MODULE 1: DEPARTMENT OF EDUCATION

SESSION 1: MANDATE, VISION, MISSION, CORE VALUES

(VMV), AND STRATEGIC DIRECTIONS

A. Activities and Assessment

1. In what specific ways can you contribute to the attainment of the

DepED mandate in the following areas?

Implementation of policies, plans, programs and projects in:

Formal Basic Education:

Implementing the DepEd's mandate for formal basic education means giving
the students ample instruction time and ensuring that the policies, plans, programs,
and projects are monitored by establishing goals and objectives that are consistent
with the DepEd Mission and Vision.

Alternative Learning System:

By making quality education accessible to everyone, I can promote it. I'll do my

best to deliver the service you've requested. In addition, I will create a setting that is
helpful for ALS while maintaining a high standard for instruction. In order to facilitate
learning, I must be certain that I am following DepEd's strategic direction.

2. What can you do as a beginning teacher to:

Promote quality education?

Due to the way they oversee and support student intellectual interactions in the
classroom, teachers play a critical part in preserving high standards in education. The
learning results of the pupils should be affected by these interactions. As a new teacher, my
initial focus will be on being familiar with the mandate, vision, core values, and strategic
direction of the Department of Education to make sure that I am in line with the
department's objective of raising educational standards. In addition, I'll work to plan and
execute courses that are successful and foster a positive learning environment for my
pupils.

Make education accessible to all?

In order to serve the people with all of my heart, I will take my job as my passion.
To do this, I will make sure that I am always accessible to everyone who needs education.
In order to allow the youth who are not in school to participate in the teaching and
learning process, I can also volunteer some of my free time to them. By making education
available to everyone, I will be extending my service to the various types of students.

3. Answer the following questions based on the readings above:

As a teacher, how do you encourage your students:

To discover their full potential that may contribute for the betterment of the
society?
In order for learners to reach their full potential, they must first understand the
value of the learning process and how it may improve both individuals' lives and society as
a whole. Teachers must therefore find a means to get to the emotional area of their
students, which they might do by giving them tasks that are relevant to their interests and
needs.

To apply the competencies prescribed in the curriculum?

I will make sure first that they thoroughly understand what the competencies are
and why these needed. Upon doing so, they have to put in heart and mind that these must
be met and applied not just inside the classroom, but outside. I will be providing them
well-planned instructional delivery which does not solely give them information, but also
lifelong learning skills.

To reflect and evaluate their home- and culture-based values?

Through the use of audio-visual resources, I allow my students to assess the
national and cultural values of various nations and see the contrasts between each one.
Following that, they will consider the roots of their own culture and how it relates to that
of the Philippines.

Which among your specific roles/functions as a teacher can signify your

responsibility among your students and people in the community?
Promoting quality education and making it accessible to everyone. The
aforementioned signifies my responsibility among the students and people in the
community for these are the be-all and end-all of teaching. Delivering substantial
instruction to all kinds of learners and extending my service to everyone are indeed my
vital functions.

What plans do you have as a teacher to achieve the learner-centered

philosophy?

I simply need to make my students the heart of my teaching and learning process. I
will make sure that my classroom discussion is suitable to all my learners by being
aware of their needs, differences, goals, wants, and aspirations in life. I must practice
the learner centered philosophy that would greatly help me to impose the right way of
applying this certain philosophy. I plan to create a classroom environment wherein I
will be the one to facilitate the learning and the students are the primary source of the
information.

What can you do to better serve the learners in relation to learner-

centered philosophy?
I can better serve the learners in relation to learner-centered philosophy by
knowing each and every one of my students deeply. I have to well-equipped them with
skills and knowledge in accordance with their needs and wants.
How can you foster partnership and extend linkages to your
stakeholders?
By involving my stakeholders in the development of my classroom goals and
objectives, I can promote collaboration and strengthen connections with them. They
will also be included in activities where they may support the pupils' overall growth.

4. Students learn in a child-friendly, gender sensitive, safe, and

motivating environment.

What can you contribute to ensure a child-friendly, gender-sensitive,

safe, and motivating environment?
I would be creating a learning environment which is conducive and inclusive. I
have to make sure that it is accommodating to the needs of the different kinds of
learners that I will be teaching. As a teacher I see to it that discrimination and
bullying is always addressed properly and be corrected right away, one way of making
the students feel ensured and motivated to go to school is to see to it that they are
happy and they are safe and secured, simple actions that a teacher can do to his/her
classroom,

How do you address the uniqueness of each learner?

To address the uniqueness of each learner, I have to adhere to Howard Gardner’s
Multiple Intelligences theory which proves that all students are different from one
another. I can also address this by giving differentiated tasks which encompass the
needs of every learner that I have.

How do you ensure an enabling and supportive environment for effective

learning to happen?
I will give my pupils the impression that they are in a learning atmosphere where
they can always be inspired to study and learn in order to create an enabling and
supportive environment for effective learning to occur. To guarantee optimal learning,
I'll extend my assistance outside the classroom as well.

What are some ways to develop lifelong-learners?

The several instructional delivery methods that will be given to students must be
carefully thought out. Students must be given assignments that differ from one
another so they can apply the skills required for real-world application. Not only do
we instruct kids on what to study, but also on how to learn. Being a teacher is
undoubtedly a highly difficult job that requires producing lifelong learners. Teaching
students knowledge and content is the first step in creating lifelong learners; the
second is equipping them with practical skills; and the third is instilling values, which
is a crucial component. No matter how talented and intelligent a person is, if they
don't have the right traits and attitude, they will never succeed.

5. My Philosophy in Teaching

State briefly your philosophy in teaching which spells your vision in entering
the teaching profession towards effective, learner-centered and meaningful
teaching experience. It must be something you believe that will drive you to
success and to being a meaningful agent of change to students and your
community.

I believe that all learners are entitled of quality education regardless of their
status in life. This is the sole reason why I want to promote quality education
and make it accessible to everyone

6. Vision Sharing (write your vision and share your thoughts about it
to your co-teacher)

VISION Sharing

Make a vision board based on the following question:

How do you see your learners 10 years from now?

I can see that they already graduates equipped with the skills that they
need in the real-world. Some are already starting to establish their names in their
chosen path, and some are already successful.

7. What strategies do you intend to apply a learner-centered

philosophy to ensure the attainment of your vision?
Every teacher should keep in mind the importance of having an
ideology that is particularly learner-centered. There are numerous.
Student-centered philosophies place more emphasis on educating
specific students. These educational theories lay more emphasis on
fostering students' uniqueness and enabling them to reach their full
potential. Less rigidity and structure may be present in a student-
centered classroom, and it may be less concerned with traditional
methods of instruction and academic drill and more concerned with
preparing students for success in a constantly shifting environment.
Together, students and teachers often decide what should be taught
and how it should be done. As a result, progressivism, social
reconstructionism, and existentialism are the techniques I aim to use.
8. Concept Mapping. Using the terms written inside the box, label the
following schema appropriately in order to come up with a Concept
Map showcasing the DepEd Operational Priorities.

After going through this lesson, (DepEd Mandate, Vision, Mission, Core Values,
and Strategic Directions), answer in your journal the following questions:

1. In what concrete ways has this session helped you become a more
agentive teacher in promoting “learner-centered” teaching?
It made me realize that we should always look at students as the main
thing in teaching, we should make them the heart of the teaching-
learning process. It helped me to understand more about learner-
centered strategy. I learned that I should practice it most of the time so
that I can let my students think outside the box.

2. How has this session helped you clarify your vision and motive in
serving your learners better and in promoting a learner-centered
environment for them?
This session has helped me clarify my vision and motive to the learner-
centered philosophy. It has taught me to align my instructional delivery to
the needs of my learners.

3. What is the impact of the Department Mandate, VMV and Strategic

Directions in your vocation as a teacher? How can your understanding
of DepEd’s Mandate and VMV provide impact to your work as a teacher?
These have helped me realize how vital my function is in building the
nation, promoting quality education, and producing students who well-
equipped with lifelong-learning skills. Thus, it rekindled the passion burning
within me in aspiring to become a committed teacher.

4. What are your personal beliefs and values that are aligned with the
DepEd’s VMV?
I believe in the essence of helping other people. I think that is
my belief that is very align to Deped’s VMV. To constantly help other
people to have a better nation for all Filipinos.

5. How can you contribute to improve quality and relevance in education?

I can contribute in my own simple ways by simply following
rules, by showing people the importance of education, by showing to
people the effects of good education. I can also improve the quality of
education through producing life-long learners.
SESSION 2: DEPED ORGANIZATIONAL STRUCTURE AND
SCHOOL PROCESSES

A. Activities and Assessment

Answer the following questions.
1. What key provisions of Republic Act 9155, The Governance of Basic
Education Act of 2011 should a newly hired teacher be familiar with?

A newly hired teacher like me have to be familiar that it was the act which
instituted a framework of governance for basic education, establishing authority
and accountability, renaming the Department of Education, Culture and Sports
as the Department of Education, and For Other Purposes.

2. Why do think that RA 9155 states that, “The school shall be the heart of
the formal education system?” Cite specific conditions.

The school shall be the heart of the formal education system for it is
where the teaching-learning process takes place. Although learning takes
place in different situations. School is still the heart of formal education
because teachers are there to explain and let student understand what is
wrong from right. For instance, if a student saw people stealing and they
don’t have idea that it is wrong possibility is they will follow it but if they
can go to school and teacher can explain that stealing is bad then student
will not do it. School is the main source of education.

3. Identify the best practices in your school that adhere to the existing
laws and regulations stated on RA 9155. Make a checklist and share it
with your colleagues.

Reflect on the empowerment given to your school head as stipulated on

RA 9155.

1. Observe how your school head adopts shared governance. Provide

evidence showing her effective management of the school as an
instructional leader and administrative manager.
The school does not only depend on the school head, but there are also
people who help him. Having our head teacher who assists our school head in
the different matters in our school show how governance is being shared.
From the head teacher, we also have our level chairmen.

2. Look for an experienced teacher in your school whom you think is

trusted. Share your observations about how you perceive your school
head adopt shared governance and effectively manage the school as an
instructional leader and administrative manager. Ask that teacher if you
have the same observations.

1. What is the importance of knowing the DepEd organization structure

and school processes in the performance of your duties as a teacher?
The importance of knowing the DepEd organization structure and school
processes in the performance of my duties as a teacher is that it will help me
to do my work easier. It will also do me a favor if I know where to go if I
needed assistance.

2. Why should a teacher know who to approach in addressing concerns

related to his or her duties?
In order to perform effectively because she/he is well-versed in her
obligations, teachers should be aware of who to contact with questions
pertaining to their duties. She or he also needs to be aware of those involved
so that, should something go wrong, they will know exactly where to turn for
assistance.

SESSION 3: TEACHING AS A PROFESSION AND AS A VOCATION

A. Activities and Assessment
Activity 1. Answer the following:

1. What is a profession?
A profession is an occupation that involves specialized training and
formal qualification.

2. Is teaching a profession? Why?

Yes it is and No it isn’t. It is a profession because a formal education,
qualification, and specialized trainings are needed before you can become
a teacher but at the same time it is also not a profession because it is a
vocation, A vocation is a calling to and from the heart of an individual. A
profession can be a vocation as well but can also be a choice made from
different criteria. A vocation cannot be denied; it burns in the heart and
soul of a person and cannot be quenched until it is answered, whereas a
profession can be chosen based on family demands, income, status, or
location. A teacher who practices teaching as his or her vocation responds
to the strong feeling, or calling for service just like the historic biblical
figures.

3. What are the requisites by the PRC one should satisfy before he/she
becomes a professional?
 A professional teacher must have a deep understanding of the theoretical
knowledge about learning and human behavior.
 A professional teacher demonstrates attitudes that foster learning and
genuine human relationship.
 A professional teacher must have a mastery of the subject matter.
 A professional teacher must possess competencies in the use of teaching skills
that facilitate student learning

4. What are the qualities of a professional teacher?

 A professional teacher must have a deep understanding of the
theoretical knowledge about learning and human behavior.
 A professional teacher demonstrates attitudes that foster
learning and genuine human relationship.
 A professional teacher must have a mastery of the subject
matter.
 A professional teacher must possess competencies in the use of
teaching skills that facilitate student learning.
 Professional teacher must possess competencies in the use of
teaching skills that facilitate student learning.

5. What is a vocation?
A vocation is a calling to and from the heart of an individual.

6. How is vocation different from profession?

Both could be viewed as being similar at times, but there is one difference
between them: vocation cannot be ignored; it burns in a person's heart and
soul and cannot be quenched until it is satisfied, whereas a profession can be
selected depending on family demands, income, prestige, or location.

7. When can teaching be a vocation?

Like the historical biblical figures, a teacher who makes teaching their
profession reacts to a compelling need or calling to serve.

8. What are the characteristics of a teacher who takes teaching as a

vocation?
The characteristics of a teacher who takes teaching as a vocation are as
follows: committed, dedicated, selfless, and hardworking.

9. How can you make teaching both a profession and a vocation?

I can make teaching as both my profession and vocation by putting it
in my mind and heart. I always have to remind myself that it is my calling.

10. Write how you manifest the first quality of a professional teacher.
My understanding of teaching and learning theories would be put to use as I
explained circumstances and dealt with issues I encountered in the classroom.
As a brand-new professional teacher, my issue is not that the ideas I have
learnt are unworkable, but rather that they are challenging to understand in
order to address real-world issues.

11. Write the attitude you have that foster learning and genuine human
relationship.
The major categories of attitudes that affect teacher behavior are (a)
teacher’s attitudes toward himself/herself; (b) teacher’s attitudes toward
children; (c) teacher’s attitudes toward peers, superiors, and parents; and
(d) teacher’s attitudes toward the subject.”

12. What attitude do you need to improve?

I need to comprehend and be compassionate with my students’
feelings, I must recognize and understand my own feelings first. Lessons in
psychology tell us that persons who deny or cannot cope with their own
emotions are likely to be incapable of respecting and coping with the
feelings of others. A positive attitude toward yourself will help make a
good start.

13. Write what you do to manifest mastery of subject matter? What do you
need to improve?
I prepare my lessons thoroughly and provide a substantial instruction
inside the class. I still need to improve in my classroom management skills
to better get a positive outcome.

14. What are the effective teaching strategies that you use to facilitate
student learning? Write them down and share these to your partner.
Inquiry approach, brainstorming, collaborative work, and such.
15. What are some of your personal beliefs, insights, and habits that help
you do your work well?
Just keep on working hard. Teaching is no joke, it takes a strong heart in
staying dedicated to this profession. One must have the courage to face all the
struggles and hardship that a teacher may face along the way.

Activity 2. Read and analyze the following situations then share your
findings to your peer.

1. Situation 1
Mr. Manalo divided his Araling Panlipunan class according to the abilities and
interests of his students. At the end of the lesson, the groups had the following
outputs: The first group composed a song, the second had a skit, and the third
had an artwork.

What professional quality did Mr. Manalo exhibit?

Howard Gardner's theory of multiple intelligences was applied by Mr. Manalo.
In order for his students to interact with one another and collaborate to produce a
product through collaborative learning, he divided them according to how their
learning preferences and aptitudes fit.

2. Situation 2
The school principal visited the Science class of Miss Bravo. The principal
observed that Miss Bravo was reading from the textbook and her notes while
explaining the lesson on ecosystem.

What could have been done by Miss Bravo to improve her teaching
performance?
She could have mastered her lessons before delivering it to the class. A
thorough understanding of her subject matter is needed to have a substantial teaching
and learning process.

Activity 3. Let your pupils/students answer this survey form.

Put a check if your teacher manifests the following professional qualities.

Professional Qualities Yes No
Caring attitude 
Treat others with respect 
Integrity 
Commitment towards work 
Love of country 
Honesty 
Professionalism 
Punctuality 
Service-oriented 
Competent 

A. Reflection
As a newly hired teacher, I am already demonstrating the following
qualities: Having a caring Attitude, treating others with respect and integrity, have
commitment towards work, love of country, honesty, professionalism, punctuality,
service-oriented, competent. However, I need to improve my qualities in terms of
being considerate of some things with regards to time management.

B. Post-Test
Resolve the issue.
Is teaching more of a vocation or more of a profession?
Teaching is more than a noble profession. It is a vocation, a calling. It does
not only revolve around teaching a subject matter, but teaching a student. It is
putting in mind and heart that teachers are not just after the grades of the
students, but they are into their betterment. It is more of being catalysts of change-
transforming and touching the lives of each and every learner that one may
encounter.

Teaching is more of a vocation for it is a lifelong commitment of fulfilling

one’s duties without asking something in return. It is the burning passion within
the teachers coming from their desire to lead the learners in their path. It is not
only about doing what is required of them, but always beyond what their duties
and responsibilities are. It is also a vocation for it takes a heart work, more than
just hard work. It is doing everything for the students with all your heart and mind.
It’s bearing out your soul for the students’ betterment.

Thus, it is not just about coming to work and such. It is being one with your
work and your learners. It is doing everything that you can to fulfill your promise
as a teacher. It’s making your profession your passion.

I can go to the next higher career stage by engaging myself to
activities which could help me develop in my profession.

3. What professional development activities would you engage in to

achieve your desired career stage?
Yes, it is possible. One can stay in 1 career stage for 5-10 years if he is
being idle. If one does not engage himself in developing his skills, he will not
really grow.
B. Read
Answer the questions that follow.

1. What are the different career stages of teachers?

Domains are general in nature. It covers a broad sphere of what teachers
should target in the teaching-learning process. On the other hand, strands are more
specific dimensions of teacher practice under every domain. And lastly, indicators
are the concrete and observable manifestation that the domains and strands are
being achieved.

2. How will you go to the next higher career stage?

It is a must to set standards for the teachers to improve the quality of
education in the Philippines. Through these standards as well, teachers are given a
guide on how their teaching must be done to reach the standards.

3. Is it possible for a beginning teacher to stay in 1 career stage for 5–10 years?
Why or why not?
Content knowledge and pedagogy, I consider this as the most
important among the seven domains for this must be achieved first before
anything else. One cannot be considered a teacher without having a mastery
of the subject matter that he is teaching.

C. What I Learned

What are the seven domains of the PPST? Discuss each domain briefly based on
your own understanding.

Domains Brief Discussion

1. Social regard for A domain that open the eyes of the teachers to produce
learning learners that will be able to socialize to other people.

environment effectivity of the environment. Learning environment should
be conducive for learning wherein students can learn safely.
3. The diversity of In this domain it considers the different ages, talent,
learners complexion, beliefs, cultures, values and way of living. In
education differences should not hinder towards unity.

reporting

6. Community A domain that link the school and the community. A

Linkages partnership that will help the students, teachers,
stakeholders and the school itself in different aspect.
7. Personal Growth This domain offers development for teachers personally and
and professional professionally. These two aspect should be developing
together for the teacher to be well-equipped.

1. What is the difference between domains and strands, and strands and
indicators?
A vast conceptual area of instructional strategies is known as a domain.
A concrete indicator is a teacher behavior or practice that can be seen,
observed, and measured. Each domain has a more specialized dimension of
teacher practice called a strand.

2. Why do we need to set standards for teachers?

For instructors to be led and organized, standards must be
established. We must uphold standards because we serve as an example for
the community and for kids.

3. As a beginning teacher, which do you consider as the most important

among the seven domains? Justify your stand.
For teachers to be led and structured, we must establish standards.
Because we serve as an example for students and other members of society,
we must establish standards.

D. What I Do

Read thoroughly Domain 1 Content Knowledge and Pedagogy particularly the

three indicators in the beginning and proficient teachers. Answer the questions
that follow.
Which of the indicators can you confidently say you are doing?
I can say that I am constantly doing indicators 1.1.1, 1,2,1, and 1.1.2.

1. Which of the indicators are you NOT doing yet?

I think I am not yet doing the indicator 1.2.2 the use of research-based
knowledge and principles of teaching and learning to enhance
professional practice.

2. What do you notice about the indicators from beginning to proficient

teacher?
What I notice about the indicators from beginning to proficient
teacher is it is put in a complex manner. In beginning teacher, it just
stated to show and demonstrate it is in cognitive level but in proficient
teacher it is now using and applying making sure that learners get and
learn what are taught in beginning teacher.

D. What I Realize

Read thoroughly Domain 3 Diversity of Learners particularly the three

indicators in the beginning and proficient teachers. Answer the questions that
follow.

1. What teaching practices do you think are responsive to the call of the
indicators in Domain 3 to address diversity of learners?
I think the following teaching strategies are in response to the
indicators in Domain 3: first, being adaptable, in the sense that
teachers will create a variety of activities just to meet the needs of the
diverse learners they have; and second, the strategy of being
respectful, in the sense that you will establish rules in your classroom
that take into account all of your students' cultures, religions, and
worldviews.

2. To address learner diversity, what teaching practices would you employ

to enable you to move from beginning to the proficient career stage?
In order for me to advance from the beginning to the adept
professional stage, I think the practice of respect is necessary in order to
accommodate diverse learners and be able to demonstrate to everyone that
we can come together for learning even though we all have different
worldviews.

A. Reflection
As a teacher, what are the indicators under beginning stage that you can do?
Is it possible that you can move to the higher career stage? Knowing where you
are, what professional development goals could you prepare based on your
strength and areas for improvement?
I strongly believe that I can do all the indicators under the beginning stage
which fall under the content knowledge and pedagogy. It is indeed a basic and a must
for all the teachers to have the mastery of the subject matter that they are teaching. As
a teacher, I know that I can move to the higher career stage for I am doing everything
that I could to improve myself and my practices as a teacher. I attend seminars and
workshops which could help me to become an effective and efficient teacher. I also
plan to finish my graduate studies and be more engaged to activities which will surely
help me grow in my profession and as an individual.

B. Activities and Assessment

A. Study the table below and ask assistance from your mentor then answer
the questions that follow.

POSITION RANK

Teacher TI TII TIII

Master Teacher MTI MTII MTIII MTIV

Head Teacher HTI HTII HTIII HTIV HTV HTVI

School Head PI PII PIII PIV

1. What are the qualifications for a Teacher I to be promoted to Teacher II?

A teacher may be promoted to Teacher II or Teacher III depending on the
units earned in their master’s degree and other qualifications for promotion

2. What are the qualifications for a Master Teacher? A Head Teacher?

a Permanent Teacher
b Bachelor’s degree for teachers or equivalent as provided in Magna Carta for
Teachers
c Very satisfactory performance rating for the last two years (at least 33 pts.)
d At least three years experience
e At least 25 points in leadership and potential

3. Is it possible for a newly hired teacher to become a Master Teacher or Head

Teacher after 1 year in service? Why or why not?
Regardless of what educational background the teacher had, it is not
possible for a newly hired teacher to become a master teacher or head teacher
after serving for one year because in order for you to be promoted, you nust
achieve first the requirements that are being asked on how to become a teacher II
before you apply to the higher position.

A. Resolve the issue

Teacher A is a Teacher III in Rizal Elementary School for 5 years. She was able
to earn a master’s degree in educational leadership and management with
specialization in Curriculum, Instruction, and Assessment. Coincidentally,
there is one Master Teacher I (Salary Grade 19) item available in the school
and one Senior Education Program Specialist (SG 19) in the division office. The
division office and the school are situated in the city. Given the situation, if you
are Teacher A, which position would you choose? Why?
Given the information, if I would be choosing, I would opt to become a Senior
Education Program Specialist because of the fact that I graduate with a masters
degree that would somehow relate to that specific job, by choosing to become an SEPS
I can function well and practice the masters degree that I have graduated.

C. My Gains

Answer the questions that follow.

1. What did you learn about professional development? What is the

connection between personal growth and professional development?
Professional development is needed to grow and take a higher stage in
our career. It also helps us to become the better version of ourselves. It helps
us to improve our teaching strategies so that we may become an effective
teacher.

2. How does professional development affect your teaching performance?

Professional development affects my teaching performance in a good way.
Various strategies and practices can be acquired by engaging in developing
ourselves professionally.

3. Would you recommend these professional development activities to your

colleagues? Why or why not?
Yes. Because these activities will help them grow and improve.

D. Beginning with an End in Mind

Knowing your own strengths and weaknesses, draw a professional

development road map. Make this activity an illustration of your personal
journey, and how you view yourself 6 years from now.

Here’s what’s required on the road map:

 The first stop on the road map should be your entry to public school
system; you can decide how the map “ends” in 10 years from now.

 There should be five other “stops” on the map, representing different key
concepts that could help or hamper your journey in achieving
professional development. They may be experiences that you have or have
yet to experience.
 Record three major future events that you hope will happen on your road
map. Indicate on your map your age when you want these things to
happen. (Possible examples- graduating from graduate school, getting
promoted, implemented innovations, and improved teacher development
stage etc.)

 The map should have small illustrations of each event—this can be a

symbol, picture, magazine cut-out, clip art, etc.

 The map should be in color! How you decorate and map out your
professional growth journey is up to you.

Be guided by the following rubric:

SESSION 6: MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS

A. Activities and Assessment

Activity 1. THROWBACK
Recall a time when you were recruited and employed at DepEd. What were the
challenges and problems you encountered and how did you overcome them.

1. Illustrate the process experienced on the manner you were recruited,

selected, and appointed.

Application Demo and Appointment

Interview

2. Illustrate the things and objects symbolic of the process of recruitment,

selection, and appointment you have experienced. For example, a small
stone signifies an easy process and a huge to very huge stone indicates
the degree of difficulty on a particular stage of your recruitment,
selection, and appointment.

Activity 2. Answer the following questions by putting a check mark inside the
circle if you Agree or Disagree to the following statements and then justify your
answer on the space provided.

1. As teachers are professionals and hired as the right people to

the right position, it follows that in exercising professionalism in
teaching, they need to know the standards that they need to teach, and
the need to know on how to teach in the most effective ways. 

2. Being well-compensated in monetary and other benefits in

teaching, it is a must for teachers to render exemplary
performance.

3. If the teachers teach well in their 6 hours of actual teaching loads and
care more about their students, the result would bring a favorable
impact to students to do well and to do better in their studies.
 4. These are the following criteria with respective points used in the
evaluation and selection procedure in the hiring of Teacher 1. Education
20%, Teaching Experience 15%, LET/PBET Rating 15%, Specialized
Training Skills 10%, Interview 10%, Demonstration Teaching 15%, and
Communication Skills 15%.

5. No teacher may be transferred without his or her consent. Should there
be an urgent need or demand for transfer, the school superintendent
must notify the teacher beforehand and state the reasons.

6. Any dues can be deducted to teachers aside from what is stipulated by

law.

 7. If a teacher reaches the age and service requirements for retirement, he

or she is allowed to enjoy the one-range salary raise.

 8. It is just to pay additional compensation to a teacher who renders 8

hours of actual teaching.

9. If a teacher is married to one who is also a public school teacher, they

are not allowed to teach in the same school.

10. During disciplinary procedures, teachers are not entitled to due process
and must not be given a written notice, a time to access evidence, to
make a defense, a time for preparation and appeal.

Activity 3. Direction: Challenge yourself by justifying your answer to uphold

the integrity and professional duties of a teacher.

1. Any teacher engaged in actual classroom instruction shall not be required

to render more than 6 hours of actual classroom teaching per day with all
the classroom teaching preparation, checking of given exercises and other
related work to their normal teaching duties. Provided however, that where
the exigencies of the service so require, any teacher may be required to
render more than 6 hours but not exceeding 8 hours of actual teaching
hours a day. How does this affect your integrity and professional duties as a
teacher?
This kind of situation would tremendously aid the teacher in performing
effectively and being of great assistance to the school and the students, but it does
not adhere to the magna carta for instructors, which would have a significant
negative impact on an individual's professionalism, particularly as a teacher.

2. There shall be no discrimination whatsoever in the entrance to the teaching

profession, and/or during in exercising its duties or even in the termination
of tenure in service. Does this affect your integrity and professional duties
as a teacher?
This would greatly impact the teaching profession because it will help us to
be more focused on our jobs and to not look in to others business.

3. As a teacher you submitted yourself in the evaluation and hiring process of

your Schools Division by following what was stipulated in DO 7, s. 2015. In
the RQA, you were ranked number 1. It so happened the appointing
authority selected and appointed the teacher next in rank to you. Did the
appointing authority violate your rights as a teacher? Does this affect your
integrity and professional duties as a teacher?
These situations are fairly common these days; to me, they are unfair and
unprofessional, but this shouldn't affect my integrity or my ability to perform my
job as a teacher. Instead, it should serve as a challenge to help me get above this
kind of unfair circumstance.

4. DepEd provides the curricula to be implemented and teachers are

encouraged to be innovative in their teaching and classroom methods. The
department supports the academic freedom of the teacher in the discharge
of their professional duties, particularly with regard to teaching and
classroom management. Does this affect your integrity and professional
duties?
This kind of departmental activity instills in us newly hired teachers a
sense of accountability for our deeds and, in some ways, grants us a sense of
freedom within our own classroom by fostering creativity.

5. Salary scales of teachers shall provide for a gradual progression from a

minimum to a maximum salary by means of regular increments, granted
automatically after 3 years to the maximum steps, as provided by law.
Provided, that the efficiency rating of the teacher concerned is at least
Satisfactory. How true is this? Does this affect your integrity and
professional duties as a teacher?
As a new teacher, I support this since, let's face it, one of the main reasons
we work in public schools and choose to teach is the pay, which would ostensibly
cover our basic requirements. This departmental move is really helpful because it
encourages us instructors to work harder and at our highest level not only for the
pay but also to contribute to raising the standard of education that we produce.

B. Reflection
In the Department of Education, we are saddened to hear news of malpractices
of teachers in the profession. Let us uplift ourselves and our profession. Write
your commitment to complete the paragraph below.

I pledge to support the realization of the DepEd purpose and vision as a

member of the DepEd learning community. I pledge to live up to the
department of education's mission and vision and make it clear in the ways
that I instruct students. I'll also make sure that I uphold the mission of the
department and serve as an example for my coworkers so that they can be
motivated and reignite their once-bright passions.

SESSION 7: CODE OF ETHICS

A. Activities and Assessments
Activity 1. After reading the key concepts, work on the following:
Self-Reflection
I realized that …
Teacher as role model
After reading the important ideas, I understood that teaching is a pretty difficult
job. You have to be careful with your behavior, make sure you are acting morally,
and stay away from activities that could damage your reputation as a teacher
and role model in the community.
Teacher’s personality
A teacher should exhibit an approachable, courteous, and respectful attitude
toward everyone in the classroom, just as a role model should. You should
take care in whatever you do, especially with regard to other people.

Teacher’s social adjustment

Being a teacher who abides by the professional teachers' code of ethics, it is

important to remember that we are role models for our students. For this reason,
we should exercise caution in all of our acts, whether they take place in the
community or online.

Teacher’s professional growth and development

Teachers should not stop at one point when it comes to professional growth and
development, we must be hungry for learning and continue to strive hard for
new informations that we can acquire and use it as a tool for us teachers to
improve our craft and provide quality education for our learners.

Teacher’s accountability

When it comes to their professional development, teachers shouldn't stop at one

point. Instead, they should be hungry for knowledge and work tirelessly to find
fresh information that will help them hone their trade and deliver high-quality
instruction to their students.

Activity 2. Study the following cases. Guided by your understanding of the Code
of Ethics for Professional Teachers (Appendix 1), identify the article and the
provision that can guide the teacher to come up with his best action. Write your
answers on the space provided in each number.
Case 1
Mr. Antonio B. Baguio received a complaint from the guardian of one of his
students regarding the grade of his daughter in English. Mr. Baguio listened
to the complaint of the guardian with sympathy and referred it to the
teacher concerned for clarification.

ACTIVITY 3. Now that you are done reading and analyzing the different provisions
and articles specified in the Code of Ethics for Professional Teachers, you are
requested to share your insights focusing on the learning that you gained from this
session and at the same time, other information that you think are necessary to
understand about the Code of Ethics.

B. Reflection
Study the following situations. Choose the best option by putting a check on
the space provided for each choice. Explain your answer.

Situation no. 1
Being a person known for his integrity and credibility, Mr. Elbert R. Tolentino has been
serving as part of the Board of Election Canvassers for the past 10 years. However, in
the coming elections, his mother will be running as barangay captain. Because of this, he
is asked to campaign for her. Is it alright for him to campaign for his mother’s
candidacy? Explain your answer.

He should not take part in any campaigns that would compromise his job as a non-
partisan official not unless Mr Tolentino will not serve in the said election then Mr.
Tolentino is allowed to do so.

Situation no. 2

Mr. Mario Ocampo, who has been teaching for the last 25 years, refused to attend an
important conference in Mindanao. Every time he is asked by the principal to attend
such an activity, he always requests a new teacher to attend. As a professional
teacher, is it right to express refusal in attending conferences.

If Mr. Ocampo presents a valid reason as to why he cannot go to the said

conference then his case could be considered. But because of the fact that he has been
declining this conference sometimes, then Mr. Ocampo should be obliged to join.

Situation no. 3

Ms. Rose Q. Reyes posted two-piece swimwear picture of herself in her Facebook
page. She received negative comments from the community and stakeholders. Ms.
Reyes justified that she has the right to post anything on her Facebook account since it
was her personal account. Is it right for Mrs. Reyes to do such?

According to the Code of Ethics for Teachers a teacher should possess an image
worthy of emulation by the learners, so what ms reyes should do is to think twice
before she post something specially in the social media where miscommunication is
very common.

Situation no. 4

During barangay fiesta, Mr. Ben Y. Maya was designated as the fiesta directorate
chairman. Because of his talent, he accepted the task willingly even without any
honorarium. He facilitated culture-based activities that made their barangay fiesta
a significant one. Is it alright for Mr. Maya not to receive any compensation for his
services rendered since this will be a precedent for the succeeding activity
coordinator?

Mr Maya’s action was right and just, to avoid further issues and such, Mr. Maya
opted not to receive any payment from the said event.

Situation no. 5

Mrs. Dae P. Habalo, of Sibulan National High School refused to admit a student for
not being a resident of the said barangay where the school is located. Is it right for
her to do so?

Mrs. Habalo should not refuse a student from enrolling in the said school not
unless the schools population will exceed and the population will greatly enlarge up
to the point that the school can no longer cater the needs of the learners, now that is
the time where mrs habalo may suggest to the student to enroll to a school close to
their barangay.

Situation no. 6

Traditionally, a civic parade is held with school participating during

Independence Day. All teachers and students are required to attend. All of Mrs.
Katherine Y. Sedillo’s students are excited to join the said parade but she did not
join them due to personal reason and only asked the president of the class to check
the attendants of his classmates. Is the decision of Mrs. Sedillo not answerable for
any untoward incident to happen to the students?

Knowing that Mrs. Sedillo is the adviser of the said section and that is an outside school
event Mrs Sedillo should be there and be responsible for her section, so whatever happens
to the students even if Mrs Sedillo is not around she is still responsible for the untoward
incident that might happen to her students.

Situation no. 7

Madam Estelita Ramos, a teacher III at Malunta Elementary School has a

takehome pay of P 7,500.00 every month. She decided to borrow money from
Provincial Savings Bank with a monthly deduction of P3,500. In the same month she
also borrowed money to First Diamond Lending Company with a monthly deduction
of P 3,500.00. In the first 2 months she enjoyed a take home pay of P7,500.00
because the 2 lending institutions will deduct on the 3 rd month from the date she
borrowed. Is it alright for Mrs. Ramos to borrow the amount considering that she
don’t have enough take home pay when the deduction will take effect?

What Madam Ramos did is not a wise move the teacher should be having a take home
salary atleast 5000 for him/her to use as a budget for the entire month. What madam
made is unwise and will surely lead her to resort to another loan that might be the reason
for her to have a lot of loans that might possibly affect the pensions madam might receive
on the time that she will retire

Situation no. 8

Mr. Ricky dela Cruz is one of the youngest teacher in Silab Community High School.
Due to his young age he has lots of friends and barkadas. After school hours, he is
always seen with his friends in an internet café playing Dota, in gambling dens, and
in beerhouses. He also frequently seen in discos during weekends. Is Mr. Cruz
acting as a good model to his students?

Mr. Cruz is not a good model to his students because of his drastic actions and life choices
Mr. Cruz is creating a bad image towards the community that he is in which would result
him to break the Code of Ethics for Teachers, so as a teacher we should be careful in our
actions and always keep in mind that we are already teachers and we are role models to
our learners so we must remember to create a rapport to our learners and community and
be a role model to them.

B. Reflection
Reflect on the following questions.

1. Recall your experience on how you have accomplished your previous

IPCRF and learning activities and assessment. What insights have you
learned from them?
A teacher must continuously examine the learning outcomes of their pupils
to determine if they are improving or not in order to complete learning activities
and assessments. I've discovered that assessing is not a simple work; it takes a lot
of concentration, patience, and effort to be successful in aiding the pupils.

2. Are there other interventions you need to continuously improve yourself?

Cite examples.
I believe I need to continue learning I should never stop for me
to be able to relate with my students.

3. In a form of a journal, write your synthesis of learning gained from this

lesson and the points that challenge and inspire you as a newly hired
teacher.
I'm aware that the job I'm doing today is challenging. To take on the
rigors of being a second mother to 30 or more students, one needs enthusiasm
and love. It makes me want to work more and learn more.

SESSION 9: SALARIES, WAGES, AND BENEFITS OF TEACHERS

A. Activities and Assessment

Reflect on the following statements and write your impressions.

1. Teachers employed by the government are provided incentives to develop and

hone their potentials, and values for better public service.
An improvement to the government. The teachers would gain from it, and it would
also motivate them to put up their best effort.

2. Induction programs are activities to update newly-hired teachers about the

government thrusts, operations, duties, responsibilities, benefits, and privileges.
Undoubtedly, a fantastic program to broaden the minds and make newly employed
teachers aware of their rights regarding government initiatives, operations, duties,
obligations, benefits, and privileges.

3. A scholarship program service contract will oblige you to render return service
for the privilege you earned before you can apply for another scholarship.
It is a give and take process. You earn and you give for personal development and
development of the school.

4. A local scholarship program may be allowed to teachers who may at the same
time report to school provided the degree or course is finished within the prescribed
period. However, if teachers will not be allowed to study on official time, they may go
on official vacation leave with pay, or leave without pay. This leave should not be more
than 1 year in case there are not enough leave credits.
It is a just method of providing for teachers. It gives them the freedom to deliberate
and make professional plans.

5. A graduate program is a career path teacher may pursue to enhance and

maximize professional growth and for promotion in the department.
Promotion should not be the sole reason why teacher will enroll in a
graduate program. The main reason should focus on developing their learning and
skills.

“I AM VALUED AND REWARDED”

Write insights gained and perceived on teacher’s entitlements benefits, rewards,

and recognition.

The passages I've read have made me realize that becoming a teacher is not
a simple task. I've learned that you shouldn't do things just to be recognized or just
to be given a reward because most of the time that does not happen, so what you
should do is to make actions that will make you happy instead of expecting
someone to praise and acknowledge your effort. Instead, you should do things that
will make you feel satisfied and fulfilled because you know that you have done so.
