ANNA UNIVERSITY CHENNAI — 600 025 ANNA UNIVERSITY STATUTES ON ACADEMIC MATTERS 2023 ANNA UNIVERSITY STATUTES ON ACADEMIC MATTERS 2023 (Approved in the 267" Meeting of Syndicate held on 20.04.2023 Vide Res. No. 267.30) In exercise of powers conferred by Section 5{ag] of the Anna University Act 20 of 1978 and amended vide Act 26 of 2001 and Act 20 of 2011: “To monitor academically and administratively the affiliated colleges in order to prescribe the control mechanism to achieve academic excellence’, the Anna University hereby makes the following statutes, viz., Short Title, Commencement and Applicability * These statutes may be called the Anna University Statutes an Academic Matters 2023 * They shall come into farce from date of assent by the Chancellor. * These statutes shall be applicable on Academic Matters of University Departments and Non-Autonomous colleges / institutions. * These statutes shall be applicable to the proposal for recommending a college as an autonomous college and for the matters connected therefor. 1, Definitions: In this Statute, uniess the context olhenwise requires, ad “Act' means the Anna University Act, 1978 and amended vide Act 26 of 2001 and Act 20 of 2011 ii) "Academic Council” means the Academic Council of Anna University. iti) "Academic Council of the College” means the Academic Council of the respective Autonomous College ™) “University Departments" means the departments under College of Engineering Guindy. Pogo 2or0 v) “Constituent Colleges” means the colleges governed administratively and academically by the University, other than the University Departments. vi) “Government Colleges” means the Engineering colleg Government of Tamil Nadu, maintained by the vil) “Affiliated College” means any college or institution affiliated to Anna University including Autonomous Colleges that offers Programmes of study in Engineering Technology, Allied Sciences, Architecture and Management Studies vil) *Non-Autonomous Colleges" means the Constituent colleges (Non-Autonomous), Government colleges (Non-Autonomous) and Affiliated colleges (Non- Autonomous). ix) “Autonomous College" means any’ college designated as autonomous college by University. x) "Board of Studies” means the Board of Studies of different programmes/ group of programmes under different Faculties of Anna University. xi) “Board of Studies of College” means the Board of Studies of different programmes / group of programmes of the respective Autonomous College, xii) “Centre for Academic Courses" means the Gente created for maintenance of standards in the academic activities of the University including University Departments, Constituent colleges, Government colleges and Affiliated Colleges. xiii) “Faculty” refers to a.graup of allied programmes. xiv) "Chairperson" means the Head of the Faculty and the Head of the Board of Studies concerned xv) "University" means the Anna University. 2, Interpretation: ‘All wards, phrases and expressions: used herein and defined in the Act shall have the meanings so defined 1 R’SISTRAR AN (UNIVERSITY Cr rmla rogazs Page det |. UNIVERSITY DEPARTMENTS AND NON-AUTONOMOUS AFFILIATED COLLEGES / INSTITUTIONS 1. Object: This Statute is enacted for the purpose of i. Framing the academic regulations, curricula and syllabi for the programmes offered by University Departments and for evaluation methods for award of degrees, diplomas and certificates by the University |, Framing the academic regulations, curricula and syllabi for the programmes offered in Non-Autonomous colleges of the University and for the evaluation methods for award of degrees, diplomas and certificates by the University. 2. Governing Bodies: The Academic activities for the Gonduct of the undergraduate and postgraduate degree programmes offered by the University Departments end Non-Autonomaus Colleges are governed by the following bodies: A. Faculties and Board of Studies B. The Academic Council C. The Syndicate 3. Board of Studies: A Beard of Studies shall be constituted for each Programme / group of programmes under different faculties which shall be responsible for framing Academic Regulations, Curricula & Syllabi and recommend the same te the Academic Council for its consideration and appraval : [1] The University departments and Non-Autonomous Colleges shall have separate Board of Studies with different compositions. {2] The University Departments and Non-Autonomous Colleges shall have separate Regulations, Curricula & Sylabi [3] The Board of Studies shall be constituted by the Vice-Chancellor, Composition and functioning of the Board of Studies are as follows. i ea a REGISTRAR ANNA UNIVERSITY CHENNAI-600 028, Page 4 0 i) The Chairperson of the Faculty shall be the Chairperson of the Board of Studies. ji) The number of members of Board of Studies shall range from 15 to 20. It ‘shall consist of academicians (40%), Experts from Industries (40%), Alumni and Students (10%), Scientists from Research and Development Laboratories (5%), Experts from Central institutions (6%). Number of representatives under each category shall be rounded to next integer, ili) The Chairpersons of the other faculties shail be special invitees. iv) The Head of the University Department offering the same or allied programme shall be the “Ex-officio” member. ¥) One member nominated by the Controller of Examinations shall be a special invitee. vi) The quorum for the conduct of Board of Studies shall be a minimum of 50% of the members. vii) Tenure of the members of the Board of Studies shall be three years. vill) The Board of Studies shall meet at least twice in an academic year. [4] The Board of Studies shall carry out such other activities as may be prescribed or assigned fram timé ta time by the University. 4, Academic Council ‘The Academic Council shall deliberate the recommendations of the Board of Studies and take decisions. Any rules and regulations related to the academic matters shall be considered and approved by the Academic Council. The recommendations of the Academic Council shall be placed before the Syndicate for consideration. 5. AUTONOMOUS COLLEGES / INSTITUTIONS As per the provisions under Section 5 [ae]: “To designate any college as autonomous college with prior concurrence of the Government under conditions prescribed and to cancel such designation."; and Section 5 [ag]: ‘To monitor academically and administratively the affiliated collages In order to prescribe the control mechanism to achieve academic. excellence” of the Act 20 of 1978 and amended vide Act 26 of 2001 and Act 20 of 2011, the following norms are prescribed for fulfilment by the applicant Affiliated colleges / Institutions, for making recommendations to the statutory / regulatory bodies towards the conterment of “Autonomous Status~ a) College / Institute which has been functioning for a minimum of 10 years continuously and affiliated to the University is eligible to apply for Autonomous Status te the Statutory | Regulatory bodies b) Average experience of the eligible teachers of all the programmes which are offered for the last 10 years, shall not be less than 5 years. The experience in that concerned college alone shall be taken into account ¢) The college / Institute shall have a minimum average of 70% stuctents enrolled in the first year of Undergraduate programmes in every academic year for the last five years d) The college / Institute shall have a good performance in University examinations with aminimum pass percentage of 70% (in gach UG Programme) in each academic year for the last five years. @) The college / Institute shall have h-index of minimum 20. The h-index shall be taken based on the publications in Scopus or Web of Science indexed journals only. f) Teacher-Student ratio shall be as per the norms prescribed by the Statutory / Regulatory bodies for all UG Programmes. 4) Teacher cadre ratio shall be as per the norms prescribed by the Statulory / Regulatory bodies for at least 75% of the UG programmes offered. h) Applications received from the College / Institute shall be forwarded ta the Statutory / Regulatory bodies along with the recommendation of the University. The recammendation of the University shail be communicated to the College within the stipulated time as prescribed by the Statutory / Regulatory bodies. The college shall inform the University regarding the submission of application for autonomy to Statutory / Regulatory on the same day through electronic mail . Bs 2, Grant of Autonomy Conferment of Autonomy status issued by the Statutory / Regulatory bodies shall be placed before the Syndicate for its consideration and approval Implementation of Autonomy L The college / institute granted with autonomous status shall constitute own Goveming Body. Finance Committes, Academic Council of the collage and Board of Studies of the college. The composition of the Board of studies of the college and Academic Council of the college shall be as prescribed by the competent authority, The Regulations, Curricula and Syllabi formulated/updated by the Boards of Studies shail be got approved by the Academic Council of the College. i. Minimum student attendance, passing tequirements, grading pattem and the classification criteria shall not be lower than those prescribed by the University for Non-Autonomous Colleges. i, Weightage for intemal assessment shall not exceed the quantum applicable to the University Departments. iv. Total number of credits preseribed for the award of the degree shall not be less than those prescribed by the University for Non-Autonomous Colleges, v. The University shall have the right to review all the programmes of an autonomous college / institute, if there is a decline in standards of quality or complaints from the stakeholders. vi For starting a new programme, approval shall be obtained from the University a8 per the procedure prescribed vil, The Controlier of Examination of the Autonomous College / Institute shall be a Full-Time Professor having not jess than 10 years of teaching experience. vil, There shall be a Result Passing Board to approve the results of each semester and the University shall nominate a teacher in the rank of Prafessor / Associate Professor as the member of the Results Passing Board. At the end of every semester examination, the results of the candidates and statistics shall be sent fo the University within 30 days from the date of publication of the results Sa. Paget as ix After dectaration of the results, the collage / institute shall arrange to conduct an academic auditireview by a committee comprising extemal experts and a nominee from the University, The report of the Committee shall be sent to the University. x Examination related documents shail be retained by the college for four years fram the date of publication of results for scrutiny by the University, if required, xi At the start of every academic year, a list of students admitted and approved by the competent admission authority for each programme shall be uploaded in the web portal of the Controller of Examinations of the University. xii At the end of each academic year/Semester, the College / institute shall furnish the reports on action taken/ decisions arrived at the meetings held by Governing Council, Academic Council of the college, Board of Studias of the college, Finance Committee meetings to the University. xii, The college / institution shall adhere to all the Regulations framed by the University time to time, 3. Extension of Autonomy: An application shall be submitted by the autonomous college for the extension of autonomy to the University. In addition to the norms prescribed for fresh autonomous status, the following criteria shail be fulfilled, 1. Periodic conduct of Governing Council, Academic Council of the college, Board of Studies of the college, Finance Committee meetings etc. (Minutes of the meeting approved and signed by all the members participated in the meating shall be forwarded to the University) 2. Academic Audit for every semester along with action taken report shall be forwarded to the University. Applications received from the College / Institute shall be forwarded to the Statutory / Regulatory bodies along with the recommendation of the University, The recommendation of the University shall be communicated to the College through a speaking Order within the stipulated time as prescribed by the Statutory / Regulatary bodies. Withdrawal of Affillation: The University on receiving any complaint or vioiations of the Statutes and Regulations, if any of jeopardised the objectives of autonomy, affiliation granted to the college / institute shali be withdrawn, follawing the University procedure, with the approval af the Syndicate. Decisions of ‘withdrawal of affiliation’ shall be communicated to Statutory | Regulatory bodies, The University shall recommend the revocation of autonomous status of the college / institute. The students admitted prior to the withdrawal of Affiliation shall be permitted to continue to complete their respective programmes, Under extraordinary circumstances, the students shall be transferred to other colleges with the consent of competent admission authority, Page ols
