A. PURPOSE

To determine the minimum requirements for scrap and refuse removal.

B. SCOPE
Setting minimum requirements regarding the type of refuse bins that will be used
and the demarcation and identification thereof.

C. STANDARD

This procedure sets the minimum requirements regarding waste


management, the type of refuse bins that will be used as well as the
demarcation and identification thereof.

 Where potential exist, objectives, and targets will be set to promote waste
management
 Waste management plan will be established to give effect to objectives and
targets
 Waste minimization separation and recycling program will be in place
 Recycling companies will be contracted in writing and invoices will be
retained as records
 Suitable waste indicators will be developed to track progress
 Monitoring program will be established to track progress towards objectives
and targets
 Sufficient bins will be provided
 Containers will be adequate for purpose
 Lids will be provided and used where necessary
 Schedule for removal will be established and followed
 Locations will be marked appropriately
 Potential spillage risks during handling will be assessed and actioned
 Hazardous waste containers will be labelled according to contents and hazard
rating
 Labels will be clear and complete
 Employees will be familiar with meaning of labels
 Dedicated hazardous waste storage areas will be demarcated and access
controlled
 Containers will be suitable for content and will be in good condition
 Bunding of areas will be where required
 There will be record of hazardous waste being stored longer than three
months
 Appropriate clean-up or spill containment materials will be stored near
storage areas.

 Damaged containers will be safely disposed of.


 Transport operator will be provided with adequate information on nature
and properties of load.
 Loading procedures and secure load will be in place.

HAZARDOUS WASTE

1. The sufficient provision of refuse bins for all types of waste in the respective areas
and that it is appropriately identified will be the responsibility of the
Designated/Assigned Person in conjunction with the client/principal contractor.

2. It will be done in the following ways:-

 The inventory of hazardous waste generated on site will indicate the removal
requirements of such waste.
 The Assigned person responsible for maintaining waste bins will ensure that bins
are emptied.
 Scrap and refuse bins (where possible) shall be demarcated according to the
client or principal contractor’s requirements.
 Bins in kitchens / offices must have plastic liners and a lid on the bin.

3. Bins for chemical and oily waste shall be fitted with a lid and kept closed.

4. Separate bins shall be provided for used oily rags, metal off cuts and shavings and
not to be placed with general waste. These bins will be labeled for identification
purposes.

5. All waste that could be utilised for recycling must be placed in identified separate
bins and should not be mixed.

6. Inventories will be drafted to identify hazardous and non-hazardous waste and


normal \ abnormal waste by means of risk assessments.

7. Inventory on waste handling contractors will be recorded for identified waste. Such
inventories will be revised on a monthly basis by the Safety Officer and Site
Manager.

8. Where a potential exists, objectives and targets will be set to promote waste
minimisation and a monitoring programme will then be established.

9. Waste generated, which has a potential to cause occupational diseases, illnesses or


environmental impacts shall be identified by means of risk assessments.

10. The waste contents will be analysed to determine exposure to hazardous waste.

11. All identified hazardous waste will be clearly labeled according to contents and
hazard rating and employees will be made familiar with meaning of the labels in
use.

12. Classified hazardous waste will be stored in dedicated hazardous areas, demarcated
with controlled access.

13. Safe disposal of hazardous waste will be done by an approved contractor, as


defined by the client or principal contractor for the purpose with which a contract
has been signed and duties and responsibilities are defined. Such a contractor shall
comply with legal requirements in respect of signage and other requirements.

14. Copies of waste disposal slips shall be kept on file as proof of safe disposal.

15. The “Cradle to Grave” principle will be applicable and the company remains
responsible for the waste.

16. The Safety, Health and Environmental system of the waste disposal contractor shall
be requested and reviewed to ensure compliance to legal and company
requirements.

REFUSE BINS

1.1 Large blue bin / skip : Waste

(a) Areas in possession of these bins, must clearly identify the type of
waste to be placed in these bins.
(b) These bins may not be within 5 metres of any building, to reduce fire
hazards.
(c) Fire Extinguishers will be placed strategically in the event of an fire.

1.2 Large blue bin / skip : Metal

(a) Areas in possession of these bins, must clearly identify that only metal
waste must be placed in these bins.

1.3 Bins as in 1.1 and 1.2 are emptied on request.

1.4 Office bin : Waste

(a) Each office must be provided with a waste bin.


(b) These bin locations do NOT require pictograms.
(c) The use of plastic liners is recommended where refuse may create a
hygiene problem.

2. Bins must be emptied daily into large blue bins / skips. Blue bins / skips must
be emptied when full and it must be noted that it is the responsibility of the
area concerned.

3. Whenever a waste bin is not clearly visible, use must be made of pictograms
to indicate the location.

4. All the above must be maintained properly.

D. RESPONSIBILITIES

 Site Manager and Safety Officer will ensure that the requirements of this
standard are conformed to.
 Contractors will adhere to the standard.

E. WASTE MANAGEMENT - IMPLEMENTATION

are discarded according to the MSDS and legal requirements.
