Over 70 percent of more than 360,000 foreign domestic helpers work more than 13 hours a day, a
survey conducted by the Chinese University has found.

Out of the 2,017 Filipino and Indonesian helpers polled from May to September 2017, 20 percent said
they do not enjoy days off on statutory holidays, and worryingly, 3.9 percent claimed they had been
beaten by their employers before.

Researchers also found that more than a third of the respondents needed to work on their day off,
and 7.3 percent said they have never received their wage on time. # $
The survey was conducted by the university's Research Centre on Migration and Mobility to learn
about employment conditions.

There are now more than 380,000 foreign domestic helpers.

Around 26.5 percent said they worked nine to 12 hours a day, while 61.7 percent said they worked 13
to 16 hours a day, and 8.9 percent even worked more than 16 hours a day.

Researchers also found that foreign domestic helpers are less physically and mentally healthy than
local residents.

Domestic helpers only scored 47.1 out of 100 in regards to their physical health, lower than the 51.8
local residents attained in the same survey last year. As for mental health, domestic helpers scored
44.7, significantly lower than the 55.5 achieved by locals.

Roger Chung Yat-nork, assistant professor of public health and primary care, said negative factors
like working on their day off, being discriminated against and abused, and not receiving their salaries
on time have had an adverse impact on domestic workers' health.

He added that the number of workers being physically abused may be underestimated as some of the
respondents may have found the question sensitive and opted not to tell the truth.
Raees Begum Baig, an assistant professor of social work, said the live-in policy for helpers makes it
difficult for the government to protect them from working long hours. "As they are living with their

employers, it is hard to define what is formal work and what is not," she said. "It is also difficult to
control the working hours."

Currently, the minimum wage for a foreign domestic helper is HK$4,520 per month.

But Baig said the salary and working hours of domestic helpers are disproportional.
"Their standard minimum wage is slightly over HK$4,000, and when they need to work 13 hours a
day, 25 days a month, the hourly wage is just over HK$10, which is way lower than the statutory
minimum wage of HK$34.50 per hour."

She suggested that the government implement clearer rules in employment contracts and provide
more education to domestic workers on their rights and where to seek help.

Baig also said there is a lack of social service organizations to support domestic helpers, and added
that there should be more holistic services for them.
