In the year 1985-86, the erstwhile Ministry of Welfare was bifurcated into the Department
of Women and Child Development and the Department of Welfare. Simultaneously, the
Scheduled Castes Development Division, Tribal Development Division and the Minorities
and Backward Classes Welfare Division were moved from the Ministry of Home Affairs and
also the Wakf Division from the Ministry of Law to form the then Ministry of Welfare.
The name of the Ministry was changed to the Ministry of Social Justice & Empowerment in
May, 1998.
•NISD is a Central Advisory Body for the Ministry of Social Justice and Empowerment,
Government of India. . It is a Centre of Excellence on research and training in the field of
social defence.
•NISD coordinates and liaises between the government and the non-government
organisations at state, national and international levels.
•The institute develops preventive, curative and rehabilitative tools, programmes and
policies in the field of social defence, and also undertakes research, training, consultancy,
documentation and publication in the field.
Mandate The mandate of the institute is to provide inputs for the social defence
programmes of the Government of India through training, research and documentation.
Drug Abuse Monitoring System (DAMS) is an online database, wherein data on the types of
substances, method of consumption, clinical and general profile of treatment seekers at de-
addiction centres will be collected on a quarterly basis for understanding the trends of the
substance abuse in the country.
Observance of "The International Day Against Substance Abuse and Illicit Trafficking"
On 26 June every year, NISD in collaboration with the Ministry of Social Justice &
Empowerment observes "The International Day Against Substance Abuse and Illicit
Trafficking" to sensitise the society, particularly the youth, about the menace of substance
abuse.
• Main Objectives:
• Prevention of gender-biased sex-selective elimination.
• Ensuring survival & protection of the girl child.
• Ensuring education and participation of the girl child.
• Protecting rights of Girl child.
• To address issues from declining Child Sex Ratio (CSR), women empowerment,
• removal of gender inequality to protecting a girl child.
Strategies -
Strategies employed to successfully carry out the scheme are:
• Implement a sustained social mobilization and communication campaign to create equal
value for the girl child and promote her education.
Place the issue of decline in child sex ratio/sex ratio at birth in public discourse,
improvement of which would be an indicator for good governance.
• Focus on gender critical districts and cities
•Brand ambassador - On 26 August 2016, Olympics 2016 bronze medallist Sakshi Malik
was made brand ambassador for BBBP.
The hashtag #Selfie With Daughter was promoted on social media in June 2015, which
started when Sunil Jaglan the sarpanch of the village Bibipur, Jind in Haryana took a selfie
with his daughter Nandini and posted on Facebook on 9 June 2015.
Objective
•One stop centre is a centrally sponsored scheme of Ministry of Women and Child
Development (MWCD), for addressing the problem of violence against women.
A support mechanism and redressal for women are some of the facilities of this scheme for
women who face sexual/physical/psychological/emotional/economic abuse, irrespective
of their caste, creed, race, class, education status, age, culture, or marital status.
Specialized services for aggrieved women facing any kind of violence due to
attempted acid attacks, witch-hunting, domestic violence, trafficking, sexual assault
or sexual harassment.
One-Stop Centre Services The following services are provided under Sakhi – One Stop
Centre Scheme:
•Medical assistance
• Police Assistance
• Psycho-social support/counseling
• Legal aid/counseling
• Shelter
• Video conferencing facility
The Centres will be integrated with a Women Helpline to facilitate access to the
following services:
• Emergency response and rescue services.
•Medical assistance.
• Assistance to women in lodging the FIR.
• Psycho-social support and counseling.
• Legal aid and counseling.
Shelter
• Video conferencing facility.
Funding: The scheme is funded through Nirbhaya Fund and the central government
provides 100% financial assistance to the state governments/Union Territories
administrations. Auditing: Audit will be done as per Comptroller & Auditor General of
India norms and social audit will also be undertaken by civil society groups.

Voluntary Organisations
Target Group Or Beneficiaries of Ujjawalla Scheme Women and children who are
vulnerable to trafficking for commercial sexual exploitation. Women and children who are
victims of trafficking for commercial sexual exploitation.
Swadhar Greh
Under the Scheme , Swadhar Greh will be set up in every district with capacity of
30 women with the following objectives: To cater to the primary need of shelter, food,
clothing, medical treatment and care of the women in distress and who are without any
social and economic support.

• To enable them to regain their emotional strength that gets hampered due to their
encounter with unfortunate circumstances.

• To act as a support system that understands and meets various requirements of women in
distress.
• To enable them to start their life afresh with dignity and conviction.
STRATEGIES
The objectives cited above would be pursued adopting the following strategies:
Temporary residential accommodation with the provision of food, clothing, medical
facilities etc.
Vocational and skill up gradation trainings for economic rehabilitation of such women
Counseling, awareness generation and behavioral trainings Legal aid and Guidance
Counseling through telephone
Account can be opened in Post offices and in authorised banks. Withdrawal shall be
allowed for the purpose of higher education of the Account holder to meet education
expenses.
The account can be prematurely closed in case of marriage of girl child after her attaining
the age of 18 years.
The account can be transferred anywhere in India from one post office/Bank to another.
The account shall mature on completion of a period of 21 years from the date of opening of
account.
STEP Scheme aims to provide skills that give employability to women and to provide
competencies and skill that enable women to become self employed/entrepreneurs. The
Scheme is intended to benefit women who are in the age group of 16 years and above
across the country.
Grants-in-aid under the STEP programme may be given to an institution having a distinct

Mahila-e-Haat
Mahila E-Haat is an initiative for meeting aspirations and needs of women entrepreneurs. It
is an online marketing platform for women, where participants can display their products.
It is an initiative for women across the country as a part of 'Digital India' and 'Stand Up
India' initiatives. The platform has been set up by the Ministry of Women and Child
Development, Government of India under Rashtriya Mahila Kosh (RMK).
Formerly known as the Indira Gandhi Matritva Sahyog Yojana, the PMMVY was introduced
in the year 2017 to provide a direct cash benefit to pregnant and lactating mothers above
the age of 19 or above for the first live birth. It is a social welfare maternity benefit
programme implemented by the Ministry of Women and Child Development.
Benefits Of PMMVY
The incentive disbursal structure under the PMMVY is broken down into three instalments:
After six months of pregnancy and receiving at least one ante-natal check-up – Rs. 2,000
After the birth of a child is registered, and the child has received the first cycle of
immunisation for BCG, OPV, DPT and Hepatitis-B – Rs. 2,000.
