IMPLAN
NAG-HPG (RHPU 2) Ride for a Cause 2023

I. REFERENCE

NAG-HPG Ride for a Cause. "To Support the National Advisory Group's
project to provide safety gears for HPG personnel".

II. SITUATION

This pertains to the NAG-HPG Ride for a Cause with the theme "Sama-
samang Paglalakbay na may Pagkakaisa" which is to be conducted
simultaneously in all RHPUs nationwide. This is an outreach activity that will be
held on June 18, 2023. Said event intended to raise funds to support the NAG-
HPG project to provide safety gears for HPG personnel. The activity will be
participated by motorcycle riders from both uniformed personnel and civilian rider
enthusiasts using either small bikes or High-Performance Motorcycle.

III. MISSION

The NAG-HPG (RHPU 2), concurrent with its mission and functions shall
conduct a socio-civic endeavor to nurture goodwill, strengthen ties within our local
riders' community, and generate funds to support the NAG's project to provide
safety gear for HPG personnel. Likewise, this event holds significant importance in
promoting road safety and community engagement among motorcycle enthusiasts,
provide overall security and security to all participating individuals which will
include mobile & motorcycle traffic assistance for the event.

IV. EXECUTION

A. Concept of Operations:

The NAG-HPG (RHPU 2) in coordination with other PNP offices and


units will provide security, intelligence, mobile and motorcycle assistance in
every movement of the riders and participants from the staging point to their
respective area of activity. At all times, route and safety marshals will be
designated to control and maintain the maximum speed of 80km/hour for
every 25 man-team in every flight. To ensure the success of the activity, a
meager registration fee and sponsorship of benefactors are set with the
following range:
 Two Thousand Pesos (Php 2,000) for Riders of High-
Performance Motorcycle (big bike)
 One Thousand Five Hundred Pesos (Php 1,500) for underbone;
 One Thousand Pesos (Php 1,000) for Back Rider
 One Thousand Pesos (Php 1,000) for HPG Organic personnel
 Ten Thousand Pesos (Php 10,000) for Major Sponsors, product
booth display privilege.
 Five Thousand Pesos (Php 5,000) for Minor Sponsors and Three
(Php 3,000) for other Sponsor.

Culmination Program will be at _____ AM on June 18, 202 at Ilagan


Sports Complex.

B. Tasks:

1) Deputy Chief

a) Act as overall supervisor in the preparation and success of the NAG-


RHPU 2 Ride for a Cause;

b) Preside meeting with all concerned offices to ensure the success of


the ride activity;

c) Supervise the task committees to ensure the success of the activity;


and

d) Perform other tasks.

2) Admin Section

a) Coordinate with the Police Regional Office 2 regarding the said


activity;

b) Coordinate with the LGUs and RAG involved for the success of the
said event;

c) Issue detail order to the C, PCR Section to act as the OPR of the
activity and all other committees involved;

d) In charge for the request letter on the availability of the venue to


include Public-Address System;

e) Prepare the Invitation Letter to sponsors;

f) Prepare the Registration Form and assist the registration of the


participants in coordination with all PHPTs;

g) Prepare program for the event in coordination with the PCR Section;
h) Request for the availability of Ambulance to Isabela Provincial
Health Service to provide medical assistance;

i) Coordinate with the presidents of all classes of EMCRC and MCRC


and invite all graduates to join and bring their Rider's Logbook; and

j) Perform other tasks as directed

3) Intelligence Section

a) Prepare threat assessment;

b) Provide Security Plan;

c) Provide covert security during the course of the activity; and

e) Perform other tasks as directed.

4.) Operations Section

a) Prepare IMPLAN for the NAG- HPG (RPHU 2) Ride for a Cause
2023;

b) Monitor the coordination and preparation being undertaken by


concerned PHPTs;

c) Consolidate and maximize the deployment of the personnel in


coordination with the respective PHPTs;

d) Monitor the situation reports of the PHPTs every two (2) hours upon
the commencement until the culmination of the activity;

e) Submit AAR to OMD HPG; and

d) Perform other tasks as directed.

5) Logistics Section

a) Provide POL allocations as needed;

b) Ensure the serviceability of all mobility assets;

c) Coordinate with FMD for the tokens that will be given to all
contributors;

d) Coordinate the availability of the venue with the support of Isabela


PHPT in coordination with the Admin Section;

e) Request availability of Public Address System (Microphone, white


screen, projector, laptop, speaker, amplifier, etc. in coordination
NUP Desiree C. Taguinod;

f) In-charge of food and beverages in coordination with PEMS Pauig;


and

g) Perform other task as directed.

6) Finance Section

a) Provide fund support for the activity;

b) Collect the registration fees of the rider participants;

c) In charge in the collection of Sponsorships;

d) Submit Financial Report of all expenses to FMD; and

e) Perform other tasks as directed.

7) PCR Section

a) OPR of the activity;

b) Coordinate the schedule of the activity;

c) OPR for press and media releases regarding the event;

d) Create a route plan of the activity in coordination with the Operations


Section

e) In charge of the creation of tarpaulin design, posting and display;

f) Submit a tarpaulin design and layout to PCRS for all the sponsors of
the activity;

g) Provide photograph and video coverage;

h) Prepare program for the event;

i) Prepare manuscript (Welcome Remarks; Message of RC,


RHPU 2);

j) Coordinate with the provider/supplier of approved T-shirt for the


participants in coordination with PCPT RICO D OÑATE; and

k) Perform other tasks as directed.

8) Investigation Section
a) Monitor any road crash incidents involving rider participants during
the said activity;

b) Coordinate with Local/Territorial Police Units counterparts; and

c) Perform other tasks as directed.

9) RESPO

a) Ensure that coordination and preparation are undertaken by


concerned PHPTs;

b) Ensure and supervise the composition of different committees and


their tasking;

c) Monitor the number of sponsorships required;

d) Supervise and monitor the compliance of different committees; and

e) Perform other tasks as directed.

10) Provincial Officers, PHPTs

a) Ensure a minimum of 50 rider participants to register in the said


activity NLT June 12, 2023;

b) Facilitate manual registration of the rider participants;

b) Ensure the coordination with the territorial police units within their
AOR and LGUs concerned;

c) Prepare the venue of the staging area of the participants to include


the PA system ((Microphone, white screen, projector, laptop,
speaker, amplifier, etc)

d) Coordinate with the PCR section for the Opening Program of the
activity;

e) Conduct briefing among the rider participants about the traffic road
safety particularly the speed limit of 80 kph including the purpose and
objective of the said activity;

f) Submit the names of two (2) personnel to act as sweepers and


provide appropriate number of traffic marshals for direction and
control to secure the route of the activity;

g) Render situation report every two hours upon commencement and


send to our viber account (NAG HPG “RFAC”);

h) Comply with the required number of sponsorships given;


i) Act as administering officer in the waiver of their rider participants;
and

j) Perform other tasks as directed.

V. COORDINATING INSTRUCTIONS:

a. Observe the Minimum Public Health Standards and Protocols;

b. Strict adherence to the Police Operational Procedures (POP) shall be


emphasized;

c. Rule of Law and respect for human rights shall be observed;

d. Continue anti-criminality and other normal police operations;

e. Ensure Safety and Security of all participants;

f. Conduct briefing to all rider participants on road safety and security prior to
dispatch;

g. PHPTs must ensure coordination with the LGU and local police for the activity;
and

h. Lateral coordination between tasked office/units is highly encouraged.

VI. EFFECTIVITY:

This IMPLAN shall take effect immediately.
