CONCEPT NOTE

Existing School Problems

Problems are not stop signs; they are guide and accordingly the best way to

escape them is to solve.

As a teacher, I observed several problems encountered by my recent school

assignment. I feel like I am in a middle of a recollection areas where I could reflect the

meaning and purpose of life.

There is no internet connectivity inside the school campus, variety of tress are

growing in a natural way, classrooms are made of wooden materials, no potable water

supply for visitors, no social hall, grassy basketball court, muddy pathways with no

covered walk, electrical wirings are not well set up, more than a hundred of computers

are not used for instructions, which is a clear view of a digital divide, and the presence

of a teachers’ cottage made also from a light material.

All these matters, matters most to an educator who wanted to have a learning

environment conducive for learnings even amid a mountainous area in Agusan del Sur.

Global emergencies brought by pandemic covid-19 had brought an abrupt

change to education sector in the country. The Department of education needs to

employ measures to cope with the prevailing scenario caused by the pandemic

especially in the modality of delivering the lessons.

Aside from the perennial problems stated above, modular or distance learning

utilized by school as learning modality becomes a challenge to us teachers. Distribution

and retrieval of modules from far flung barangay generated problems to us teachers

specially when we wanted to have the modules be returned on scheduled dates.

Employing interventions like home visit also a problem because of the terrain the

teacher will undertake while riding a “habal-habal” and of course the financial

expenditures incurred by teachers while engaging such activity.

I believe that such challenges and coping mechanisms experienced by teachers

in the implementation of distance learning modality during new normal can be solved

through research.

I. Introduction

The condition that is experienced by the school employing distance

learning modality is not an isolated case. It is most likely experienced by teachers

on other areas of the country. Having them suffered these plights is not for them

to endure but for a department to solve.

Exposing our teachers to risk and treat in the areas penetrated by armed

group will also mean danger to the teachers.

Means to reach out to our students must have a way while not

compromising the safety measures of our educators. A scheme must be

employed to facilitate the challenges being confronted by our teachers in the

countryside.

Hazard pays due for teachers must be provided to them; transportation

allowances perhaps will also be offered. If this issue will be solved in the school

level, then it will be implemented also to other school for not to suffer the same

fate with the teachers of the school implementing distance learning modality in

mountainous areas of the country.

II. Objectives

a. To give just allowance to teaching personnel in high-risk area

b. To motivate human resources assigned in areas difficult to reach

c. To understand the situation among teachers serving in mountainous

areas where the school is located.

d. To assign teaching personnel suited for the job in the field.

III. Discussion and Analysis

It is a common problem among teachers who engage in the follow up

activities of the students in school with such dilemma, teachers have no choice

but to continue the work without being compensated properly by the department.

This research will awaken the hearts of the department to give due support and

benefits of the teachers doing their noble work in some risky or dangerous place

in their respective station.

Well, the department of Education must identify areas in their respective

jurisdictions as to what school are prawn to hazard due to arm conflict, terrain,

and distance. Good for those in the urban areas where transport are available 24

hours a day but bad for those assigned in the remote country where motor is not

available anytime plus with presence of armed groups willing to intimidate and

harass teachers in the fields.

In areas home of the bandits and terrorist groups in Mindanao are the

most vulnerable places in the country. We are not considering yet the threats of

kidnapping and other risky moments when out teachers are engaging their jobs

without any additional benefits or compensation they are to receive in the

performance of their duty. This is the problem or challenges that the department

must investigate with priority.

IV. Recommendations

The department of Education must provide additional allowance to those

teachers not only in the areas with armed groups but also to those areas where

transportation is very difficult due to distance and terrain.

These teachers will be given additional benefits in case of accidents

happening during the discharge of their function aside from the benefits they

receive in GSIS. The transfer of the station or assignment must be done

automatically after 3 years of service to allow them to also enjoy the conditions in

the urban areas.

As we can observed, several teachers had been stationed in the conflict

areas for five years while others enjoying the day without worries and stress. This

is a clear manifestation of injustice on the part of those assigned in those areas.

Male teachers must also be assigned in those areas for they are much stronger

than female.

Today, even the presence of armed group, teachers are not given hazards

pay because a shoot out will be reported first which should not be the case.

Teachers going to their stations along the way were not given accidental benefits

because accordingly it was on Saturday or Sundays not on the weekdays which

is also beyond my understanding.

They report on Sunday because of the distance to their station yet if

accidents occurred along the way they will not be covered by the benefits

because it was a non-working day.

V. Conclusions

Upon citing the recommendations above, teaching personnel in the fields

will execute their job well because they are much motivated to do the work due to

additional compensation. Sometimes they feel like they are neglected because

they don’t have any motivation to move on.

According to expectancy theory of motivation or the expectancy theory is

the belief that an individual will choose their behaviors based on what they

believe will lead to the most beneficial outcome.

This theory is dependent on how much value a person places on different

motivations, resulting in a decision they expect will give them the highest return

for their efforts.

In giving some incentives or more benefits teacher in the high-risk

environment will feel that they are important to the organization.

More so, the performance of the department will be affected if some of its

personnel will not work according to the role they are supposed to play. That is

why every part of the department must be scrutinized with important and will not

be neglected or ignored.

According to Structural Functionalism, every structure in society works

together to play a vital function to maintain stability and the well-being of its

members.

This theory focuses on the roles people perform and the idea that

behavior follows established norms, which helps to maintain social order.

In the case of organization, human resources as an integral part of the

agency must function well. When one part fails, it affects the operation of the

whole organization. That is why it is so important to give necessary

compensation to the teachers handling such risky jobs in the fields.

In giving due benefits and compensation or allowances the department of

education will now be assured that their personnel in the fields will surely work for

the goals of the department and motivated to say “Para sa Bata,Para sa Bayan”.
