Rise on the swamp of watered area above and a grace of land area below. A province full of potentials
that is covered and unseen for most of the tourist. Its feature is unknown but also best to know about. “Small but
Terrible”, is just one of the best phrases that can describe the land of Surigao Del Norte along with its many
famous catchphrases, dubs, or taglines. Surigao del Norte is located at the Northeastern part of Mindanao. It is
bounded on the North and East by the Pacific Ocean, on the South by the Provinces of Agusan del Norte and
Surigao del Sur and on the West by the Surigao Strait. The province is composed of the mainland, Siargao and
Bucas Grande islands with a total land area of 201,710 hectares (based on the updated DENR-GIS Generated
Land Area). Of this total, the mainland portion occupies 138,914 hectares and Siargao Island has 62,796 hectares.
The biggest land area is Claver (31,534 hectares or 15.63%) and followed by Surigao City (26,117 hectares or
10.95%). Burgos, on the other hand, has the smallest area equivalent to 0.97% of the total.
Surigao Del Norte was Awarded 1 st place for the Most Competitive Province of CARAGA Region and
Rank 13th Nationwide. Truly, this province is a darkhorse in terms of Economic Dynamism, Government
Efficiency, Infrastructure, and Resiliency. Meanwhile, Surigao del Norte is currently at rank 6 th for the wealthiest
province in the Philippines in terms of assets.
The creation of Caraga Region in 1995 strengthened the city’s position as the industrial, commercial, and
services center in the Mindanao Pacific Rim Area. The city achieved a first-class status in July 1997. Such

classification however was reverted back to 2nd class in the 2000’s owing to the restructuring of income
classification of local governments by the Department of Finance. There are twenty (20) municipalities, one (1)
city and its capital, 335 barangays and two (2) congressional districts. Surigaonon, Cebuano, Boholano, Tagalog
and English are the major languages/dialects spoken in the province.
Surigao Del Norte started its beginning when the Jesuit missionaries first arrived in 1579 and evangelized
Agusan and Karaga with much difficulty and intermittent success. To preserve the eastern coast of Mindanao,
Spain created another province, the Distrito de Caraga in 1622 with the capital at Tandag. This was an
ecclesiastical–military subdivision where authorities exercised sacerdotal and government powers. They collected
tribute, organized local defense, regulated production systems, imposed social control. By 1631, mission stations
were established in Tago, Siargao, Bacuag and Gigaquit. In 1750, Distrito de Caraga was composed of 24
pueblos, including pueblos of Butuan, and those that now belong to Surigao del Sur, eight of these belong to the
current provincial territory, namely the Pueblos of Caolo (at Numancia), Cabantog, Sapao, Higaquet,
Panhutongan, Surigao, Dinagat and Mainit. Pueblo de Surigao became capital of Caraga in 1751 when the Fort of
Tandag collapsed. By 1855, the Distrito de Caraga was already reconstituted as Distrito de Surigao. In 1860, six
military districts were established in Mindanao. Surigao and Agusan including the territory lying between Butuan
and Caraga Bays, formed the third District called the East District which was later changed in 1859 to “Provincia
de Surigao”. Other districts created were Distritos of Zamboanga, Cagayan de Misamis, Davao, the Central
District, and Basilan. However, the East District was converted into the Province of Surigao, under Act No. 127
of the Philippine Commission dated May 15, 1901. In 1911, Agusan became a separate province. On June
19,1960 through Republic Act 2786, Surigao was divided into two provinces, Surigao del Norte and Surigao del
Sur. In 2006, Dinagat Island became a separate province. The present Province of Surigao del Norte has Only 20
municipalities and 1 component city.

Old political rivalry loomed in Surigao del Norte. The province
of Surigao del Norte saw the continuing political rivalry between
the families of Matugas and Barbers as the 2022 national and
local elections happened.

Most of the City Mayor and Vice Mayor of each municipality are
related to each other one of the best example is Mayor and City
Mayor of Surigao City which being led by Hon. Ernesto Matugas
and his son which both of them are serving the Surigao Del Norte
as Municipal Mayor and Vice Mayor while her wife is serving
Dapa Municipal as City Mayor.
6. Revenues by Sources
Looking into the comparative performance of collections with
the previous period, local taxes increased by 12.09% which is a
significant increase from last year’s 3.17%. Business taxes
posted a high increase of 23.38% which is a rebound from its
decline by 5.74% in the previous period. Real Property Taxes
likewise increased by 14.07%

3. Education Level
About one out of every two persons 5 years old and over had
completed elementary education. Twenty-six percent had
finished high school while 8.29 percent had attended college.
Only 3.62 percent were academic degree holders. Males
dominated the elementary level with 52.50 percent, while
females dominated the higher levels of education from high
school to post-baccalaureate.

CONCLUSION:
Upon the collection of Surigao del Nortes’ tourism rapid assessment (TRA) of each municipalities there
are municipalities which has the potential to be a tourist destination. Classifications and assessments are based on
each municipality natural and man-made attractions and number of accommodation present in the municipality.
These municipalities are Claver and Mainit.
Municipality of Claver is known to be the mining hub of the whole province. In fact, mining industry is
their main economic drivers and it became a key for the municipality's fast development. But Claver is not just a
mining hub, Claver is also blessed with beautiful islands, coral reefs, springs, river ecosystems, and mangroves
serving as concrete proofs of its tourism potential. Claver boasts of its natural and cultural heritage, which can be
their primary capital for tourism. But a tourism success doesn't only rely on the natural and cultural attractions,
the municipality of Claver still needs to develop the following:
Transportation: Connecting the tourism attractions on the main roads will significantly increase the
success of tourism in the municipality thus it is recommended to build and connect more roads. In terms of ports,
upgrading and renovation may be done as claver has the one of the most important ports in the whole province
which is the Hayanggabon Port that serves as the port of call going to Bucas Grande Island and Siargao Island.
Accommodation: There are only limited hotels and accommodation establishments in the municipality.
They can invite investors or teach the locals the concept of Airbnb.
Tourist Information Center: Creation of tourism information center is a must as it will significantly
contribute in the success and sustainability of Claver's tourism.
Tourism Promotion: It's undeniable that the focus of the province's tourism promotion is Siargao Island.
Because Claver isn't part of the Siargao Island, they must create an effective tourism promotion and ensure that it
will reach wider audience. Utilization of Social Media Platforms and Partnerships with Travel Vloggers is
recommended for their tourism promotion.
Tourism Policy: Most of the natural attractions that can be offered in Claver are part of protected areas.
There are already existing policies regarding tourists. What they need is ensure the strict implementation of these
policies to continuously protect their natural and cultural attractions.
The Municipality of Mainit is an underrated location in Surgao del Norte that consists various hidden
gems in the province that has a lot of potential to be known locally and internationally if promoted and developed
properly. The municipality have the 4th largest lake in the Philippines that is also the deepest lake in the country
with maximum depth reaching 223 meters which is the Lake Mainit. Other than Lake Mainit, the municipality can
also offer other attractions such as cave, waterfall, hot spring and another lake. Most of the possible tourist
attractions in the municipality are yet to be found once the province prioritized the development of their tourism
sector. Mainit is a landlocked municipality that requires development such as improvements for the accessibility
of the area, their accommodation sectors, and the tourism sectors itself as this is to attract more tourist arrivals

tricycle for the day, the only public transportation to access the municipality is by riding a bus or a taxi. It is
recommended for the municipality to improve their transportation sector and add more transportation options for

leaving tourist to have limited options to none in booking an accommodation for their stay in the area. They can

includes building tourism information centers to prioritize queries and concerns of the tourists, and tourism
departments that can organize and establish a foundation that can help the area to publish policies in accordance to

The province of Surigao Del Norte is blessed with rich deposits of minerals thus its inevitable for
huge companies to be attracted and invest in the province. However, last November 2021, there is a
case of a mining firm(GoSun Corporation) in the town of San Francisco that was able to operate
without securing necessary permit. The town of San Francisco was declared as a no-mining zone in
2014, following protests the large-scale mining operations of another company, Surimin Mining
Corporation.

It was reported that GoSun Corporation was building a wharf and a road along a river leading to a
mining site. Although it was confirmed that the firm stopped the operations, townsfolk began
complaining about the river’s murky waters and massive siltation as a result of mining operations

ISSUE OF CONCERN
As Surigao Del Norte is surrounded by the waters, most municipalities of the province are prone to
floods. Continuous rainfall also adds up to the reason why it is triggered and the latest news
regarding this matter is about the effect of Typhoon Odette to Surigao Del Norte last December
2021, where it first landed. Thousands of families were affected, and the impact seemed to be severe
on the community and roads were flooded to the point it washed away establishments that provides
living to the people in the province.
IMPLICATIONS
Flood traumatizes people for a long time, and it is inevitable that they might get illnesses from it.
Their health will be at risk and will imply disruption to the lives of the community if it isn’t
prevented. A change in economic status will be felt and seen through various destructions from the
businesses to infrastructures. The value of beauty development in the province is hampered thus,
issues like this should be disclosed and dealt with.
RECOMMENDED PROVISIONS/RULES/REGULATIONS
Section 1: For the Local Government Unit to take such measures regarding emergency as may be
necessary to prevent floods, fires and storm effects or other public calamities as mentioned in
Article II Section 22 (m) of the Republic Act no. 6134.
Section 2: Each local municipalities of Surigao Del Norte should have partnership with HIPADA
Network, the Hinatuan Passage Development Alliance, through their plans for assistance on major
development issues regarding social and environmental aspect of the province.
Section 3: National Disaster Risk Reduction and Management Council Operations Center
(NDRRMOC) to continue monitoring, ensure spreading of advisories about weather and General
Advisories on Flood to all through short message service, through their website, and official social
media accounts for further proclamation to Local Disaster Risk Reduction and Management
Councils (LDRRMCs).
Section 4: For the Local Government Units to implement programs about environmental awareness
specifically regarding planting to further improve the prevention of flood effects to the communities
and establishments of the province.
