Letter-Civil Defense-Request For Funding (FMR-2023)
Sir, Zamboanguita as a 4th class municipality in the province of Negros Oriental. We have
ten (10) large barangays amd a population of around 30,000 at the moment, with a
projected increase of 2% per year.
The problem mentioned above is further compounded by the fact that we are facing a
reduction of our NTA by close to 26 Million, we suffered under COVID, and a series of
typhoons, most notably “Typhoon Odette”, which 74 lives and left 21 more missing in
our province.
Given the predicament that we find ourselves in, we appeal to your kindness and
generosity to grant us financial assistance in the amount of 20.0 Million Pesos. This will
enable us to improve the plight of our farmers, who depend on the land for their
livelihood.
We look forward to a positive response from you Sir, as we continue to give quality
service to our constituency, which is our shared commitment.
Respectfully yours,
Sir/Madam:
I am giving a directive to all Heads of the different Departments to notify and encourage
all staff to donate blood tomorrow at the Gabaldon Bldg. (ZCES).
This is in line with tomorrow’s scheduled blood letting activity of the DOH.
Those who pass the screening and are able to successfully donate blood will receive free
rice. Be sure that successful donors have their names included in the list to avail of the
free rice incentive.
Thank you.
Truly yours,
Dear Sir;
Greetings of Peace!
I'd like to inform your excellent office that on April 30, 2023, at 5:00 a.m., the Singles for
Christ-Zamboanguita will hold a coastal clean-up along the shores in front of Pure Beach
and the Zamboanguita Cockpit Arena (Bulangan).
In this regard, please assist and facilitate the aforementioned requestor in picking up the
garbage that they collect during that time.
Sincerely yours,
DIONEL M. RAFAL
Executive Secretary

Sir:
Greetings of Peace!
I have the distinct honor of requesting your good office for the transfer of the assignment
of the following PNP enlisted personnel to the municipality of Zamboanguita. Some of
them were recommended to me by trusted PNP personnel, but the majority I know
personally and have earned my trust.
With these people working with us in the municipality, I am certain that our common
objective of keeping the Peace and Order will not be unattainable.
Also, with due respect to PCPT Rongy Cidro, our recently assigned chief, I know his
qualifications make him fit for the job, but our former chief, PMAJ Paul T. Paden, is
from our town and knows the residents and terrain well enough that he would be more
effective as a chief in our municipality for these reasons.
I remain,
With your work assignment, you are expected to perform your duties and
responsibilities with utmost diligence and efficiency in the interest of Public Service.
So, Ordered.
Sir:
This training will equip new interventionists with the necessary skills for
giving CBDRP (Community Based Drug Rehabilitation Program) sessions
to new enrollees in the program. We are a new administration, and previous
interventionists have now either found new jobs or transferred residences, so
there is a need for training new interventionists.
Your office has previously facilitated such an activity, and the municipality
will forever be grateful if your office can do so again.
Respectfully yours,

Dear Ma’am;
Greetings of Peace!
This is in response to your letter announcing the holding of a public hearing on the issue
of postponing the Barangay and SK elections dated June 15, 2023.
Since you have encouraged me to make a position paper on my take on the matter, I am
respectfully submitting my humble opinion on the subject of postponement.
I feel that since the issues surrounding the assassination of the late Governor Degamo
have not been resolved as of date, the elections for Barangay Chairman and SK are better
postponed for the minimum period of ninety (90) days or until the COMELEC issues a
resolution that the province cannot be considered an election hot spot and no issues
regarding security and safety in the conduct of elections can be seen.
But I would reserve my opinion and give deference to the association of Barangay
Captains since their collective opinions are more relevant as they are directly affected by
this election.
Thank you.
Truly yours,
Greetings of Peace!
It is with deep regret that we inform your office of the fact that we have to postpone the
Interventionist Training (CBTRP) activity scheduled on the 21st to 23rd June, 2023, as
requested by the Municipality of Zamboanguita, Negros Oriental.
As you may know we have a new governor (4 th in less than a year) in the person of
Manuel Sagarbarria. His administrator informed Mr. Fernando Martinez, our provincial
action officer of PADAC Negros Oriental to hold all provincial expenditures for 14 days.
Our venue and accommodations for trainors for the duration of the training would have
been borne by the provincial government if it were not for the fact that the BAC (Bids
and Awards Committee) requires a clearance of 14 days before the event.
This would not have been a problem if not for the fact that there have been a change in
the office of the Provincial Administrator.
Since there is no time to reschedule and arrange for an alternate venue, we have no,
recourse but to ask for a postponement.
We know that this cancellation came too close to the schedule but the information from
the provincial level of the problem was relayed to us just this afternoon at 4:30 pm today.
We are saddened by this sudden turn of events but are helpless to make the necessary
arrangements in order for the activity to push through.
Please accept our sincere apologize as we await your decision on the matter.

We are now working on our municipality's key projects, which include portable
water supply and the construction of farm-to-market roads.
The rainy season causes problems in the mountainous barangays since the dirt road
becomes nearly inaccessible, forcing farm produce to be transported by foot, causing
delays and possibly spoilage. We also have a problem with our water system in our
municipality.
While we try very hard to cope, yet with our meager resources we are unable to fund
our projects. We are facing a reduction in our NTA of close to 26 Million Php and this
is compounded by the fact that we are still reeling from the effects of the pandemic
and the several typhoons that hit us, more specifically typhoon Odette which created
flash-floods that claimed 74 casualties with 21 others still missing in our province.
It is under these circumstances that we have no recourse but to ask for financial
assistance from our national government, and you are welcome to come to our town
and assess or evaluate the underprivileged areas in our municipality.
We hope and pray that you will grant our request as we continue to fulfill our joint
commitment to serve and improve the predicament of our farmer people and the
entire Zamboanguita community.
Respectfully yours,
