Who is UNWTO?
UNWTO is United Nation World Tourism Organization, is the United Nations agency
responsible for the promotion of responsible, sustainable and universally accessible tourism with
an objectives of promotion of responsible, sustainable and universally accessible tourism
including maritime, coastal and inland water tourism. UNWTO takes charge of the promotion of
responsible, sustainable and universally accessible tourism.
Functions
UNWTO promotes the value of tourism as a driver of economic growth, inclusive
development and environmental sustainability, and offers leadership and support in advancing
knowledge and tourism policies worldwide.

As the leading international organization in the field of tourism, UNWTO promotes

worldwide.
Tourism is now a major sector of the world economy, especially as it refers to the
international trade in services. The management of tourism affects the conditions of destinations
and host communities, and more broadly, the future of ecosystems, regions and nations.
Informed decisions at all scales are needed so that tourism can be positive contributor to
sustainable development in keeping with its role as a significant source of both benefits potential
stresses.
Sustainable tourism development guidelines and management practices are applicable to
all forms of tourism in all types of destinations, including mass tourism and the various niche
tourism segments. Sustainability principles refer to the environmental, economic and
sociocultural aspects of tourism development, and a suitable balance must be established
between these three dimensions to guarantee its long-term sustainability.
Thus, sustainable tourism should :
1. Make optimal use of environmental resources that constitute a key elements in tourism
development, maintaining essential ecological processes and helping to conserve nature
heritage and biodiversity.

UNWTO Vision
UNWTO’s leadership vision acknowledges the most pressing challenges facing tourism and
identifies the sector’s ability to overcome them and to drive wider positive change, including the
opportunities responsible tourism offers for the advancement of the 17 Sustainable Development

sustainable tourism industry that is focused on creating inclusive growth was adopted to provide
the long-term implementation framework consistent with the declaration of policy set forth in the
Tourism Act of 2009.
The Department of Tourism started the review of the original Plan in December 2015
followed by extensive consultations with National Government Agencies and private tourism-
related associations in January 2016. Through March 2016, a series of focus group discussions
and consultations were undertaken on a regional, provincial, and local level participated in by
sectors representing local tourism and business councils, local government units, non-
governmental organizations, and the academe.

The extensive discussions were also supported by a SWOT survey conducted among the
participants which essentially validated some issues identified in the first Plan as continuing
challenges that remain to be addressed in the coming years. The industry’s performance vis-à-vis
the economic goals and targets set forth during the period of 2011-2016, likewise, formed the
basis for strategic programs and action plans covering 2016-2022 laying down the basis for the
new goals and targets.
Efforts have been undertaken to consolidate the gains already made and adopt a more strategic
and innovative approach in exploring new opportunities to pursue inclusive growth which will be
done by expanding community participation across the full range of facilities and services
planned in the tourism circuits and development areas.
Continuity is the cornerstone of the new Plan with special focus on what is achievable as well
as on building on the momentum of what has already been initiated through the efforts of the
numerous stakeholders comprising the tourism industry.
The NTDP 2016-2022 seeks to build and upscale the implementation of tourism
programs through a focused and prioritized approach which is designed to deliver a more
competitive, sustainable and inclusive tourism sector. To which divided into four (4) aspects,

The Municipality of Rodriguez as a fast developing suburb town of Metro Manila with
their initiatives made possible the enactment of ordinances and executive orders in response to
sectoral impacts brought about by the massive developments. Known as “tapunan ng basura and
resettlements”, this vibrant town, little known by people across the country has many potential in
terms of infrastructure developments to cater mobility and special linkages to intertwine social
needs of the community in self-steering economic local developments and sustainability. Its lush
and verdant environmental surroundings co-existent with the Dumagat IPs are among the
rudimentary and basic embryonic formula of promoting local tourism.
Consistent with the CLUP of Rodriguez, 2012-2022 (Linkages with other plans) while
serving as the “last frontier” and continues to serve the urban needs of the larger territory
metropolitan Manila, the Municipality of Rodriguez would like to actively define its own
“niche”, functions and properly maximize its opportunity and potentials.

Quoting that, “Rodriguez has its own ‘momentum of growth’ and cannot simply be an adjunct or
passive receiver of impacts brought about by external stimuli.” The LGU should not keep at and
remain to be obedient and actual receiver of impacts of developments of mega Manila “but an
active contributor and “effective partner in national development” as mandated by the Local
Government Code (Sec. 2a). “ (CDP/2016-2021).
As illustrated in the CLUP-CDP reformulation and revision in the desired roles of
Rodriguez, the stakeholders elucidated three (3) important promising and challenging roles
which were derived from the newly crafted vision:
a. As a ‘Eco-Frontier Tourist Resorts’ Town;
b. As an ‘Integrated Agri-Industrial’ Center;
c. As a ‘Climate Resilient and Proactive Community’ Model.
By mere examining the CLUP on the generation of spatial strategies, Rodriguez came up
with the development scenarios which will propel its economy and spread progress and
advancement to the whole region.
These scenarios are,
(1) Uncontrolled (“Do Nothing”) Development
strategy-Status quo, which is basically the continuance
of the current development trend in the area;
(2) Strip Development in urban core strategy, this
highlights the physical aspect of development of the
municipality in a regulated expansion of urban built-up
in a compact form of development that will eventually
preserves open spaces and wealthy agricultural land
produce;
(3) Linked - Nodes Development on Protection zones
strategy, this focuses mainly on infrastructure-economic
system that will bring integrated and harmonized
growth. Through this balanced economy, urban sprawl is
likely to happen within interconnected-urban-rural
barangays of Rodriguez. As explained in CLUP (2012-
2022), one of the top spot of this strategy are the huge
government infrastructure investments, environmentally
critical areas protection and the agro-economic and

To address singularity of growth, the LGU proposes the construction of an “arterial road-
linear park” which will function as a “green corridor” or “linear greenway” that will open up new
sites for industries, decongest existing CBD and will offer compact urban growth on the other
side of the region. As echoed in the CLUP, the “linear greenway” itself will serve as a huge open
space and new tourism activity site in the municipality by promoting tourism activities such as
bike-a-thon, marathon, local products, cultural promotion and festivities.
To sustain the diversification of developments within the locality, with the support from
the local chief executive and legislative body of the municipality, Rodriguez crafted and enacted
policies that will hold and support its foundational framework of tourism development.

The Municipality of Rodriguez has a lot of nature attractions magnet to local and foreign
tourists who are fond of nature interactions like hiking, trekking, mountaineering, camping,
cycling-biking, swimming, sight-seeing on its picturesque landscape of Montalban Gorge,
breath-taking hills and mountain ranges of Sierra Madre and a lot more which a neighboring
urban cities cannot offer.
A great escapade for family-oriented tour, lovers, environmentalists, athletes and the like
who are penchant of daring adventure and excitements. Moreso, a fun and thrilling physical
experience to local Dumagat, an Indigenous People (IPs) who cohabitated Montalban long time
ago.

BRIEF HISTORY
Rodriguez is known before as ‘Montalban’. It is said to
be a contraction of the words, ‘Monte Alba’ meaning ‘White
Mountain’. The popular legend of ‘Bernardo Carpio’ explains
the topography of the place with ‘mountain gorges’ and where
Montalban River flows through.
combining the barrios of Balite, Burgos, Calipahan, and Maran. Its first town center was ‘Balite’
termed after ‘Balete’ or strangler fig tree that grew abundantly on the banks of Montalban River.
Montalban played noteworthy roles in the Philippine Revolution history. Patriots such as
Licerio Geronimo, Simplicio Inocentes, Victoriano Bautista Gregorio Cruz, Martin Cruz, and
Hilario Cruz were notable members of the revolutionary movement during the Spanish colonial
regime.
A revolutionary fortress said to be frequented by Andres Bonifacio and General Emilio
Aguinaldo was set up in the caves of ‘Puray’.
During the Philippine-American War of 1898-1901, revolutionaries from this town dealt
a heavy blow to the Americans when “General Sergio” Licerio Geronimo, killed US General
Henry Lawton in battle along the river in Bagong Silangan.
Retaliations made by the Americans eventually defeated the Filipinos. Montalban was returned
to the jurisdiction of the town of San Mateo in 1903.
The Rodriguez Sr.’s family was among the most prominent in the town during the
Japanese occupation. Family members were arrested by Japanese soldiers and imprisoned in Fort
Santiago, while some offered the supreme sacrifice of their lives.
On July 26, 1982 by virtue of Batas Pambansa Blg. 275, ‘Montalban’ was renamed
‘Rodriguez’ in honor of Don Eulogio Rodriguez Sr., in grateful recognition of his pioneering
efforts and example of public service.

Chapter 2 - Profile
Municipal Profile
The rolling slopes comprise the Marikina River Valley, where water from higher
elevations drain towards the Marikina River and its tributaries at the south-western portion of the
municipality. Elevations at these western lowlands range from 10 to 30 meter above sea level.
The western portion of the flatlands gently rises towards the west, which is part of Quezon City.
The mountainous regions of the Municipality of Rodriguez are found at the central and
eastern areas, with sleepy sloping ridges and mountain ranges, traversing north to south. The
terrain in these mountain ranges has slopes ranging from 30–50%. Very steep hills and
mountains have slopes greater than 50%. Rolling to hilly areas 18–30% in slope can also be
found. These high elevations are drained by the Tanay, Puray, and Rodriguez Rivers.

barangays of San Isidro and San Jose being two of the most populated barangays in the
municipality and in the Philippines.

In the 2015 census, the population of Rodriguez, Rizal, was 369,222 people, with a
density of 1,200 inhabitants per square kilometer or 3,100 inhabitants per square mile.
Transportation
The main transportation used in the municipality were jeepneys, tricycles, UVs, and
buses. There are jeepneys that ply through the towns of San Mateo, Marikina and Cubao via
Marcos Highway in Quezon City, some ply the route that leads to Philcoa in Quezon City via
Batasan Road in San Mateo, others connect Rodriguez to Litex Road in Quezon City. The
Marikina Auto Line Transport Corporation (MALTC) buses is the only one that regularly travels
to farther places like Makati and Parañaque. UV's ply the routes to Cubao in Quezon City and
Santa Lucia Grand Mall in Cainta.
Formerly there was railway service under the Philippine National Railways that traverses
the San Mateo - Marikina - Pasig area and had its terminus at Barangay Balitè behind the Santo
Rosario Parish Church but it had been long dismantled and the railway line converted into
roadway that now consists of the road aptly named Daang Bakal.
It is known that 'patok' jeepneys originated from this town way back during the 80's.
These jeepneys are known for their notoriety on the road. Despite this, they are popular among
the passengers hence the name patók which means 'popular'. They still ply this town up to this
day, most plying the Montalban-Cubao route via Marcos Highway. These jeepneys have already
spread throughout the Rizal province as well as in Marikina City since then.

Tourism Profile
The 2030 Agenda for Sustainable Development, adopted by all United Nations Member
States in 2015, provides a shared blueprint for peace and prosperity for people and the planet,
now and into the future. At its heart are the 17 Sustainable Development Goals (SDGs), which
are an urgent call for action by all countries - developed and developing - in a global partnership.
They recognize that ending poverty and other deprivations must go hand-in-hand with strategies
that improve health and education, reduce inequality, and spur economic growth – all while
tackling climate change and working to preserve our oceans and forests.
In June 1992, at the Earth Summit in Rio de Janeiro, Brazil, more than 178 countries
adopted Agenda 21, a comprehensive plan of action to build a global partnership for sustainable
development to improve human lives and protect the environment.
Part of these SDGs is the Sustainable Development Goal 12 (SDG 12 or Goal 12) which
includes Develop and implement tools to monitor sustainable development impacts for
sustainable tourism that creates jobs and promotes local culture and products.
It has an indicator of “Implementation of standard accounting tools to monitor the
economic and environmental aspects of tourism sustainability”. This indicator relates to the
degree to which countries do implement the Tourist Satellite Account (TSA) that has to be
implemented according to the Recommended Methodological Framework 2008. In addition, it
relates to how countries implement the System of Environmental and Economic Accounts
(SEEA) tables, which need to be implemented according to the System of Economic-
Environmental Accounting 2012. These two different tools are currently considered as the best
more feasible way to monitor sustainable tourism. The custodian agency for this target is the
World Tourism Organization (UNWTO).
In the Philippines, Tourism is an important sector for Philippine economy. In 2019, the
travel and tourism industry contributed 12.7% to the country's GDP. Philippines is an
archipelagic country composed of 7,641 islands with 82 provinces divided in 17 regions. The
country is known for having its rich biodiversity as its main tourist attraction. Its beaches,
heritage towns and monuments, mountains, rainforests, islands and diving spots are among the
country's most popular tourist destinations. The country's rich historical and cultural heritage,
including its festivals and indigenous traditions, are also one of the attractions of Philippines.

Popular destinations among tourists are Cebu, Boracay, Palawan, Siargao, and many more.
However, despite these large potential, the tourist industry of the Philippines has lagged behind
its Southeast Asian fellows like Thailand, Vietnam, Malaysia, Singapore and Indonesia, due to
political and social problems.
As of 2015, 4.99 million Filipinos have been employed in the tourism sector and the
government collected P227.62 billion pesos from foreign tourists, almost 25% of which came
from Boracay. The country attracted a total of 5,360,682 foreign visitors in 2015 through its
successful tourism campaign of "It's More Fun in the Philippines". In 2017, foreign arrivals
peaked at 6,620,908.
Philippines has garnered numerous titles related to tourism, namely, the traditional capital

Tourism makes an important part to the economy of the country. The growth of the
economy had been into a major change since the end of the People Power Revolution up until the
present time because of the growth of tourism.
In 2000, Philippines' tourist arrivals totaled 2.2 million. In 2003, it totaled 2,838,000, a
growth of almost 29%, and was expected to grow as much as 3.4 million in 2007. In the first
quarter of 2007, the tourist arrival in Philippines grew as much as 20% in same period last year.
In 2011, the Department of Tourism recorded 3.9 million tourists visiting the country, 11.2

The tourism industry employed 3.8 million Filipinos, or 10.2 per cent of national
employment in 2011, according to data gathered by the National Statistical Coordination Board.

A. Mount Pamitinan
Mt. Pamitinan has a more established trail that takes roughly 1.5-2.5 hours going up. The
first part is forested, passing through some attractions such as an ancient balete, the rock
climbing. The Hapunang Banoy Junction is a rest area prior to the second, rocky part the trail.
This part will be enjoyable to those who are used to rock climbing or bouldering, and a bit of a
challenge for beginners – for whom it will be manageable, but requiring of concentration and
care. The rocks are surrounded with bamboo trunks, some of which have alternating sections of
holdable green and thorny brown trunk segments. Wearing gloves is recommended to ensure a
comfortable grip on the jagged edges of the rocks and keep your skin off thorns.

A hiking destination favored for its proximity to Metro Manila is Mt. Balagbag, located

Mt. Balagbag is also a favorite of mountain bikers. Although locals recall a past when the

U. Pamitinan Cave
Pamitinan Cave is a limestone cave in the foothills of the Sierra Madre mountain range
near Wawa Dam in Rizal, the Philippines. It is located in the Pamitinan Protected Landscape, in
the Barangay of San Rafael, Municipality of Rodriguez. The cave was formerly known as the
'"Cave of Bernardo Carpio"'. Its former name was derived from Bernardo Carpio, a figure in
Philippine mythology who was rebuked by the gods because of his insolence. Legend states that
he was chained forever in the Montalban gorge, cursed to keep two mountains from colliding
with each other.

On April 12, 1895, Andres Bonifacio along with eight other katipuneros declared the
Philippines independence from the Spanish empire inside of this cave. The walls still bear
inscriptions of "Viva la Independencia Filipina" from the time of the Philippine Revolution. On
June 21, 1996, Pamitinan cave was declared a historic site by the National Historical
Commission of the Philippines.
During World War II, Japanese soldiers occupied the cave and used it as a camp.
Pamitinan Cave is a place where they make their rituals.
V. Montalban Gorge
At the foothills of the Sierra Madre in Rizal province, before it wends its way through
Bulacan and Quezon province farther north to Cagayan Valley, is a spectacular gorge that
birthed one of the country’s most beloved legends.
This is Montalban Gorge, cleaved between Mounts Pamitinan and Binicayan in the town
of Montalban (now Rodriguez). The 1,180-feet-high water gap is surrounded by white rock walls

(80-160 feet high), limestone crags, and marble boulders. The two mountains form a scenic view
that appears like a portal to the sky, hence, wawa, Dumagat term for “entrance.”
Sitio Wawa in Barangay San Rafael is a habitat of the Remontado Dumagat, mixed-blood
offspring of lowlanders who fled the Spanish colonizers and of Negritos, the original setters in
the area.
Here dwells Bernardo Carpio, said to be either a man of extraordinary strength or a titan,
our version of Hercules or Atlas. In olden times, he was trapped by an encanto (enchanted
creature) between the two Boulder Mountains. Every time he struggles to free himself or keep
the boulders from crushing him, or from colliding and thus causing landslides and flooding in
nearby villages, an earthquake occurs.
One may dismiss this as how the ancients explained natural phenomena through myths,
but Bernardo Carpio is also a versatile symbol of freedom.
Filipinos have used him as a metaphor for a liberator of a people in bondage, from the
Spanish colonization through the American to the Japanese occupation. When the last link of his
chain is broken, the country will finally be free.
José Rizal is said to have made a pilgrimage to Montalban to pay homage to him. Andres
Bonifacio made one of Pamitinan’s caves the Katipunan’s secret headquarters, where they
declared independence from Spain on April 12, 1895, over a year before the Revolution started.
In recent times, Lav Diaz has used the legend as organic symbol in his film “Hele sa
Hiwagang Hapis.”
A boulder on the riverbed has hollows that form what look like a gigantic footprint,
which locals attribute to Bernardo Carpio.

Y. Wawa Dam
Wawa Dam (also known as Montalban Dam) is a gravity dam constructed over the
Marikina River in the municipality of Rodriguez in Rizal province, Philippines. The slightly
arched dam is situated in the 360-metre (1,180 ft) high Montalban Gorge or Wawa Gorge, a
water gap in the Sierra Madre Mountains, east of Manila. It was built in 1909 during the
American colonial era to provide the water needs for Manila. It used to be the only source of
water for Manila until Angat Dam was built and Wawa was abandoned in 1968. Due to
insufficiency of water supply for Metro Manila, there was a strong clamor to reuse the dam. The
dam and surrounding area is currently protected as part of the Pamitinan Protected Landscape.

One of the oldest churches in town named after the honor of Saint Raphael the Arch
Angel, the Patron Saint of the barangay. The St. Raphael Archangel became Parish Church on
December 12, 2003, almost 15 years had passed when Rev.Fr. Leofilo Lopez Jr. became the first
priest along with Rev.Fr. Rey Tejico as his assistant priest and had served the parish church

and statesman, Eulogio “Amang” Rodriguez, whom the town is named after. Considered a
“living museum,” the typical Spanish stone house showcases his memorabilia, including

undergone minimal physical repairs over the decades and is currently inhabited by the late

I. Wawa Dam
Wawa Dam (also known as Montalban Dam) is a gravity dam constructed over the
Marikina River in the municipality of Rodriguez in Rizal province, Philippines.The slightly
arched dam is situated in the 360-metre (1,180 ft) high Montalban Gorge or Wawa Gorge, a
water gap in the Sierra Madre Mountains, east of Manila. It was built in 1909 during the
American colonial era to provide the water needs for Manila.[4][5] It used to be the only source
of water for Manila until Angat Dam was built and Wawa was abandoned in 1968. Due to
insufficiency of water supply for Metro Manila, there was a strong clamor to reuse the dam. The
dam and surrounding area is currently protected as part of the Pamitinan Protected Landscape.

• The Dumagats/Remontados water source for washing
their clothes, take a bath & catch a fish are in the
river. And for their drinking water it comes from the
water well or spring.
• “Pandanggo”is a type of traditional dance of the
natives with a combination of clapping of hands.
• “Risting o Arnis” is a type of traditional dance of a
male dumagat while courting the female dumagat.
• “Tibawa”is a music instrument that was used by the
Dumagat/Remontado; it is made from a bamboo vine
with a four string.
• “Tipano o Pito” is made from a bamboo vine with

A recollection from top officials from Tourism Congress of the Philippines once said
that, “we are close to achieving our target arrivals for the year and we are on track to surpass last
year’s tourism revenue. As well as, “with the proper combination of infrastructure development,

Tourism Congress of the Philippines (TCP) President Jose Clemente II told The Philippines Star

In the same article, Tourism Secretary Bernadette Romulo-Puyat directly said in the
interview that, “ (arrivals) numbers are very important but, for us, how much was earned is more
important,” This means that the Philippines were on right track to meet the 8.2 million foreign
arrivals target for 2019 under the National Tourism Development Plan 2016-2022 (Travel
Weekly Asia, 2019).
Furthermore, TCP President figures that the industry is on the right path as far as tourism
is concerned. “Numbers are up in most of our target markets as the Philippine continues to
become a preferred destination in Asia,” Mr Clemente added (Travel Weekly Asia, 2019).
And, Ms. Puyat lamented that, the tourism industry in the Philippines should look into
further strong market alternatives not to rely more on the primary market.
Tourism is an important sector for the Philippine economy. In 2015 the travel and
tourism industry contributed 10.6% to the country’s GDP. Philippines is an archipelagic country
composed of 7,107 islands with 82 provinces divided in 18 regions. Philippines is known for
having its rich biodiversity and it is the main tourist attraction in the country. Its beaches,
mountains, rain forests, islands and diving spots are among the country’s most popular tourist
destinations. The country’s rich historical and cultural heritage is also one of the attractions of
the Philippines. Popular destinations among tourists are El Nido in Palawan, Boracay, Cebu,
Manila and many more. Since 2010, South Korea has been the largest source of visitors to the
Philippines. In 2013, a total of 1.17 million South Koreans visited the Philippines. It is followed
by the United States, Japan, China, Australia, Taiwan, and Canada. In 2013, the country attracted
4,681,307 visitors.

Tourism makes an important part to the economy of the country. The growth of the
economy had been into a major change since the end of the People Power Revolution up until to
the present time because of the Tourism growth. In 2000, the Philippines' tourist arrivals totaled
2.2 million. In 2003, it totaled 2,838,000, a growth of almost 29%, and was expected to grow as
much as 3.4 million in2007. In the first quarter of 2007, the tourist arrival in the Philippines grew
as much as 20% in same period last year. In 2011, the Department of Tourism recorded 3.9
million tourists visiting the country, 11.2 percent higher than the 3.5 million registered in
2010.The tourism industry employed 3.8 million Filipinos, or 10.2 per cent of national
employment in 2011, according to data gathered by the National Statistical Coordination Board.
In a greater thrust by the Aquino administration to pump billion to employ 7.4 million people by
2016, or about 18.8 percent of the total workforce, contributing 8 percent to 9 percent to the
nation's GDP. In 2014, the tourism sector contributed 1.4 trillion pesos to the country's economy.
As of 2015, 4.99 million Filipinos have been employed in the tourism sector.
From the year 2014 – 2019, Rodriguez Rizal did not enjoy much from Foreign Tourist
with just 134 travelers as monitored in the partial report of the Office of Tourism Development
Planning, Research and Information Management. Despite the few numbers of foreign tourist in
the province, Rodriguez Rizal was able to accumulate 1,4721,210 domestic travelers in just 6
years and gaining more than 200% from the year 2014 (105,444) to 2019 (396,760).

Other Infrastructure
Sound infrastructure is indispensable for the development of tourism as an economic
pillar in any country (Khadaroo, Seetah, 2015). Infrastructure boosts tourism development by
raising the attractiveness and competitiveness of a destination. Tourists usually expect facilities
in their chosen destination to be comparable to what they enjoy at home.
At any given rate, other infrastructure in Montalban like power and electricity,
telecommunications, power, sewage and waste disposal facilities and drainage are present in the
locality and ready to serve the community.
Power
Manila Electric Company (MERALCO) services the power requirements of households
of the eleven barangays. Based on June 2012 report, MERALCO provides power supply to
53,722 households, 2,037 commercial establishments, 6 industrial establishments, and 57 street
lamp posts.
Given that the total number of households in 2012 is estimated at around 83,000, there
are likely to be 30,000 (36.14%) households that have no access to steady power supply.
There are 278 combined numbers of households in Barangays Puray and Macabud that
still grapple with the lack of electricity.
Montalban Methane Power Plant generates 8.19 megawatts from the capture of methane gas in
the Rizal Provincial Sanitary Landfill (RSPL).

Telecommunications
Land-based telephone services, mobile communication, and internet services in
Rodriguez are provided by large nation-wide companies such as PLDT, Smart, Globe, Digitel
and PT&T which have installed telephone lines in most offices and homes in urban areas. Cell
sites have been established in elevated areas. Internet shops and cyber-cafes are present in nearly
every populated section of town. Given the popularity of mobile phones, the HLURB standard of
1 phone for every 5,000 population has been surpassed.
Rodriguez has a branch of Philippine Postal Corporation. On the average, the post office
handles daily around 1,500 pieces of mail for domestic destinations and about 500 letters to
international destinations. This volume of mail usually doubles during peak seasons, such as
November-February and June-July.
Numerous letter-carrier and courier services are accessible in all urban barangays.
Telegraphic services also operate in the municipality. However, there are no local radio stations
and TV stations as these would be considered superfluous given the town’s proximity to Metro
Manila.
Communication initiatives are not carried out effectively when needed support facilities
are inadequate. The municipal government needs more internet access and communication
landlines, fax machines, etc. It is also noted that the LGU lacks road – worthy vehicles to
promote mobility and access in the municipality.
Water
Manila Water Company, Inc. operates six deep-well pumping stations in the
municipality. Using this facility, MWCI services around 41.567 individual connections covering
an estimated 249,402 individuals. Average consumption is 22 cubic meters per month which
translates to 119 liters per capita per day. Given that the total number of households in 2012 is
estimated to be around 83,000, there are around 40,000 households (48.19%) without access to
piped water distribution at Level III standards. In 2007, there were 13,040 households with Level
I water supply and 2,912 households with Level II water supply.
In June 2012, Manila Water Company, Inc. inaugurated its P4.6 billion Rodriguez Water
System Project, its largest water service project yet, to service the region to the east of Metro
Manila. The new plant has been designed as an alternative to the Balara Treatment Plant 21
kilometers away. MWCI is expected to infuse P6 billion more into water infrastructure in this
region.

underground sources. There are 105 deep wells and 1,861 artesian wells spread all over
Rodriguez.
A major spring in Brgy. Mascap is being developed by the municipal government with an
initial allocation of 1.2 million pesos. This project is a collaboration between the Department of
Agriculture and the Provincial Government of Rizal. Other spring development projects for
remote villages are under the auspices of the Department of Health’s Center for Health
Development.
With an investment of US$150 million, Wawa River Dam can generate 300 Million
Liters per Day (MLD) according to Korean investor K-Water. At optimal capacity, the dam can
provide water for 940,000 people beyond the borders of Rodriguez.
Drainage
Flooding is the most serious natural hazard in Rodriguez. Montalban River which is the
main drainage system in the municipality is already constricted due to heavy siltation brought
about by forest denudation, mining and quarrying, and residential developments along this main
tributary. Most of the urban barangays are situated on moderately flat lands thus; flooding in the
urban areas is severe.
Canals and creeks which have been filled–up with land and converted to residential use
decreased the capability of natural waterways to drain run–offs.
The rolling slopes comprise the Marikina River Valley, where water from higher
elevations drain towards the Marikina River and its tributaries at the south-western portion of the
municipality.

The proposed multi-billion Flood Control Master Plan of DPWH 2012-2025 will likely
use Rodriguez land and resources and improve drainage of the entire town. Construction and
maintenance of DPWH infrastructure will likely use some local labor.
Natural and Socio-Economic Environment
Natural environment and the beautiful sceneries are the heart of tourism industry. It
stimulates a big part of the whole and play positive significant character in socio-economic
stability of a locality.

Nowadays, social media platform plays a very significant role in boosting tourism
internationally and locally. Featured advertisement in internet and other medium attracts millions
of money, creates job and employment and connects people socially. Every households in
Philippine setting has a mobile connectivity. As of 2019, there were approximately 74
million smartphone users in the Philippines, and it has continued to rise since 2015. It is
forecasted that by 2025, there would be around 90 million smartphone users in the country
(Statista, 2019).
Infrastructure
Tourism infrastructure in many locations is outdated, underdeveloped and needs to be
updated with the current trends of local tourism industry in Montalban. The influx of tourist

open to the public its undiscovered beauty, its people, products, and culture and traditions.
Security
One of the challenges affecting tourism is security. Municipal Tourism and Municipal
Planning and Development Offices with the help of Sangguniang Bayan is keen to enhance the
visibility of peace and order personnel and train more local residents in helping secure tourism
sites and other infrastructures.
According to a study elaborated in the Importance of security in tourism (n.d.) which
entitles “Strategies for Safety and Security in Tourism” of Leong Choon Chang (2001), says the
safety and security management should be maintained in a high level. And, the local government

Information on disaster risk reduction of the member countries, Asian Disaster Reduction
Center (n.d.) described, Philippines is located along the typhoon belt in the Pacific. It is being
visited by an average of 20 typhoons every year, five of which are destructive.
To this date, areas nearby Marikina River of the municipality of Rodriguez is being
submerged by run-off rainwater due to typhoon Ulysses and affected thousands of individuals.

In an article published by OECD (2020), states that, “the tourism economy has been
heavily hit by the coronavirus (COVID-19) pandemic, and measures introduced to contain its
spread. Depending on the duration of the crisis, revised scenarios indicate that the potential
shock could range between a 60-80% decline in the international tourism economy in 2020.”
Extensively, international market has been drowned to this effect.
Drastically, the Philippine archipelago is one of infected country of this Covid-19.

Developing tourism in a certain area seemed to be a common idea that has been shared
across different parts of the globe for it offers a variety of benefits. Tourism is a good source of
income increases tax revenues, rise in the standard of living, changes in the age composition of
the population, increase in the level of educational attainment, improved means of
communication, and increased social awareness regarding the well-being of other people and all
there have united to generate interest and interactions among the nations of the world (Grollier,
1995).
Sen. Richard Gordon (Phil. Star, 2006), a former Department of Tourism (DOT)
Secretary, stated that tourism development must be coupled with improving the tourism service

of the country through effective regulation. Our goal must be to truly make the Philippines
Tourism Development in Region IV 227 globally competitive within the region. Our resorts and
hotels have yet to be globally competitive. The DOT must continuously raise the bar for
performance and demand excellence from the private sector. Then, there exists the imperative to
upgrade existing destinations and develop new ones. Gordon noted that at present it appears that
our hotels and resorts can only accommodate 3 million tourists. To fully take advantage of the
global tourism boom and a strengthened marketing effort, we must properly plan and develop
tourism zones in a manner that respects local culture and the environment.
The municipality of Rodriguez is having a lot of tourism potentials from Nature, Culture,
Ecotourism, Agritourism, Food and Beverages, and Built-environment but there is a need to
develop its infrastructure for better promotion and marketing.
Part of developing the tourism industry in the locality is by developing infrastructures for
future tourist destination. Some development strategies that can be established are the following.

The Proposed Macabud Eco-Park & Botanical Garden and Convention Center
The development of Macabud Eco-Park & Botanical Garden and Convention Center is a
new place for all people of Rodriguez and foreign visitors who has passion and love for nature.
This is a great place for unwinding and relaxing after a week of hard work in the city life which
is adjacent to MRT-7 intermodal terminal.. A venue for a lazy family who will enjoy the day
doing nothing but happiness and pleasure. Or, just a quick turn at the end of the day to release
stress and get along with the genuine sound of a fresh brisk of water in the lagoon and fountain
at the heart of the site, the sleepy sound –chanting birds and blossoming ornamental plants that
will capture your eyes and make selfies. This is also a site for picnic grooves, pictorials and a
lovers lane. A pick scene for an engaged couple doing their pre-nuptial activities capturing the
beauteous romantic moments with convention hall center suitable to hold their event and other
culminating activity and a lot more this picturesque background could offer more.

Transportation
Transportation is one of the backbone of development through linkages of places,
businesses and people. These elements of development contribute substantially to socio-
economic growth of a locality.
According to Dinu (2018), “transport through its role of movement of goods and people,
decisively influences the other branches of the world economy, including international tourism”
and as well as the host country. There is a general understanding that travel industry grows more
when there are better transportation frameworks (Shah, 2019).
In Montalban to better enjoy the visit, road infrastructure development has to emerge to
be able to adapt and habituate to the current trend. In order to achieve this, the need to
reinvigorate the municipality’s road network is vital to link sectoral growth of development. The
recent proposed development by a private entity and the national government to construct the
MRT-7 and C-6 Road is very significant to this effect, it will bring traffic easement and easily
connect people and places to major thoroughfares and vital location in the country.

Eco-Cultural/Heritage Tourism
Legend, history and adventure converge in Wawa
In addition to the cultural celebration of Dumagat Tribe in the municipality of Montalban,
Rizal, the Bernardo Carpio story and other historical advantages in the locality shall be given
recognition by adding them in the local holidays and celebrations to better promote and add them
to the tourism activities in the area.
Sitio Wawa in Rodriguez (formerly Montalban) in Rizal, lies in between the 426-meter
high Mount Pamitinan and 424-meter high Mount Binacayan. Its abandoned reservoir is visited
mostly by hikers and mountaineers as the jump-off point for the trek to either beginner-friendly
mountain, two of three mountains in a well-loved trilogy hike (the other is 517-meter high Mount
Hapunang Banoi). The two mountains form a scenic view that appears like a portal to the sky,
hence the name wawa, the Dumagat term for “entrance.” Wawa Gorge is also the place to be for
the relatively new, adrenaline-pumping and extreme sport of rock climbing. The gorge’s 400-
meter high cliffs provide different levels of difficulty for rock climbers.
Legend has it that, in olden times, folk hero Bernardo Carpio, a demigod and giant of
extraordinary strength (our version of Hercules or Atlas), was said to hold the two mountains
apart with his mighty hands, to prevent them from colliding. His enemy, the enchanted king of
the mountains of San Mateo (whom Bernardo defeated by in a wrestling match) had his revenge
when he enticed Bernardo to enter Pamitinan Cave.
The king blocked the entrance with two gigantic boulders of rocks, and trapped him
inside forever, thus shackling him to prolonged bondage. When an earthquake occurs every 100
years, it is said to be Bernardo breaking one of his chains.
It is said that when all his chains have been broken, he would then liberate all his
countrymen from their own slavery. Jose Rizal was said to have made a pilgrimage to the area to
pay homage to this versatile symbol of freedom. The riverbed is said to have a boulder with a
hollow that forms what looks like a gigantic footprint, attributed by locals to Bernardo Carpio.

Historically, the site was used as a hide out by the revolutionary leader Andres Bonifacio,
who made one of Pamitinan’s caves as the Katipunan’s secret headquarters. Here, Bonifacio and
eight of his men entered the cave on Palm Sunday and came out on Good Friday. Inside, they
declared independence from Spain on April 12, 1895, over a year before the Revolution started,
by inscribing on the cavern wall, in what looks like charcoal (possibly soot from a torch), the
words “Viva la Independencia.”
During a three-month-long battle in 1945, the cave was turned into a Japanese armory.
Many Japanese died here from American fire. In 1977 a concrete marker commemorating them
was fixed on the cliff wall over the cave’s mouth. Treasure hunters are also said to be attracted
by rumors of gold buried in the caves. In 1985 the cave was declared a National Geological
Monument. In 1996 the area was declared a Protected Landscape managed by the Department of
Environment and Natural Resources and the Department of Tourism.
The prominent landmark of Sitio Wawa is Wawa Dam (also known as Montalban Dam),
a 500-meter trek, along a ridge, from the sitio. Along the narrow, paved trail are stores selling
organic vegetables, river shrimps, crabs, eels, carp, charcoal, assorted fruits, snacks and
beverages to tourists. On Tuesdays and Fridays, foot traffic is heavy on the trail, with young men
carrying sacks of fruits and vegetables. The dam is reached after crossing a metal footbridge.
Coupled with the beautiful landscape of 80-160 feet high white rock walls, limestone crags and
marble boulders, the dam is perfect for photography.
Wawa Dam is an 85 meter (279 feet) long and 12 meter (40 feet) high gravity dam
constructed over the Marikina River. This slightly arched dam is situated in the 360-meter (1,180
feet) high Montalban Gorge or Wawa Gorge, a water gap in the Sierra Madre Mountains, east of
Manila. During summer, cottages are built at the foot of the dam but, during the rainy season,
they are removed because of the heavy impact of water. The dam, built in 1904, started operating
in 1909 to provide the water needs for Manila but it was closed in 1962 due to deterioration and
lack of water supply, and ultimately abandoned when it was replaced by the La Mesa-Ipo-Angat
watershed system. Wawa Dam is still pictured in the official seal of the local government of
Rodriguez.
For those who are not fans of mountain hiking, Wawa Dam has picnic spots. If you don’t
want to bring your own food and beverages, sari-sari stores, food stalls and a wet market are
available in the place.
Wawa Zipline
The proposed to construct a Zipline along Wawa Dam is an additional attraction for
visitors and tourists both local and international. The scenic view and the elevation from both
sides of the river is a perfect development for a zipline project.
An additional to this attraction, the floodplain of the river can also be developed for a
picnic site, unwind area and an additional center for environmental awareness by advocating and

empowering locals and visitors on the significance and importance of conservation and taking
care of our natural resources for sustainable biodiversity.

More green projects along the river basin shall be part of the environmental conservation
projects. Quarrying, mining and other disastrous activities shall be stopped and the areas where
these activities took place shall be rehabilitated to remedy and prevent any future natural
calamity.
We have witnessed the onslaught of the typhoons Rolly and Ulysses that submerged all
the houses in lower part settlements in the municipality. This can be avoided if a proper land use
plan was applied in these areas. Resettlement of these residents in a much safer place is vital not
only for their lives and livelihood but also for the local government. Refer to figure. A concept of
‘linear greenway” development along Marikina River.
The proposal incorporates the co-management between the LGU and the DENR-
PAMB to further harmonize the existing state of the protected area to invigorate the management
system.
The plan and activities proposed in this development and management are:
• Tree planting activities and greenery along river banks
• River desiltation
• Resettlement of informal settlers along river floodplain areas
• Construction of river flood control system
• Integration of linear greenway concept
• Enactment of statute/law for the stoppage of quarrying, mining, illegal logging and other
form of disastrous activities in the “Upper Marikina River Basin Protected Landscape”.

This chapter entails the implementation plan of the priority programs, projects and
activities of the Municipality of Rodriguez (Montalban), Rizal after its rudimentary review,
analysis, assessments, and calculations of the entire planning area.
Javier and Elazigue (n.d.) articulated in their study, that tourism as a product and service
oriented industry, could generate widespread benefits and impacts to the economy and society.
And, they explained also, in the context of sustainable development, local governments also play
important roles on the success of its local tourism industry, Javier and Elazigue (n.d.).
The Municipality of Montalban outlined the execution programme from conceptual to
implementation of the project deliverables in 5- year duration period from 2021 to 2025. The
table mapped out each and every PPAs as identified in the earlier chapter as a strategy and
solution to the current state of the municipality.
According to Mcconnell (2010) a well-thought out plan of action – the project
implementation plan – is a must-have for your team to produce the deliverables on time, on
budget. He also stated that, “having such a plan in place allows you to implement project
delivery processes, coordinate the effort of team members, state the scope of work, identify the
deliverables, and respond to any scenarios actually running within your project”.
Thus, the following presents the implementation plan for 2021-2025 which will guide
and direct LGU in maneuvering the sectoral linkages attendant to the tourism developmental
plan of Montalban.
