1. EVENT TITLE, DATE & VENUE


1.1. The Event will be known as the “2023 Shannons Trophy Series”, hereinafter referred to as “the
Event”, will be held at Queensland Raceway, Willowbank, Queensland on 4th– 6th August 2023.

2. ORGANISATION & STATUS


2.1. The Event will be held under the FIA International Sporting Code including Appendices (Code), the
National Competition Rules (NCR) of Motorsport Australia, the Circuit Race Standing Regulations
(CRSR) published by Motorsport Australia, relevant Championship and/or Series Sporting &
Technical Regulations as approved by Motorsport Australia, these Supplementary Regulations and
any Further Supplementary Regulations, Bulletins, and any Driver briefing notes and instructions
issued by the Category Race Director or Clerk of the Course.
2.2. The Shannons Trophy Series will be a National Circuit competition, however, Queensland Excels
will be conducted under State Status.
2.3. This Event will be conducted under and in accordance with Motorsport Australia OH&S, Safety 1st,
Integrity and Legal and Risk Management Policies, which can be found on the Motorsport Australia
website at www.motorsport.org.au.
2.4. Certain public, property, professional indemnity and personal accident insurance is provided by
Motorsport Australia in relation to the Event. Further details can be found in the Motorsport Australia
Insurance Handbook, available at www.motorsport.org.au.

4. CIRCUIT DETAILS
4.1 Track Length: 3.93 Kilometres
4.2 Direction: Racing is Clockwise
4.4 Stewards Office: Located in the Race Control Tower
4.5 Secretary of the Event Office: In the Motorsport Australia Operations Container in the main
paddock area.
4.6 Notice Board: Available electronically via the Sportity App (password: MSA23)

5. ENTRIES & ENTRY FEES


5.1 Entries for the Event will open on distribution of these Supplementary Regulations.
5.2 All TGRA Scholarship, Sports Sedans and Excel Competitors must complete an Entry via Event
Entry following the dedicated link for their category:

5.3 Entries for Radicals and Formula Open must be submitted to their Category Manager/Administrator
5.4 Entries for the Event will close at 1700hrs (AEST) on Friday 28th July 2023. The completed Entry
Form must be received by Event Entry or the relevant Category Manager/Administrator no later
than this time.
5.5 The Entry Fee for the Event is as agreed between the relevant Category Manager/Administrator
and the Promoter and is payable at time of submission of the entry.
5.6 Entries for the Event are by invitation only and the submitting of an entry does not automatically
imply and invitation was issued.
5.7 The maximum number of entries accepted for each Category will be as agreed between the
Promoter and the relevant Category Manager/Administrator.
5.8 Entries to the Event may be refused in accordance with the NCR.

6. CATEGORIES
6.1 2023 Toyota Gazoo Racing Australia Scholarship Series: 3 x 20 min Races (time certain)
Conducted in compliance with the 2023 Toyota Gazoo Racing Australia Scholarship Series
Sporting and Technical Regulations as approved by Motorsport Australia.
6.2 2023 Workhorse Radical Cup Australia Series: 2 x 50 mins Races (time certain)
Conducted in compliance with the 2023 Workhorse Radical Cup Australia Series Sporting
and Technical Regulations as approved by Motorsport Australia.
6.3 2023 National Sport Sedans: 3 x 20 mins Races (time certain)
Conducted in compliance with the 2023 National Sports Sedans Series Sporting and
Technical Regulations as approved by Motorsport Australia.
6.4 Formula Open: 3 x 20 mins Races (time certain)

Conducted in compliance with the 2023 Australian Formula Open Series Sporting
Regulations as published by Motorsport Australia.
6.5 Hyundai Excels: 5 x 25 mins Races (time certain)
Conducted in compliance with the Technical Regulations for 3rd Category – Group 3E –
Circuit Excel as published in the Motorsport Australia Manual.
7. SCHEDULE
7.1 The Event Schedule will be attached to these Supplementary Regulations.
7.2 The Event Schedule may be varied or altered at the Promoter/Organiser’s discretion. You will be
notified of any changes.
7.3 The Promoter/Organiser reserves the right to postpone, abandon or cancel the Event or any part of
the Event in accordance with the NCR.
7.4 There will be a number of parade laps, various demonstrations, and passenger rides at the Event
and they will be conducted in accordance with the NCR and the Motorsport Australia Motorsport
Passenger Ride Activity Policy.

8. LICENCE REQUIREMENTS
8.1 Each Competitor must hold a Motorsport Australia Competition Licence unless they comply with
8.4.2.1 or 8.4.2.2 below.
8.2 Each Driver must hold a minimum of a Motorsport Australia Circuit Licence with provisional
endorsement unless noted otherwise against a particular event or specified otherwise in the Sporting
Regulations for the relevant Championship/Cup/Series/Trophy etc. or:
8.2.1 Hold a Motor Sport New Zealand National C1/C2 Competition Licence and valid Tasman Visa
for the Event; or
8.2.2 Hold the minimum of the highest grade National Licence issued by a foreign ASN required
for the event and obtains approval to complete from the ASN that issued their licence.
i) Each such driver and competitor will be required to receive an authorisation to compete
from Motorsport Australia prior to the Event and unless specified otherwise in category
Sporting Regulations will be ineligible to score points in any
championship/Cup/Series/Trophy/etc connected with the Event.
8.3 The Organiser confirms that the circuit to be used for this Event holds the necessary Motorsport
Australia National Track licence for each of the categories nominated in these Supplementary
Regulations.

9. MEDICAL SERVICES
9.1 The Circuit Medical Centre is located at the bottom of the Race Control Building.
9.2 Operating Hours will be updated in the Further Supplementary Regulations.

10. PADDOCK SPACE ALLOCATION


10.1 All Paddock allocations will be planned at the discretion of the Promoter in consultation with the
relevant Category Manager/Administrator.

11. ACCESS TO CIRCUIT PROPERTY AND PADDOCKS


11.1 Competitors should note that there will be limited Security in this paddock throughout the Event
and that they should take their own security precautions at all times, particularly while their
Competition Automobile is on the track.
11.2 Each Category Manager/Administrator will need to supply the Event Paddock Manager a proposed
paddock layout including information on requirements and infrastructure specific to that Team.
11.3 Specific conditions and details of venue access and logistic movements into the paddock areas will
be distributed directly to the Category Mangers/Administrators. These conditions and timeframes
including any predetermined order must be adhered to.
11.4 Transporter/Trailer park up times for Thursday 3rd August will be as follows:

11.5.1 TGRASS Thursday 1000 - 1800
11.5.2 Radical Cup Series Thursday 1200 - 1800
11.5.3 Formula Open Thursday 1200 - 1800
11.5.4 Sport Sedans Thursday 1000 - 1800
11.5.5 Excels Thursday 1300 - 1800
11.5 All Vehicles/Transporters are to enter via the Main Gate on Champions Way)
11.6 All Category Personnel must be clear of the precinct no later than 1900 on Thursday 3rd August.
11.7 Instructions will be distributed by the Category Managers/Administrators in conjunction with
Motorsport Australia.
11.8 No Transporters are allowed to enter the Circuit until direction has been given at the designated
meeting point and until the Category Manager/Administrator is onsite to facilitate park up.
11.9 It is prohibited to wash transporters at the Circuit.
11.10 All access lanes in and around the Race Paddocks must be kept clear at all times during the Event
including when unloading your Competition Automobile from your race transporter or trailer.
11.11 Competitors must work on their Competition Automobile within their category allocated paddock. All
team members involved in loading and unloading equipment during bump in and bump out must
wear hi-visibility vests to comply with Queensland Workplace Health and Safety laws.
11.12 Competitors, including their associated people, are prohibited to sleep overnight in the Paddock
areas.
11.13 Where a Competitor requires their personnel to work late into the evening and/or into the early hours
of the following morning, they must first attain permission by advising their Category
Manager/Administrator who then must seek permission from the promoter.
11.14 Children in any restricted areas including the paddock must be under direct supervision of an adult.
The Promoter reserves the right to have the offenders removed.
11.15 Competitors may not move from their allocated parking positions within their paddock areas on
Sunday 6th August 2023 until 5:00pm unless otherwise permitted/instructed by the Event Paddock
Manager. A detailed exit strategy will be provided to the Category Administrator/Manager by the
Promoter.

12. PADDOCK AREA MOVEMENTS


12.1 All Competition Automobile movements to and from sessions are to travel in the one-way directions
as shown on the Paddock Movements Diagram in the Further Supplementary Regulations.
12.2 All trolleys transporting equipment i.e., tyres, fuel etc., when moved in a public area must be moved
by a minimum of two personnel. A minimum of one person to push the trolley/drum and a minimum
of one person acting as a spotter is required at all times.
12.3 All Competition Automobiles travelling in the paddock other than to or from a scheduled session
must be pushed. One person acting as a spotter is required at all times.
12.4 A speed limit of 10km/h applies to all vehicles in the paddock.

13. RACE TRACK WALK


13.1 Teams are permitted to undertake their Track familiarisation walk between 1500hrs and 1700hrs
(AEST) on Thursday 3rd August 2023.
13.2 The Race Track will still be used by working vehicles and machinery during the Race Track Walk.
As such, keep to one side of the Race Track where possible and be aware of your surroundings. All
Team personnel participating must always wear a high visibility vest.

14. DOCUMENT CHECK AND SCRUTINY


14.1 Document check will be completed electronically unless otherwise organised with the Secretary of
the Event. The Category Administrator/Manager for Radicals and Formula Open must provide the
Secretary of the Event with electronic copies of Entry forms. TGRASS, Sports Sedans and Excel
entries will be obtained via Event Entry.
14.2 Category Managers/Administrators must deliver all Automobile Log Books to the Scrutiny Office.

14.3 Category Administrator/Managers will be given the Pit Lane Access wristbands for the category by
the Secretary of the Event. They will then collect Risk, from competitors and provide team wristbands
in return. Without a wristband no crew member will be permitted to be in Pit Lane. The maximum
number of persons permitted in Pit Lane per race vehicle will be two (2) for TGRASS and four (4) for
all remaining categories.
14.4 The signed Risk Warning, Disclaimer & Indemnity Form must be returned to the Secretary of the
Event prior to the categories first session on Friday 4th August, along with any unissued wristbands.
14.5 Scrutineering will be conducted in accordance with the Motorsport Australia Guidelines.
Consequently, there are no scrutineering times listed.
14.6 Each Competitor must complete the “Statement of Vehicle Compliance” form. These must be
provided to the Secretary of the Event by the Category Manager/Administrator prior to competition
commencing.
14.7 Further scrutineering, technical examinations and parc fermé may be carried out following incidents
and at any other times during the Event at the discretion of the Chief Scrutineer or a Technical
Delegate.
14.8 Any Competition Automobile, or driver, may be prevented from further participation in the Event for
reasons of safety.
14.9 Helmets and other driver apparel may be checked at any time in the Marshalling Area
14.10 Competition numbers, all advertising signage, and functioning timing transmitters must be in place
on the Competition Automobile before it is driven onto the track at any time.
14.11 Tyre Regulations will be as per category regulations.

15. GOLF BUGGIES


15.1 All golf buggies must be road registered.
15.2 No buggy movements are permitted at any time between the rear of transporters and Team Garages.

16. FUEL AND FUEL HANDLING & STORAGE


16.1 Competitors must comply with their category series regulations regarding the use of the fuel unless
varied below.
16.2 No fuel is allowed to be brought into the Circuit by Competitors, except for fuel already in the
Competition Automobile. Competitors may not refuel their Competition Automobile in Pit Lane.
During any refuelling/defueling operation in the paddock/garages, pit crew must be attired in
accordance with Technical Appendix – Schedule D, Article 3.6 of the Motorsport Australia Manual.
16.3 For Radicals and TGRA, RaceFuels onsite will provide all fuel in appropriate containers as per the
category’s delivery schedule.
16.4 For Formula Open and Excels, fuel will be available for purchase via the RaceFuels bowsers at the
circuit. Competitors will be required to bring their own appropriate fuel safe containers. ELF Core
50 is available to pre-order in 50lt drums via RaceFuels.
16.5 For Sports Sedans, fuel will be available for purchase via the RaceFuels bowsers at the circuit.
Details regarding supply of fuel safe containers will be provided in the Further Supplementary
Regulations.

17. REFUELLING
17.1 At least one crew member must be designated as a fire marshal and be in possession of a 4.5kg (or
larger) dry powder fire extinguisher during refuelling. The designated fire marshal must not perform
any other role or duty during the refuelling procedure.

18. WASTE OIL


18.1 All personnel must be aware of the fact that NO waste of any nature may be tipped into any storm
water drain.
18.2 All storm water drains lead directly to the local waterways and the State’s Environmental Protection
Agency (EPA) will be monitoring the situation in the lead up and throughout the event.
18.3 This ban includes the washing of any wheel rims within the vicinity of storm water drains.

18.4 Competitors are advised that the EPA is taking an extremely proactive approach to this matter and
are put on notice that any infringement of this directive will result in action being taken by either the
Promoter or the EPA or both.
18.5 The Promoter has provided an area for disposal of waste oil and/or fluid products that are located
near the Circuit fuel dump. This is not for the disposal of used parts (i.e., oil filters etc.)

19. TIMING
19.1 The Finish line will be the control line for all timing purposes.
19.2 All events will be “time certain” events. Competitors will be advised if the listed finish times vary
on the day.
19.3 Timing of all Sessions will be by electronic means using the Australian Dorian System, and all
Competitors must have a working DATA 1 Timing Transmitter fitted to their Competition
Automobile prior to scrutineering and during all track activity.
19.4 A Competition Automobile without an operational timing transmitter during any session may not
have a time recorded until the transmitter is functioning and operating correctly.
19.5 Transmitters can be purchased/arranged from Dorian Industries P/L ph.: 03 9931 1371.

20. GENERAL
20.1 Protests and appeals, if any, must be lodged in accordance with the NCR.
20.2 Awards will be as per Series Regulations or as advised by the Category Manager/Administrator.
20.3 Entries will be accepted for each category up to the circuit density for that category, and thereafter,
accepted as reserves under conditions to be discussed at time of acceptance.
20.4 No bicycles, tricycles, motorised scooters, roller blades, skateboards or similar devices are permitted
to be used in the Pit Lane or Paddock Areas.

21. ADDITIONAL FLAG POST


21.1 In addition to the flags shown at the control line, the following flags may be shown at the flag post
2b midway along the back straight on the left side of the track – Black Flag, Black Flag with Orange
Disc, Bad Sportsmanship Flag. If a driver is shown either of the first two of these flags at this flag
post, that driver must enter the Pit Lane the next time they reach Pit Entry.

22. DRIVER BEHAVIOUR AND TRACK LIMITS


22.1 Driver behaviour is detailed in the Code of Driving Conduct in the Circuit Racing Standing
Regulations in the Motorsport Australia Manual. Each Sector Marshal is designated Judge of the
Fact with regards to shortening the course, and appropriate action will be taken if infringements are
observed. Any driver exceeding the track limits, as defined by the solid line at the track edges, may
be subject to a penalty.

23. COVID-19 RESPONSE


23.1 Any additional Event specific COVID-19 management protocols will be specified by the Promoter.
23.2 Under no circumstances may anyone with symptoms consistent with COVID-19 attend the Event.

24. UNMANNED AERIAL VEHICLES (UAV) PROHIBITION


24.1 The use of Unmanned Aerial Vehicles (UAV-drones and similar) is prohibited at any motorsport
Event unless specifically approved by Motorsport Australia and must comply with Motorsport
Australia RPA Policy.
24.2 This prohibition extends for the period of the Event period over the entire Event.
24.3 It also includes the prohibition of the use of any unmanned aerial vehicle (UAV), drone or similar
device over the Event area which is being operated from outside of the event over the declared area
during the Event period.
24.4 A breach of this prohibition will result in disqualification from the Event for any offending Competitor
and or Team and Driver/s. All credentials or admission tickets issued to any offending Competitor or
Team, and associated personnel will also be withdrawn.

24.5 The prohibition and Penalty for a breach of same as outlined above, is in addition to any
Penalty/Penalties that may occur as a result of breaching Civil Aviation Authority (CASA) regulations
in relation to the use of UAVs in controlled airspace, and over areas containing significant numbers
of people.

25. SAFE WORKING CONDITIONS – SAFETY 1ST


25.1 Competitors are reminded that they are responsible for the working conditions of their associated
personnel at all times and must ensure that all applicable safe working conditions are met.

26. INTEGRITY
26.1 Motorsport Australia’s National Integrity Framework and any associated policy (including the
Australian Anti-Doping Policy, Motorsport Australia’s Illicit Drugs in Sport (Safety Testing)
Policy, the Motorsport Australia Alcohol Policy), apply to any activity authorised by Motorsport
Australia as published at motorsport.org.au.
26.2 Any Participant including the holder of a Motorsport Australia Licence (or a Licence issued
by another ASN) may be tested for the presence of alcohol, any drug or other banned
substance. In addition to any penalty imposed by Motorsport Australia, a further penalty/s
may be applied by Sport Integrity Australia.
26.3 Consumption of alcohol in any Reserved Area is prohibited until all Competition is concluded
each day.
27. SMOKING
27.1 Smoking (which includes e-cigarettes and “vaping”) and any naked flame is prohibited within 3 metres
of any refuelling/defueling operation.
