1.0 Purpose
SK Juara Enterprise Sdn Bhd considers the Safety and Health of its employees to be of primary
importance to the continued wellbeing of its business. SK Juara Enterprise Sdn Bhd recognizes its duty
to operate its activities in a way that does not create risks to Safety, Health and Environment of its
employees or to members of the public.

The achievement of the aims of this SHWI will require contained commitment and sustained effort by
everybody concerned. All employees have a personal responsibility to prevent injury or risk to health to
themselves and to anyone else who may be affected by their actions.

3.0 Responsibilities

3.1 Project Director

• The Project Director of SKJESB responsibilities for the overall safety and health management’s
aspects for the company and shall take a leading role in promoting safety awareness on safety and
health practice at all times.
• It is the responsibilities of the Project Director to ensure that a company’s EHS Management Plan
is implemented and complied with.
• He shall initiate the establishment of site EHS Committees and ensure the smooth running if these
committees.
• He shall scrutinize results of safety inspection of project sites to ensure compliance with the
Occupational Safety and Health requirement and initiate corrective action immediately.
3.2 Project Manager

• Project Manager (PM) will ensure compliance with the site EHS Management Plan is the areas of
the project for which he is responsibilities. He will be the chairman for the site safety meeting.
• He will be ensuring the site safety plan and company safety policy is implemented on site and it is
being practiced.
• He will give cooperation and work closely with safety officer.
• To delegate the authority and responsibilities to each engineer/ supervisor to maintain a work
place free of know hazards and compliance by his employees with project site safety and health
procedures.
• To identify training need in respect to safety skills and employees under his supervision.
• To advice the safety officer and staff concerned on safety problems, special hazards and special
situation. Project Manager shall initiate the establishment of a Section Committee at the Project
Site If the Workforce Exceed 40 and Shall be Appointed as Its Chairman.

3.3 Safety Officer/Supervisor


• Shall monitor the establishment of site EHS Committee and implementation of its.
• Advising Project Manager to help him adhere to the safety and health and meet their
responsibilities.
• Identifying unsafe act or condition and practice.
• Carry out inspection and to recommend safe practices.
• Assisting with the formulation and implementation of safe system of work and emergency
procedure.
• Recommending suitable protective devices and equipment.
• Safety Officer shall be directly responsible to the General Manager.
• Shall assist the Project Manager in the implementation of safety rules and promotion of safety
consciousness for the company.
• Shall conduct safety inspections and audits, monitor infringement of safety rules, non-compliance
of company policies and procedures and recommend corrective action.
3.4 SKJESB Engineer/ Supervisor and Sub-Contractor Supervisor
• Supervisor will be responsible for safe work practice in his area of work.
• They will take corrective measures to eliminate accident and take immediate action on safety
officer report.
• To accomplish any work as scheduled without accident, he shall establish safe work plans and
procedures well in advance and ensure staff and workers at site are familiar with them.
• They will ensure that courses, toolbox talks and first aid courses are conducted.
• They must ensure that all work is being conducted in a safe manner and take corrective measures
as deemed necessary.
• They will responsible for his staff and workers and his sub-contractors for making them fully
aware of current legislation on SKJESB enforced by SKJESB the project site.

3.5 Workers Responsibilities


• To Comply with Environment, Safety and Health rules and regulation at project site.
• To be proactive and take care of own safety.
• To wear and maintain Personal Protective Equipment (PPE).
• To work with safe working procedure.
• To attend safety training/ Education/ Briefing/ Toolbox talk/
• To take care and remind younger workers on safety.
• To cooperate with supervisors and management on safety.

3.6 Lifting Supervisor


• Coordinate all lifting activity in accordance with the lifting plan.
• Brief all lifting team on the lifting plan, safe lifting procedure and also risk assessment,
• Ensure that only registered crane operators, appointed rigger and appoint signalman participate in
any lifting operation.
• Ensure that the ground conditions are safe for any lifting operation.
• Be present during all lifting operations.
3.7 Lifting Engineer/Coordinator
• Planning of lifting operations.
• Conduct the production of method statements.
• Authorization of rigger and signalman.
• Maintaining records of test and inspections of lifting accessories and equipment.

3.8 Rigger
• Assist the crane operator by properly attaching and detaching loads the crane.
• Know how to safely connect and disconnect loads.
• Discuss any potentially Insafe lifts with your supervisor.
• Do not make the lift if the hazardous situation.

3.9 Signalman
• Use proper hand signals at all times.
• Know working load limit (WLL) of sling chains, wire rope.
• Inspect all equipment for damage and defects before use.
• Double check the connection prior to making the lift.

3.10 Crane Operator

• Daily crane inspection.


• Ensure cranes are properly set up before lifting operation begin.
• Communicate with Lifting Supervisor.
• Check the clearance of the path to be taken by load and any part of the crane.
4.0 Procedure

4.1 Before
• Apply permit to work (PTW) lifting work.
• Wear personal protective equipment (PPE) when entrance into construction site.
• Induction lifting operation team by safety department.
• Collect lifting operation team data such as rigger, signal man and also crane operator.
• Identify lifting equipment and type of load to lifting.
• Daily inspection lifting machinery before activity begin by Lifting Supervisor and crane operator.
• Identify certificate fitness (CF) operator crane and also Perakuan Mesin Angkat (PMA) lifting
machinery. If have maintenance record, also keep in EHS file.
• Crane operator should be confirmation all device machinery in good condition include lifting
gear.
• Collect inspection form by Lifting supervisor and crane operator to approval lifting activity.

4.2 During Work


• Barricade and fixed with warning signage the area required to the lifting work and ensure no
people enter this area during lifting work.
• No body to allowed to stand or cross under lifting area during lifting work in progress.
• Lifting calculation by authorize person and update to management site.
• Ensure outrigger mobile crane on the basement plank/plate to stability crane. Lifting supervisor or
Designated Person must ensure ground already flatten to avoid from overturning machinery
crane.
• Sling material to lifting must be conduct by rigger. Only rigger know to sling material for lifting
activity. For example, each material had different type to lifting such as:
i) Chain sling
ii) Synthetic web slings
iii) Wire rope slings
iv) Metal mesh slings
v) Natural and synthetic fibre rope slings.
• Safe use slings must be identified with a durable tag and inspected each day.
• After finish slings, permanent signal man give instruction to operator crane to lifting material.
Get supervision by lifting supervisor during progress. It to avoid from clash communication with
both tower crane.
• Communication each other use walkie talkie to easily work progress.

4.3 After
• Close permit to work (PTW).
• Carry out housekeeping for unwanted materials and disposed into the bin provided. Practice
5s at workplace.
• If use mobile crane, operator need to ensure control speed limit when exit from construction
site.
• Signal man assist operator crane and give good signal to easily mobile crane use limitation
area.

5.0 FORM / CHECKLIST / LOGBOOK.

• Lifting calculation/ lifting plan by authorized person.


• Weekly inspection checklist.
• Monthly checklist report.
