this RFI and shall be limited to a total of five (5)
pages for the submission, including both sections.
OPM-SANG representatives may or may not choose to meet with potential offerors. Such discussions
would only be intended to get further clarification of potential capability to meet the requirements,
especially any development and certification risks.
6.0 Questions

7.0 Summary
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Aviation
Training and Support Services. The information provided in the RFI is subject to change and is not
binding on the Government. The OPM-SANG has not made a commitment to procure any of the items
discussed, and release of this RFI should not be construed as such a commitment or as authorization to
incur cost for which reimbursement would be required or sought. All submissions become Government
property and will not be returned.
