1. INTRODUCTION

The Ashtart field is located in the Gulf of Gabes offshore Tunisia in approximately 66 m of
water. The field is in operation since 1974. It consists of a central processing complex (PFC)
consisting of 4 platforms linked by bridges and a satellite platform (PF3). The field was
originally designed to produce 60,000 BFPD and was extended in 1976 to 100,000 BFPD (of
which 60,000 BOPD of tanker quality crude for export).
During reservoir depletion water cut have been increased, the current production is of the
order of 60,000 BFPD and 13,000 BOPD.
Oil production is water driven. The injection wells, using seawater, form a ring structure around
the producing area of the field. The Ashtart field production recovery mechanism has been
continuously developed during the field life: seawater injection was implemented in 1976, gas
lift was tested in 1982 and fully developed in 1988, currently electrical submersible pumps
(ESP) is under testing.

1.1 SCOPE

The purpose of this document is to present the blow down study and identify the flare design
relief rate for Ashtart platforms ( PF3 and PFC ) in order to define the flaring system and the
design relief flow rate of each source in order to design the blow down network.

This document is the updated blowdown study based on the original Relief and Blowdown
Report issued to PSN by Saipem / SEREPT.

See Saipem report page 14: “during detail engineering the EPCI contractor shall verify the

package depressurization flow rates as well as the flare adequacy to the new process
conditions.

This report shall be implemented according to the final information received by Vendors and

according to the final piping lay out and relevant pressure drop.”

The updates to the report include phase 1 vendor data and the corresponding effect of this on
C1 the calculations presented in the original report. All changes made by PSN to the original
report are highlighted with revision triangles.

Two cases have been identified by Saipem : C1

 Fire blow down case used to size the flare system


 Cold blow down case used to define the equipment minimum design temperature

All individual pressure safety valves discharge flow rates are presented in this document in the
PSV discharge summary table. It allows to size all relieving devices together with flare sub-
headers and branches.

C1 The relief rates specified in this report are based on the current production of about 60 000
BFPD and 13 000 BOPD, with gas lift in operation.

The results of this study should be updated as the design is developed and better information
on equipment performance and platform piping layout becomes available.

At paragraph 2 short cut simplifications are hypotized for flow rates evaluation.

PSN recommends that a separate relief and blowdown study be performed for all possible

relief scenarios in order to validate the maximum relief rate case presented in this report (see
PQDD0003 / 0035 / 0031). This has been agreed by SEREPT (see Process Clarification
Meeting Minutes of Meeting CE-0130-MM-PR-002, item 3).

2. CALCULATION ASSUMPTIONS

General

For the existing equipment it shall be assumed the depressurization flow rates according to
SEREPT documents at paragraph 1.2.

Tip pressure drop of HP flare FT695 on PFC

From “ Etudes des Torches FT595, FT980, FT690 “ we have the following data:

Flow rate W1 = 56304 kg/h


Molecular weight MW1 = 26.92
Tip pressure drop ΔP1 = 9250 mm H2O ( 0.895 bar g / 1.895 bar a )

The volumetric flow rate is:

V1 = ( 56304 / 26.92 ) x 23.64 = 49455 Sm3/h

From the depressurization flow rates (see paragraph 4 ) we have the following data:

Flow rate W2 = 56154.3 kg/h C1

Molecular weight MW2 = 26.17

The volumetrc flow rate is

V2 = (56154.3 / 26.17) x 23.64 = 50725.55 Sm3/h C1

The localized pressure drop is proportional to ρv2 where ρ is the gas density and v is the
velocity through the tip.

The velocity v is proportional to the volumetric flow rate V.

The density ρ is proportional to the molecular weight MW.

On the basis of the above mentioned proportionality we have that the tip pressure drop Δ P is
proportional to MW x V2.
Therefore the tip pressure drop ΔP2 for the new conditions shall be:

ΔP1 / ΔP2 = ( MW1 x V12 / MW2 x V22 )

ΔP2 = ΔP1 x ( MW2 x V22 / MW1 x V12 )

In our case we have

Depressurization flow rates for the new electrical power generators

The capacity of existing electrical power generator Z2601 is 2.5 MW and it is fed with fuel gas
at 13 bar a while the new ones GII/GIV have a capacity of 5 MW each and they are fed with
fuel gas at 26 bar a.

The depressurization flow rate of the existing generator is 80.2 kg/h ( from “ Etude du
comportement du reseau en cas de depressurisation “ ).

The estimated depressurization flow rate for the new ones shall be:

W = 80.2 x ( 26 / 13 ) x ( 5 / 2.5 ) = 320.8 kg/h

and if we assume 10% of margin we obtain 352 kg/h.

3. BLOW DOWN FOR PLATFORM PF3

High pressure flare FT4900

The critical flow rate for the blow down is in the case of blocked outlet of production separators
( V4110 existing / V5103 new ) because higher then the depressurization flow rates as per “
Note de Calcul des BDV “.

For V4110 from the Data Sheet SOFRESID N. SP 02J 02B 21311 we have the following data:

Gas Flow rate = 46461 kg/h


MW = 28.92

For V5103 from the Heat & material Balance Rev. B1 year 2010 we have the following data:

Gas Flow rate = 36090 kg/h


MW = 27.31

Therefore the flare network and the flare itself are still adequate for the new conditions.

Low pressure flare FT4901

No other equipment have been added and therefore the flare network and the flare itself are
still adequate.

4. BLOW DOWN FOR PFC

The emergency procedure for the PFC four platforms is that, in case of fire, the equipment and
packages are isolated and the relevant BDV valves are opened to depressurize at the same
time all the platforms.

Depressurization calculations are carried out, as per API 521 5 th edition, pg 57, section 5.20.1,
to reach 6.9 barg in 15 minutes.

For equipment processing low MW hydrocarbons it shall be calculated the lowest temperature
reached at nearly atmospheric pressure to define the design conditions.
Design pressure is assumed as starting point, unless it is much higher than operating pressure
( 15 – 20% ), in this case the maximum operating pressure or PSHH is to be selected to avoid
unnecessary over sizing of the BDV.

C1 For the blow down study it is hypotized the most critical condition that is KO Drum V670 out of
operation for maintenance and the total flow rate passing through KO Drum V170.

The following depressurizing scenarios are possible:

 two centrifugal compressors Z2700 and Z5701


 one centrifugal compressor ( Z2700 or Z5701 ) and two reciprocating compressor
( Z700A and Z700B )

The total depressurisation flowrate from Z2700 is 5222.2 kg/h; from Z5701 it is 11307 kg/h
C1 taking into consideration the blowdown from the fuel gas filtration skid and the fuel gas line to
the fuel gas filtration skid as well as the compressor blowdown rate; and from Z700A and
Z700B the total is 20728 kg/h.

C1 The total depressurisation flowrate for each possible scenario is therefore:

 two centrifugal compressors Z2700 and Z5701 = 16529.2 kg/h


C1  one centrifugal compressor ( Z5701) and two reciprocating compressor ( Z700A and
Z700B ) = 32035 kg/h (note this is for Z5701 blowing down as this is worst case).

A flarenet model will be developed to determine the effect of this maximum blowdown rate on
C1
the relief system back pressures. The results of this will be included in an updated revision of
this document. Note that the flarenet model will use a roughness coefficient of 0.5mm for
corroded steel (refer to PSN Line Sizing Philosophy PRO-GLN-005, Rev B1) and not 0.05mm
as used in previous calculations.

Important note
The blow down header shows low points with pockets where liquid can accumulate with
slugging problems in case of depressurization. As per API 521 flare lines should gravity flow.

SEREPT agreed to review pockets in the existing HP Flare system going through PFC and
advise PSN of the measures intended to be taken by SEREPT in order to minimise impact of
non-compliance regarding gravity flow (refer to Process Clarification Meeting Minutes of
Meeting CE-0130-MM-PR-002, item 2). PSN requires this information so it can be utilised
during hydraulic analysis of the flare system.

Low pressure flare FT690

In case of fire vessels V120, V130 and V140/V141 shall be involved together because of their
proximity.

V130 volume is 208 m3


V140/V141 volume is 207 m3

and the liquid contained is a huge quantity.

The liquid mixture contained is a multicomponent one with a wide boiling range.
Manual calculations have been carried out because HYSYS and PRO II simulations are not
reliable for this wide boiling range.
In the following table a correspondence between the MABP component and a similar
hydrocarbon component have been assumed:

Mixture latent heat is calculated for a liquid with composition equal to the vapour equilibrium
composition at PSV set pressure.

 Final condition

Latent heat of pure C21 is assumed for the liquid remaining after evaporation of the other
components.
In the table are resumed the results of calculations according to vessels without insulation
(F=1 API RP521 par 3.15.2.1 table 5).

Assuming that the indicate flow rate of FT 690 (26464 Kg/h) is the maximum one the following
calculations are conservative.

The times required are both more then 2 hours and therefore the fire brigade should be able to
extinguish the fire before the PSV’s are actuated even without insulation.

Permeate flare FT 5951

For more details see also “ Technical Data Sheet for Permeate Stream Flare Tip D.S. N. SP
02C 05A 24 27330” and PFD “ Bireno Gas Treatment Facilities DW 02A 13B 21 23807 “.

Raw Bireno gas with high content of CO2 from well is depressurized before entering the filter
F5920. From the filter the gas is pre treated in Z5930 ( Gas pre treatment package ) by
adsorption of the high molecular weight hydrocarbons and eventually CO2 is reduced to 6%
volume by membrane package Z5931.

From membrane package are obtained a fuel gas with 6% CO2 and a permeate stream that is
sent to the flare FT5951; because of the permeate low heat of combustion this gas is mixed
with raw Bireno downstream the filter to increase the heat of combustion to a suitable value for
flaring.

From preliminary Vendor information the depressurization flow rate of the pre treatment and
membrane package is approximately 60 actual m3/h; for a conservative approach if we
assume 100 actual m3/h and hypotize a pressure of 50 barg we have 50x100= 5000 Sm3/h

The flow rates from the package in normal conditions are as follows:

Permeate = 26703 Sm3/h


Raw Bireno = 4483 Sm3/h
Total = 31186 Sm3/h

Therefore the critical condition is the process flow rate of 31186 Sm3/h and with this figure the
new flare shall be designed.

5. MINIMUM TEMPERATURE ANALYSIS

The occurrence of low temperatures in pipework requiring Low Temperature Carbon Steel
(LTCS) will occur when a high pressure stream is depressurised from minimum ambient
temperature to atmospheric pressure. PSN will review phase 1 PSN scope lines to ensure
adequate minimum design temperature requirement is met.

Note: Internal to G2 and G4 fuel gas filtration skid the relief line (6”-F-I36-A36-V) is specified to
A36 pipe specification which has a minimum design temperature of -45 oC i.e. LTCS (refer to
vendor document reference 4) . This line connects to 6”-F5104-11C-V / 6”-F5103-11C-V which
is part of PSN scope (refer to project documents reference 7). 11C pipe specification is carbon
steel with a minimum design temperature of -29 oC. The interconnecting lines through to the tie-
in point with the existing system (PF2 580 (refer to project documents reference 7)) will all be
LTCS. The full extent of the requirement of LTCS should be reviewed i.e. if the 1” drain lines
from the 6” relief lines require LTCS.

The vendor lines from the Z5701 fuel gas filtration skid and the Z5701 compressor skid HP
relief lines are also specified to A36 pipe class (refer to vendor documents reference 2 and 3).
The connecting lines with PSN scope will also be specified to LTCS.

6. CONCLUSIONS

C1 For HP and LP flares in PF3 no problem exists.

For LP flare FT 690 in PFC at paragraph 4 are described the problems arising from the great
flow rate differences between the indicated flare flow rate and the calculated PSV flow rates in
case of fire.
If no insulation is provided as a consequence both LP header and LP flare must be changed.
If a 2” insulation shall be provided the relieved flow rates shall be reduced and the existing LP
header and LP flare can be suitable also in case of fire.
It is worthwhile to point out that the time for heating the liquid till the relief pressure is more
then 2 hours without any insulation and the fire brigade can extinguish the fire before the
PSV’s are actuated. Every scenario can be coped with 2” of insulation.

From the attached sketches of HP header for FT695 it is evident there are existing low points
with pockets where liquid can accumulate. Drainage points should be installed and periodical
drainage must be done by operators to avoid slugging in case of depressurisation. SEREPT
have agreed to review the pockets in the existing HP flare system and advise PSN of the
C1 measures to be taken by SEREPT in order to minimise the impact of non-compliance with API
521 regarding gravity flow.

The HP flare tip (FT 695) pressure drop was calculated to be 0.92 barg (see pg 5) based on
C1 the maximum blowdown rate of 56154.3 kg/h (see pg 9). A flarenet model will be developed to
calculate the back pressure in the flare system. The results of the flarenet model will be
presented in an updated revision of this report.

PSN recommends that a separate relief and blowdown study be performed for all possible
C1
relief scenarios in order to validate the maximum relief rate case presented in this report (see
PQDD0003 / 0035 / 0031). This has been agreed by SEREPT (see Process Clarification
Meeting Minutes of Meeting CE-0130-MM-PR-002, item 3).

The HP relief lines in the vendor skids for Z5701, G2 and G4 are Low Temperature Carbon
Steel (LTCS). The PSN lines connecting to these vendor lines should also be LTCS.

This report shall be implemented according to the final information received by Vendors and
according to the final piping lay out and relevant pressure drop.
