INTRODUCTION TO NEET PG
The National Eligibility cum Entrance Test- Post Graduate (NEET PG), is a single entrance examination in India for medicos
who seek to pursue post graduate medical courses, Like, Doctor of Medicine (MD), Master of Surgery (MS), Postgraduate
Diploma (PG Diploma) in government or private medical colleges of India. NEET PG for MD/MS and PG diploma courses, is
currently conducted by National Board of Examinations (NBE).
NEET-PG is mandatory even for foreign nationals seeking admission in medical courses in India.
NEET PG 2021 will be held across 255 exam cities with more than 1.7 lakh candidates expected to appear. There are 114
PG Diploma colleges , 415 MD colleges & 382 MS colleges all over the country. There are 920 PG Diploma, 12,690 MS and
29,945 MD seats available all over India. Admission to AlIMS and JIPMER colleges, however, would be done on the basis of
their entrance tests and admission process.
Every year, lakhs of candidates appear for NEET PG. In 2020, a total of 1,60,888 candidates had appeared, out of which
89,549 candidates qualified the exam.
Only Candidates who clear the minimum cut off percentile and obtain score in the
required marks range will be eligible for admission in to a medical college through NEET PG 2021.

Aspirants willing to pursue Doctor of Medicine (MD), Master of Surgery (MS) and Postgraduate Diploma (PG diploma)
courses must check the NEET PG 2021 exam pattern before appearing for the entrance exam. By knowing the details of the
NEET PG 2021 Exam pattern, the candidates will be able to make comprehensive preparations for the medical
examination. The test will be based on all subjects taught during MBBS which includes Pre-Clinical, Para- Clinical and
Clinical subjects which are part of the syllabus.
The exam pattern of NEET PG 2021 provides information about the online examination and the pattern of examination like
duration of exam, total no. of question in paper etc. Getting accustomed to these will be useful to the students & gives a
sense of preparedness & boost up the confidence of the students.

NEET PG Counselling : AIQ
Directorate General of Health Services (DGHS) on behalf of Medical Counselling Committee (MCC) would be conducting
NEET PG 2021 Counselling.
The counselling of 50% AIQ seats would be conducted through online mode. Candidates willing to participate in the AIQ
counselling will have to register online.
50% of the total seats of all the government colleges (except for colleges of Jammu and Kashmir state) also
known as 50% All India Quota seats.
All the seats of Central and Deemed Universities.
Seats reserved for the Wards of Insured Persons (IP quota) in Employees' State Insurance Corporation (ESIC)
medical colleges.
Armed Forces Medical College (AFMC) Pune.
NEET PG 2021 counselling will be basically conducted in two rounds for 50% All India Quota seats, while for the Central &
Deemed Universities and ESIC colleges, the counselling will be conducted in three rounds followed by stray vacancy round.
The counselling of NEET PG 2021 for the remaining 50% State Quota seats of government colleges and all the private
colleges will be conducted by the respective state authorities. The list of NEET PG qualified candidates will be given to the
states. Each state will release its own merit list, schedule and application form. The state will also apply the domicile rule as
per their policies.
For participating in the counselling procedure of NEET PG, candidates have to register themselves with the Medical
Counselling Committee (MCC) in order to obtain a roll number and password. The overall steps are as follows:

W hile exercising their options, candidates can interchange their opted choices as many times as they wish to
before locking them.
Once the choice is locked by the candidates, the same cannot be modified. Further, the locked choices will start
appearing on the candidate's screen.
Registration & Fresh choice submission by eligible candidates for 2 nd round of counselling
Students who did not register in 1 st round can complete the registration by making the payment.
Old choices entered would be null & void, students need to enter fresh choices again.

Step 1- Registration
During this step of registration, eligible candidates as declared by NBE have to register online on the official website.
In the first round of counselling, free exit option is available, but after 1st round if a student gets allotted any college and do not
wish to join the same, then the deposit amount would not be refunded.
·In case, if the candidate joins the allotted college then the security amount is either refunded back or settled in the fees
structure of first year, and this may vary from college to college, state to state.

INTRODUCTION TO NEET PG
NEET-PG is an eligibility-cum-ranking examination which has been prescribed as a single entrance examination to
various MD/MS and PG Diploma Courses as per section 10 (D) of Indian Medical Council Act, 1956.
No other Entrance Examination, either at state or institute level, in the State of Maharashtra shall be valid for entry to
MD/MS/PG Diploma Courses for academic session 2021-22.
The admission to postgraduate medical and diploma courses for the session of 2021-22 under Maharashtra state CET
Cell would include:
50% of the State Quota seats for MD/MS/PG Diploma Courses in Government/ Corporation/ Government Aided
Medical colleges and 100% seats of the Government Unaided Private and Minority Medical Colleges (Excluding Deemed
University) situated in the State of Maharashtra.

Documents verification
Document verification will be for the admission to Government/Corporation/Government Aided and State quota seats of
Central Government/ Unaided Private/Minority Institutions from the State of Maharashtra. This process is applicable for
both general and In-Service candidates.
Category candidates who do not have Caste Validity Certificate at the time of document verification process, will be
considered as Open merit candidates subject to fulfilling eligibility.
DT -A(VJ), NT-B, NT-C, NT-D, OBC, SBC and SEBC category candidates who do not have Non-Creamy Layer at the
time of document verification will be considered as Open Merit candidates subject to fulfilling eligibility.
EWS candidates who do not have EWS Eligibility Certificate at the time off document verification process will be
considered as open merit candidates subject to fulfilling eligibility.
Applicants belonging to SBC: The person belonging to Special Backward Class (SBC) is to be considered as OBC
candidate and such candidate will be required to produce Non- Creamy Layer Certificate.
The seats available for admission to medical postgraduate courses will be distributed as 50% to all India Quota
& remaining 50 % to the State Quota.
From the State quota, 50% of Seats in post graduate diploma courses from State Government/Corporation
Medical Colleges would be reserved for In-service candidates in the State Government services, who have
served at least for 3 years in remote and/or difficult areas.
Available State quota seats, (after excluding All India Quota) will be distributed in accordance to Constitutional
reservation policy. The parallel reservation would be applicable in PwD quota seats.
The seat position for Maharashtra State Quota admissions under NEET-PG 2021 of Government and
Corporation medical colleges would be displayed on the website www.mahacet.org.
Seats unfilled from In-Service quota would retain their original category and that would be distributed to non-
In-Service candidates using NEET PG- 2021 merit list.
Postgraduate seats left unfilled in an academic year, shall not be carried forward to the next or subsequent
academic year.

The post graduate seats of unaided Private & Minority Medical Colleges from State of Maharashtra will be filled
through State Competent Authority.
In unaided Private medical Colleges and Minority Medical Colleges, 50% seats are state CET cell quota seats
and remaining 50% seats are institutional quota seats including NRI quota seats. All these seats shall be filled
by State Competent Authority NEET PG 2021.
In Institutional quota, maximum 15% of the seats may be filled in, from the NRI candidates.
In unaided private institutions constitutional reservation is 25 % of total sanctioned intake as per the
Maharashtra Government Notification.

Candidates belonging to 'Creamy Layer' amongst the categories (VJ) DT -A, NT-B, NT-C, NT-D, OBC, SBC and
SEBC must note that the provision of reservation is NOT applicable to them.
One percent postgraduate seats form Open category are reserved for Orphan category candidate
ELIGIBILITY CRITERIA:
Candidate must be an Indian National.
Candidates must have passed the final examination of the MBBS degree course from an institute in
Maharashtra.
He/she must have completed the compulsory rotatory internship by June 31, 2021.
Candidates who have passed MBBS examination from foreign University are not eligible for NEET-PG 2021
admission process under Competent Authority, State CET Cell.
A candidate who is domiciled in the state of Maharashtra and has completed his/her MBBS from outside
Maharashtra (Under 15% AIQ/ AIIMS / Central Government Institutions for MBBS course in the medical college
/institution), would also be eligible for the counselling of Maharashtra NEET PG 2021.
Non-Resident Indians (NRI) are not eligible for any other seat except NRI quota seats in unaided private and
Private Minority medical colleges, subject to fulfilment of NRI status and other relevant eligibility criteria. They
are only eligible for maximum 15% NRI Quota seats in the Unaided Private/Minority medical colleges.
Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) are Not eligible for any seat under Competent
Authority, State CET Cell.
All Candidates desirous to take admission for MD/MS/PG Diploma courses under state quota or Institutional
quota must have appeared for NEET-PG 2021 and declared eligible by the Competent Authority of NEET-PG
2021, Government of India, New Delhi.
Candidates for post-graduate medical courses shall be selected strictly on the basis of their NEET-PG 2021
merit. However, the merit of eligible In-Service candidates under Government/Public authority, weightage in
the marks may be given by Public Health Department as an incentive, 10% of marks obtained for each year of
service in remote and/or difficult areas maximum of 30% of marks obtained in NEET-PG 2021. The remote and
difficult areas shall be notified by the Government of Maharashtra from time to time.

The following candidates are not eligible for admission process through NEET-PG 2021, who have passed Final
MBBS examination from institute located outside Maharashtra, except candidates who are Domicile of
Maharashtra and selected under 15% all India quota / AIIMS / Central Government Institution.
NRI candidates are not eligible for seats in Government/Corporation Medical Colleges, State quota of Central
Government Medical Colleges/Government aided colleges/State CET Cell quota seats (including Institutional
quota) of Unaided Private and Minority Medical Colleges. However, they are eligible for NRI quota seats of
Unaided Private and Minority Medical Colleges.
PIO/OCI/ foreign national candidates are not eligible for any seat through this process, in the State of
Maharashtra.
Candidates who have not appeared for NEET-PG 2021 conducted by Competent Authority, Government of
India, New Delhi.
Candidates who are not going to complete internship on or before 31st June 2021.
Candidates appeared for NEET-PG 2021 after previous 2 attempts in PGM-CETs/NEET PG and has not
completed one year of bond service as per Government of Maharashtra rule and/or not received bond release
certificate by paying bond penalty amount.
Candidates who have not obtained Maharashtra Medical Council / NMC/ the erstwhile MCI / Other State
Medical Council registration before the date of physical document verification process.
Candidates who had been admitted to PG course through State quota in previous two academic years and
resigned / left /not joined which resulted in lapse of a seat.

the candidate as “Indian”
Internship Completion Certificate from university / the head of the institution or Certificate indicating likely date
of completion of Internship from the head of the institution
Permanent/provisional registration certificate of Maharashtra Medical Council or other State Medical Council
in India/NMC/ the erstwhile MCI.
Certificate from Head of Institute showing that the Medical College/ Institute from which the candidate has
passed MBBS examination is recognized by NMC/ the erstwhile Medical Council of India.
If applicable…
Caste Certificate.
Non-Creamy Layer Certificate (for (VJ) DT-A, NT-B, NT-C, NT-D, OBC, SBC and SEBC Candidates) issued by
appropriate authority as specified in the Government Resolutions from time to time.
EWS candidates should produce eligibility certificates in prescribed format issued by appropriate authorities.
(If applicable)
All India Quota / AIIMS / Central Government Institutes selection letter / letter from Dean/Principal stating that
the Candidate was admitted for MBBS under 15% quota / AIIMS/Central Government Institution from All India
Entrance Examination.

To prove the NRI status of the sponsor, following documents (issued by the competent
Authority wherever required) are required to be submitted:
1) Affidavit of claimant/sponsor disclosing his full identity i.e. Full name, Age, Residence, Occupation,
Relationship with the candidate, etc duly signed by the sponsor
4) Proof of residence i.e. Driving License, Telephone Bill, Property Tax Copy, IT return copy, etc
5) Proof of residence showing minimum continuous 182 days of stay of claimant NRI in Abroad of Academic Year
of admission prior to the admission date
6) True copy of Foreign Bank Account Passbook (with copies of main page indicating bank name & Claimants
name and address, with entries of last preceding 6 months prior to admission.
To prove the relationship between sponsor and candidates the candidate should submit
following documents (issued by Competent Authority wherever required)
1) Affidavit of claimant disclosing his full identity i.e. Full name, Age, Occupation, Relationship with sponsor etc.
duly signed by the candidates/students or his/her parents.
2) Affidavit of Family chart duly signed by claimant making clear the relationship.
3) Leaving Certificates, Birth Certificate, Mark sheet, PAN card, Passport and Marriage Certificate. etc of all
members shown on the family tree/family chart.
QUICK NOTE
Once the document is submitted online, it would be verified. If all the relevant documents are found to be correct
and complete, it would be informed to each candidate as per the deficiency of document via email and SMS on
the registered email id and mobile.
For candidates, whose documents are deficient, as per his/her claim, grace period for submission of online
documents would be provided. These documents would be notified via email and SMS on their registered email
id.
Category candidates who do not have Caste Validity Certificate at the time of Physical document verification
process, will be considered as Open merit candidates subject to fulfilling eligibility.

5) Entry of Options:
The Candidate should do the choice filling on the basis of the priority, the allotment of the seats would be done
on the basis of the choices filled by the candidate.
Admission to postgraduate courses for the academic year 2021-22, will be done online by filling out the online
“Preference Form” on www.mahacet.org.
The selection of the candidates will be made on the basis of preferences given by the candidate.
Preferences (choices) will be allowed to fill online to those candidates who are found to be eligible. List of
eligible candidates will be published as a common state merit list.
QUICK NOTE
Those candidates who are responsible for lapse of PG seat for the last two years are not permitted to file for the online
preference filling process.
The candidate can fill online preference form multiple times before clicking submit button
The Subject & College combination code is a four-digit number with S or I or N suffix, specific for each college &
Subject combination.
Candidate should fill his most preferred subject and college code as preference no. 1 followed by his next choice
as preference no. 2 and so on. While filling the subject and college codes, a four-digit number with specific suffix
should be entered in five boxes of NEET-PG 2021 preference form.
Candidates must be very careful while filling the preference form. Candidate should fill a minimum one
preference and or 'n' number of preferences according to his/her desirability. It is not compulsory to fill all
Preferences.

If a candidate does not give preference for a particular code (Government / Corporation / Private); then it means
that he / she is not interested / desiring to take that PG seat.
Candidate should note that there will be no change / addition / deletion in his / her list of preferences at a later
date / stage. While filling the preference form, NEET-PG 2021 merit list will be operated from NEET-PG 2021
rank number one onwards in each round of selection. Candidates getting selected in the previous round will be
considered for the betterment for the subsequent rounds. The betterment herein means the higher preference
exercised by the candidate. The shift in such betterment shall be compulsory and mandatory except for those
who have filled the Status Retention form.
Status Retention:
In case if a candidate to whom a seat has been allotted in the first round and who has joined the college
accordingly, is satisfied with the allotment, such a candidate must submit a Status- Retention Form on or
before prescribed date to the Dean of the College where such a seat has been allotted to such a candidate.
Once a status retention is submitted then there is no provision to withdraw or cancel the status retention.
On the basis of an online application form submitted by the candidates, an applicant's list would be prepared by
the Competent Authority. This list would be published on the website of STATE CET CELL as per constitutional
and/or specified reservation including In-Service & minority Status claimed by the candidates.
Selection of the candidates will be on the basis of the choices filled in the preference form and rank obtained in
the state merit list. Candidates who wish to retain the seats allocated to them must report to the respective
institute before the deadline.
It is made clear that even if a candidate to whom a seat has been allotted in the 1st round wants a betterment of
his/her choice, such a candidate must initially accept the allotment and join the college by completing the
necessary formalities
If any candidate to whom a seat has been allotted in the 1st round does not join the college and course seat so
allotted, it will be presumed that such a candidate is not interested in the admission process and for all further
CAP round(s) including MOP-UP round(s) of admission, such candidate shall not be considered for allotment of
any seat.
The seat so allotted to such a candidate who does not join, will be presumed to be a vacant seat. Such a vacant
seat will be allotted in the next round of admission process within the prescribed period.
After conducting two CAP rounds of seat allotments for Government/ Corporation and State quota of Central
Government/ Government Aided / Unaided Private/Minority Medical colleges, if seat(s) remain vacant due to
non-allotment, non-reporting for admission and resigning after joining or any other reason, such seats will be
filled in Mop-Up round(s).

As and when the candidates finalize the college and the course, they are required to report to the college and complete all
the admission formalities including deposition of fees.
Candidate who has confirmed his/her admission may cancel it on or before the prescribed date which will be
declared by Competent Authority, by submitting an application to the concerned Dean/the head of the
institution.
QUICK NOTE
If a candidate expires or becomes unfit to undergo PG course as per MCI Norms, in that case within the 3 months from the
date of admission, the full refund shall be made (as decided by notified Medical Board).

Candidate who has joined for postgraduate course either through All India Post Graduate quota or through
NEET-PG 2021 state quota should complete Junior residency tenure, failing which he/she will be required to
pay non-refundable 10,00,000/- (i.e. for non-completion of Junior residency tenure). However, this is not
applicable to the candidates of NEET-PG 2021 who resigns the PG admission before prescribed date.
Any candidate admitted either through All India Post Graduate quota or through NEET-PG 2021 state quota
responsible for lapse of post graduate medical seat will have to pay non-refundable Additional penalty of Rs.
10,00,000/-, such candidate would not be eligible for admission through State Quota for subsequent two
academic years., i.e. NEET PG 2022 & 2023.
Candidate joining seat of Government/Municipal Corporation colleges for admission to Post graduation
Courses either through All India Post Graduate quota or through NEET-PG 2021 state quota will be required to
sign a bond to serve the Government of Maharashtra or local self-government or Defence services for a period
of one year, failing which he/she will be required to pay Rs. 50,00,000/- (Rupees fifty lacs only) for the default.
The candidate who have passed post graduate MD/MS/Diploma from Government /Corporation colleges, have
to complete bond service from either of the institution i.e. Government of India or its undertaking institute
(within Maharashtra State)/defence services/Maharashtra State services or its undertaking/self-local
Government bodies and their undertaking situated in the state of Maharashtra
Private Unaided Medical Institution shall not demand Bank Guarantee equivalent to fee amounting to next
academic year(s) at the time of admission and Bond Service shall not be imposed after completion of
Postgraduate course from the admitted candidates by Private Unaided Institutions.
