1.0 SCOPE
The purpose of this procedure is to ensure that the Tie-in activity procedure meets the
requirements of the Contract Specifications, Codes and Standards. This procedure shall
be applied to CPF2 TRANSFER PUMP STATION project, including Tie-in activity
procedure.
3.0 RESPONSIBILITIES
3.1 Quality Control Manager
Quality Control Manager is responsible to ensure that the approved procedures regarding
Tie-in activity procedure are adhered and implemented. He shall coordinate inspection
and test activities Incompliance with this and in reference mentioned procedures,
applicable standards and contract requirements.

4.1.1 Temporary flushing water / N2 introducing lines and temporary drain line should be
prepared in advance.
4.1.2 The other construction measures have been ready such as scaffold and fire
prevention measure.
4.1.3 The site verification is carried out before tie-in, some verification should be
according to
following:
·The tie-in point location & the proposed connected piping is clash free on site.
·For flanged joint tie-in (TBD) points the following items are checked for existing
companion flange:
1)Flange size & rating
2)Flange type and facing
3)Flange dimensions (OD, Bolt PCD, number of bolts, bolt hole diameter, flange
thickness).
4)Design standard (ASME B16.47 series A or B) for sizes above 24”
4.2 Activity Before Tie-in
4.2.1 Flushing all piping system by water to be sure empty 100% for safety work.
4.2.2 After flushing and cleaning the pipe must gas test conduct to ensure there is no
remaining gas in the line.
4.2.3 After cutting end of pipes should be closed open cut end of pipe by mud plug
(Bentonite).
4.2.4 The installation of the mud plug should be one of the last tasks prior to welding.

4.3.1 The Tie-in weld joint shall also have a unique number for each joint weld for
preparing the welding records.
4.3.2 Fabrication of pipe ends and fittings shall be done according to the drawings and
project specification.
4.3.3 The pipes and fitting shall be tack weld with qualified welders.
4.3.4 Size and alignment of the line shall be checked by the QC Inspector before start
welding.
4.3.5 All welding will be carried out according to the approved (WPS) Welding Procedure
Specification and only qualified welders shall be employed.
4.3.6 The weld surface shall be cleaned with wire brush or grinder prior to welding
operation to give a surface free from rust, scale or mill coating.
4.3.7 Complete fabrication.
4.3.8 Surface preparation and painting shall be done as per specified in the specification.
4.3.9 The joint shall be tack welded after inspection of fit-up.
4.3.10 As required NDT / PWHT shall be done after complete welding of the joint as per
specifications.
4.3.11 Hydro test of the field joint shall be done as per procedure and at specified
pressure. In case where hydro test is not possible field weld shall be declared as golden
weld (100%RT/UT).
4.3.12 Touch-up paint/coat wrapping shall be done on field welds after satisfactory
completion of NDT/PWHT.

The above tie-in points will be connected after the piping installation and pressure test
under the valve are completed. Before the construction of tie-in points, the flowline needs
to be shut down, flushed and purged. After the replacement of the medium inside the
flowline is qualified, the flowline will be cut by the cold cutting machine. After the pipe has
been cut, the mud plug (bentonite) should be used to close the open cut end of the pipe.
After the plugging is completed and the gas detection is qualified, the tie-in activity will be
carried out. Considering that the construction location of tie-in point is small, all four joints
of the tee, pipe spool and flange will be carried out welding on site. Field welding points
are shown in the figure below.
In addition, the construction of these four tie-in points (TP-215305, TP-215306, TP-
215307, TP-215308) can be carried out at the same time, because they are all connected
with PAD-OGM052. Similarly, the tie-in points (TP-215309, TP-215310, TP-215311, TP-
215312) are connected to PAD-OGM056, (TP-215313, TP-215314, TP-215315, TP-
215316) are connected to PAD-OGM083, (TP-215317, TP-215318, TP-215319, TP-
215320) are connected to PAD-OGM075. The construction of the above tie-in points can
be carried out at the same time.

The above tie-in points are all connected to the original flowline by flange, and there are
valves for isolation. The shut-down for the flowline is required for tie-in point construction.
First close the valve. Remove the blind on the valve and install the flange, and add a
temporary blind plate between the flange and the valve for isolation and pressure test.

The above tie-in points are all connected to the original flowline by flange, but there are
no valves for isolation. The shut-down, flushing and purging for the flowline is not required
for tie-in point construction. After the tie-in point construction is completed, a temporary
blind plate will be installed behind the valve of the new line for isolation.

The above tie-in joints are all connected to one flowline, and three spectacle blind plates
need to be installed. Before the construction of tie-in points, the flowline needs to be shut
down, flushed and purged. After the replacement of the medium inside the flowline is
qualified, the vertical flowline will be cut by the cold cutting machine. After the cold cutting,
install the spectacle blind. After the pipe has been cut, the mud plug (bentonite) should be
used to close the open cut end of the pipe. After the plugging is completed and the gas
detection is qualified, the tie-in activity will be carried out. The tie-in points are shown in
the figure below.

These two tie-in points is between the new drain system and the old drain system. Before
the construction of tie-in points, the flowline needs to be shut down, flushed and purged.
After the replacement of the medium inside the flowline is qualified, the flowline will be cut
by the cold cutting machine. After the pipe has been cut, the mud plug (bentonite) should
be used to close the open cut end of the pipe. After the plugging is completed and the gas
detection is qualified, the tie-in activity will be carried out. After the tie-in point construction
is completed, a temporary blind plate will be installed behind the valve of the new line for
isolation.

These two tie-in points is between the new firefighting system and the old firefighting
system. Before the construction of tie-in points, the flowline needs to be shut down and
the water in the line needs to be drained. After the discharge of the medium inside the
flowline is completed, connect the new firefighting line and the old firefighting line by
flange.

7.3 Assign special personnel to protect the accident site, evacuate other workers at the
accident site, prevent personal casualties and secondary accidents, and prevent greater
losses.
7.4 Make necessary emergency preparations. Vehicles must be kept in good condition
and on standby at the construction site, and must not leave without authorization.
7.5 When an accident occurs during the tie-in activity, HSE will activate the on-site
emergency rescue plan. After the implementation of the emergency rescue plan is
terminated, the guard work on the construction site should be arranged, and normal
construction and production can resume after approval by relevant departments.
