| have reviewed the materials provied in relation tthe abow. captioned investigation. Those
‘materials include voluminous reports, pictures, diagrams, interview transcripts, video and audio
recordings. The investigation was prompt and thorough. Thank you fr your work on this case. Based
{pon a review of your investigation, I make the follwing findings of fat and provide the included
analysis
(Mr. Julius Hamilton and his girlfriend Angela had been together for around four years. They were going
through a break up and had begun discussions about selling their house. On February , 2023, just before
9am, Julius cent suicidal texts to Angela, his mother Yolanda and Phylicia the mother of one of Julius’
hide All three cient atlempted to reach out to make further contact with Julae. Phlica and
‘Angela both also reached out to Yolanda,
Angela learned that Julius was at Freeway Lakes Park just outside Albany. Angela drove there alerting
Yolanda to Julius” whereabouts. Yolanda and Julius" step-sister, Cyst, also went othe park
Angela arived at the park it. She found Juli siting in the driver's seat of his pickup, which was
backed into a space along the north end a the parking lot. There was another van parked nearby. Angola
patked across from Julius’ truck. Angela remained in her ear and spoke to Julius by phone, patching in
‘Yolanda, making it a three-way phone conversation.
‘Yolanda and Crystal arrived on scene next. Yolanda got out of her vehicle and approached ulus a the
driver's side of his truck. Julius had a9 mm Smith and Wesson brand M&P semiautomatic pistol in his
hand and was threatening o shoot himself. There was an empiy bot of whiskey onthe font passenger
Scat. Julius was intoxicated. As the conversation progressed, Yolanda requested Angela join her at the
"ide ofthe pickup to speak face-to-face with Julius. Yolanda, Crystal and Angela repeatedly begged
Julius to not shoot himself and put the gun down. Julius was agitated and his agitation would increase
petiodically.
{At 9.36 am, Albany Police Department (APD) received a phone cal fom Phylicia. She did not know
‘where Julius was and requested officers conduct a welfare check on him. At 9:48 aim. Officer Lashaun
Emile from APD began the welfare check process. He called Phylicia and spoke ter briefly, he then
called Julius? phone, Nobody answered. Officer Emil then called Angel, who answered. She was at
Freeway Lakes Park, Officer Emile could immediately hear people yeling in the background during this
phone call. Officer Emile learned that Julus was at Freeway Lakes Par, had a gun, was intoxicated and
‘hat others were around and near him. Officer Emile coud tell that the people around Julius were natAisengaging with him and that Julius was escalating, Officer Emile requested Linn County depuis
respond tothe par, asthe park was inthe county's jurisdiction. Although Angela was no longer
‘engaging with Officer Emile, he stayed on the line so that he could hear and monitor what was going on
at Freeway Lakes Park. Officer Emile began driving tothe park. Other oficor fom APD were also sent
to the park
‘At 10:05 am. Linn County Sheriff's Offie (CSO) Deputy Darrin Breshears was the fis aw
enforcement officer to ave on scene, When he arrived, Angela was standing outside the driver’ side of
Julius" ruck, Crystal was standing in font of the truck with both hands placed aginst the font of the
truck sf ying to keep the ruck fom leaving. The ruck was running and Julius was in the drivers seat
holding a gun to his heed. Deputy Breshears parked his ear about 40 yards away from Julius ruck,
Yolanda came over and asked Deputy Breshears to go away. However, concemed about the
