A. Project Title:
Agricultural Research and

Commercial Complex
B. Introduction:
The Philippines is primarily an agricultural country with a large portion of Filipinos living in
rural areas and supporting themselves through agricultural activities. Recent figures suggest that
about a quarter of employed Filipinos work in the agricultural sector.
It has already become clear that the income of smallholder farmers has significantly declined,
even for those that can still work on their land and harvest their crops. It became more difficult
for these farmers to sell their harvest, because most farmers’ markets are closed and transport
between villages and cities is limited. As technology has progressed and markets have become
increasingly global, agricultural business has developed to meet and solve high-tech farming
needs and problems.
According to the Tarlac City Agricultural Office, the current number of farmers have been
growing significantly, though the number of harvests does not make up for this increase. In
addition, the price of agricultural inputs has increasing due to inflation and lack of support from
the government. Due to this problem, innovation and modernization of agricultural farming is
needed through mechanized cultivation. Since Tarlac City is mainly agricultural, this type of
problem would have an effect to its Economy especially if neglected by the government.
Project Objectives:
1.) To provide an area to showcase Tarlac City’s Products

2.) To promote and develop agricultural knowledge and business opportunities.
3.) To provide a space that can accommodate massive number of people during
catastrophes.
4.) To provide a modern, state of the art facility which co-exist with its natural and built
environment.
5.) To provide public spaces for leisure activities that shall serve as a tourist spot.
Design Objectives:
1.) To design a commercial facility that caters Agri collective products of Tarlac City
2.) To create a convention center which serves as a venue specifically designed for agricultural
studies.
3.) To design the convention area to be able to shelter and provide for people
affected by catastrophes.
4.) To create a layout which encourage interconnectedness of the building to its
surrounding, follows law of proximity and aesthetic building design.
5.) To design open spaces of inviting landscapes that creates aerodynamics and human
behavior.

Design Strategies:
1.) Providing a commercial building specially designed to cater vendors of the local market and selling
Tarlac City’s products.
2.) Designing an Agritourism complex composed of techno parks, innovative urban farming, and
verdant attractions.
3.) A multi-purpose complex which is also designed to become a sustainable evacuation center during
calamities, with the use of folding partition wall in the events area for the evacuees.
4.) Designing the building to be able to stand calamities that Tarlac is prone and at risk through
elevated buildings and strong structural design.

safeguarded during the planning of the complex.
C. Site Description
 The project will utilize the existing Carlos P Romulo Memorial Library and Museum.
 Class will measure the lot dimensions and use only 1 set of measurements
for uniformity.
