INTRODUCTION
In a government, the president is the officer in charge of the country's executive power. The head
of state in a republic is the president, but the president's actual power varies per country. Our country,
the Philippines, which is created to have a Republican and Democratic System,
demonstrates how the President plays a critical role in both the economy and society. With an
equal division of power between the executive, legislative, and judicial branches. The
government tries to act in the best interests of its citizens through this system of checks and
balances. In essence, the people have sovereignty, and they are the source of all government authority
(BRITANNICA, 2022)
Having said that, the election of the presidency is an important thing to do by the nation. Now that
we are near with the upcoming election dates, May 09, 2022, Monday. It is important for the people
especially those who are registered voters of the Philippines to be more knowledgeable, smart, and
wise on who are they going to vote for.
Maria Leonor "Leni" Gerona Robredo, a Filipina lawyer, politician, and social activist, was born on
April 23, 1965, in Maria Leonor Santo Tomas Gerona. She is the Philippines' 14th and current vice
president. Her husband was former Interior Secretary Jesse Robredo. She was the lawmaker of
Camarines Sur's 3rd district from 2013 until her election as vice president in 2016. Following Gloria
Macapagal Arroyo, Robredo is the Philippines' second female vice president and the first vice
president from the Bicol area. Robredo was awarded by the Thai government in 2016 for her activism
and work in the fields of women's empowerment and gender equality.
In this paper, we are aiming to give out information that could help not only the students of 11 ABM
(S/Y 2021-2022) but also every Filipinos who are in doubt of Vice President Leni Robredo’s
capability to lead. This will only contain facts on who to vote and why should it be Maria Leonor
Gerona Robredo or Leni.

1. Leni Robredo is a Competent Candidate.
Competence is the quality or state of having enough information, judgment, ability, or strength
together with its job for a certain duty or in a specific aspect assigned. Basically, no one can deny his
or her ability to lead. Having said that, Leni Robredo is a Competent Candidate, her ability to lead has
been proven without a shadow of a doubt. Next, failure or adversity will not derail the plans of a
capable leader. Also, one of the most important characteristics of a great leader is that they are well-
versed in the job at hand. With this quality that she possessed, her followers can have faith in their
leader and live a free and secure life, knowing that they are led by a competent leader who will not
fail them (OXFORD LANGUAGES).
Maria Leonor Gerona Robredo, an alternative lawyer and public servant, is the 14 th Vice President of
the Republic of the Philippines. After years of working with the poor and the marginalized, teaching
the less fortunate about their rights under the law, Leni, as she is popularly known, emerged into
national consciousness following the loss of her husband, long-time Naga City Mayor and Interior
Secretary Jesse Robredo. Called upon to carry on his legacy of good governance, she stepped into the
political arena in 2013, when she won as Representative of the Third District of Camarines Sur
(ovp.gov.ph). She also served on the Appropriations Committee, the Bicol Recovery and Economic
Development Committee, the Climate Change Committee, the Human Rights Committee, the Land
Use Committee, the Local Government Committee, the People's Participation Committee, the Rural
Development Committee, the Suffrage, and Electoral Reforms Committee, the Welfare of Children
Committee, and the Women and Gender Equality Committee. Among the laws that she has passed
are:
Philippine National Railways Charter Extension - Republic Act RA10638, an act extending the
corporate life of the Philippine National Railways for another 50 years which was enacted on June

Sangguniang Kabataan Reform Act of 2015 - Republic Act RA10742, an act establishing
reforms in the Sangguniang Kabataan creating enabling mechanisms for meaningful youth

Tax Incentives Management and Transparency Act - Republic Act RA10708, an act promoting
fiscal accountability and transparency in the grant and management of tax incentives which was

Open High School System Act - Republic Act RA10665, an act establishing and appropriating
funds for the open high school system in the Philippines which was enacted on July 9, 2015

Graphic Health Warnings Law - Republic Act RA10643, an act prescribing the printing of
graphic health warnings on tobacco products which was enacted on November 15, 2014

Decriminalizing Premature Marriage - Republic Act RA10655, an act decriminalizing

Strengthening the Probation System - Republic Act RA10707, an act rationalizing and
strengthening the probation system and amending the “Probation Law of 1976” which enacted on

Election Service Reform Act – Republic Act RA10756, an act rendering election service non-
compulsory for public school teachers which was enacted on April 8, 2016 (ovp.gov.ph)

The state auditors offered an unqualified opinion on the financial report for the final year of
2020, according to the Office of the Vice President (OVP). According to COA, the best
reason a government agency can receive is an unqualified opinion, rating of the view. The
Office of Government has fairly stated its financial status and has a financial statement in
order in accordance with the Philippine public sector accounting standard, according to the
COA. Basically, the OVP has obtained the highest audit grade from the Commission on Audit
(COA) for three years in a row, despite the COA's red lights raised in its 2020 report on other
Duterte government agencies, and it's all because of Leni Robredo.
Robredo would also campaign for "appropriate" wages and benefits for health workers to be
released immediately if elected president, as well as adequate financial support for hospitals.
Robredo also stated that she would ensure that healthcare is "free and accessible”. Her
"fixing" the Philippine Health Insurance Corporation by forming an audit team is part of her

Next, Leni Robredo worked as a researcher and economist before joining the government.
She was a professor of economics at the Universidad de Sta. Isabel, worked as a paralegal
from 1987 to 1997 while pursuing her law degree. After passing the bar, she worked for the
Public Attorney's Office until 1999, providing legal assistance, counseling, and other legal
services to destitute litigants in order to ensure their constitutionally guaranteed access to the
courts. She then worked for 13 years as a branch organizer and lawyer for Sentro ng
Alternatibong Lingap Panligal (SALIGAN) - Bicol Chapter. She defended underprivileged
people in court and offered legal education to clients through legal clinics, as well as
translating and distributing Bicol Versions of the material to help them grasp key laws. Leni
Robredo also formed Lakas ng Kababaihan in Naga in 1992 and served as the President of the
Naga City Council for Women from 2008 to 2010.

Amid government incompetence and corruption, Robredo's campaign represents optimism. On social

4. Leni Robredo is The Real Deal and Knows What the Real Work is.
To begin with, Leni Robredo believes that genuine leaders are defined by their life choices
rather than their intelligence. A true leader, according to the Vice President, is one who finds
answers despite "many limitations." Our most powerful weapon is ourselves. The true issue is
figuring out how to discover light amid darkness.

Second, the Philippines need and deserve a leader like her. Vice President Leni Robredo is
one of the most (if not the most) trolled public officials by President Rodrigo Duterte, his
allies, and their armies of trolls. She has been called many misogynist names a clear sign that
Duterte's allies can only argue with ad hominem attacks. But Robredo knew better and
continued to prove to people that she deserved the second highest seat in the government. It
does not run, it is making the trolls win.
Third, Leni has the potential to make a difference. During the crisis, the Office of the Vice
President (OVP) thrived, thanks to extensive support from private donors, giving services and
supplies to frontline workers as well as individuals in underprivileged communities. That only
showcases how much Filipinos trust her. Leni's principles and clean track record as Vice
President make her a good public servant that would be perfect for any presidential hopeful.
You may even look at her track record and achievements way back in Naga. For ten years,
she was the coordinator of the Sentro ng Alternatibong Lingap Panligan (SALIGAN), a Naga-
based alternative legal support group that assists the marginalized sector of society. And in
1989, she founded the Lakas ng Kababaihan ng Naga Federation, an organization that
provides training and livelihood opportunities for women
CONCLUSION:
The country needs a leader who has heart, determination, and integrity. Leni has so much more than
what is indicated above. Leni Robredo has been falsely accused. Some people despise her for
being a woman, some just don’t like her because of the glorification of other candidates, some
because of misinformation and ignorance, and since she has been in a political party since
then while Leni Robredo preserves a good image. Despite the claims, she was able to
create laws and programs that still benefit Filipinos. Her causes live on. Defying all odds, Leni
Robredo showed her strength and bravery in leading the country she loves. A strategic leader who
is also sympathetic and empathetic is what Filipinos need, and it is the definition of Leni Robredo.
Filipinos should learn researching. Politics is not a circus nor a joke so there is a need to analyze
credible sources. Research reveals the truth. Politicians should never be required to manipulate
information or history. Leni's principles and clean track record as Vice President make her a good
public servant that would be perfect for any presidential hopeful. So, if anything, Leni's
vice presidency should serve as an overview of what good governance is - decent and honest -
something that the Philippines has been deprived of and what the Filipinos need and deserve.
She is competent and excels in executive work. The presidential election is coming up
close, we must choose and assess who is the most deserving one by seeking the
truth.
