Objective(s):
By the end of this lecture, you should be able:
• To facilitate participatory disaster risk assessments and mapping and understand
the community-based disaster risk reduction, measures planning and
implementation process.
Community-based disaster risk management planning and
implementation
Introduction
• Community Disaster Risk Management Planning
(DRMP) AKA disaster preparedness & mitigation plan,
counter disease plan, disaster reduction plan. Some call
it district development plan.

• In short, it is a guide in mapping a community’s


progression to safety, disaster resilience and
community development

• The plan contains measures, activities to reduce
vulnerabilities and increase capacities to reduce disaster
risks.

• Short term
• Medium term
• Long term activities
Steps in coming up with CDRRP
1. Risk Assessment (brief description of community/Disaster
situation)
2. Objectives and targets identification (number of ppln)
3. Disaster risk reduction measures identification (both pre
and post disaster phases), structural and non-structural.
4. Determine the Resources needed (income sources etc)
5. Assign responsibilities for activities (pple, committees etc)

6. Determine Schedules and Deadlines
7. Lay down operational procedures and policies
8.Determine critical elements and barriers for plan
implementation
9.Discuss with community members and other stakeholders
10.Implementation, periodic review, adjustment of the plan
Monitoring & Evaluation
Monitoring: a continuous or periodic review to ensure that input
deliveries work schedules, target outputs and other required
actions are proceeding according to plans.
Usefulness: To see if we are on tract, to see if we are achieving our
objectives, to see how we are achieving our objectives, to look at
strength and weaknesses, to make changes if we have to before its
too late.
Monitoring & Evaluation
Evaluation: an assessment of the results and effects of the project.

• Usually done at the end of the phase or towards the end of the
plan or project implementation.

Usefulness: makes sure that the objectives have been met.


Group Work
Imagine with have a disaster situation in your community, e.g.
floods. Based on this;
• Identify the various issues that will emerge as a result of the
disaster.
• Identify the various activities that will be involved responding to
those issues.
• Using the Steps in formulating the community disaster reduction
plan, formulate a community disaster reduction plan for any
community of your choice. Justify your answers.
