Talk It Out: USTAC SHS Mental Health Counseling Program – A Project Proposal

I. Introduction

Something goes behind everyone's best foot forward. It could be problems at home,

financial difficulties, trauma, academic stress, peer pressure or personal issues; no one knows.

Overlooked mental health problems could affect a person in several ways. According to the World

Health Organization (2021), approximately 10% of adolescents are affected by mental health

problems. The majority of these adolescents are not addressing this to receive care. Another report

by the Mental Health Commission of Canada (2016), 60% of the population with mental health

illnesses never reached out due to stigma toward mental health-related issues.

In a similar project proposal produced by Total Life Enhancement Centre (2020), its main

purpose was to educate the youth about the awareness of mental health due to being neglected, as

well as providing the need of counseling services. According to research conducted by Son et al.

(2020), 138 out of 195 students were indicated to have increased stress and anxiety due to the

COVID-19 outbreak, multiple stressors involved anxiety, fear, worry about their loved ones, and

depressive thoughts.

In similar situations, some senior high school learners of UST Angelicum College are

going through a battle that they fight alone, and they may never know who is winning and losing

in their fight. The proponents of this project advocate that mental health should be taken seriously

and looked after and must not be seen as something so little of value or worth.

II. Basic Information

NAME OF PROJECT Talk It Out: Ameliorating mental health by offering a free


counseling services consultation from a professional

CLUB/ ORGANIZATION Student Council Officers, Mental Health Advocacy Team, and
USTAC SHS Faculty and Staff

TARGET OUTPUT A safer and more comfortable community within USTAC SHS
department wherein no emotions are disregarded among
learners. Boosted self-esteem and confidence that will lead to the
improvement of themselves and faith in themselves leading to
better work ethics and academic self-efficacy. Stronger and
better social connections in USTAC SHS as social relationships
affect mental health and vice versa.

TARGET BENEFICIARIES SHS learners, class moderators, and learning facilitators of UST
Angelicum College SHS Department

TOTAL BUDGET ₱415,000 per year

III. Project Objectives

The project is inspired by the revelation that young people who have mental challenges

find it difficult to avail services that aid their situation. The following essential objectives focus on

the areas that will require the team members attention:

1. to provide professional assistance to the learners and facilitators of UST Angelicum

College concerning the improvement and betterment of their mental health

2. to address the issues of mental health in UST Angelicum College community by offering

free counseling services consultation from a professional

3. to accomplish every year a free counseling project that builds a safe community among

senior high school learners as a reminder that they are not alone in their battles for the

improvement of their mental health

IV. Project Description

A. Methodology

This project will use a strength-based model, and as such, will focus on how the guidance

and counseling practitioners can assist the target young people to collaborate with their peers,

families, and the community with the aim of overcoming some of the challenges encountered

during the transition from foster homes into the larger communities. According to Rangan (2016),

a strength-based model “involves systematically examining survival skills, abilities, knowledge,

resources and desires that can be used in some way to help meet the client goals”.

In addition to identifying and orienting the guidance and counseling professionals who will

be involved in this project, the following activities will take place. They include:

1. Free counseling services that will be beneficial to the USTAC community. The session

will last for a minimum of 30 minutes to maximum of 1 hour. Participation will be

voluntary, and program results and findings will not be published in a manner that

exposes participants to make them the subject to stereotypes.

2. Different organizations in USTAC will contribute to successfully accomplish the goal

of this project. There will be volunteers to help the organization in planning and

organizing the project.

3. The execution for the project will be divided into three periods, such as preparation, 1st

semester, and 2nd semester. The preparation will be held in September to the month of

October. The consultation month in November for the 1st semester will be done on the

2nd to 4th week of the month, while for the consultation month in March for 2nd

semester will be on the 1st to 4th week of the month. Consultation periods are scheduled

during weekdays from 8:00 am to 5:00 pm.

C. Anticipated Output

A person's mental health is important and should not be overlooked and disregarded.

Young people who age-out of foster care are exposed to challenges that may affect their overall

well-being, and most especially their mental health. This proposal is, thus, intended to equip such

young people with coping skills that will not only enable them integrate well into society, but will

also enhance their mental well-being.

This project will provide free consultation to not just to the learners, but also the faculty

and staff of UST Angelicum College. Talk It Out targets to improve the mental health and well-

being of the SHS learners and learning facilitators of UST Angelicum College.

The project management anticipates to accomplish the major activities of the project, and

if the program schedule proceeds as conceptualized, it would be expected that most of the people

involved in the project will be mentally healthier, and full of social skills to face the larger society

once the project ends.
