1.0 GENERAL
This specification covers the design, engineering, supply, manufacture, inspection, testing and
delivery of Circulating Water carbon steel pipes and fittings for Riau gas fired power plant (GFPP)
275MW IPP project in Riau Province, Sumatra, Indonesia.
PT. Medco Ratch Power Riau (MRPR) ("Owner") intends to build a combined cycle power plant
at Riau and Lotte Engineering & Construction ("Purchaser") has received the order from the
owner to execute the power plant on an Engineering, Procurement, Construction and
Commissioning (EPC) basis.
The proposed project consists of one (1) combined cycle power block (2+2+1), comprising of two
(2) gas turbine and generators (GTGs), two (2) heat recovery steam generators (HRSGs) & one
(1) steam turbine and generator (STG), and Balance of Plant (BOP) equipment. The gas turbine
is designed for single firing using natural gas fuel.
It is neither the Purchaser's intent to specify all technical requirements nor to set forth those
requirements that are adequately covered by applicable codes and standards. The Supplier shall
furnish new, proven, high quality material and accessories meeting the requirements of this
Specification and industry standards.
Any conflict between this specification and its references shall be brought to the attention of the
Purchaser for resolution prior to any further action by the Supplier.
All data, specification, drawings and documents shall be written in English. All documentation
which is specifically produced for the Project shall be supplied in the units as conforming to the
“Système International d’Unités” (SI units) to ISO 1000 for basic and derived units or names of
units, unless otherwise agreed in writing by the Owner. SI units shall be used in all
correspondence, documentation, calculations, drawings, measurements etc. If reference has to
be made to non-standard items, the SI units shall be quoted followed by the non-standard units
in brackets.
The Supplier's scope covers design, engineering, manufacture, inspection, testing at supplier's
and/or his sub-supplier's works, packing and forwarding and deliver on FOB basis.
The works to be furnished by the Supplier shall include, but not be limited to the following to
make the system complete. Piping raw material supply
(c) Cathodic protection provision work cooperate with cathodic protection supplier
(e) Marking, Packing and shipping including special delivering materials for shipping
(k) All the required drawings and documents (Piping spool drawings etc).
(l) Surface preparation & final painting at shop (Tropical & marine site condition should be
considered for painting works). The color of final painting shall be in accordance with Att.7
Technical Specification for Painting.
2.2 EXCLUSIONS
For detail, refer to Att. 2.1 – General Technical Requirements - Mechanical. In addition to this
attachment, the following codes and standards to be followed:

ASNT, ASTM, PFI, SSPC, AWS, MSS, DIN, BS and Indonesia codes as applicable, where the
supplier can demonstrate the equivalence to satisfaction of contractor.
In the event of conflicts among this specification, codes and standards, supply agreements,
supplier shall obtain the clarification before proceeding with fabrication.
The supplier shall provide pipes with proven design for continuous service lifetime of minimum
25 years.
Pipes and Fittings furnished by the Supplier shall be guaranteed by the Supplier to be suitable
for the services described herein, shall conform to all applicable codes and standards and shall
safely meet all conditions of performance and design specified in the specification.
The Supplier shall comply with Att.1 General Technical Requirements -General along with
below requirement,
5.1.1 General
a) Pipe material shall be supplied in accordance with the supply agreements of Att.3.1 -
Piping Bill of Material – Circulating Water Pipes.
b) Material shall be suitable for continuous exposure at the service condition and ratings
specified.
c) All materials shall be new, clean, and free from rust, pits and defects.
d) The diameter of Circulating Water pipes shall be in accordance with AWWA M11 unless
otherwise specified.
e) Pipe Length shall be as per Fabrication Standard considering the shipping criteria.
f) Bevel end preparation for pipes and fittings shall be in accordance with the requirements
of ASME B16.25.

Specific requirements for edge preparations (if any) will be informed during detail
engineering.
The prefabricated work shall be properly protected from damage during rigging and shipment.
Packaging instruction shall be performed in accordance with Att.1.1 Owner’s Requirements -
General.
5.1.2.1 Welders
All welders and welding operators shall be qualified for the work for which they are engaged.
Pressure part welders shall hold current welders qualification certificates in accordance with the
latest edition of the ASME Boiler and Pressure Vessel Code Section IX, “Qualification Standard
for Welding Procedures, Welders and Welding Operations” or equivalent. Welders engaged in
welding on site shall be under the supervision of a competent welding engineer.
a) All shop welding procedures, welders and operators of machine welding equipment shall
be qualified.
b) All electrodes and/or welding rods and the fabrication procedure shall be in accordance
with the applicable codes and standards. Welding consumables shall be procured from a
reputed manufacturers and the Contractor shall furnish the details to the sponsor during
the construction period. Prior to welding, the work shall be preheated, where necessary, in
accordance with applicable code & standard, and the temperature shall be maintained
throughout the operation.
c) Post weld heat treatment, where applicable, shall be conducted in accordance with
applicable code & standard. Records of post weld heat treatment shall be made available
for inspection when requested.
The extent of weld inspection and the final weld quality shall comply with the applicable codes
and standards. Records of all welder qualifications, weld procedures, and weld inspection and
repair reports shall be maintained.
The Supplier shall maintain the welder and welding operator qualification records for this project
according to Supplier’s (or Vendor’s) Quality Manual. The records shall be submitted to the
Contractor for information if listed in VDR.

a) All material supplied shall comply with the requirements of the code, and test certificates to
the ASTM standard shall be submitted to the Contractor. For all materials, the mill test
certificates shall be submitted to the Contractor.
b) Each length of pipe shall be subjected to the NDE and hydrostatic test, and its result shall be
specified in the Material Test Report.
c) Material test Report (certificates) shall be submitted as per EN10204 type 3.1 (Inspection
certificate 3.1). Instrumentation and control
It is highly important that the inside of all piping be free of loose scale, welding particles and
spatter, oil, grease, rust, paint, welding fluxes, chalk, abrasives, carbon deposits, coatings,
moisture and all other foreign matter before it is placed in service. In addition to the below
requirements Cleaning, Painting and Coating shall be performed in accordance with Att. 2.3 –
Technical specification for painting.
a) Plain or bevel ends shall be protected with non-metallic cover such as caps, plugs or
covers.
b) To protect machined welding ends, end protectors shall be designed to prevent the
entrance of foreign matter into pipes and fittings during storage in the field prior to erection.
5.1.4.2 Marking
In addition to the below requirements marking shall be in accordance with Att.1.1 Owner’s
Requirements - General
All pipes shall be marked with color paint to identify piping materials for field handling at site
unless otherwise specified, the color identification for piping materials shall be done in
accordance with followings.
(ii) Colors of individual items shall be in accordance with Att. 2.3 – Technical
specification for painting.
(iii) The color marking shall be one line and have 25mm width.
5.1.5.1 Materials
All Coating/Lining material datasheets and coating procedures shall be submitted for the
Purchaser’s approval.
Test reports shall be supplied for all mandatory tests as per the applicable material standards.
Test reports shall also be furnished for any supplementary tests as specified in the material

requisition sheets.
Material test certificates (such as chemical composition and physical properties) shall be
furnished for the coating/lining materials.
Primer and Prefabricated Tape produced by the same manufacturer shall be used to assure
compatibility.
Pipe shall be shop-coated with Polyethylene(PE) coating system for operating temperature up
to 60℃.
Straight pipe sections shall be 3-layer polyethylene(PE) coated in accordance with DIN 30670,
Polyethylene Coated Steel Pipe by Extrusion or Powder Fusion. Three layers shall consist of
followings.
Weld joints, required part and damaged coatings shall be field-primed with one coat of primer
and field-wrapped with tapes applied with a 50 percent overlap.
The exterior pipe surface shall be free of all loose mill scale, rust, corrosion products, dirt,
grease, moisture or other foreign material. Grease or heavy oil shall be removed with a volatile
solvent in accordance with SSPC-SP-1.
Cleaned pipe intended for subsequent coating shall be stored, when necessary, in such a
manner that it shall remain free from recontamination. In the event of surface recontamination,
pipe shall be re-cleaned in accordance with Para.5.1 & 5.2.
Weld spatter, slag, sharp edges, burrs, slivers and knurls shall be removed from pipe surface
by filing, rasping, grinding, wire brushing, sanding or other suitable means.
Pipe primer coat shall cover the entire pipe surface without voids or cracks. Primed surfaces
that become dusty or that remain uncoated for more than 48 hours shall be re-primed.
The application of PE coating to be applied to straight pipe and large sized fitting at the
Supplier’s shop shall be done.
The application of PE coating shall be in accordance with AWWA C209, C213, C214, DIN
30670 AND ISO 12944. In conflict case between those codes, conservative method shall be
selected and applied with the Purchaser’s approval before application of coating.

To avoid heat damage on PE coating by field weld, PE coating shall not be applied to 150mm
from beveled ends of PE coated items so that bevel ends and HAZ(Heat Affected Zone) shall
be bare status without coating.
The wrapping can be applied at field weld joint and damaged parts of PE coating and other
parts if required.
After field/shop weld joint work the bare pipe sections shall be cleaned.
Field tape coating shall be wrapped as follows ;
- Prior to welding 150mm of the coating shall be removed from the cut ends of field-cut
coated pipe for joint cutback. The bare pipe shall be thoroughly cleaned of all remains of
the pipe coating by hand brushing.
- Cold applied inner tape (Polyken #930 or #980) coating shall be applied after primer
coating. Tension in wrapping should be enough to obtain conformability to surface being
applied and to avoid air pockets and bridging.
- Outer wrap (Polyken #955 or equivalent) shall be applied after application of inner
wrapping. Minimum 25mm overlap, but minimum 50% overlap (equal two layers)
recommended according to condition of soil and diameter of pipes.
- The tape shall be pulled tight enough so that it confirms well to all surface of the irregular
section.
- Inspection and Test Plan including Quality Control Procedure shall be prepared and
approved by the Purchaser prior to manufacture. The supplier shall also perform the factory
test and inspect according to the relative specification.
- It is the responsibility of the shop-coat vendor to visually inspect and electrically test the
pipe coating prior to shipment.
- Visual inspection shall be made to ensure no defects of pipe coating (surface blisters,
craters, laminations and pinholes) and proper coatings and wrapping of the pipe according
to this specification.
- In addition to visual inspection, the coated pipe shall be 100 percent holiday-tested using
approved electrical holiday detection equipment.
- All voids, air pockets pinholes, defects and random sample points shall be clearly marked,
repaired and holyday-tested to restore the integrity of the coating system.
Shop Repair
- The repair process shall provide a finished area that is free from all damage and holidays.
Surface prepared for repairs shall be coated before rust appears, otherwise surfaces must

be reworked.
- The damage area shall be repaired using specified materials and following the same
sequence as the original coating.
(a) The pipes and fittings shall be tested according to the relevant provisions of the design
codes and standards and the Supplier shall submit ITP (Inspection & Test Plan).
(b) All pipes shall undergo workshop test whether mentioned in this specification.
(c) The supplier shall submit all the test /inspection reports of the pipes before shipment.
(d) All the test and inspection for the Supplier’s pipes shall be conducted in accordance with
the applicable codes and standards, including prudent practices in the utility industries,
unless otherwise specified in this Specification.
(e) Any inspection carried out by the Purchaser will not relieve the Supplier of any responsibility
for conformance with stated conditions and shall not be considered as a waiver of warranty
or other rights.
Quality Assurance and control shall comply with Att.1.1 Owner’s Requirements - General
However, Supplier shall submit his quality control plan after award of contract.
KKS Coding procedure shall be followed for tagging. The same will be issued to the successful
Supplier after the award of contract.
The supplier shall submit with his proposal all data, information and drawings specified herein.
All drawings and documents submitted after award of contract shall be numbered as per the
guidelines stipulated in Att 4. Document Numbering Procedure.
(a) The Supplier shall submit to the Purchaser five (5) copies of his proposal documents.
(b) All the data sheets, drawings and technical information shall be submitted for evaluation of
the Supplier’s proposal design. If not, the Supplier may not be properly evaluated due to
the unavailability of technical information.
(c) The Supplier shall submit the following data sheets, drawings and technical information as
requested. :
(ix) Catalogues
Following the award of the Contract, the supplier shall prepare and provide to the purchaser for
review and approval all drawings, schedules, calculations, documents, data and information
necessary for Pipes and Fittings supplied by the supplier.
The extent of these submittals shall include but not limited to those specified, and shall be
sufficiently comprehensive to fully establish that all parts and procedures to be used in performing
the Contract Works comply with the objective of the Contract and with requirements for
installation, operation and maintenance.
The Supplier shall submit six (6) copies of drawing to the Purchaser/Owner for approval.
Comments on these drawings and data shall be resolved by the Supplier and returned to the
Owner within four (4) weeks from the date of the Purchaser / Owner's comments. Approval of a
drawing by the Purchaser / Owner shall in no way relieve the Supplier of his responsibilities under
the Contract.
The Supplier shall submit to the Owner for review and approval the following data and drawings:
(iv) BOM.
(b) Data and drawings to be submitted within one (1) month for Owner submission. The date
of submission to Purchaser will be discussed post finalization of contract.
Within one month of the date of the Contract Award the Supplier shall submit the following:

(i) Schedule.
(ii) Two copies, in English, of all codes and standards approved for use on this
Contract.
(iv) Pipes, Fittings and system identification numbers using standardized KKS
(Identification system for Power Plant) Number System.
(c) Data and drawings to be submitted within two (1) month for Owner submission. The date
of submission to Purchaser will be discussed post finalization of contract.
Within two months of the date of the contract award the Supplier shall submit the
following:
(i) Pipes and Fittings to be supplied together with the name of the manufacturer or
sub-Supplier, country or origin, and FOB delivery date.
(v) Standard format schedules for all valves, etc. using the approved KKS number.
