I. INTRODUCTION
The Barangay Development Plan for Children (BDPC) of Barangay ________________ is the toil of
ensuring the best interest and welfare of children in the community with the end goal that core rights
of survival, development, protection and participation are guaranteed and safeguarded.
This BDPC is a shared effort and coordinated labor among stakeholders working for, by and with the
children. Issues and concerns among children were driven from the children’s consultations,
workshop and focused-group discussions. It was an avenue for children to voice out their desires for
the sector and come up comprehensive plans and programs that would best benefit them in general.
Sense of ownership is pivotal in the crafting of this BDPC with children first-handedly stressed their
perceived needs and issues ensuring all processes related to the implementation of the Agenda for
Sustainable Development are systematically guided by the Convention on the Rights of the Child and
its Optional Protocols, particularly non-discrimination, best interests of the child, right to life,
survival and development, and the right to participation. Mainstreaming a comprehensive child rights
approach to the Agenda through the formulation, planning, implementation, monitoring, follow-up
and review processes of development frameworks, policies, programmes and projects that respects,
protects and fulfils the rights of the child.
A need to adopt targeted measures to reach those children left furthest behind in national action
plans, strategies, policies and budgets, including by assessing and prioritizing their specific
circumstances, needs and vulnerabilities. In line with the Convention on the Rights of the Child,
recognizing children as rights-holders with the evolving capacity to participate and ensure their
meaningful participation in all issues and processes affecting them related to the implementation,
monitoring and follow-up and review of the Agenda.
The BDPC also will ensure effective, child-friendly measures and mechanisms are in place to ensure
State accountability regarding implementation of the Agenda in a manner that protects and promotes
children’s rights and establish multi-stakeholder partnerships at all including international and
regional organizations, the public and private sectors, civil society, and children to implement the
Agenda. It aims to strengthen reporting on child rights and sustainable development and use
recommendations from human rights mechanisms and processes to inform sustainable development
planning, reporting, and the implementation, follow-up and review of the Agenda. The best interests of
the child must be a primary consideration.
The BDPC will serve as a blueprint and controller that will guide the Barangay Council for the
Protection of Children in the implementation of programs, projects and activities that would
ultimately answer and redound to the mitigation measures and response mechanisms.
